NATO will launch next week its biggest military exercises in decades with around 90,000 personnel set to take part in months-long wargames aimed at showing that the alliance can defend all of its territory up to its border with Russia, top officers said Thursday.
The exercises come as Russia's war on Ukraine bogs down. NATO as an organization is not directly involved in the conflict, except to supply Kyiv with non-lethal support, although many member countries send weapons and ammunition individually or in groups, and provide military training.
In the months before President Vladimir Putin ordered Russian troops into Ukraine in February 2022, NATO began beefing up security on its eastern flank with Russia and Ukraine. It's the alliance's biggest buildup since the Cold War. The wargames are meant to deter Russia from targeting a member country.
The exercises &ndash; dubbed Steadfast Defender 24 &ndash; &ldquo;will show that NATO can conduct and sustain complex multi-domain operations over several months, across thousands of kilometers (miles), from the High North to Central and Eastern Europe, and in any condition,&rdquo; the 31-nation organization said.
Troops will be moving to and through Europe until the end of May in what NATO describes as &ldquo;a simulated emerging conflict scenario with a near-peer adversary.&rdquo; Under NATO's new defense plans, its chief adversaries are Russia and terrorist organizations.
&ldquo;The alliance will demonstrate its ability to reinforce the Euro-Atlantic area via transatlantic movement of forces from North America,&rdquo; NATO's Supreme Allied Commander, US General Christopher Cavoli, told reporters.

&ldquo;They have one goal: to disband the former Soviet Union and its fundamental part &mdash; the Russian Federation,&rdquo; Putin said. Appealing to his citizenry's nationalistic sentiments, Putin predicted that if the West succeeds in destroying Russia and establishing control, ethnic Russians may not survive as distinct people.
&ldquo;There will be Muscovites, Uralians and others,&rdquo; he said of Russia&rsquo;s possible fragmentation into regional groupings. he West could only partly accept Russia into the so-called &ldquo;family of civilised peoples,&rdquo; breaking the country into separate pieces, he theorised.
New START is the last remaining arms control agreement between Moscow and Washington.

In a sign of growing international pressure on Pakistan, an American lawmaker has introduced a legislation in the US House of Representatives regarding the Asian country.
The legislation proposes termination of Pakistan's designation as a major non-NATO ally. For Pakistan to retain the designation, the bill suggests an annual certification from the US President with certain conditions.
The legislation was introduced by Congressman Andy Biggs from Arizona. It needs to be passed by the House of Representatives and the Senate before being signed into law by the President.
Normally, such bills do not fructify, but the present bill reflects the sentiments of the lawmakers against Pakistan, which is known for harbouring terrorism and using it as a matter of State policy.
For any further continuation of Pakistan's designation as a major non-NATO ally, the bill asks the US president to issue a certification that the country has shown progress in arresting and prosecuting Haqqani Network senior leaders and mid-level operatives and has taken steps to demonstrate its commitment to prevent the Haqqani Network from using any Pakistani territory as a safe haven.
Both conditions are seen to be a tall order for Pakistan given that many in the US believe the Haqqani network to be a veritable arm of the ISI.

Around 1,000 km away from Ukraine, yet another historical territorial dispute is threatening to overwhelm Europe, and further shake the world - the Serbia-Kosovo conflict.

Weapons ready to attack at the border. Soldiers at highest combat alertness. Across the border, roads blocked with trucks and tractors by angry civilians. This are scenes in Europe, but not Ukraine.

To understand what's happening in Kosovo now, let's first take a look at the events of the past few decades.
 THE HISTORY
Kosovo, an Albanian-majority region, was a province of Serbia. Kosovo fought a guerrilla war against Serbian "repression". This led to a war in 1998-99 in which NATO intervened to protect ethnic Albanians. Kosovo declared independence from Serbia in 2008, but Serbia doesn't recognise Kosovo as a separate nation.

