The Manipur government has lifted the temporary suspension of mobile internet services across nine districts, following a review of the prevailing law and order situation. An official order issued by the State Home Department on Monday announced the restoration of internet services in Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Kangpokpi, Churachandpur, Jiribam, and Pherzawi districts.
The order, signed by Commissioner (Home) N. Ashok Kumar, urged all internet users to refrain from activities that could lead to future disruptions. The suspension had been in place to curb the spread of misinformation and maintain public order in the wake of ongoing tensions in the state.
Meanwhile, on December 8, Manipur Police conducted search operations and area domination exercises across vulnerable hill and valley districts. The police ensured the movement of 373 vehicles carrying essential goods along NH-2. A total of 107 checkpoints were set up across the state to maintain security, with no detentions reported for violations.
In a separate development, the Supreme Court of India on Monday requested a sealed cover report from the Manipur government regarding properties that have been burnt, looted, trespassed, or encroached upon during recent violence. The court ordered the state to provide detailed information on the ownership and current occupants of these properties. Additionally, the court asked the government to clarify the steps taken to address illegal trespassing, and to respond to concerns raised by the Justice Gita Mittal Committee regarding the release of funds for temporary and permanent housing for those affected by the violence.
The Supreme Court will next hear the case related to the violence in Manipur after January 20, 2025.

The Army was called in as fresh tension mounted in Manipur on Tuesday and four columns of the Assam Rifles were deployed in Imphal East after a senior police officer was abducted allegedly by cadres of the Arambai Tenggol, a Meitei organisation, from his residence, officials said.
The officer, Additional Superintendent of Police Amit Kumar, posted in the operations wing of the Manipur Police, was rescued after a swift action by police and security forces, the officials said.
The officer has been admitted to a hospital where his condition is stated to be stable.
Giving details of the incident that took place around 7 pm on Tuesday, the officials said that a group of cadres owing allegiance to the Arambai Tenggol attacked the house of Kumar at Wangkhei in Imphal East.
The reason for this indiscriminate firing was that the officer concerned had arrested six members of the group for their alleged involvement in vehicle theft, the officials said.
Following the arrests, a group of Meira Paibis (Meitei women group) had protested and blocked roads demanding their release.
In the Tuesday evening attack, armed cadres allegedly belonging to the Arambai Tenggol ransacked the house and damaged at least four vehicles with gunfire, they said.
Detailing the chaotic events, M Kulla, the police officer's father, explained, "We tried to talk to the armed men after they entered, but all of a sudden they started firing at the vehicles and properties. So we had to rush inside and lock ourselves." The father, according to the officials, called his son and informed about the incident.
The officer rushed with his team only to be abducted as they were outnumbered by the cadres allegedly belonging to the Arambai Tenggol.
The Manipur Police acted promptly, mobilising forces to launch a successful rescue operation, ensuring Kumar's safe return within hours.
The state government had to take help of the Army as the situation worded after the rescue efforts.
Officials said that four columns of the Assam Rifles were requisitioned and deployed around the area where the incident took place. The Armed Forces (Special Powers) Act is not applicable in valley areas.
The Assam Rifles, a paramilitary force, functions under the operational command of the Army.
The region has witnessed escalating violence since May 3, with over 180 casualties reported after a "Tribal Solidarity March" in the hill districts protested the Meitei community's demand for Scheduled Tribe (ST) status.
The Meiteis, constituting around 53 per cent of Manipur's population and residing predominantly in the Imphal Valley, contrast the tribals, including Nagas and Kukis, who make up 40 per cent and primarily inhabit the hill districts.&nbsp;

A mob on Wednesday tried to gherao a Manipur Police office complex demanding arms in Imphal, the capital of the restive state, prompting the authorities to order the firing of several rounds in the air and withdraw curfew relaxations in two districts, officials said.
A tribal student body called for a 48-hour shutdown from midnight of Wednesday to protest against the deployment of additional police commandos in Moreh town in Tengnoupal district, where a sub-divisional police officer (SDPO) was shot dead on October 31.
The decision came following the attempt by a group of people to gherao the 1st Manipur Rifles complex, close to Raj Bhavan and Chief Minister&rsquo;s Office in Imphal West district, demanding weapons.
Security forces fired several rounds in the air to disperse the mob, officials said.
Tension had been brewing in the state capital after an on-duty sub-divisional police officer at Moreh town was shot dead by tribal militants on Tuesday morning.
In another incident, three police personnel suffered bullet injuries when militants ambushed a convoy of the state force at Sinam in Tengnoupal district on Tuesday afternoon. The convoy was sent to Moreh as reinforcement to assist in conducting operations.
Meanwhile, the Kuki Students Organisation (KSO) has called a 48-hour shutdown in the state from midnight of November 1.
In a statement, KSO said it takes "strong exception to the continued stationing and additional deployment of Manipur police commandos in Moreh town despite Union Home Minister Amit Shah's assurance to withdraw all state forces within three days during his visit to the border town".
Shah visited the town bordering Myanmar in late May, weeks after the ethnic strife began in the northeastern state.
The KSO alleged that the police commandos were torturing the residents of the town following the killing of the SDPO.
The Indigenous Tribal Leaders Forum, another organisation of the Kuki-Zo community, also levelled similar allegations.
SDPO Chingtham Anand, a resident of Imphal, was killed in a sniper attack while he was on duty overseeing the cleaning of the grounds of Eastern Shine School for the construction of a helipad jointly by the police and BSF.
The slain police officer was an alumnus of the Sainik School Imphal and the alumni association of the institute condemned the killing.
The association on Wednesday urged the central and state governments to arrest the culprits.
The state has remained gripped by recurring bouts of violence since ethnic clashes first erupted in May. More than 180 people have been killed since then.
The clashes have occurred over a number of grievances that both sides have against the other however the flashpoint of the crisis has been a move to give Meiteis scheduled tribe status, which has since been rolled back and an attempt to turf out tribals living in protected forest areas.

