8 former Indian Navy personnel in Qatar given 60 days to appeal against prison terms

External Affairs Ministry spokesperson Randhir Jaiswal said the legal team of the Indian nationals received a copy of the court order that he described as a "confidential document".

The eight jailed former Indian Navy personnel in Qatar have been given 60 days' time to appeal against the varying prison terms handed by a Qatari court last week that came following commutation of their death sentences, the Ministry of External Affairs said on Thursday.
The Court of Appeal in Qatar on December 28 commuted the death sentence handed down to the Indians in October and sentenced them to prison for varying durations, weeks after their family members filed an appeal against the earlier order by another court.
External Affairs Ministry spokesperson Randhir Jaiswal said the legal team of the Indian nationals received a copy of the court order that he described as a "confidential document".
"On December 28, the Court of Appeal had given a judgement. Thereafter, we issued a press release giving details (and) telling that the death penalty has been reduced. Now, we have the judgement order, which is a confidential document," he said.
Jaiswal was responding to a question.
"The court has given 60 days for the appeal to be made before the Court of Cassation, which is the highest court in Qatar. And it is for the legal team now to decide the next course of action. So, that is where we are," he added.
The spokesperson further added: "What we can confirm to you is that the death penalty has now been converted into varying prison sentences for the eight Indian nationals." "We are in touch with the family members. We are also in touch with the legal team," Jaiswal said.
It is learnt that the prison terms handed to the former Indian Navy personnel ranged from three years to 25 years.
The Navy veterans were on October 26 given death sentences by Qatar's Court of First Instance.
The Indian nationals, who worked with private company Al Dahra, were arrested in August last year reportedly in an alleged case of espionage.
Neither the Qatari authorities nor New Delhi made the charges against the Indian nationals public.
The charges were filed against the eight Indian navy veterans on March 25 and they were tried under Qatari law.
All of the former Navy officers had "unblemished stints" of upto 20 years in the Indian Navy and had held important positions including that of instructors in the force.
In May Al-Dhara Global closed its operations in Doha and all those working there (primarily Indians) have since returned home. It is learnt that India is also looking at the possibility of invoking provisions of a bilateral pact on the transfer of sentenced persons.
The pact signed between India and Qatar in 2015 provides for citizens of India and Qatar who have been convicted and sentenced for criminal offences to serve their sentences in their home country.
However, there was no clarity on whether Qatar had ratified the agreement.&nbsp;

The Indian Navy has launched an investigation into a suspected drone strike on a Mangalore-bound cargo vessel off India's west coast in the Arabian sea even as the merchant ship is on its way to Mumbai, officials familiar with the matter said on Sunday.
The Navy and the Indian Coast Guard swung into action by deploying their assets including a warship and maritime patrol aircraft on Saturday soon after the UK Maritime Trade Operations, or UKMTO, reported the drone "attack" on MV Chem Pluto that has around 20 Indian crew members.
There was no report of any casualty in the incident.
The Liberian flagged vessel is now on its way to Mumbai and Indian Coast Guard ship ICGS Vikram is providing security to it, the officials said.
The Navy has launched an investigation into the incident including into the origin of the strike, said an official on the condition of anonymity as the matter is sensitive in nature.
The vessel, carrying crude oil to the New Mangalore port from the Al Jubail port in Saudi Arabia, was struck about 217 nautical miles from Porbandar, said another official.
The Navy sent stealth guided-missile destroyer INS Mormugao to the location of the drone strike on Saturday and the officials said the warship is in the process of examining various details relating to the attack, the officials said.
The incident came against the backdrop of Iran-backed Houthi rebels stepping up attacks on ships in the Red Sea amid the Israel-Hamas conflict.
Late last night, the Indian Coast Guard said MV Chem Pluto started making way towards Mumbai poat undertaking damage assessment and repairs on its power generation systems.
"The Coast Guard Dornier aircraft has sanitised the area and established communication with Chem Pluto. The vessel has started making way towards Mumbai post undertaking damage assessment and repairs on its power generation systems," it said.
"The vessel is likely to enter Mumbai and sought escort assistance due to steering issues. Indian Coast Guard Ship Vikram will be escorting the ship during its passage. The Indian Coast Guard Operations Centre is monitoring the situation closely," it said.
Earlier on Saturday, the UKMTO, that operates under Britain's Royal Navy, said it received a report of an attack by Uncrewed Aerial System (UAS) on a vessel causing an explosion and fire, adding the incident took place 200 nautical miles South West of Veraval in India.
It said the fire was "extinguished" and there were no casualties.
The Coast Guard said its Maritime Rescue Coordination Centre (MRCC) in Mumbai received information regarding the fire onboard MV Chem Pluto.
"The MRCC established real time communication with the vessel's agent and ascertained no loss of life and assured all assistance, he said adding the Coast Guard immediately diverted other merchant vessels in the vicinity of Chem Pluto for rendering assistance," it said.
The UKMTO is a British military organisation that provides maritime security information and largely acts as the primary point of contact for merchant vessels involved in maritime incidents.
It receives reports and information on suspicious incidents from merchant shipping and shares that information with its regional, national contacts, as well as Industry and vessels operating in that area, according to UKMTO.&nbsp;

