India's competition regulator Competition Commission of India (CCI) has slapped a ₹213.14 crore fine on Meta, citing unfair business practices related to WhatsApp&rsquo;s controversial 2021 privacy policy update.
According to Press Release published on PIB, under the previous privacy policy dated 25.08.2016, WhatsApp users were given the option to decide whether they wanted to share their data with Facebook. However, with the latest policy update in 2021, WhatsApp made data sharing with Meta mandatory for all users, removing the earlier option to opt out.
The regulator has also directed Meta to cease anti-competitive practices and refrain from sharing WhatsApp user data with other Meta-owned applications for advertising purposes for a period of five years.
Meta&rsquo;s Response: Disagrees with Decision
Meta has expressed its disagreement with the CCI&rsquo;s ruling and plans to appeal. A Meta spokesperson stated, &ldquo;The 2021 update did not change the privacy of personal messages and was offered as a choice for users. No one lost access to their WhatsApp accounts due to this update&rdquo;.
The company clarified that the update aimed to introduce optional business features on WhatsApp and improve transparency regarding data collection and usage. Meta emphasized that WhatsApp continues to provide value to individuals and businesses alike, especially during COVID-19, by supporting small businesses and enabling essential citizen services.

Reuters reported that Meta's status dashboard indicated issues with the application programming interface for WhatsApp Business, with around 200 outage reports on Downdetector. The outage affected various Meta-owned platforms, including Instagram, Facebook, Threads, and Messenger, leaving users unable to log in for over 30 minutes.

Internet traffic observer Down Detector is reporting vast outages on several Meta platforms Tuesday. The problems are being reported across the world, suggesting that the outage could be global.
London-based internet monitoring firm Netblocks said on X that four Meta platforms -- Facebook, Instagram, Messenger and Threads -- were &ldquo;currently experiencing outages related to login sessions in multiple countries.&rdquo;
But the firm, which advocates for internet freedom, said there was no sign of &ldquo;country-level internet disruptions or filtering,&rdquo; which are typically imposed by governments.
Andy Stone, Meta's head communications, acknowledged the issues on X, formerly known as Twitter, and said the company is &ldquo;working on this now.&rdquo;&nbsp;

Both Meta and Amazon throughout 2023, had been involved in cost-cutting efforts and restructuring their business. Though this became a risk for the employees, many facing layoffs, investors have reaped the profits.
<h3>Tech Layoffs</h3>
Meta in 2023 reduced its headcount by 22%. However, it unveiled plans for a $50 billion stock buyback, and even announced its first ever quarterly dividend. This encouraged investors to stick to the stock.&nbsp;
Likewise, Amazon also intiated its biggest-ever round of corporate job cuts beginning in 2022 that affected about 35,000 people last year. For 2024, the company has said more positions will be eliminated in its Prime Video, studios and Twitch livestreaming businesses. However, the firm remained non-committal when the investors asked about any plans to return capital to shareholders.
As per Bloomberg, investors were happy to see tech companies &mdash; often prone to splurge on moonshot projects with no foreseeable payout &mdash; narrow their investments on profitable business lines, said Gil Luria, managing director at D.A. Davidson &amp; Co.
&ldquo;This new found cost discipline is paying off for investors as these companies were able to prune less productive businesses while still being able to invest some of those savings in the faster growing parts of their business,&rdquo; Luria told Bloomberg. &ldquo;At the same time, these companies have been able to accelerate revenue growth, thus significantly increasing margins.&rdquo;
<h3>Meta and Amazon's Performance</h3>
Both Meta and Amazon, reported holiday quarter revenue growth surpassing the estimates in their central businesses - digital advertising for Meta and e-commerce sales for Amazon. After this, Meta&rsquo;s shares went up 15% in extended trading while Amazon&rsquo;s stock rose more than 7%.
<h3>Preference for leaner business</h3>
Bloomberg in its report mentioned that Meta's CEO Mark Zuckerberg is refraining from investing big despite the strong business.
&ldquo;The biggest thing that&rsquo;s holding me back from doing that is that at this point I feel like I&rsquo;ve really come around to thinking that we operate better as a leaner company,&rdquo; he said Thursday. &ldquo;There are always these questions about adding a few people here or there to do something, and I guess I just have more of an appreciation about how all of that adds up.&rdquo;
A more focussed version of Meta would mean big investments into artificial intelligence advancements, both in generative AI and on the background technologies to help feed it social media products and power its ad targeting. As per Bloomberg, Zuckerberg is also still committed to VR and AR headsets, and the company&rsquo;s Reality Labs division building these kinds of technologies still lost $16 billion in 2023.
Despite this, Zuckerberg has mentioned that the company is planning to keep headcount growth &ldquo;relatively minimal&rdquo; for 2024.&nbsp;
Meanwhile, Amazon's CFO Brian Olsavsky said the company would be cautious about new investments. &ldquo;Where we can find efficiencies and do more with less, we&rsquo;re going to do that as well,&rdquo; he said.
For years, both Meta and Amazon had been re-investing profits into its companies which fueled hiring and expanding into new technologies and business lines.&nbsp;