Ethnic Serbs, which form 5% of the Kosovar population, reject Pristina's authority. They defy the Kosovo government by not paying power bills, and even fighting the police. The Serbs in Kosovo want an association of autonomous municipalities where the community is in majority. Serbia and Kosovo have agreed to negotiations sponsored by the European Union but there has been no headway.
Now, after days of rising tension, the situation in Kosovo and Serbia appears to be relaxing.
 THE CURRENT TENSION
One of the major sparks behind the recent flare-up was the arrest of a former policeman from the Serb community in Kosovo. He was held for allegedly assaulting police personnel. To resolve the tension, the ex-cop was released from jail on 29 December, and put under house arrest.
To protest the ex-cop's arrest, Serbs erected multiple roadblocks in north Kosovo, including on a key road from Serbia. On 28 December, the President of Serbia brokered the removal of the roadblocks.
Another point of dispute simmering recently was a two-month deadline for Serbs to switch to vehicle license plates issued by the Kosovar government. After a protest in which many Serb mayors, judges, and policemen quit, Pristina extended the deadline.
 WHY WORLD IS WARY
The reason why this tension is so alarming for the entire world is that NATO, the military alliance led by USA, and Russia have gotten involved in the conflict.
While NATO supports and recognises Kosovo's independence, Russia helps Serbia block Kosovo getting membership in the United Nations, and other international bodies. NATO has deployed around 3,700 troops in Kosovo as peace-keepers. Russia sees NATO action in the region as transgression in its backyard. Also, the European Union has placed 200 EULEX special police officers in Kosovo. Meanwhile, other adversaries of the US, like China, also support Serbia and call Kosovo an autonomous province under Belgrade.
The US and the European Union have appealed to Kosovo and Serbia to maintain peace. But what if the situation deteriorates? Europe is already reeling badly from the Russia-Ukraine war. Can it handle another active military conflict?
 CAN EUROPE HANDLE ANOTHER WAR?
One possibility is that if war breaks out, NATO may get involved like it did in 1998-99. Then, Serbia's ally Russia may jump in to counter NATO. This direct confrontation between superpowers has the potential to turn into a wider, possibly nuclear, war. On the economic front, a fresh Serbia-Kosovo war may drive up inflation, making food and energy costlier. It may also cause a major economic recession.
On 28 December, when Serbian President Aleksandar Vucic announced that Serbs in Kosovo will remove roadblocks, he added that the "distrust" is yet to be removed. The statement encapsulated the fact that even decades later, the core issues which started the conflict have not been addressed. Without this resolution, peace in the region will continue to be fragile.

The incident on Sunday evening took place in Zubin Potok, a town where local ethnic Serbs have been manning road barricades for the past two weeks and where tensions have been running high.
The peacekeepers, known as KFOR, said the incident happened near one of their patrols, involving unknown people. A statement said no one was injured and &ldquo;we are working to establish all the facts.&rdquo;
Serbia's defence minister and the army's chief of staff travelled to the border with Kosovo, praising the combat readiness of Serbian troops and their firepower, including howitzers and other military hardware. Serbia, which has been armed through Russian donations and military purchases, has been sabre rattling and threatening force against its former province for a long time.
Kosovo remains a potential flashpoint in the Balkans years after the 1998-99 war that ended with NATO intervention. Serbia doesn't recognize the 2008 declaration of independence of its former province, while Western efforts to mediate a solution so far have failed.

The missile blast in question took place in Poland, which borders Ukraine and Russia. On 15 November, a missile crashed in a village in eastern Poland. Two farm workers died in the blast which occurred near the Poland-Ukraine border. The missile crash took place amid fierce Russian airstrikes and Ukrainian counter-attacks. Russian forces were reportedly attacking Ukraine's energy infrastructure.
The incident led to much confusion, and a flurry of dissonant reactions.
 THE REACTIONS
Ukraine claimed that the missile which crashed was Russian. Ukrainian President Volodymyr Zelenskyy called the missile blast a "very significant escalation" of the war by Russia. Kyiv said that there was no doubt that the missile did not belong to its arsenal. Zelenskyy also pressed that Ukrainian officials be given access to the blast site to carry out investigations. He claimed that military reports suggested that the missile was Russian.

