Congress President Mallikarjun Kharge sharply criticized Vice President Jagdeep Dhankhar on Wednesday, calling him the "biggest spokesperson" for the government. In response to the opposition&rsquo;s motion to remove Dhankhar, Kharge stated that the Chairman of the Rajya Sabha was the primary cause of disruptions in the upper house. He emphasized that the position of Vice President, historically seen as impartial, had never been subject to such a motion since 1952, as previous officeholders had always been unbiased and adhered to the rules of the House.
Kharge accused Dhankhar of deviating from the tradition of neutrality, arguing that his actions reflected more politics than procedure. He further accused the Rajya Sabha Chairman of stifling important discussions raised by the opposition, claiming that Dhankhar regularly prevented opposition leaders from speaking and deliberately blocked debates on critical issues.
The Congress leader also alleged that Dhankhar was more loyal to the ruling BJP than to the Constitution, describing him as a spokesperson for the government instead of an impartial chair. Kharge remarked that the Vice President seemed more focused on advancing his political agenda than on upholding the dignity of the House.
Kharge clarified that the opposition&rsquo;s motion was not motivated by personal animosity but by a commitment to preserving democratic values, the Constitution, and the integrity of the Rajya Sabha. He stated that the INDIA bloc had taken this step after careful deliberation and due consideration of the prevailing situation, underscoring the importance of safeguarding the nation's democratic institutions.

The Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and the Bharatiya Sakshya Adhiniyam (BSA) take into account some of the current social realities and modern-day crimes.
The new laws replaced the British-era Indian Penal Code, Code of Criminal Procedure and the Indian Evidence Act, respectively.
In a post in Hindi on X, Kharge said, "After the political and moral shock in the elections, Modi ji and the BJP are pretending to respect the Constitution, but the truth is that the three laws of the criminal justice system which are being implemented from today, were passed forcibly after suspension of 146 MPs." "INDIA will no longer allow this 'bulldozer justice' to prevail in the parliamentary system," he asserted.
Union Home Minister Amit Shah, who piloted the laws, had said the new laws would give priority to providing justice, unlike the colonial-era laws that gave primacy to penal action.
From Monday, all fresh FIRs will be registered under the BNS. However, cases filed earlier will continue to be tried under the old laws till their final disposals.

Congress president Mallikarjun Kharge Saturday said the Lok Sabha poll mandate is a "decisive rejection" of the politics of divisiveness and hate, and stressed that the INDIA bloc must continue functioning cohesively both inside and outside Parliament.
In his opening remarks at the Congress Working Committee meeting here, Kharge also asserted that while celebrating its "revival", the party should pause a little as it did not perform to its abilities and expectations in some states.
"Further, we could not repeat our performance in states where we had previously done well in Vidhan Sabha elections and formed the government," he said.
Separate discussions on each such state will be held soon, he said.
"We have to take urgent remedial measures. These are states which have traditionally favoured the Congress, where we have opportunities which we have to harness not for our own advantage but for the benefit of our people. This exercise I propose to hold very soon," the Congress chief said.
Kharge further said whether the party is in power or not, its work continues amongst people "24 hours, 365 days", and raise their issues.
The Congress Working Committee congratulated leaders and workers for their determination, will power and resolve.
"People have spoken against the dictatorial and anti-democratic ways of the ruling party. It is a decisive rejection of the politics of the last 10 years. It is rejection of the politics of divisiveness, hate and polarisation," Kharge said.
"I want to draw your attention to the fact that wherever Bharat Jodo Yatra went we saw an increase in the vote percentage and number of seats for the Congress party," he said.
Noting that the Congress won both the seats of Manipur, Kharge said the party also won seats in Nagaland, Assam, and Meghalaya.
"In Maharashtra, we emerged as the single-largest party. People from all walks of life supported the Congress party to save the country's democracy and constitution," he said.
Other than this, Kharge said the party also saw an increase in seats dominated by SC, ST, OBC, and minority voters, as well as seats in rural areas.
Going forward, the Congress has to make its presence felt in urban areas as well, he added.
Kharge also hailed INDIA bloc partners, saying each party played its designated role in different states, and each party contributed to the other.
"Our determination is that the INDIA group must continue. We must function cohesively and collectively both in Parliament and outside," he said.
The issues that we raised in the election campaign are issues that are bothering the people of India. We have to continue to raise them both in Parliament and outside, Kharge said.
"We must be disciplined, must be united. The People have reposed their faith back in us in substantial measures and we must build on it. We accept this verdict with genuine humility.
"Whether we are in power or not, Congress party's work continues. We have to work amongst our people 24 hours, 365 days and raise their issues," Kharge said.
He also thanked farmers, organisations working for backward classes, civil society groups, NGOs, small groups of traders, lawyers, intellectuals, independent media and others.
He also cautioned leaders that the discussions in the CWC should remain within the party forum and there should not be a "running commentary" on what is being deliberated on at the meeting.
The extended meeting of the party's top decision-making body -- the Congress Working Committee (CWC) -- started at Hotel Ashok here.
Senior party leaders and members of the CWC, along with Congress Legislature Party leaders and Pradesh Congress Committee presidents from various states, will analyse the party's performance and suggest measures to strengthen the organisation.
The Congress's top brass, including party chief Kharge, Sonia Gandhi, Rahul Gandhi, Priyanka Gandhi Vadra, Congress general secretaries K C Venugopal and Jairam Ramesh, besides other leaders, were participating in the deliberations.
Kharge, who has convened the meeting, will also host a dinner for all the extended CWC members and party MPs at the hotel.
A meeting of the Congress Parliamentary Party comprising all newly-elected MPs of the Lok Sabha and those of the Rajya Sabha will be held in the Central Hall of Parliament at 5.30 pm.

