Moscow&rsquo;s airpower and support for Bashar al-Assad&rsquo;s regime have been critical in pushing back gains made by ISIS fighters in the early years of the civil war.&nbsp;
Russian forces have also been accused by rights groups and other opposition fronts in Syria of carrying out abuses and excesses against civilians through their bombing campaigns.
The ISIS-K was formed in 2015 by disenchanted members of the Pakistani Taliban. It quickly raised its international profile by carrying out attacks on Afghan security forces, ministries, and religious minorities.
According to the Institute for Economics and Peace, ISIS-K was labelled one of the top four deadliest terrorist organisations in 2018, receiving funds worth $100 million and training from the Islamic State's central leadership in Iraq and Syria.

"India stands in solidarity with the government and the people of the Russian Federation in this hour of grief," he said.
Media reports said the Islamic State group claimed responsibility for the attack in a statement posted on its affiliated channels on social media.&nbsp;

Gunmen opened fire at a Moscow concert hall on Friday killing at least 60 people, wounding more than 100 and sparking an inferno, authorities said, with the Islamic State group claiming responsibility.
Attackers dressed in camouflage uniforms entered the building, opened fire and threw a grenade or incendiary bomb, according to a journalist for the RIA Novosti news agency at the scene.
Fire quickly spread through the Crocus City concert hall in Moscow's northern Krasnogorsk suburb, as smoke filled the building and screaming visitors rushed to emergency exits.
Alexei, a music producer, was about to settle into his seat before the start of a rock concert when he heard gunfire and "a lot of screams".
"I realised right away that it was automatic gunfire and understood that most likely it's the worst: a terrorist attack," said Alexei, who would not give his last name.
As people ran towards emergency exits, "there was a terrible crush" with concert-goers climbing on one another's heads to get out, he added.
Russia's FSB security service said at least 60 people were killed and more than 100 others injured, according to Russian media reports.
Russia's Health Minister Mikhail Murashko said 115 people were hospitalised, including five children, one of whom was in grave condition. Of the 110 adult patients, 60 were in serious condition.
Authorities said a "terrorist" investigation had been started and President Vladimir Putin was receiving "constant" updates, his spokesman Dmitry Peskov told Russian news agencies.
Russia's national guard said it was on the scene and looking for the perpetrators. An AFP reporter saw police officers with sniffer dogs inspecting vehicles parked next to the building.
The Islamic State group said its fighters attacked "a large gathering" on Moscow's outskirts and "retreated to their bases safely".
Telegram news channels Baza and Mash, which are close to security forces, showed video images of flames and black smoke pouring from the hall.
Other images also showed concert-goers hiding behind seats or trying to escape.
Security services quoted by Interfax said between two and five people "wearing tactical uniforms and carrying automatic weapons" opened fire on guards at the entrance and then started shooting at the audience.
About 100 people escaped through the theatre basement, while others were sheltering on the roof, the emergency services ministry said on its Telegram channel.
Three helicopters were involved in efforts to put out the fire, dumping water on the giant concert hall that can hold several thousand people and has hosted top international artists.
Shortly after midnight, the emergencies ministry said the fire had been contained.

The flagship of Russia's Black Sea fleet, a guided-missile cruiser that became a potent target of Ukrainian defiance in the opening days of the war, sank Thursday after it was heavily damaged in the latest setback for Moscow's invasion.

It was his only reference to the missile cruiser.

Mariupol's mayor said this week that more than 10,000 civilians had died and the death toll could surpass 20,000, after weeks of attacks and privation left bodies “carpeted through the streets.” Mariupol's capture is critical for Russia because it would allow its forces in the south, which came up through the annexed Crimean Peninsula, to fully link up with troops in the Donbas region, Ukraine's eastern industrial heartland and the target of the coming offensive.
The Russian military continues to move helicopters and other equipment together for such an effort, according to a senior U.S. defense official, and it will likely add more ground combat units “over coming days.” But it's still unclear when Russia could launch a bigger offensive in the Donbas.

Maksym Marchenko, the governor of the Odesa region, across the Black Sea to the northwest of Sevastopol, said the Ukrainians struck the ship with two Neptune missiles and caused “serious damage.” Russia's Defense Ministry said ammunition on board detonated as a result of a fire, without saying what caused the blaze. It said the “main missile weapons” were not damaged. In addition to the cruise missiles, the warship also had air-defense missiles and other guns.
The Neptune is an anti-ship missile that was recently developed by Ukraine and based on an earlier Soviet design. The launchers are mounted on trucks stationed near the coast, and, according to the Washington-based Center for Strategic and International Studies, the missiles can hit targets up to 280 kilometers (175 miles) away. That would have put the Moskva within range, based on where it was when the fire began.
Launched as the Slava in 1979, the cruiser saw service in the Cold War and during conflicts in Georgia and Syria, and helped conduct peacetime scientific research with the United States. During the Cold War, it carried nuclear weapons.
In 1989, the Slava was supposed to host a meeting off Malta between Soviet leader Mikhail Gorbachev and U.S. President George H.W. Bush, but gale-force winds moved the talks to the docked cruiser Maxim Gorky.
Before the Moskva sank, Yuriy Sak, an adviser to Ukraine's defense minister, told AP its removal would mean “we can only have a sigh of relief.”

David Beasley, executive director of the U.N. World Food Program, told AP in an interview Thursday that people are being &ldquo;starved to death&rdquo; in the besieged city.

Mariupol's mayor said this week that more than 10,000 civilians had died and the death toll could surpass 20,000, after weeks of attacks and privation left bodies &ldquo;carpeted through the streets.&rdquo; Mariupol's capture is critical for Russia because it would allow its forces in the south, which came up through the annexed Crimean Peninsula, to fully link up with troops in the Donbas region, Ukraine's eastern industrial heartland and the target of the coming offensive.
