Thousands of mourners lined up Saturday to pay tribute to former Soviet leader Mikhail Gorbachev, who launched drastic reforms that helped end the Cold War and precipitated the breakup of the Soviet Union, in a farewell snubbed by Russian President Vladimir Putin.
The Kremlin's refusal to declare a state funeral reflects its uneasiness about the legacy of Gorbachev, who has been venerated worldwide for bringing down the Iron Curtain but reviled by many at home for the Soviet collapse and the ensuing economic meltdown that plunged millions into poverty.
On Thursday, Putin privately laid flowers at Gorbachev's coffin at a Moscow hospital where he died.
The Kremlin said the president's busy schedule would prevent him from attending the funeral.
Gorbachev, who died Tuesday at the age of 91, will be buried at Moscow's Novodevichy cemetery next to his wife, Raisa, following a farewell ceremony at the Pillar Hall of the House of the Unions, an opulent 18th century mansion near the Kremlin that has served as the venue for state funerals since Soviet times.
At the ceremony Saturday, mourners passed by Gorbachev's open casket flanked by honorary guards, laying flowers as solemn music played. Gorbachev's daughter, Irina, and his two grandaughters sat beside the coffin.

The grand, chandeliered hall lined by columns hosted balls for the nobility under the czars and served as a venue for high-level meetings and congresses along with state funerals during Soviet times.
Despite the choice of the prestigious site for the farewell ceremony, the Kremlin stopped short of calling it a state funeral, with Peskov saying the ceremony will have &ldquo;elements&rdquo; of one, such as honorary guards, and the government's assistance in organising it.
He wouldn't describe how it will differ from a full-fledged state funeral.
Declaring a state funeral for Gorbachev would have obliged Putin to attend it and would have required Moscow to invite foreign leaders, something that it was apparently reluctant to do amid soaring tensions with the West after sending troops to Ukraine.
Dmitry Medvedev, the deputy head of Russia's Security Council chaired by Putin who served as Russia's president in 2008-2012, showed up at the farewell ceremony.
He then released a post on a messaging app channel, referring to the 1991 collapse of the Soviet Union and accusing the U.S. and its allies of trying to engineer Russia's breakup, a policy he described as a &ldquo;chess game with Death.&rdquo; Some foreign leaders were still expected to attend the ceremony, including Hungarian Prime Minister Viktor Orban, who often has been critical of the Western sanctions against Russia.
The modest ceremony contrasted with a lavish 2007 state funeral given to Boris Yeltsin, Russia's first post-Soviet leader who anointed Putin as his preferred successor and set the stage for him to win the presidency by stepping down.
Putin, who once lamented the collapse of the Soviet Union as the &ldquo;greatest geopolitical catastrophe of the century,&rdquo; has avoided explicit personal criticism of Gorbachev but has repeatedly blamed him for failing to secure written commitments from the West that would rule out NATO's expansion eastward.
The issue has marred Russia-West relations for decades and fomented tensions that exploded when the Russian leader sent troops into Ukraine on Feb. 24.
In a carefully phrased letter of condolence released Wednesday avoiding explicit praise or criticism, Putin described Gorbachev as a man who left &ldquo;an enormous impact on the course of world history.&rdquo; &ldquo;He led the country during difficult and dramatic changes, amid large-scale foreign policy, economic and society challenges,&rdquo; Putin said.
&ldquo;He deeply realised that reforms were necessary and tried to offer his solutions for the acute problems.&rdquo; The Kremlin's ambivalence about Gorbachev was reflected in state television broadcasts, which described his worldwide acclaim and grand expectations generated by his reforms, but held him responsible for plunging the country into political turmoil and economic woes and failing to properly defend the country's interests in talks with the West.&nbsp;