The Navy signed a Memorandum of Understanding (MoU) with Uber in the presence of Navy Chief Admiral R Hari Kumar and senior officials of the company.
"The MoU with Uber aims to provide reliable, convenient, safe and economical mobility solutions for personal travel and commute of Naval personnel and families across the country," a senior official said.
Uber will extend several benefits to Indian Navy's personnel and their families, including a personalised profile on the Uber app; premier executive cab category "providing surge price protection during peak office hours"; availability of top-rated drivers; zero cancellation fee on all its rides and a 24x7 premium business support, the official said.
"This MoU aligns with the Chief of Naval Staff's vision of 'happy personnel' under 'SHIPS FIRST' and is a maiden initiative in the armed forces. It is also in furtherance of the Government of India's 'Digital India' vision of embracing technology for transformative change," he added.

The loss of power allowed more seawater to flow into the vessel, causing it to list and sink.

Ex-navy man strangulated, body chopped into pieces allegedly by son

A senior police officer of Baruipur police district said on Sunday that the two claimed to be "continuously tortured" by Chakraborty.

In an incident reminiscent of the ghastly killing of Shraddha Walker, a former navy man was killed and his body was allegedly cut into pieces and dumped in various places by his son in West Bengal.
The wife and college-going son of 55-year-old Ujjal Chakraborty, a resident of Baruipur in South 24 Parganas, were arrested by the police in connection with the crime on Saturday.
A senior police officer of Baruipur police district said on Sunday that the two claimed to be "continuously tortured" by Chakraborty.
According to the police, initial probe has revealed that Chakraborty and his son had a fight in their home on November 12 over money for a college examination.
The man had refused to pay the Rs 3000 required for the examination and slapped the son, who in retaliation pushed him. Chakraborty hit his head on a chair and fell unconscious.
The son, a student of carpentry at a polytechnic, then strangulated him.
Chakraborty retired from the navy about 12 years ago.
"After killing Chakraborty, his wife and son dragged his body to the bathroom. The son then used a hacksaw from his carpentry class kit bag to cut his father's body into six pieces. Afterwards, he dumped them in and around their neighbourhood," the police officer said.

The son carried the body parts wrapped in plastic in at least six trips in his cycle and dumped them around 500 m away at Khas Mallick and Dehimedan Malla areas, he said.
"Chakraborty's legs have been recovered from under a garbage dump, while his head and stomach were fished out of a pond in Dehimedan Malla," he said.
Search is on for other parts of the body, including hands, the police officer said.
The police suspicion fell on the mother-son duo when they lodged a missing diary in the wee hours of November 15.
"What struck us was the time when they went to Baruipur police station to lodge the missing complaint. We found discrepancies in their versions and grilled them. Finally, the son admitted to the crime," the police officer said.
Twentyseven-year-old Shraddha Walker was brutally killed and her body was chopped into 35 pieces by her live-in partner Aftab Poonawalla in Delhi.

