"Each time the Congress brazenly (amended Constitution)... Only to help the family, the dynasty... Kept amending the Constitution," she said.

Finance Minister Nirmala Sitharaman on Monday said the Congress party carried out major amendments to the Constitution to brazenly help the "family" and the "dynasty".
She also termed the Congress party as "anti-women" for not passing the Women's Reservation Bill under pressure from its coalition partners.
Initiating the discussion on the 'Glorious Journey of 75 Years of the Constitution of India' in the Rajya Sabha, the senior BJP leader said the economic policies of the previous Congress governments for about 50 years did not strengthen the Indian economy.
"Each time the Congress brazenly (amended Constitution)... Only to help the family, the dynasty... Kept amending the Constitution," she said.
Citing various amendments, including the 42nd Constitutional Amendment and one related to the Shah Bano case, the Finance Minister said none of the amendments passed the test of four criteria -- economic good, social intent, due process, and constitutional spirit.
She said the amendments were not to strengthen democracy but to protect those in power and strengthen the family.
In her speech, she said renowned lyricist Majrooh Sultanpuri and actor Balraj Sahni were both jailed in 1949.
Congress' record of curtailing freedom of speech was not just confined to Sultanpuri and Sahni, she said and highlighted many more instances, including the banning of a film called 'Kissa Kursi Ka' just because it questioned the then Prime Minister Indira Gandhi and her son.
Sitharaman further said the spree of curtailing the freedom of expression and freedom of the press had happened before 1949 and thereafter also during the Congress rule.
The Minister said India's first Prime Minister Jawaharlal Nehru adopted the Soviet Model and was carried forward by Indira Gandhi, but the socialist model did not benefit India.
She said the economic policies followed by the Congress governments for 50 years did not strengthen the economy.
Referring to the women reservation in Parliament and state assemblies, Sitharaman said a bill regarding it was passed in the Rajya Sabha in 2008, but the ruling Congress did not take it to the Lok Sabha, as its alliance partners were not in favour of the legislation.
She said Congress is "anti-women" as it did not pass the Women's Reservation Bill to save "Kursi" (power).
Rajiv Gandhi had 426 members in Lok Sabha and 159 members in the Rajya Sabha, they did not have the conviction to pass the Women's Reservation Bill at that time. Very clearly, they have always been anti-women. Shah Bano's case is a very clear example, she said.
The Congress Party, she said passed the Muslim Women Protection of Rights on Divorce Act, 1986 which denied Muslim women their right to alimony.
On the other hand, the Modi government brought the 'Nari Shakti Vandan Adhiniyam' in the first session, which was held in the new building of the Parliament.
On the contrary, she said her party, the Bharatiya Janata Party (BJP), has always been committed to women's reservation and increasing women's participation in politics. "I myself am a beneficiary of this," the Finance Minister said.
At the start of her speech, she paid homage to the 389 members of the Constituent Assembly, including 15 women, who took up the arduous challenge and prepared the Constitution for India in a very challenging environment.
The Constitution of India "has stood the test of time," she said. "Today we are extremely proud of the way India's democracy is growing."
As the country marks the 75th year of its Constitution, "it is time to reaffirm our commitment to build India, that is Bharat, that shall uphold the spirit enshrined in this sacred document," she said.
Stating that India and its Constitution stand out in a separate league of its own, Sitharaman said that post the Second World War, over 50 countries had become independent and had their constitution written.
"But many have changed their constitutions, not just amended them, but changed the entire feature of their constitution. But our Constitution has stood the test of time, of course, it yielded itself to very many amendments," she said, adding the amendments were the need of the hour.
Rajya Sabha will debate on the issue on Monday and Tuesday.
Chairman Jagdeep Dhankhar said time would not be a constraint and as many speakers willing to speak would be accommodated by extending the duration of the discussion.