Sexual predators. Addictive features. Self-harm and eating disorders. Unrealistic beauty standards. Bullying. These are just some of the issues young people are dealing with on social media &mdash; and children's advocates and lawmakers say companies are not doing enough to protect them.
On Wednesday, the CEOs of Meta, TikTok, X and other social media companies went before the Senate Judiciary Committee to testify as lawmakers and parents grow increasingly concerned about the effects of social media on young people's lives.
The hearing began with recorded testimony from kids and parents who said they or their children were exploited on social media.
&ldquo;They're responsible for many of the dangers our children face online,&rdquo; US Senate Majority Whip Dick Durbin, who chairs the committee, said in opening remarks. &ldquo;Their design choices, their failures to adequately invest in trust and safety, their constant pursuit of engagement and profit over basic safety have all put our kids and grandkids at risk.&rdquo; South Carolina Senator Lindsay Graham, the top Republican on the Judiciary panel, echoed Durbin's sentiments and said he's prepared to work with Democrats to solve the issue.
&ldquo;After years of working on this issue with you and others, I've come to conclude the following: social media companies as they're currently designed and operate are dangerous products," Graham said.
He told the executives their platforms have enriched lives but that it is time to deal with &ldquo;the dark side.&rdquo; Beginning with Discord's Jason Citron, the executives touted existing safety tools on their platforms and the work they've done with nonprofits and law enforcement to protect minors.
Snapchat had broken ranks ahead of the hearing and began backing a federal bill that would create a legal liability for apps and social platforms who recommend harmful content to minors. Snap CEO Evan Spiegel reiterated the company's support on Wednesday and asked the industry to back the bill.
TikTok CEO Shou Zi Chew said TikTok is vigilant about enforcing its policy barring children under 13 from using the app. CEO Linda Yaccarino said X, formerly Twitter, doesn't cater to children.
&ldquo;We do not have a line of business dedicated to children,&rdquo; Yaccarino said. She said the company will also support Stop CSAM Act, a federal bill that make it easier for victims of child exploitation to sue tech companies.
Yet child health advocates say social media companies have failed repeatedly to protect minors.
&ldquo;When you're faced with really important safety and privacy decisions, the revenue in the bottom line should not be the first factor that these companies are considering," said Zamaan Qureshi, co-chair of Design It For Us, a youth-led coalition advocating for safer social media. "These companies have had opportunities to do this before they failed to do that. So independent regulation needs to step in.&rdquo; Meta will likely be a central focus of the hearing, with the Menlo Park, California, tech giant being sued by dozens of states that say it deliberately designs features on Instagram and Facebook that addict children to its platforms and has failed to protect them from online predators.
New internal emails between Meta executives released by Senator Richard Blumenthal's office show Nick Clegg, president of global affairs, and others asking Meta CEO Mark Zuckerberg to hire more people to strengthen "wellbeing across the company&rdquo; as concerns grew about effects on youth mental health.
&ldquo;From a policy perspective, this work has become increasingly urgent over recent months. Politicians in the US, U.K., E.U. and Australia are publicly and privately expressing concerns about the impact of our products on young people's mental health,&rdquo; Clegg wrote in an August 2021 email.
The emails released by Blumenthal's office don't appear to include a response, if there was any, from Zuckerberg. In September 2021, The Wall Street Journal released the Facebook Files, its report based on internal documents from whistleblower Frances Haugen, who later testified before the Senate.
Meta has beefed up its child safety features in recent weeks, announcing earlier this month that it will start hiding inappropriate content from teenagers' accounts on Instagram and Facebook, including posts about suicide, self-harm and eating disorders.
It also restricted minors' ability to receive messages from anyone they don't follow or aren't connected to on Instagram and on Messenger and added new &ldquo;nudges&rdquo; to try to discourage teens from browsing Instagram videos or messages late at night. The nudges encourage kids to close the app, though it does not force them to do so.
But child safety advocates say its actions from the companies has fallen short.
&ldquo;Looking back at each time there has been a Facebook or Instagram scandal in the last few years, they run the same playbook. Meta cherry picks their statistics and talks about features that don't address the harms in question,&rdquo; said Arturo B&eacute;jar, a former engineering director at the social media giant known for his expertise in curbing online harassment who recently testified before Congress about child safety on Meta's platforms.
&ldquo;Instagram promises features that end up hidden in settings that few people use. Why is quiet mode' not the default for all kids?&rdquo; B&eacute;jar added. &ldquo;Meta says that some of the new work will help with unwanted advances. It is still not possible for a teen to tell Instagram when they're experiencing an unwanted advance. Without that information how can they make it safer?&rdquo; Google's YouTube is notably missing from the list of companies called to the Senate Wednesday even though more kids use YouTube than any other platform, according to the Pew Research Centre. Pew found that 93% of US teens use YouTube, with TikTok a distant second at 63%

The PIPC found that OpenAI failed to promptly report the data leakage to authorities within the required 24-hour period. Consequently, the company was held responsible for breaching its duty in protecting personal information. However, the commission also highlighted the need for enhanced personal information protection measures across the board.
To avoid similar incidents in the future, the PIPC has advised OpenAI to take preventive measures and adhere to South Korea's personal information protection law. The commission further urged the company to actively cooperate with the PIPC's inspection activities.
Meanwhile, Meta, the parent company of Facebook, has been slapped with a hefty fine of 7.4 billion won by the PIPC. This fine is related to the unauthorized collection and use of personal information for personalized online advertising.
The PIPC revealed that Meta had gathered personal information without obtaining proper user consent, and this violation took place before July 2018. The commission discovered that Meta secretly collected Facebook users' personal data through "Facebook Login," a feature that allows developers to integrate Facebook accounts with their applications or websites.
Previously, in September of the previous year, Meta had faced another fine of 30.8 billion won for failing to clearly inform users and obtain their consent when using their data for personalized advertisements.
Despite the seriousness of the offence, the PIPC has decided not to pursue a criminal complaint against Meta at this time. Instead, it granted the company a grace period to address the issues on its own and ensure compliance with data protection laws.
