TMC MP Kalyan Banerjee submitted a written apology on Thursday for his remarks against Union Minister Jyotiraditya Scindia, which he had also apologized for in the House. Lok Sabha Speaker Om Birla informed the House that the apology had been given both in writing and verbally.
The issue arose when some members of the ruling alliance raised concerns about Banerjee's comments as soon as the House convened. Birla intervened, stating that such remarks were unfortunate and underscoring that personal attacks against any member were inappropriate, especially when directed at women. He emphasized that while disagreements were part of democracy, dignity and respect should always be upheld.
Banerjee&rsquo;s comments were made during Wednesday&rsquo;s discussion on amendments to the Disaster Management Act, where he accused the central government of failing to cooperate during the COVID-19 pandemic. Minister of State for Home Nityanand Rai countered, praising Prime Minister Modi&rsquo;s leadership, while Scindia supported him, highlighting India&rsquo;s global role in aiding other countries during the crisis.
Banerjee's remarks led to a verbal spat and an adjournment. When the House reconvened, Banerjee apologized, but Scindia rejected the apology, stating that while policy debates were welcome, personal attacks on him or on women would not be tolerated. Congress leader Shashi Tharoor's 'Jai Samvidhar' slogan sparked a row in the Lok Sabha on Thursday. Speaker Om Birla objected to the remark as Tharoor walked back to his seat after being sworn in. "We are already swearing on the Constitution," Birla said.
Birla's remark triggered an uproar from multiple leaders of the Opposition, who said that the Lok Sabha Speaker should not object to someone hailing the Constitution.
The row was one of many on the opening days of the 18th Lok Sabha.
Multiple leaders of the Opposition, including Congress' Rahul Gandhi and Samajwadi Party chief Akhilesh Yadav, took their oaths earlier this week while holding a copy of India's Constitution in their hands.
Chandrashekhar, Azad Samaj Party (Kanshi Ram) MP from Uttar Pradesh's Nagina, had an longer list of slogans at the end of his oath. Holding a copy of Constitution, he said "Jai Bhim, jai Bharat, jai Samvidhan, jai Mandal, jai Johar, jai jawan, jai kisan".

Lok Sabha Speaker Om Birla on Wednesday read out a resolution condemning the imposition of Emergency and termed the decision by then prime minister Indira Gandhi an attack on the Constitution, triggering a wave of protests by the opposition in the House.
Birla's reference to the Emergency, shortly after his election as Lok Sabha speaker, also saw a face-off between the government and the opposition in the first session of the lower house.
"This House strongly condemns the decision to impose Emergency in 1975. We appreciate the determination of all those people who opposed the Emergency, fought and fulfilled the responsibility of protecting India's democracy," Birla said amid vociferous protests by opposition parties.
Opposition MPs, including from the Congress, were on their feet, raising slogans against the reference to the Emergency.
"June 25, 1975 will always be known as a black chapter in the history of India. On this day, then prime minister Indira Gandhi imposed Emergency in the country and attacked the Constitution made by Babasaheb Ambedkar," the speaker said.
Birla said India was known all over the world as the mother of democracy.
"Democratic values ​​and debate have always been supported in India. Democratic values ​​have always been protected, they have always been encouraged. Indira Gandhi imposed dictatorship on such an India. The democratic values ​​of India were crushed and freedom of expression was strangled," Birla said.
He said the rights of Indian citizens were crushed and their freedom snatched away.
"Those were the times when opposition leaders were jailed, the entire nation was turned into a prison. The then dictatorial government had put several restrictions on the media and there was restraint on the autonomy of judiciary," Birla said.
The speaker urged members to observe silence for a while and later adjourned the proceedings for the day.