 Born March 2, 1931 into a peasant family in Russia's southern Stavropol region, Gorbachev grew up with the hardships of World War II and the repressive rule of dictator Joseph Stalin, whose regime sentenced his grandfather to nine years in a labour camp.
As a boy Gorbachev was bright and hard working. At 16 he was awarded the Red Banner of Labour for helping in a record harvest, and in 1950 he won a coveted place at Moscow State University to study law.
Five years later, the ambitious graduate and his young wife Raisa moved back to Stavropol, where he began a rapid rise through the ranks of the Communist Party, becoming the youngest member of the Politburo, at age 49, in 1979.
He took over the world's biggest state and second superpower in 1985, when he was elected general secretary of the Communist Party.
At 54 and full of fresh ideas, Gorbachev was a startling contrast to the geriatric ideologues previously in control of the Kremlin.
His foreign policy choices sent shockwaves through the world order. He defused the US-Soviet nuclear standoff with a series of disarmament agreements, withdrew Soviet troops from Afghanistan, and loosened the reins on the leadership of Moscow's Eastern European satellite countries.
At home, his perestroika and glasnost policies set off seismic changes.
Thousands of political prisoners were freed, among them scientist and dissident Andrei Sakharov.
- End of an era - But storm clouds were gathering. Gorbachev's attempt in 1985 to crack down on chronic alcohol abuse was a disaster, sapping the state budget and earning the Soviet leader the lasting hatred of alcohol-loving countrymen.
His encouragement of freedom at home quickened the disintegration of the multi-ethnic Soviet empire.
From the Baltic republics to the Caucasus and Central Asia, independence movements and inter-ethnic strife shook the seemingly invincible structure of Soviet domination, while glasnost brought wave upon wave of embarrassing revelations about the Soviet Union's dark past.
In 1989, Eastern Europe countries threw out their Communist governments and the Berlin Wall was torn down.
In 1990, Gorbachev was elected the first and final president of the Soviet Union but within months had to contend with a revolt by hardline communists.
The August 1991 coup failed, but it was the defiant Boris Yeltsin who faced it down and became a national hero while Gorbachev was held under house arrest far away in a Crimean resort.
Soon after, the Soviet Union vanished and with it Gorbachev's position.
In an op-ed published in government newspaper Rossiiskaya Gazeta in December 2016, days ahead of the 25th anniversary of his resignation, Gorbachev recognised his share of responsibility in the Soviet Union's collapse.
"But my conscience is clean," he wrote. "I defended the Union until the end, acting through political means."
Facing political ostracism at home, the 1990 Nobel Peace Prize winner hit the international lecture circuit, backed environmental causes, and made what observers found embarrassing fund-raising campaigns for his Gorbachev Foundation, including an appearance in a Pizza Hut television commercial.

As Putin cemented his grip on power since the turn of the century, Gorbachev appeared torn between concern at the clampdown on civil liberties under the former KGB agent and respect for Russia's resurgence on the international stage.
In 2011 Gorbachev slammed what he saw as Russia's "imitation" of democracy as he marked his 80th birthday.
But in late 2014 he backed Putin's seizure of Ukraine's Crimea peninsula and blasted the West for its "euphoria and triumphalism" following the collapse of the USSR.
As he moved into his late 80s, Gorbachev made fewer public appearances but remained a passionate advocate for the causes that had shaped his life.
When Donald Trump announced in 2018 that Washington would be pulling out of the Intermediate-Range Nuclear Forces (INF) Treaty that Gorbachev brokered with Ronald Reagan in 1987, the ex-Soviet leader was scathing.
"A great danger... now looms over all that we have achieved in the years since the end of the Cold War," Gorbachev wrote in the Vedomosti newspaper.
But he remained hopeful.
"Politics, not weapons, is the key to solving security problems," Gorbachev wrote. "We need... to take action to prevent the world from sliding into an arms race, confrontation and ultimately hostility. Despite everything, I believe it is still in our power."

European Commission President Ursula von der Leyen hailed Gorbachev as a "trusted and respected leader" who "opened the way for a free Europe".
His "crucial role" in bringing down the Iron Curtain, which symbolised the division of the world into communist and capitalist blocs, and ending the Cold War left a legacy "we will not forget", she wrote on Twitter.