The SDPO was taken to a primary health centre in Moreh where he succumbed to his injuries, a senior police officer said.

&nbsp;In an emergency meeting, the Manipur cabinet on Tuesday approved Rs 50 lakh ex gratia for the next of the kin of Moreh SDPO Chingtham Anand who was killed in an ambush by tribal militants in Tengnoupal district earlier in the day.
Chingtham, a resident of Imphal's Haobam Marak locality, was shot at during an ambush by militants at Moreh while he was "on duty overseeing the cleaning of the grounds of Eastern Shine School for construction of a helipad jointly by the police and BSF," an official said.
Condemning the dastardly act, the cabinet also decided to provide a suitable government employment to the next of the kin of the slain policeman.
The cabinet decided to instruct the security forces "to launch a joint operation in Moreh and its adjoining areas to arrest the culprits responsible for the crime" and "noted that additional state forces have been detailed from Imphal for the purpose. The operations have since started." The cabinet instructed central and state forces to ensure free movement of vehicles on Pallel-Moreh road NH-102 which connects Imphal valley with the border town, a distance of around 110 km.
The cabinet further decided "that no illegal armed personnel shall be permitted in or around Moreh, considering the strategic position of the town under India's Act East Policy." The cabinet also approved to recommend the World Kuki-Zo Intellectual Council (WKZIC) as an "unlawful organisation under Section 3 of the Unlawful Activities (Prevention) Act 1967." The cabinet noted that the organisation had recently called upon the Kuki-Zo community to stock arms and ammunition following apprehension of another face-off between the two warring communities in November, before the harvesting season.

The tribal organisation also raised a series of questions on the Manipur situation such as why AFSPA was recently removed only in valley areas and not in hill districts.

The Indigenous Tribal Leaders Forum (ITLF), an organisation of the Kuki-Zo community, on Tuesday alleged that Manipur Chief Minister N Biren Singh has &ldquo;instigated&rdquo; the ethnic strife in the northeastern state which began in early May.
Commenting on RSS chief Mohan Bhagwat&rsquo;s remark that Meiteis and Kukis, the two warring communities in the state, were living together for a long time, the ITLF asked why no clashes had taken place between the two sides before the present government started ruling the state in March 2017.
Addressing the RSS Dussehra rally at Nagpur earlier in the day, Bhagwat said, "Who actually fuelled the conflict? It (violence) is not happening, it is being made to happen." In a statement, the ITLF alleged that the answer to his question is Chief Minister N Biren Singh.
While the Meitis live mainly in the Imphal Valley, Kukis are in majority in hills districts.
Another question raised by the ITLF is: &ldquo;Why was the government notification of 1966 regarding &lsquo;reserved&rsquo; and &lsquo;protected&rsquo; forests under the Indian Forest Act, 1927 suddenly implemented in 2023&hellip;?&rdquo; The strife in Manipur was preceded by protests by tribals against a drive by the state government to evict them from reserve forest areas.
&ldquo;What Manipur witnessed in the past few years was a highly coordinated assault on the rights and protections that tribals enjoyed under the constitution,&rdquo; The ITLF statement read.

Broadband internet has been conditionally restored in Manipur nearly 80 days after was banned due to the ethnic violence in the state.