Mehdi, however, went on to criticise the speaker, reminding him of his past actions while acting out as the custodian of the Lok Sabha.&nbsp;&nbsp;

Eight-time Congress MP from Kerala, Kodikunnil Suresh, filed his nomination papers on Tuesday for the post of Lok Sabha Speaker, in a direct challenge to National Democratic Alliance (NDA) candidate and 3-time BJP MP from Kota, Om Birla.
This would force an election for the presiding officer of the Lower House for the first time since 1946.
INDIA bloc decided to field Suresh after the Bharatiya Janata Party (BJP) refused to allot the Deputy Speaker's post to an opposition MP, in keeping with parliamentary tradition.
Congress leader Rahul Gandhi had earlier said the opposition would support the government on the Speaker's choice if the deputy speaker's post is given to the opposition.
Congress leader KC Venugopal and DMK's TR Baalu stormed out of Defence Minister Rajnath Singh's office, refusing to endorse the NDA nominee, after the ruling coalition's attempt to build a consensus failed.
Meanwhile, Birla too filed his nomination for the post of Lok Sabha Speaker, a position he held in the previous House.

Lok Sabha Speaker Om Birla on Friday took "serious note" of certain objectionable remarks made by BJP member Ramesh Bidhuri in the House and warned him of "strict action" if such behaviour is repeated in the future, officials said.
Bidhuri's remarks targeting Bahujan Samaj Party (BSP) member Kunwar Danish Ali during a discussion on the "success of Chandrayaan-3" in the Lok Sabha triggered a furore, with opposition leaders calling for strict action against him.
The officials said the speaker has warned the Bharatiya Janata Party (BJP) leader of strict action if such behaviour is repeated.
Defence Minister Rajnath Singh had expressed regret in the House immediately after Bidhuri made the objectionable remarks on Thursday night. c

He also said that while criticism is a "shuddhi yagna" or purification ritual in democracy, disrupting the Houses "in a planned manner" and causing disruption in the speeches of governors are "not a good tradition".

Lok Sabha Speaker Om Birla on Wednesday said a "new tradition" of levelling allegations and counter-allegations being observed in Parliament and state Assemblies these days is not proper for the country's constitutional democracy, and stressed the need for constructive debate and discussion in Houses to make democracy "lively and active".
Inaugurating a two-day orientation programme for elected members of the Gujarat Legislative Assembly here, he also said that while criticism is a "shuddhi yagna" (purification ritual) in democracy, disrupting the Houses "in a planned manner" and causing disruption in speeches of governors are "not a good tradition".
"Wherever required, one should criticise the government's policies, provide constructive suggestions. In democracy, criticism is a 'shuddhi yagna'. But the new tradition of aarop-pratyarop (allegations and counter-allegations) rather than criticism seen these days in these institutions is not proper for the constitutional democracy of the country," he said in his address.
Criticism is proper for a democracy, but there should be an effort in Parliament and assemblies that instead of indulging in accusations and counter-accusations, we should try to hold constructive debate and discussion, he urged.
Discussions, debates and active participation in making laws are required to make democracy lively and active, the Lok Sabha speaker noted.
"The way the houses are being used for hurling accusations is not proper for our constitutional democratic tradition. So we should try to make it a centre of discussion and debates. Together with that, when we make a law, we should take input from different people, take suggestions from people and experts," he said.
A new system is being seen these days - that of disrupting the houses in a planned manner, which has come up in the meetings of assembly speakers. Causing disruption in speeches of governors is not a good tradition of constitutional democracy, he said.
"When a governor or president delivers a speech, then he or she is constitutionally superior. Therefore, whichever party is in power, we should follow the great tradition," he said.
He said one does not become a leader by raising slogans, shouting and causing disruptions, but rather through discussions, debates, and dialogues.
Work is being done to frame model bylaws by March, which will be sent to assemblies for discussion to see what can be adopted in an effort to bring about uniformity in the proceedings of the houses, Birla said.
He said that laws framed in the Gujarat Assembly have caused great industrial and social developments of the state, and newly-elected MLAs should study past debates and discussions and gain knowledge from them.
"People have great expectations from you, and it is natural given that you are growing as a developed state... The best legislature is the one that conducts debate and discussions, gains knowledge about the law, and offers suggestions to the government when a law is framed," he said.
He urged the speakers of all assemblies to conduct debates and discussions so that the country's democracy becomes lively.
Birla also talked about 'One Nation-One Legislative Platform' aimed at bringing all the proceedings of all legislatures - both houses of Parliament and assemblies - on one platform.
These constitutional institutions should work in a better way and members should also use them in a better manner to fulfil people's expectations with transparency and responsibility, he added.
The two-day orientation programme aims at capacity building of newly-elected members, informing them about rules and regulations through ten different sessions spread over two days.
Speaking on the occasion, Chief Minister Bhupendra Patel urged the elected members to work towards improving the environment of the assembly as he noted that they have a duty towards the "temple of democracy".
"Laws passed in the Vidhan Sabha are integral to the development of the state," he said.
When asked about the notice to Congress MP Rahul Gandhi, Birla said this issue was conducted under parliamentary rules and procedures." The Lok Sabha Secretariat has asked Gandhi to respond by February 15 to notices given by Bharatiya Janata Party (BJP) members regarding his remarks on Prime Minister Narendra Modi in the House.
In a letter to Gandhi, dated February 10, the secretariat has asked him to furnish his reply on breach of privilege notices against him by BJP MPs Nishikant Dubey and Pralhad Joshi - also the parliamentary affairs minister - by February 15 for the Lok Sabha speaker's consideration.
Following Gandhi's speech in Lok Sabha on the 'Motion of Thanks on the President's Address' on Tuesday, in which he commented on the Hindenburg-Adani issue, Dubey and Joshi had moved the notices against him.

