Budget 2023, will be the last full budget of the present government ahead of the general elections to be held in mid-2024. UBS India believes that this budget is likely to be be rural and infrastructure focussed.&nbsp;
UBS India economist Tanvee Gupta Jain, says the upcoming budget is likely to boost rural/agriculture spending by 10 billion US dollar -- a growth of 15 per cent from the last budget and maintain double-digit 20 per cent growth in public capex over the current fiscal, given that the nation will be going to polls in mid-2024.&nbsp;
However, she noted that the government is unlikely to go beyond fiscal boundaries with its election-oriented budget and also expects the subsidy burden to ease significantly in FY24, creating more fiscal space to reallocate money towards existing rural schemes, including the rural jobs scheme MGNREGA, rural housing and roads, amongst others.
She also expects the economy to moderate further and pencils a GDP growth of 5.5 per cent for next fiscal, much lower than the consensus 6 per cent, saying the slowing global growth and delayed impact of monetary tightening, coupled with the spillover effect of an expected global slowdown in this year.
However, she also said the country's structural growth story remained intact and therefore continued to expect the domestic economy to be able to maintain potential growth of 5.75-6.25 per cent in the medium term, as she sees the government to continue with its push on capex, manufacturing and digitalisation.

Government has ordered the blocking of 45 videos from 10 YouTube channels that contained fake news and morphed content with the intent to spread hatred amongst religious communities, Information and Broadcasting Minister Anurag Thakur said on Monday.
The blocked videos had a cumulative viewership of over 1.30 crore and claimed that the government had taken away the religious rights of certain communities, an official statement said.
"These channels had content that spread fear and misconception among communities," Thakur said.

"Some of the videos blocked by the Ministry were being used to spread disinformation on issues related to Agnipath scheme, Indian Armed Forces, India’s national security apparatus, Kashmir," it said.
The content was observed to be false and sensitive from the perspective of national security and India’s friendly relations with foreign nations, it added.
The order to block the videos was issued on September 23 under the provisions of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021, the statement said.
Earlier, the government had blocked 102 YouTube channels and Facebook accounts that sought to create communal disharmony, Thakur said.

The Narendra Modi government is planning to rechristen the various branches of India's premier health institute AIIMS, according to news agency PTI.
Each AIIMS (All India Institute of Medical Sciences) will be given a name based on regional heroes, freedom fighters, historical events or monuments of the area or their distinct geographical identity. Currently, AIIMS are differentiated on the basis of their location.
Most of the 23 AIIMS have submitted a list of names to the Union health ministry, according to sources quoted by PTI. Apart from fully-functional institutes, partially-operational and under-construction AIIMS will also be christened.
Out of the 16 AIIMS established between 2015 and 2022, MBBS classes and outpatient department services have been started in 10 institutes, while only MBBS classes have been started in another two. The remaining four institutes are at different stages of development, as per PTI.

With the new Agnipath programme of military recruitment causing widespread protests in India, let's take a look at how some other countries induct soldiers into their armed forces.
The United States of America has a voluntary armed force, like India. Most American soldiers serve for 4 years, and their tenure can be extended for 4 more years. Soldiers can also apply for full service, and they become eligible for benefits like pension after serving for 20 years.
In China, all males aged 18+ have to register for military service. Around 4.5 lakh soldiers are inducted into the Chinese People's Liberation Army every year. Many serve for 2 years after being trained for 40 days. Those serving for 2 years get tax and loan benefits. Some soldiers are promoted to permanent service.

Russia has a hybrid conscription and contract model. Soldiers get 1-year training and then serve for a year. After this, they are added to reserve force ranks. From this pool, permanent recruitment is done. Recruits get education opportunities and benefits.
Israel has compulsory military service, and recruits are given basic training. Males have to serve for 32 months, while females have to serve for 24 months. Subsequently, soldiers are placed in reserve, and can be called as per requirement. 10% of the recruits are inducted for long-term service. This involves a 7-year contract. Soldiers are eligible for pension after 12 years of service.
Meanwhile, France follows various recruitment models. Some soldiers are inducted on contractual basis. Renewable contracts range from 1 year to 5 years. Soldiers are trained for 3 months. Pension benefits kick in after 19 years of service.