The head of the navy, Adm Ben Key, said, &ldquo;these allegations are abhorrent.&rdquo; &ldquo;Sexual assault and harassment has no place in the Royal Navy and will not be tolerated,&rdquo; he said in a statement.
&ldquo;I have directed my senior team to investigate these allegations thoroughly. Anyone who is found culpable will be held accountable for their actions regardless of their rank or status,&rdquo; Key said.

When satellite tracking became common, shady ships simply began switching off the transponder. But this created a problem. Ships with blank gaps in their tracking data found it hard to get credit from banks, and faced other hurdles. This may have led to the rise of fake location technology.

Ships use advanced technology to fake satellite signals. This is essentially a replication of VPN apps on mobile phones. The fake signals come either from the ship or from a remote location. Military-grade AIS transponders are also available on the black market. In many cases, ships transmit stolen coordinates of other vessels to make the fake journey look legitimate.
A few spots on the globe appear to be hotspots of this fake location racket.
Chinese vessels are believed to use this technology to hide their illegal fishing in the Indo-Pacific. Russian ships do this to allegedly smuggle sanctioned oil and stolen Ukrainian grain. North Korean ships hide their locations to export coal, and import oil in violation of UN sanctions. Ships may use fake locations to buy Iranian oil in violation of US sanctions. It's the same case with Venezuela. Meanwhile, many ships transmitting false locations are registered in Cyprus, to enjoy European financial services and legal safeguards, according to the New York Times.
A bigger emerging threat, especially in tense times like now, is the targeting of naval warships using this technology.
News reports suggest that locations of over 100 warships have been faked since August 2020. False data showed these warships entering disputed waters, or sailing near other countries' naval bases. The fake location data came from shore-based AIS receivers, while satellite data showed the real positions of these warships.
Most of the targeted warships were from NATO, and European fleets. Much of the false data showed the warships near Russian territories. This has sparked suspicion that Russia's prolific hackers may be behind the transmission of fake locations. It could be Moscow's plan to portray Western powers as aggressors.
If the spread of this technology is not stemmed, another big threat may be staring at the world.
Experts feel that this fake location tech is likely to spread to planes soon. Planes use satellite transponders similar to ships. Airplanes transmitting fake locations can be big danger, as they can be used for deadly terror attacks. It would also give a fillip to smuggling, and illegal border crossing.
The onus to take action lies on the United Nations. The UN needs to adopt and enforce stricter rules. Better security protocols for AIS transponder software are needed, apart from improved scrutiny of transponder manufacturers, and officials. A regular detailed analysis of satellite data can help spot defaulters. Finally, strict sanctions need to be imposed on ships and companies found faking locations.
Meanwhile, the Quadrilateral alliance, which includes India, USA, Japan, and Australia, seems to already be on the right track to curb this fake location racket.
The Quad is implementing a satellite surveillance system in the Indo-Pacific. It will monitor radio frequencies, and radar signals to track ships. This would help track ships which even have their AIS transponders switched off, thus sidestepping the fake location tactic. Satellite technology will be used to link surveillance centres in multiple nations in the region. The move is aimed at curbing weapons trafficking, and illegal fishing, mainly by China.
Over 70% of the Earth's surface is covered with water. Maritime trade and travel have been common for thousands of years. With modern technology making ships bigger and safer, we now have 70% of global trade by value being carried by sea. If authorities across the world fail to curb fake location technologies, waters of the world might just turn into the wild, wild west.

As protests against the Agnipath military recruitment scheme intensified, the Army, Navy and the Air Force on Friday announced that they will start the enrolment process under the new model by next week while Defence Minister Rajnath Singh appealed to the youths wanting to join the armed forces to start preparing for the induction.
Air Chief Marshal VR Chaudhari told PTI that the selection process by the Indian Air Force for recruitment under the new scheme will start from June 24 while the Army said it will begin the initial exercise within two days.
While the Indian Navy said it will start the recruitment process "very soon", a senior naval commander said the notification for the recruitment would be out within a week.
The three services are planning to deploy the first batches of recruits under the new scheme both in operational and non-operational roles by June next year, senior military officials said.