Lok Sabha Speaker Om Birla on Tuesday shunned a BJP MP for intervening when Law Minister Kiren Rijiju was responding to Rahul Gandhi's allegations on Adani row.
Birla had asked Rijiju to respond to the Congress leader's allegations that the Indian government and PM Modi were facilitating industrialist Gautam Adani to divert about 24% of air traffic to his airport.
As Rijiju began to speak, several BJP MPs spoke in unison after which Birla can be seen asking one of the MPs to let the law minister talk.
Birla told the concerned MP that the law minister will have the right information on the issue. He remarked, "tum kyu gyaan baat rahe ho..."
The law minister in response also sought proof from Rahul Gandhi to ascertain the allegations, who responded by saying that they will provide the documents.

The Lok Sabha was adjourned sine die on 23 December 2022, six days ahead of the scheduled culmination of the Parliament's Winter Session.
The decision to curtail the session was taken by the Business Advisory Committee which is headed by the Lok Sabha Speaker, and has MPs of various parties as members.

A day after the Union government advised people to start wearing face masks in crowded places, Lok Sabha Speaker Om Birla was seen attending Parliament proceedings while wearing a face mask.
Birla had not sported a face mask in the 2022 Winter Session of Parliament so far.
Appealing to MPs to follow suit, Birla said, "I draw your attention towards resurgence of Covid pandemic in many countries. In light of past experiences of Covid, we must remain alert."
The Speaker added, "The government, in an alacritous manner, has advised people to follow Covid-appropriate behaviour. I appeal to honourable members to adhere to safety measures, use face masks, and help spread awareness."

Later, Parliamentary Affair Minister Pralhad Joshi moved a resolution to suspend the four for the rest of the session.
The House then passed the resolution by a voice vote and Rajendra Agarwal who was chairing the proceedings announced their suspension. He later adjourned the proceedings for the rest of the day.

At least twelve of the 19 Shiv Sena MPs in the Lok Sabha have reportedly written to Speaker Om Birla, requesting him to make Rahul Shewale their leader while demanding retention of Bhavana Gawali as the chief whip.

Shewale is also being supported by the rebel Shiv Sena leader and now Maharashtra CM Eknath Shinde. The Shinde camp is expected to write to the Speaker asking for the appointment of Rahul Shewale as the party&rsquo;s group leader, replacing Thackeray loyalist Vinayak Raut, and Gawali as the chief whip.

This request by the 12 Sena MPs is in contrast to the line taken by the Uddhav Thackeray-led Shiv Sena, which has reportedly written another letter to Birla seeking the removal of Gawali from the post of the chief whip and replacing him with Rachna Vichare. In this letter written by Vinayak Raut, who is a Shiv Sena leader in the lower house, pitches Vichare as the party&rsquo;s chief whip.
The move comes almost a month after a revolt in the Shiv Sena which led to a split in the party bringing down the Sena-led Maha Vikas Aghadi government in Maharashtra.
Over two-third of MLAs had joined rebel leader Shinde, who went on to become the CM in alliance with the Bharatiya Janata Party (BJP).
Meanwhile, Shinde is in Delhi to review the legal strategy on the disqualification petition filed by the Uddhav Thackeray camp against 16 MLAs supporting him.