The details of foreign armies were reportedly released by the government to fight criticism of the Agnipath scheme.
Under the recently-announced programme, recruits called Agniveer will be inducted into the forces for 4 years of service, with around 25% being eventually transferred to the regular cadre.
The government said that the scheme would infuse youth power into the forces, while also providing valuable experience and skills to recruits. The Narendra Modi administration had initially announced an age window of 17.5 to 21 years, but then declared a one-time relaxation in the upper limit to 23 years.
Protesting aspirants are worried about employment and benefits like pension. They feel that the new scheme will leave them in limbo after 4 years. The government has claimed that they will get preference for many government jobs, and also assistance if they want to start their own work. Also, earlier models of recruitment like permanent commission and short service commission will continue.
However, it is not just aspirants who are opposing the scheme. Many veterans of the armed forces have raised questions regarding the Agnipath programme, claiming that it will reduce the operational preparedness and impact organisational effectiveness of the military.

The Supreme Court Wednesday asked the Centre not to leave high courts at state governments' mercy for funding of judicial infrastructure and to develop a centralised mechanism where money goes directly to them as per needs and requisitions.
The apex court also said that at times judiciary is unable to utilise all funds allocated to it, and commented in the lighter vein, "We can say judges are misers. They don't know how to spend..." The top court underlined further that at the time when the government is talking about ease of doing business, speedy disposal of corporate cases, settlement of disputes through arbitration and inviting foreign direct investment, it is imperative that the Centre has a centralised mechanism for development of the infrastructure and allocation of funds.
It appreciated the Centre's efforts of taking into its hand the computerisation of judiciary, as funds have not been a problem, 17,000 courts have been computerised and judicial officers have been given laptops to ensure seamless connectivity.
It said the Centre can contemplate creating an umbrella body which will look at creation of judicial infrastructure as required.
A bench of Justices D Y Chandrachud, Surya Kant and Vikram Nath batted for creation of specific cadre for tribunals and said that the Centre can contemplate creating an All India Tribunal Service for effective administration of tribunals.
The bench said: “We have found that infrastructure work gets completed fast when funds are allocated by the Centre. We appreciate the efforts of the Central government for speedy allocation of funds for creation of court infrastructure.
"We recently held a meeting of Chief Justices of different High Courts and all of them said one thing that they don't know when the funds will be allocated by the State government. So, don't leave the High Courts at the mercy of state governments for funds. You must create a centralised mechanism for development of judicial infrastructure.” The top court was deliberating upon the recommendation of Justice (retd) A K Sikri made in his report on the National Court Management System.
The bench said: “You see, we have inherited our judicial infrastructure from the British. Till the 1970s and 80’s the approach was to increase the strength of the judiciary by creating new vacancies and filling them.
"Now after that period, the approach of the judiciary and government has also changed. Now, at the time when the government is talking about ease of business, speedy disposal of corporate cases, settlement of disputes through arbitration and mediation and inviting foreign direct investment, it also understands the need for creation of additional infrastructure.” It asked Additional Solicitor General K M Nataraj to seek instruction on creation of an umbrella body like National Judicial Infrastructure Corporation, a sub-committee at the national and state levels and a central mechanism for allocation of funds for creation of infrastructure.
“We cannot wait for the Chief Justices' benches to take up the matter of creation of judicial infrastructure. Several Chief Justices' benches have passed certain directions in the past. Some Chief Justices have longer tenure and some have shorter tenure. It is very difficult to pursue the matter,” the bench said.
It accepted that the problem is also at the end of the judiciary as even if the funds are allocated, they remain unutilised, as the judges are unable to spend it.
“In that sense, we can say judges are misers. They don’t know how to spend it. Judges are not supposed to do these things and they have other work to do. They are reluctant to get into all this. They will have to issue a tender and then oversee completion of work on time”, it said.
Nataraj said that courts can seek information from the high courts as to how many vacancies are not filled for want of adequate infrastructure.
The bench said, “Is this your case, that the judiciary is not filling vacancies because there is no adequate infrastructure. You cannot say that the judiciary should first fill the vacancies and then you will create judicial infrastructure”.
It said that a problem in tribunals is that there are no specific cadres and besides judicial members, people from various departments are made non-judicial members.
“In consumer tribunal, besides judicial members, people from other fields and departments are made members. The presiding officer does not have disciplinary control over them. All it can do is to recommend repatriating the member to the parent department. Hence, there is a need for creation of specific cadres under the All India Tribunal Service, which will cater to the needs of various tribunals. Like it is in the UK Her Majesty’s Tribunals Service”, it said.
The bench said that every time a central legislation is passed there is a creation of special courts and the burden of cases on judiciary is increased.
“You see, like for NDPS, PMLA and commercial matters, special courts are created. But where are the judges. Every time a central legislation is passed it increases the burden on the judiciary. For commercial courts, no specialised training is imparted to the judges. You should have a centralised training institute, where judges are trained on the subject”, it said.
Senior advocate Vibha Datta Makhija, who has been appointed amicus curiae in the matter, said that creation of a sub-committee at the national and state levels under the umbrella body will help in expeditious creation of infrastructure.