&nbsp;The Congress has consciously contested on a lesser number of seats in this Lok Sabha election as part of a strategy to keep the INDIA bloc together and defeat the BJP, Congress president Mallikarjun Kharge has said.
In an interview with PTI, he said this does not exhibit "under-confidence" on the part of the party as the "compromise was struck to ensure victory of the united opposition while giving space to other parties which have strengths in different parts of the country".
Kharge also termed Priyanka Gandhi Vadra an "asset" and a star campaigner and justified her decision to not contest the elections.
Asked which seat Rahul Gandhi should leave, in case he wins both Wayanad and Rae Bareli, Kharge said it is his personal choice.
"We have taken a conscious decision to contest on a lesser number of seats. This is being done to keep the alliance partners together and that's why we have made this compromise," he told PTI.
Kharge said the Congress had formed a committee to forge coalitions in every state after holding consultations with other like-minded parties.
"The party high command approved this strategy. We have held consultations in every state," he said.
The Congress is contesting 328 seats, its lowest-ever, leaving more than 200 seats for the other opposition parties in the INDIA bloc.
On many alliance partners fighting against each other in states like Kerala, Bengal, and Punjab, he said, "There is no disunity in fighting against the central government. In states, we are fighting as both INDIA parties are key in some states, otherwise it will benefit the BJP." The Congress chief said every state has a different alliance, "but we are all fighting against the BJP's and Modi ji's ideology." "The parties have taken a well-thought out line which is in the interest of the nation," he asserted.
To a question that opposition leaders like Rahul Gandhi, Akhilesh Yadav and Arvind Kejriwal are not even united in predicting the NDA numbers, he said, every leader has a different assessment.
"I can do proper assessment in Karnataka as I know the state well and know everything. Different feedback comes from different states.
But, as I have said, the numbers required for stopping the BJP from coming to power, we in the INDIA alliance have those numbers and we will stop the BJP from assuming power," he said.
Kharge, however, did not give a definite reply on SP's Akhilesh Yadav saying there is no need for ED, CBI and they should be banned.
"If our government comes, we will review all the laws. Whatever that is being done to harass people, we will oppose it. No one has adopted such a procedure of misusing probe agencies as has been done by the BJP. There should be probes and proper inquiries, but the BJP is itself creating evidence, cases and putting people behind bars," he alleged.
He also questioned why the opposition leaders were being put behind bars ahead of the elections.
"Why did they not arrest them earlier when they were in power for the last 10 years? Elections are going on and here leaders are being threatened and harassed and put behind bars, not leaving them even to campaign.
"There is no level playing field being maintained by the BJP, as opposition leaders are being threatened. These things are not good for a democracy and an authoritarian rule is being implemented," the Leader of Opposition in Rajya Sabha asserted.
He justified Priyanka Gandhi not contesting the election, saying it was a decision taken by Sonia Gandhi, Rahul Gandhi and her.
Sonia Gandhi has been in politics for 30 years and she knows who should contest from where, he said.
"She (Priyanka) is also our star campaigner, along with Rahul Gandhi, as Sonia Gandhi ji is not keeping very good health. They are in demand and thousands come to listen to them.
"Both of them are our assets and if we invest all our assets at one place, then what about others as they have to help others too. We welcome whatever decision they have taken," the Congress chief said.
Asked which seat should Rahul hold, if he wins both Wayanad and Raebareli, he said, "It is Rahul Gandhi's individual decision and he will take a call on this." He also justified several party stalwarts deciding to keep themselves away from contesting, saying some had fought assembly elections and it is their strategy to make their own people contest in their place.
"Besides, we also need senior leaders to do campaigning for the party across the country in the national election. We cannot ask everyone to contest. We are strengthening those who are contesting, but equally important are those who make the party's strategy in elections," he noted.
The Congress president accused the BJP of "suppressing democracy and opposing the Constitution" and said this is the reason why this election is very significant for everyone - from children to the old, and from print media to television and even social media users.&nbsp;