Finance Minister Nirmala Sitharaman on Wednesday stressed that India Inc.'s commercial considerations should blend with the economy, nation's priorities and strategic needs.
Asking the industry to "realign and reset" itself based on the lessons learnt in the last decade, Sitharaman said the supply chains should be widespread lest geopolitical risks disrupt it.
"Economic and commercial considerations today will have to blend (with) economy and its priorities with politics and strategic needs," Sitharaman said at the CII Global Economic Policy Forum 2024 here.
Outlining the priorities of the economy for the next decade, Sitharaman said the industry should work with small and medium enterprises to explore how they can support large units, while equally contributing to job creation.
"When we talk about restoring supply chains to frictionless supply chains, let's not forget it's not just economics, it's more than that... We have to build in our decision-making not just in the economic sense but also in a political and strategic sense.
"Supply chains will have to be restored but you would have to reset it, realign it, you will have to make sure that it is spread so much that no geopolitical or strategic risks will threaten our wellbeing," Sitharaman said.
Learning from the last decade is that the country will have to now realign, and industry will have to realign itself not just on economic principles.
Sitharaman said the attempt of both industry and governments everywhere should be to restore global calm and normalcy. There can nowhere be enough justifiable reason for skirmishes or war, she said.
"The global priority for this decade should be to restore normalcy. They are the main cause for disruptions in supply chain, inflation and other global challenges," the Minister said.
Stating that the benefits of economic success will be spread properly only through technology. India's Digital Public Infrastructure (DPI), ONDC (Open Network for Digital Commerce) and technology stack for agriculture have democratised access.
"Farmers are now able to access the global markets due to the advantage of technology. I'm sure that 'Agri Stack' will be the next big thing you will hear coming out of India," she added.
"The world is facing challenges which are reflected in the economy," the Minister said.
The industry will have to look at ways to adapt to newer challenges, she said, adding scale cannot be the only criterion.
Addressing the session on decadal priorities of the global economy, Sitharaman said the government is super-conscious of the fact that it cannot burden the forthcoming generations with debt that is not sustainable.
"In this coming decade, the priority should be to manage finances and borrow for building assets, managing better, but it cannot be (that) such borrowing... leaves the next generation worried," she said.

Sitharaman said the economy has to "clawback" more to regain its strength after the Covid pandemic and any skirmish or war will impact the supply chains and food value chains.
"The world is facing challenges which are reflected in the economy," the Minister said at the CII Global Economic Policy Forum here.
Talking about ways to tackle supply chain disruptions, Sitharaman said that currently there is a need to blend economic priorities with politics and strategic needs.
"When we talk about restoring supply chains to frictionless supply chains, let's not forget it's not just economics, it's more than that... We have to build in our decision-making not just in the economic sense but also in a political and strategic sense.

Speaking to an audience of policymakers, economists, and industry leaders, Sitharaman highlighted India&rsquo;s path toward economic growth despite significant global challenges.
She noted that India's 1.4 billion people, which account for nearly 18% of the world&rsquo;s population, are navigating a "fragmented and fractured" global landscape, marked by persistent conflicts that threaten global peace&mdash;the foundation of global prosperity.

Nirmala Sitharaman assumed office as the Finance and Corporate Affairs Minister for a second consecutive term on Wednesday. She is set to present the final Budget for FY '25, which will outline the Modi 3.0 government's priorities for a "Viksit Bharat."
Upon arrival at the North Block office, Sitharaman was welcomed by Finance Secretary T V Somanathan and other top officials. Minister of State for Finance Pankaj Chaudhary, who took charge the previous evening, was also present.
<h3>Nirmala Sitharaman takes charge</h3>
After assuming her role, Sitharaman was briefed on ongoing policy issues by department Secretaries. She emphasized the government's commitment to ensuring 'Ease of Living' for citizens and continuing reforms initiated since 2014 to provide macroeconomic stability and growth.
Sitharaman highlighted India's robust growth amidst global challenges and expressed optimism about the country's economic outlook. She urged departments to advance the NDA government's development agenda with renewed vigor, aiming for responsive policymaking to achieve the vision of 'Viksit Bharat.'
The minister reiterated the government's motto of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas' and called for the cooperation of all stakeholders to ensure a strong economy.
<h3>First Female Finance Minister</h3>
Sitharaman, the first full-time female Finance Minister of India, is set to present her seventh consecutive Budget. She previously served as the first female Defence Minister in 2017. In her last term, she was noted for significant reforms, including a corporate tax cut to 22%.
During the pandemic, Sitharaman announced a Rs 20 lakh crore economic package to support the economy. Under her leadership, India emerged as the fastest-growing major economy. She also managed to reduce the fiscal deficit to 5.6% of GDP in FY24.
Sitharaman's political journey began in 2008 with the BJP, and she quickly rose to become the party's second woman spokesperson. Before her political career, she was part of the corporate world in the UK and worked with the National Commission for Women in India.

