Provide poor kids with gadgets, internet: Delhi HC to schools

The Delhi High Court on Friday directed private as well as government schools to provide gadgets and an internet package to poor students for online classes. The court said that the absence of such facilities prevent children from pursuing elementary education. The court added that private unaided schools shall be entitled to claim reimbursement of reasonable cost for procurement of the equipment and internet package from the State under the Right to Education Act. The judgment came on a PIL by NGO Justice for All seeking directions to the Centre and the Delhi government to provide free laptops, tablets or mobile phones to poor kids so that they can access classes online during the Covid-19 lockdown.

New Delhi, PTI: The Delhi High Court on Friday directed private as well as government schools to provide gadgets and an internet package to poor students for online classes. The court said that the absence of such facilities prevent children from pursuing elementary education.
A bench of Justices Manmohan and Sanjeev Narula said private unaided schools "shall be entitled to claim reimbursement of reasonable cost for procurement of the equipment and internet package from the State under the Right to Education (RTE) Act, 2009, even though the State is not providing the same to its students".
The bench directed constitution of a three-member committee, comprising education secretary from the Centre or his nominee, Delhi government's education secretary or his nominee and a representative of the private schools, to expedite and streamline the process of identifying and supplying the gadgets to poor and disadvantaged students.
The court said the committee shall also frame standard operating procedures (SOPs) for identifying the standard of the equipment and internet package to be supplied to the poor and disadvantaged students.
This would ensure uniformity in the gadgets and internet package being used by all the poor and disadvantaged students, the bench said. The judgment came on a PIL by NGO Justice for All, represented by advocate Khagesh Jha, seeking directions to the Centre and the Delhi government to provide free laptops, tablets or mobile phones to poor kids so that they can access classes online during the Covid-19 lockdown.

PTI,&nbsp;New Delhi: Former Prime Minister Manmohan Singh and former Finance Minister P Chidambaram are among over a dozen Rajya Sabha MPs who have sought leave of absence from the current monsoon session on medical grounds, Chairman M Venkaiah Naidu said on Wednesday.
Naidu informed the House that he had received letters from Singh and 13 other MPs seeking leave of absence on medical grounds.
Besides Singh and Chidambaram, the others who have sought leave of absence include PMK leader Anbumani Ramadoss, senior Congress leader Oscar Fernandes, A Navaneethakrishnan of AIADMK and YSR Congress leader and billionaire Mukesh Ambani's aide Parimal Nathwani.
Others include nominated member Narendra Jadav, Hishey Lachungpa (Sikkim Democratic Front), Manas Ranjan Bhunia, Sushil Kumar Gupta (AAP), V Lakshmikantha Rao (TRS), Mahendra Prasad (JD-U), KG Kenye (Naga People's Front) and Banda Prakash (TRS).
"All Members except Narendra Jadhav, Banda Prakash and Navaneethakrishnan have sought Leave of Absence for the entire 252nd Session," Naidu said.
While Jadhav has sought leave of absence from September 15 to October 1, Prakash would be absent from the House from September 14 to 26. Navaneethakrishnan will not attend the House proceedings from September 14 to 24.
The House allowed all the 14 MPs leave of absence.&nbsp;