He also advised Karnataka Chief Minister Siddaramaiah, who shared the dais with him, to follow his principles. "I tell Siddaramaiah repeatedly that you may retire as CM or MLA, but you cannot retire from politics till you defeat the ideology of the BJP and RSS"

The BJP hit out at Congress president Mallikarjun Kharge on Saturday over his swipe at the ruling party for raising the issue of removal of Article 370 of the Constitution in Rajasthan, with Home Minister Amit Shah saying the opposition party's "Italian culture" is to be blamed for it not understanding the very idea of India.
Shah and other Bharatiya Janata Party (BJP) leaders, including its president J P Nadda, shared a short clip of Kharge's speech on X, in which he is heard targeting the ruling party for talking about removal of Article 370 in Rajasthan.
"Are bhai, yahan ke logon se kya wasta hai (what has it got to do with the people here)?" Kharge is heard asking in the clip. The Congress chief also incorrectly referred to Article 371 instead of Article 370, which had granted special rights to Jammu and Kashmir and was annulled by the BJP-led Centre in August 2019.
Shah said on X that it is "shameful" to hear what Kharge said. He reminded the Congress that Jammu and Kashmir is an integral part of India and that every state and citizen has a right over it just as the people of Jammu and Kashmir have a right over the rest of the country.
Taking a swipe at the Congress, Shah said the party does not know that many brave sons of Rajasthan have sacrificed their lives for peace and security in Kashmir.
"But it is not merely the fault of the Congress leaders. It is mostly the Italian culture of the Congress party that is to blame for not understanding the very idea of India. Such statements hurt every patriotic citizen who cares for the unity and integrity of the nation. People will certainly answer Congress.
"And for the kind information of the Congress, it was not Article 371, but Article 370, that was abrogated by the Modi government," he said in a post on the microblogging platform.
However, it is only expected of the Congress that it would make such horrendous mistakes, the home minister added.
"Such blunders made by it have haunted our nation for decades now," he said.
Nadda also seized on the issue to slam the Congress. In a post on X, he said, "Another day, another gem from Congress! Kharge Ji displays the typical Congress mindset which wanted Jammu and Kashmir to remain disconnected from the rest of India. He doesn't even know that the Article in question is Article 370 and not 371." Jammu and Kashmir will remain an integral part of India, the BJP chief said, adding that the removal of Article 370 is very much linked to national pride and the unity as well as integrity of India.