However, NATO said that there was no indication that the blast was "the result of a deliberate attack" on Poland. Poland said that a Ukrainian defensive missile probably fell on its land. US President Joe Biden said that it was unlikely that Moscow had fired the missile, but Washington did blame Russia for creating the situation. Germany said that all this would not have happened without Russia starting the war. UK Prime Minister Rishi Sunak also took the middle path, criticising the "cruel, unrelenting reality of Putin's war", but not directly blaming Moscow for the missile incident.
Meanwhile, Russia countered Ukraine, saying that its forces did not fire the explosive. Putin's government welcomed Biden's comments, calling it a "restrained" and "professional reaction". Russia specified that its strikes were targeted at least 35 km away from the Poland border. Moscow said that blaming it was a "hysterical, frenzied, and Russo-phobic reaction". Russia added that the West was responsible for the war because it fuelled Kyiv's "feverish fantasies".
 THE RISK
NATO's cool reaction means that the conflict will not escalate into a bigger war involving nuclear superpowers. But observers fear that even with a slight miscalculation, a wider conflict might erupt in similar situations.
Here's how NATO might end up entering the Ukraine war.
NATO right now is avoiding direct confrontation with Russia. The military alliance has not sent its troops to fight in Ukraine. Since the start of the war, NATO has rejected Ukraine's demands which might put the coalition in direct confrontation with Russia, like by imposing a no-fly zone. Currently, some NATO members are sending weapons to Ukraine in their individual capacity. Some NATO members have also imposed economic sanctions on Russia. The alliance has boosted its defences in member-countries located near Russia.
But NATO may become more actively involved if one or more members of the alliance feel threatened. These members could call emergency consultations under Article IV of NATO's founding pact, the Washington Treaty. In case of an attack on a NATO member-country, Article V may be invoked which says that an attack on one ally is seen as an attack on all members. Subsequently, NATO members will decide if a collective response is needed against the enemy. Even if NATO enters the war, military action by all members is not necessary. Some allies may choose to send weapons or other aid instead of fighting.
Thankfully, cool heads prevailed this time, and a mishap did not turn into something much worse. But many believe that this is the reason why the war must not be allowed to drag on, otherwise a similar event may put the entire world at risk.

A Russian-made missile killed two people in Poland Tuesday, Warsaw said, as it put its military on heightened readiness in a potentially major escalation of the war in Ukraine.
Warsaw said the missile killed two people in the village of Przewodow, but did not have conclusive evidence of who fired it, adding that Moscow's ambassador has been summoned to provide "immediate detailed explanations".
Warsaw put its military on heightened alert after an emergency national security council meeting.
"There has been a decision to raise the state of readiness of some combat units and other uniformed services," spokesman Piotr Muller told reporters after the meeting in Warsaw, adding that "our services are on the ground at the moment working out what happened."
President Joe Biden spoke by phone with his Polish counterpart Andrzej Duda, offering "full US support for and assistance with Poland's investigation", the White House said.
The two leaders agreed to "remain in close touch to determine appropriate next steps as the investigation proceeds", it added.
Poland is protected by NATO's commitment to collective defence -- enshrined in Article 5 of its founding treaty -- but the alliance's response will likely be heavily influenced by whether the incident was accidental or intentional.
Biden also spoke with NATO chief Jens Stoltenberg about the blast in Poland, while ambassadors from the alliance were to hold an emergency meeting on Wednesday. The incident drew widespread condemnation, with European Union chief Charles Michel saying he was "shocked" and French President Emmanuel Macron calling for talks at the G20 summit underway in Indonesia.
Ukrainian President Volodymyr Zelensky had earlier said two Russian missiles hit Poland in what he described as "a very significant escalation."
Ukraine's Foreign Minister Dmytro Kuleba rejected as a "conspiracy theory" the idea that the Poland blast may have been caused by a surface-to-air missiles fired by Kyiv's forces, while Russia's defence ministry dismissed reports that it was to blame as a "provocation" intended to escalate tensions.
The blast came after Russian missiles hit cities across Ukraine Tuesday, including Lviv near the border with Poland.
Zelensky said the strikes cut power to some 10 million people, though it was later restored to eight million of them, and also triggered automatic shutdowns at two nuclear power plants.
He said Russia had fired 85 missiles at energy facilities across the country, condemning the strikes as an "act of genocide" and a "cynical slap in the face" of the G20.
Moldova, which also borders Ukraine, reported power cuts because of the missiles fired at its neighbour and called on Moscow to "stop the destruction now".

The quantity and type of radioactive materials released are other factors, as are weather conditions &mdash; and especially the wind &mdash; at the time of the blast. A potentially wide area could be contaminated.

Shoigu also spoke to Turkish and British defence ministers.
While not showing signs of a positive development, the calls show that despite angry words from both sides, Russia and NATO are maintaining contact even as the war in Ukraine worsens.

Stoltenberg, who earlier Wednesday said the alliance was facing its biggest challenge since World War II because of Russia's aggression toward Ukraine, welcomed Biden's announcement.