A Mumbai based broker while complaining about too many taxes, called the government, 'Sleeping Partner' for brokers and investors paying tax at every turn.
<h3>Finance Minister's reply</h3>
Speaking at the "Vision for Indian Finance Markets", the broker said while investors were putting their money at risk, the government reaped the rewards by imposing a "heavy tax burden". The Finance Minister broke into laughter over the comparison.
The broker further emphasised that the government's earnings often surpass those of the brokers themselves while pointing out the different taxes imposed on every transaction, including GST, IGST, stamp duty, STT, and long-term capital gains tax.
"Today, the government of India is earning more than the broker," claimed the man.
He went on to say that while brokers and investors take substantial risks, the government do not.&nbsp;
"I am taking a whole lot of risk, and the government of India is taking away all of the profit. You are my sleeping partner, and I am the working partner," he said.
The broker also highlighted the challenges of buying a home in Mumbai and how taxes make it worse. "Today, we can't make payments in cash&hellip; so if I am buying a house, I will have to pay by cheque. My bank balance is purely after paying all the taxes to the government of India. But when I am buying a house, I have to pay 11 percent GST in Mumbai. So how will you assist a small person with limited resources and brokers who have to pay a hoard of taxes to the government?" the broker asked the minister.
For which in a jovial manner, the Finance Minister responded saying, "A sleeping partner cannot answer sitting here," eliciting laughter from the audience.
Meanwhile, FM's response garnered a backlash on social media as people expected a more serious answer from the FM on this issue.

This comes amid the ongoing debate over inheritance tax after Chairman of the Indian Overseas Congress Sam Pitroda highlighted the importance of wealth distribution.&nbsp;
Meanwhile, Congress has consistently denied allegations that it would bring in inheritance tax and said that it was never mentioned in its manifesto.

While casting her vote at a polling booth in Bengaluru, Sitharaman claimed that the inheritance tax would directly impact India's middle and aspirational class. She further added that it would erase the advancements made by India in the past decade.
"I remember earlier in 1968 there was a compulsory deposit scheme where people's deposits were all 18 per cent, 20 per cent. Something was taken away. There was no justification given at that time... If such wealth creators are going to be punished purely because they have some money kept behind, India's progress in the last ten years would just go for a zero. And we'll probably be going back to that era when Congress imposed a 90 per cent tax. You'll probably not believe that the current generation, wouldn't even remember or know anything about it. There was India where under the Congress rule we paid 90% of all that was earned by us as tax. That's the socialist model which the Congress party is comfortable with", said Nirmala Sitharaman.
She insisted that the inheritance tax will directly impact the savings and properties earned during their lifetime.
"It (the inheritance tax) directly hits the middle class. It directly hits the aspirational class. They work hard, sweat and toil of theirs are saved in small savings here and there, or they buy a house, a dream house, and keep some fixed deposits. All this is going to be exposed to the so-called property tax," she said.

Finance Minister Nirmala Sitharaman on Wednesday said she declined the offer of the BJP to contest elections pleading that she did not have the 'kind of funds' required for fighting the Lok Sabha polls.
The minister said that the BJP President (J P Nadda) gave her the option to contest either from Andhra Pradesh or Tamil Nadu.
"After thinking over a week or ten days, I just went back to say... maybe not. I do not have that kind of money to contest. I also have a problem whether it is Andhra Pradesh or Tamil Nadu. It's also going to be a question of various other winnability criteria that they use...Are you from this community or are you from that religion? Are you from this? I said no, I do not think I am going to able to do it," she said.
Sitharaman was speaking at the TIMES NOW Summit 2024 here.
"I am very grateful that they accepted my argument...So I am not contesting," she added.
When asked why even the finance minister of the country does not have enough funds to fight Lok Sabha elections, she said that the Consolidated Fund of India does not belong to her.
She said, "My salary, my earnings, my savings are mine and not the Consolidated Fund of India".
The ruling BJP has fielded several existing Rajya Sabha members in the upcoming Lok Sabha elections, beginning April 19.
These include Piyush Goyal, Bhupender Yadav, Rajiv Chandrasekhar, Mansukh Mandaviya, and Jyotiraditya Scindia.
Sitharaman is a Rajya Sabha member from Karnataka.
The minister said that she will be campaigning for different candidates.
"I will also be attending a lot of media events. And going with the candidates like tomorrow I will be going for Rajiv Chandrasekhar campaign and so yes, I'll be on the campaign trail," she added.&nbsp;

Finance Minister Nirmala Sitharaman has responded to speculations connecting raids by central agencies against companies to the electoral bonds purchased by them.&nbsp;
The minister while speaking at the India Today conclave called such reports 'assumptions'.&nbsp;
Indian Express reported that the purchase of bonds by three out of the top five buyers was done while they were facing Enforcement Directorate or Income Tax probe. India Today reported that 14 out top 30 bond buyers faced action by state or central agencies.&nbsp;

Speaking to reporters in Delhi, Joshi said the BJP is yet to decide where the ministers would contest from.