Birla's comments came amid a controversy over publication of a booklet by the Lok Sabha Secretariat that listed words such as 'ashamed', 'jumlajeevi', 'taanashah', 'abused', 'betrayed', 'corrupt', 'drama', 'hypocrisy' and 'incompetent' as unparliamentary expressions.
"No word has been banned. Members are free to express their views. No one can snatch that right, but it should be as per decorum of Parliament," Birla told reporters even as the Opposition targeted the government, accusing it of listing every word used by them to "describe how BJP was destroying India" as unparliamentary. Birla said people unaware of parliamentary practices were making all kinds of comments and asserted that legislatures were independent of government.
"It is a routine practice continuing since 1959," he said referring to the release of the booklet compiling lists of words and expressions deemed unparliamentary.
Birla said words chosen for expunging have been used by members of the ruling party as well as the opposition.

Lok Sabha Speaker Om Birla on Thursday said no word has been banned from use in Parliament and members are free to express their views while maintaining decorum of the House.
Birla's comments came amid a controversy over publication of a booklet by the Lok Sabha Secretariat that listed words such as 'ashamed', 'jumlajeevi', 'taanashah', 'abused', 'betrayed', 'corrupt', 'drama', 'hypocrisy' and 'incompetent' as unparliamentary expressions.
"No word has been banned. Members are free to express their views. No one can snatch that right, but it should be as per decorum of Parliament," Birla told reporters even as the Opposition targeted the government, accusing it of listing every word used by them to "describe how BJP was destroying India" as unparliamentary. Birla said people unaware of parliamentary practices were making all kinds of comments and asserted that legislatures were independent of government.

"It is a routine practice continuing since 1959," he said referring to the release of the booklet compiling lists of words and expressions deemed unparliamentary.
Birla said words chosen for expunging have been used by members of the ruling party as well as the opposition.&nbsp;

Underlining that all religions are equal before the Constitution, Lok Sabha Speaker Om Birla Sunday said MPs should avoid making provocative statements about any religion and maintain the dignity and decorum of parliament at all times.
Birla, who completes three years in office on Sunday, thanked leaders of all political parties for contributing towards making his journey so far successful, and said it was a big achievement that the House's average productivity during the period has been above 100 per cent.
The House has functioned for nearly 1,000 hours across eight sessions so far in the 17th Lok Sabha, he said.
Terming discussions and debates "ornament of a democracy," Birla told PTI in an interview that parliamentarians should avoid unnecessary aggression and shouting while speaking in parliament.
"Discussion, debate are crucial parts of a parliamentary democracy. Sarcasm, taking digs at each other are also acceptable during debates. But unnecessary aggression, shouting and interrupting each other should be avoided by MPs in parliament," Birla said.
He further said parliament should not be used as a platform to make baseless allegations and counter-allegations by political leaders.
On the question of heated debates among politicians these days on religions, Birla suggested members of parliaments should refrain from making provocative statements against any religion as all religions are equal before the Constitution. "While speaking on religious issues MPs should keep in mind that their statements do not hurt the feelings and sentiments of any other religion. We all should diligently follow this practice and convention. Our Constitution gives everyone the right to practice their own religion," Birla said.
Asserting that parliament functions according to the Constitution, Birla said, "Provocative remarks against any religion should not be made in parliament. Its dignity and decorum should be maintained all the time." Asked about Facebook whistle-blower Sophie Zhang expressing her desire to depose before the Parliamentary Standing Committee on IT but not being asked by the authorities here to appear, Birla said there are rules and regulations in place to call someone to depose before a parliamentary panel.
"It is not appropriate that someone says 'I have not been called by the committee'. There are systems and procedures to call someone before the parliamentary panel. And the final decision lies with the Lok Sabha speaker," Birla said.
Talking about the new parliament building being built under the central vista project, Birla said he is confident that the Winter Session this year would be held in the new structure.
"The work on the new building is going on in full swing. It will show the glimpses of both modern India and our rich history. It will display the culture of all states of India," Birla said.
Birla, a second-term MP of the BJP from Rajasthan, was unanimously elected as the Lok Sabha Speaker on June 19, 2019.