The Manipur government on Tuesday lifted the suspension on broadband internet conditionally in a "liberalised manner", nearly three months after it was banned due to the ethnic violence in the state.
However, mobile internet will remain suspended, the Home Department said in a notification.
"Connection will be only through static IP and that the subscriber concerned shall not accept any other connection other than allowed for the time being [TSP/ISP shall be held responsible for non-compliance of this condition]," it said.
"No Wifi Hotspots shall be allowed from any of the routers and systems using the connection at any cost by the subscriber concerned," it said.
The government has considered the suffering of the people as the internet ban affected offices and institutions, and people working from home, besides mobile recharge, LPG cylinder booking, payment of electricity bills, and other online services, the order said.
It said the suspension on broadband internet has been lifted in a liberalised manner, subject to fulfilment of several terms and conditions.&nbsp;

"Narendramodi ji, You did not make a statement inside Parliament, yesterday. If you were angry then instead of making false equivalence with Congress governed states, you could have first dismissed your Chief Minister Manipur," Kharge said on Twitter.
"INDIA expects you to make an elaborate statement in Parliament today, not just on one incident, but on the 80-day violence that your government in the state and the Centre has presided upon, looking absolutely helpless and remorseless," the Congress chief also said. &nbsp;Modi on Thursday said the incident of women being paraded naked in Manipur has shamed 140 crore Indians, asserting that law will act with its full might and no guilty will be spared.

Both houses of Parliament did not transact any business on Thursday as the opposition was unrelenting on its demand for a statement from the prime minister on the Manipur violence. 
The government is ready to hold a discussion on incidents in Manipur but the opposition is not serious about it, Defence Minister Rajnath Singh said on Friday in Lok Sabha which witnessed protests over the matter leading to adjournment of proceedings till 12 noon.
As soon as the House met, the members of the opposition parties were on their feet.
The members, including those from the Congress, DMK and Left, raised slogans and told Speaker Om Birla that &ldquo;Manipur is bleeding&rdquo;.
The speaker told opposition members that sloganeering will not bring any solution to the problem but only dialogues and discussions can.
&ldquo;This is not good. Solution can be found only through discussions,&rdquo; he said.
As the opposition did not heed to his requests, Birla asked the Defence Minister to speak.
Singh said the government is ready for a discussion on Manipur incidents.
&ldquo;We are ready for a discussion... But I can see that the opposition is unnecessarily creating problems. The opposition is not serious for a discussion on Manipur. We want a discussion and there should be a discussion,&rdquo; he said.
As the opposition did not relent, the speaker adjourned the proceedings till 12 noon.
&ldquo;A solution can be found only through discussions but you just don't want any discussion,&rdquo; Birla said.
The Manipur violence rocked proceedings in both Houses of Parliament on the first day of the Monsoon session on Thursday, with the opposition demanding a statement from Prime Minister Narendra Modi and a discussion on the situation in the northeastern state.
The session started a day after a video of two women being paraded naked by a mob on May 4 in a Manipur village went viral, triggering a nationwide outrage.
The Manipur Police on Thursday arrested four accused who were seen in the video, officials said.
Police said a case of abduction, gang rape and murder has been registered at Nongpok Sekmai police station in Thoubal district against unknown armed miscreants.&nbsp;

A nearly thousand-armed mob in Manipur had killed a man as he tried to protect his sister from being raped on May 4 before the two were paraded naked and molested in front of others. &nbsp; This has been noted in the FIR filed by the police on June 21. &nbsp; &nbsp; The FIR notes that the mob entered the village at around 3 pm and took away cash, furniture, electronic items, foodgrains, furniture and cattle heads from the houses.&nbsp; The mob also kidnapped away five people who were rescued by police from a nearby forest.&nbsp; The five villagers had fled to the forest in fear following the attack.&nbsp; The police arrested four people in connection with parading the women naked and molesting them a day after a video showing their humiliation surfaced on July 19.&nbsp;

Days after cash and ornaments valued at over Rs 2.25 crore were found missing from an Axis Bank branch in Manipur&rsquo;s Churachandpur, criminals targeted another bank in Kangpokpi district and looted computers and other electronic items worth nearly Rs 1 crore, officials said on Friday.
The Kangpokpi branch of Manipur State Cooperative Bank, north of Imphal Valley, has been closed since May 4, police told PTI adding, "the theft was detected three days ago when officials went to open the bank&rdquo;.
"Though the cash vault was found broken, bank officials had removed all the money from it and the ATM located on the bank premises in mid-May as per the instructions of the head office," the official said.
At least six computers, a printer and other electronic items are missing, the official said, adding an FIR has been lodged at Kangpokpi police station.
On July 10, cash and jewellery worth Rs 2.25 crore were found missing from a branch of Axis Bank in Churchandpur.
Officials said they came to know about the theft when the bank reopened after remaining closed for more than two months since violence broke out in the state on May 3.
Police said thieves drilled a hole from the rear side of the bank and gained entry. "Rs 1.25-crore cash was looted along with gold ornaments estimated to be valued at over Rs 1 crore in addition to a computer," an official said.
More than 150 people have lost their lives and over 3,000 injured since ethnic violence broke out on May 3 when a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe status.&nbsp;