&ldquo;White Paper' has been laid on the table by the government, after 10 years of pulling out an Indian Economy which was in fragile five to reach the stage of top five. It is a statement laid with responsibility", said Finance Minister Nirmala Sitharaman.
During the discussion, the Finance Minister accused the Manmohan Singh led UPA government of ruining India&rsquo;s reputation globally. She further went on to say India suffered a huge loss because of the Coal Scam.&nbsp;
Comparing the 2008 global financial crisis and the economic crisis caused by the covid pandemic, Sitharaman hailed the Modi government of handling it better than the UPA government. She also noted that The White Paper &nbsp;shows which government has put the Nation first and which government has put their families first.

<h3>What does The White paper say?</h3>
The White Paper accuses the UPA government of abandoning reforms initiated by the previous NDA government, leading to missed opportunities for consolidating high economic growth during the years between 2004 and 2008.
The White Paper also highlights the banking crisis as one of the most important and infamous legacies of the UPA government, citing political interference in commercial lending decisions of public sector banks and a rise in Gross Non-Performing Assets (GNPA) ratio.
It also criticizes the UPA government for scandals and corruption in the defence sector, resulting in compromised defence preparedness. It mentions delayed acquisitions of weaponry, including artillery, anti-aircraft guns, fighters, submarines, and night-fighting gear.

She also hit back at the Congress leader's "hunky dory" claims.
"Adhirji is saying that till six months ago everything was 'hunky dory'. If that was so then what went wrong? Have you started spending on items you are not supposed to spend? I am not questioning that... but you spent it, so don't put the blame on Centre, because it goes by the rule book."

Finance Minister Nirmala Sithraman on Thursday presented her sixth consecutive budget with a speech lasting 56 minutes, her shortest-ever.
Dressed in a turquoise-coloured embroidered Kantha silk saree, as Sitharaman delivered her speech it was lauded at regular intervals by the treasury benches -- her remarks on the presentation of the full budget by "our government" in July receiving the loudest cheer.
The opposition members listened to Sitharaman's budget speech with rapt attention, barring some voices of disapproval to the minister's reference to her government returning to power after the Lok Sabha elections.
Earlier, BJP members raised slogans of Bharat Mata ki Jai, Jai Shri Ram, Jai Siya Ram as Prime Minister Narendra Modi entered the Lok Sabha chamber and took his seat a few minutes before 11:00 am.
At 56 minutes, it was Sitharaman's shortest budget speech. She also holds the distinction of delivering the longest budget speech at two hours and forty minutes in 2020.
In 2019, as India's first full-time woman finance minister, Sitharaman's budget speech had lasted for two hours and 17 minutes. In 2021, her speech lasted for one hour and 50 minutes, followed by 92 minutes in 2022 and 87 minutes in 2023.
Sitharaman's budget speech found no mention of Tamil poets and thinkers unlike previous occasions, but she referred to Prime Minister Modi at least eight times and quoted from his speeches.
The public galleries saw thin attendance with a few Rajya Sabha members occupying seats in Gallery 2, while relatives of Finance Minister Sitharaman &ndash; Krishnamurthy Lakshminarayan and Vidya Lakshminarayan &ndash; and her daughter Vangmayi Parakala were seated in the first row of Gallery 3.
Sitharaman, Ministers of State for Finance Pankaj Chaudhary and Bhagwat Karad, and top officers from the Finance Ministry called on President Droupadi Murmu before presenting the Budget.
The President gave Sitharaman a spoonful of curd and sugar and extended her best wishes for the presentation of the Union Budget.
In her budget speech, Sitharaman coined new expansion of FDI &ndash; First, Develop India and for GDP &ndash; Governance, Development and Performance.
"Besides delivering on high growth in terms of Gross Domestic Product, the government is equally focused on a more comprehensive 'GDP', i.e., 'Governance, Development and Performance'," Sitharaman said.
In 2019, Finance Minister Sitharaman did away with the traditional Budget briefcase and instead went for a 'bahi-khata' with the national emblem to carry the speech and other documents on a tablet computer, a tradition she stuck to on Thursday.
JD(U) leader Rajiv Ranjan 'Lalan' Singh, whose party re-joined the NDA last week, was seen applauding the budget speech on regular occasions.
The prime minister walked up to Sitharaman at the conclusion of her speech and congratulated her for the presentation of the interim budget.
Several ministers were also seen congratulating Sitharaman after her speech.&nbsp;