Union Minister Piyush Goyal on Friday sought an apology from the Congress for the controversial statement by party MP that suggested a call for a separate south nation over fiscal injustice, but the opposition party's president said it stands for a united nation and will not tolerate any such call.
Raising the issue in the Rajya Sabha when it met for the day, Goyal said the statement by D K Suresh, who is the brother of Karnataka Deputy Chief Minister D K Shivakumar, reflects the "divisive" thinking of the Congress party.
The Congress has in the past divided the nation and the latest statement is an example of the same thinking of the party, he said.
Goyal, who is minister for commerce and industry, said even for fighting an election an oath of affirmation to the Constitution of India is required. After being elected, MPs have to take an oath of allegiance to the Constitution and that of upholding sovereignty and integrity of the country, he added.
Without naming Suresh, he said the statement cannot be ignored as it is an attack on the Constitution of India and an insult to the sovereignty and integrity of the country.
The statement, he said, was made on a day when Finance Minister Nirmala Sitharaman was presenting the interim Budget that lays a roadmap for a developed India by 2047.
"The Congress president should clarify if the party is associated with the statement. (He should also state if) the country's sovereignty and integrity and its Constitution hold any place in the mindset of the Congress. (And that) does the party want to divide the country into north and south?," he said.
"The country will not tolerate this divisive approach of the Congress. I condemn the Congress party and its leaders and demand that they apologise for the statement." Leader of the Opposition and Congress president Mallikarjun Kharge said Suresh is not a member of Rajya Sabha and, therefore, his conduct cannot be debated in the House.
Chairman Jagdeep Dhankhar, however, said his earlier rulings had made it clear that the statement by a Lok Sabha MP can be discussed in the Upper House.
"Congress leaders have given sacrifices for the country," he said, adding the MP in question has clarified on TV that he did not state what is being reported.
"If he has said anything, the matter should be looked into by the privileges committee (of Lok Sabha)," Kharge said.
"We will not tolerate any statement that calls for breaking the country. That statement may be from any party... be it from my party or their (BJP) party, or somebody else. Someone says or not, I Mallikarjun Kharge, will state that India is one from Kanyakumari to Kashmir and will remain one. It is for this cause that Indira Gandhi gave the supreme sacrifice of her life and Rajiv Gandhi gave his life. Can such a party talk of breaking the country? We will not tolerate such a thing." It is not correct to repeat in the House what Suresh has not said, he added.
Goyal had read out the English translation of the statement Suresh made in Kannada on Thursday.
The MP from Bengaluru Rural constituency had purportedly stated that southern states are not receiving their dues as taxes collected from them are being distributed in north. The southern states, he purportedly said, would be forced to demand a separate nation if the injustice was not rectified.

For proper share in welfare schemes, it is important to have socio-economic data on the condition of weaker sections of society and ensure social justice to them, he asserted.
The Congress president also said the party would implement women's reservation if voted to power in 2024 Lok Sabha polls.
While asking party leaders to expedite efforts to highlight the government failures, he said they must immediately counter the "false propaganda" of the ruling BJP as such attacks and "falsehood" would increase as elections approach.
"The prime minister's absence in Manipur stands in sharp contrast to his frequent visits to the election going states. His baseless attacks filled with lies and falsehoods on the Congress party will only increase in coming days. It is essential that we counter these falsehoods and create our own counter narrative," he stressed.
Kharge also underlined the need for an effective strategy for assembly polls in Rajasthan, Chhattisgarh, MP, Telangana and Mizoram.
"As we approach the upcoming assembly elections and general elections, it is important that the party works with meticulous coordination and complete discipline and unity," he said at the meeting.
"Today, our nation faces inflation, unemployment, and government's failure to implement the Old Pension Scheme. The ruling party's divisive tactics and misuse of autonomous bodies pose a threat to democratic stability," the Congress chief said.
He also said that in 2024, we must strive to establish a government that addresses grave challenges facing the country and cater to the marginalised, youth, women, farmers, and labourers.
Simultaneously, we must address pressing issues like inflation and unemployment while remaining attuned to the people's voices, he said.
"We must propagate the exemplary work of Congress-led state governments and past Congress governments. By highlighting these accomplishments, we can instil faith among the public and inspire a brighter future," he said.
Kharge said there is renewed enthusiasm among cadres after the decisive victories in Himachal Pradesh and Karnataka and there is need to put in all our might to win the five states in which elections are to be held, he said.
Five state assemblies of Mizoram, Chhattisgarh, Madhya Pradesh, Rajasthan and Telangana will go to polls on different days beginning November 7 and counting of votes will take place on December 3, the Election Commission said on Monday.
This is the second meeting of the highest decision making busy of the Congress after it was reconstituted under Kharge in August. The first meeting was held in Hyderabad last month.