In an attempt to pacify the protesters, the government on Thursday night increased the upper age limit for recruitment for soldiers under the Agnipath scheme to 23 years from 21 for the year 2022.
Defence Minister Singh, on a two-day visit to Jammu and Kashmir, said the relaxation of the age limit indicates that the government cares for the youth and asserted that the model of recruitment is a "golden opportunity" for those wanting to join the country's defence system.
He said the Department of Military Affairs, the Ministry of Defence and the three services are committed to commencing the recruitment process at the earliest and invited the youths to join the Indian armed forces and "serve the nation through Agnipath".

The ship can carry multiple drones, submersibles, and other vessels. Its tasks include marine environment monitoring, and disaster management. The vessel was constructed by Huangpu Wenchong Shipyard in Guangzhou, and it might be delivered for deployment by end of 2022.
This is seen as a precursor to an automated warship, currently being developed by the Chinese Navy. The PLA Navy is reportedly working on a drone ship called JARI. The 'mini-destroyer' is designed to carry multiple weapons. It is likely to be armed with surface-to-air missiles, and also lightweight torpedo tubes.
It is likely to be equipped with phased-array radar, electro-optical devices, and sonar. The ship has been built by China State Shipbuilding Corporation. A prototype was launched in 2019, and sea trials began in 2020.
AI-powered ships are also making their way to the commercial world. An autonomous ship recently completed a voyage across the Pacific Ocean.
The ship named 'Prism Courage' was built by Hyundai. It is an ultra-large liquid natural gas tanker operated by SK Shipping. The automated features include monitoring of weather, wave height, and nearby shipping traffic.
Prism Courage travelled from the Gulf of Mexico to the Boryeong LNG Terminal in South Korea via the Panama Canal. Around half of the 20,000 km journey was done with the autonomous system active. It needed human monitoring, but no intervention during journey, as per reports.

Captain Abhilasha Barak on Wednesday became the first woman combat aviator in the Indian Army.

The combat aviator is the daughter of Col S Om Singh (Retd).
Captain Abhilasha has done a number of professional military courses before joining the Army Aviation Corps, said the official.
The Army Aviation Corps is a component of the Army that was formed in November 1986. The Corps is headed by a Lt Gen rank officer known as Director General of Army Aviation.
Over the years, the corps has expanded exponentially with the addition of new units and state of the alt equipment like Cheetah Dhruv, Rudra light combat helicopter and remotely piloted aircraft.

French company Naval Group on Tuesday said it is unable to participate in Centre's P-75I project, under which six conventional submarines are to be domestically built for the Indian Navy, due to conditions mentioned in the request for proposal (RFP) related to air independent propulsion (AIP) system.
Naval Group's announcement comes a day before Prime Minister Narendra Modi's visit to Paris where he is scheduled meet recently re-elected French President Emmanuel Macron.  AIP system allows a conventional submarine to stay submerged in water at higher speeds for a longer period of time.
In June last year, the Defence Ministry had cleared the P-75I project and subsequently, RFPs were issued to two shortlisted Indian companies -- private company Larsen and Toubro and state-run Mazagaon Docks Limited.
The two Indian companies (called strategic partners) have to tie up with one of the five shortlisted foreign companies -- ThyssenKrupp Marine Systems (Germany), Navantia (Spain) and Naval Group (France), Daewoo (South Korea) and Rosoboronexport (Russia) -- and then respond to the RFP, according to the Defence Ministry.
The Rs 43,000 crore-contract will be awarded by the Defence Ministry following a detailed evaluation of the responses sent by the two strategic partners.
In a statement on Tuesday, Laurent Videau, Country and Managing Director, Naval Group India, said, "Due to certain conditions in the RFP, the two strategic partners could not forward the request to us and few other FOEMs (foreign original equipment manufacturers) and thus we have not been able to place an official bid for the project." Naval Group has always been ready to offer the best in class and adapted solution for Indian Navy's P75I project, being fully in line with AatmaNirbhar Bharat principle, he said.  "However, the present RFP requires that the fuel cell AIP (air independent propulsion) be sea proven, which is not the case for us yet since the French Navy does not use such propulsion system," he mentioned.