With talks with farmer unions deadlocked, the govt is expected to roll out some measures to try and pacify the farming community.
The government aims to double the income of farmers by 2022; so the prime focus is expected to be on infrastructure.
The pandemic hit agricultural operations hard. Farming operations suffered due to infrastructure bottlenecks such as supply chain distortions, non-availability of credit, lack of quality inputs and marketing infrastructure.
So, the govt should rethink its development strategy towards building the infrastructure supporting agriculture and allied sectors.
Allocation of funds towards fast-tracking of existing projects in rural infrastructure development, such as rural roads and irrigation, should be a key focus area.
More allocation is expected towards the development of storage and warehousing facilities such as packhouses, cold storage and vehicles for transportation.
The PM-Kisan Samman Nidhi, an initiative which provides up to ₹6,000 annually to an agricultural household as income security, needs to be enhanced.
The coverage of the scheme should be widened by taking tenants, landless agricultural workers and female farmers, into its ambit.
There is also a need to increase allocation towards the addition of more Farmer Producer Organisations or FPOs.
The formation of 10,000 new farmer producer organisations (FPOs) as proposed for fiscal 2021 can cater to only 7% of the farming population.
FPOs have a big role to play in not only building socio-economic resilience of farmers but also in achieving several sustainable development goals.
The govt should also strengthen existing FPOs to improve and establish market linkage for all small farmers.
Farmers expect the budget should enunciate strategies that promote new-age technologies, and encourages data-driven solutions for intelligent farming.
The govt could exempt GST on machines purchased for the agricultural sector.
Loans to the agricultural sector via NBFCs should also be classified as Priority Sector Lending (PSL) credit.
The govt has already implemented a number of schemes for agriculture, such as direct benefit transfer under PM Kisan, MGNREGA scheme for farm workers, a Rs 1 lakh crore agriculture infrastructure fund.
The govt should look to build on that, in order to allay fears of the farming community.

The <a href="https://www.editorji.com/story/pm-modi-to-release-pm-kisan-instalment-worth-18000-cr-1608728054847" target="_blank" >PM-Kisan Samman Nidhi</a>, an initiative which provides up to ₹6,000 annually to an agricultural household as income security, needs to be enhanced.
The coverage of the scheme should be widened by taking tenants, landless agricultural workers and female farmers, into its ambit. There is also a need to increase allocation towards the addition of more Farmer Producer Organisations or FPOs.
The formation of 10,000 new farmer producer organisations (FPOs) as proposed for fiscal 2021 can cater to only 7% of the farming population.
FPOs have a big role to play in not only building socio-economic resilience of farmers but also in achieving several sustainable development goals.
The govt should also strengthen existing FPOs to improve and establish market linkage for all small farmers. Farmers expect the budget should enunciate strategies that promote new-age technologies, and encourages data-driven solutions for intelligent farming.
The govt could exempt GST on machines purchased for the agricultural sector. Loans to the agricultural sector via NBFCs should also be classified as Priority Sector Lending (PSL) credit.
The govt has already implemented a number of schemes for agriculture, such as direct benefit transfer under PM Kisan, MGNREGA scheme for farm workers, a Rs 1 lakh crore agriculture infrastructure fund.
The govt should look to build on that, in order to allay fears of the farming community.

The move came as some Hindu groups complained that the use of the term gives an unfair business advantage to Muslim exporters. 'Halal' is a term used for consumables permitted under Islam.&nbsp;Several Islamic countries import only 'halal-certified' meat.
A section of the older manual read, &ldquo;&hellip;The animals are slaughtered strictly according to &lsquo;Halal&rsquo; method to meet the requirement of Islamic countries&rdquo;. In the revised version, that section reads, &ldquo;The animals are slaughtered to the requirement of importing country/importer.&rdquo;

It involves renovation and redevelopment of 86 acres of land in the heart of Lutyens Delhi.

In a move to help the nation&rsquo;s street vendors, the Modi government has signed a memorandum of understanding with food delivery platform&nbsp;Swiggy.
The&nbsp;agreement signed between the&nbsp;Ministry of Housing and Urban Affairs&nbsp;and&nbsp;Swiggy&nbsp;will ensure presence of&nbsp;street food vendors on&nbsp;the&nbsp;e-commerce platform, giving them access to thousands of untapped consumers.