A day before Prime Minister reaches France to meet second-time President Emmanuel Macron, French company Naval Group on Tuesday said it is unable to participate in Centre's P-75I project, under which six conventional submarines are to be domestically built for the Indian Navy, due to conditions mentioned in the request for proposal (RFP) related to air independent propulsion (AIP) system.&nbsp;

French company Naval Group on Tuesday said it is unable to participate in Centre's P-75I project, under which six conventional submarines are to be domestically built for the Indian Navy, due to conditions mentioned in the request for proposal (RFP) related to air independent propulsion (AIP) system.
Naval Group's announcement comes a day before Prime Minister Narendra Modi's visit to Paris where he is scheduled meet recently re-elected French President Emmanuel Macron.&nbsp; AIP system allows a conventional submarine to stay submerged in water at higher speeds for a longer period of time.
In June last year, the Defence Ministry had cleared the P-75I project and subsequently, RFPs were issued to two shortlisted Indian companies -- private company Larsen and Toubro and state-run Mazagaon Docks Limited.

The two Indian companies (called strategic partners) have to tie up with one of the five shortlisted foreign companies -- ThyssenKrupp Marine Systems (Germany), Navantia (Spain) and Naval Group (France), Daewoo (South Korea) and Rosoboronexport (Russia) -- and then respond to the RFP, according to the Defence Ministry.
The Rs 43,000 crore-contract will be awarded by the Defence Ministry following a detailed evaluation of the responses sent by the two strategic partners.
In a statement on Tuesday, Laurent Videau, Country and Managing Director, Naval Group India, said, "Due to certain conditions in the RFP, the two strategic partners could not forward the request to us and few other FOEMs (foreign original equipment manufacturers) and thus we have not been able to place an official bid for the project." Naval Group has always been ready to offer the best in class and adapted solution for Indian Navy's P75I project, being fully in line with AatmaNirbhar Bharat principle, he said.&nbsp; "However, the present RFP requires that the fuel cell AIP (air independent propulsion) be sea proven, which is not the case for us yet since the French Navy does not use such propulsion system," he mentioned.

Three Navy personnel were killed in an explosion onboard the Indian Naval Ship (INS) Ranvir at the Naval dockyard in Mumbai on Tuesday, an official statement said. The Indian Navy's statement said that three naval personnel succumbed to injuries caused by an explosion in an internal compartment. 
The ship's crew responded immediately and quickly brought the situation under control, it mentioned.  No major material damage has been reported, it added. 
The statement mentioned  that INS Ranvir was on cross coast operational deployment from the Eastern Naval Command since November 2021 and was due to return to base port shortly. 
A Board of inquiry has been ordered to investigate into the cause of this incident, it noted.

The Navy on Saturday said the Tricolour will not be hoisted at Sao&nbsp;Jacinto&nbsp;Island, South Goa&nbsp;after&nbsp;the islanders strongly objected to it as they did not trust the central and state authorities. Earlier on Saturday morning, Goa&nbsp;CM Pramod&nbsp;Sawant&nbsp;took to Twitter to condemn the behavior of the residents. He said that such anti-India activity will be dealt with an iron fist and went on to request the Navy to unfurl the national flag as per plan.&nbsp;Calling it an unfortunate and shameful incident, CM said that his government will not tolerate such behavior.&nbsp;However, the residents do not oppose the hoisting of the flag, and the villagers will hoist the flag themselves.The anxiety among the villagers is because of the recent Coastal Zone Management Plan of the government which, they fear is against the interest of the local people.&nbsp;As per the defense ministry's plan, the Navy was supposed to unfurl the national&nbsp;flag to commemorate 75 years of Indian independence across the nation from Aug 13 to 15.&nbsp;
