The BJP, which will have maximum representatives in the joint committee of Parliament, remained tight-lipped about its choices amid a buzz that its seasoned MPs Ravi Shankar Prasad and Anurag Thakur are being considered for the job.
Among the BJP's allies, Shrikant Shinde of the Shiv Sena and Sanjay Jha of the JD(U) may be members of the key panel which is expected to have 21 MPs from Lok Sabha and 10 from Rajya Sabha, the sources said.
Most of the parties have conveyed their choices to the government which will move a motion in Lok Sabha to send the bills to the joint committee. The Speaker will take a final call on the names for the panel and its chairperson.
Sukhdeo Bhagat and Randeep Surjewala are the Congress' other choices for the joint committee of Parliament. Saket Gokhale of the TMC and T M Selvaganapathi of the DMK are also expected to be part of the panel.
The sources said P P Chaudhary is also being considered as the probable BJP choice for the panel in which the saffron party and its allies will be in a majority due to their numerical superiority in Parliament.
While Prasad, a well known lawyer, has held the portfolio of law minister in the previous Modi government, Chaudhary was a deputy minister in the crucial ministry.
From the Telugu Desam Party, the BJP's biggest ally, either Lavu Sri Krishna Devarayalu or G M Harish Balayogi is likely to be in the panel.
The two 'one nation, one election' (ONOE) bills, including one requiring an amendment in the Constitution, lay down the mechanism to hold simultaneous elections and were introduced in Lok Sabha on Tuesday after a fiery debate.
Opposition parties dubbed the draft laws -- a Constitution amendment bill and an ordinary bill -- as an attack on the federal structure, a charge rejected by the government.
Speaking to reporters on the Parliament premises, Congress MP Priyanka Gandhi had termed the bills "anti-constitutional".
"It is against the federalism of our nation. We are opposing the bill," she had said.
The BJP and its allies such as the TDP, JD(U) and Shiv Sena have stoutly defended the bills, saying frequent elections are an obstruction to development programmes and simultaneous polls will boost them by cutting down on election expenditure.

The bills &ndash; &lsquo;The Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024&rsquo; and &lsquo;The Union Territories Laws (Amendment) Bill, 2024&rsquo; &ndash; propose a framework for conducting elections to the Lok Sabha and state assemblies simultaneously under the "One Nation, One Election" initiative.
The bills, introduced by Law Minister Arjun Ram Meghwal, were approved for further scrutiny by a Joint Parliamentary Committee (JPC), with 269 members voting in favour and 198 opposing. This marked the first instance of electronic voting in the new Parliament House.
Contentious Debate in Lok Sabha
The opposition fiercely criticized the bills, labelling them an attack on India&rsquo;s federal structure and the democratic spirit enshrined in the Constitution. Congress MP Manish Tewari argued that the bills violated the "basic structure doctrine" of the Constitution, emphasizing that federalism and democratic processes are fundamental features that cannot be altered.
Echoing Tewari&rsquo;s sentiments, DMK MP TR Baalu described the move as "anti-federal" and asserted that simultaneous elections undermine the autonomy of voters to elect governments for their full five-year term. Similarly, Samajwadi Party MP Dharmendra Yadav contended that the bills contradict the principles established by the framers of the Constitution, accusing the government of disregarding their wisdom.
Trinamool Congress MP Kalyan Banerjee claimed the legislation infringes on the autonomy of state legislatures, asserting, &ldquo;The proposed bill undermines the basic structure of the Constitution and is therefore ultra vires. State governments and assemblies are not subordinate to Parliament or the central government.&rdquo;
Government's Defense
Responding to the criticism, Home Minister Amit Shah clarified that Prime Minister Narendra Modi had recommended sending the bills to a JPC for detailed examination. Shah dismissed allegations of undermining the Constitution, asserting that the bills aim to enhance governance and streamline election processes.
The government also introduced amendments to align assembly elections in Delhi, Jammu &amp; Kashmir, and Puducherry with the proposed simultaneous elections, modifying laws such as the Government of Union Territories Act, 1963, and the Jammu and Kashmir Reorganisation Act, 2019.

The bills will now be scrutinized by the JPC, which will deliberate on their implications before presenting its recommendations to Parliament. While the government projects the initiative as a means to improve administrative efficiency and reduce election costs, the opposition remains united in its resistance, vowing to safeguard the federal character of India.

The Union Cabinet on Thursday approved two bills, including one to amend the Constitution to implement &ldquo;one nation, one election&rdquo;, and the draft legislations are likely to be introduced in Parliament in the ongoing winter session, sources said.
As of now, the Cabinet has given its nod to draft legislation to hold simultaneous polls to the Lok Sabha and legislative assemblies only, the sources said.
While a high-level committee led by former president Ram Nath Kovind had also proposed holding the municipality and panchayat polls along with the national and state elections in a phased manner, the Cabinet has decided to stay away, &ldquo;as of now&rdquo;, from the manner in which local body elections are conducted.
The Constitution amendment bill to hold simultaneous polls to the Lok Sabha and state assemblies will not require ratification by at least 50 per cent of the states, the sources noted.
Another Constitution bill proposed by the Kovind panel was aimed at creating provisions to hold simultaneous elections to municipalities and panchayats, along with the elections to the Lok Sabha and state legislative assemblies, by inserting a new Article 324A.
It would have required ratification by half of the state assemblies.
But the Union Cabinet has kept the local body polls out as of now.
The decision was taken at a meeting of the Union Cabinet chaired by Prime Minister Narendra Modi.
The second bill will be an ordinary one to amend provisions in three laws dealing with Union territories that have legislative assemblies &mdash; Puducherry, Delhi and Jammu and Kashmir &mdash; to align the terms of these Houses with other legislative assemblies and the Lok Sabha as proposed in the Constitution amendment bill.
The statutes it proposes to amend are the Government of National Capital Territory of Delhi Act-1991, the Government of Union Territories Act-1963 and the Jammu and Kashmir Reorganisation Act-2019.
The proposed bill will be an ordinary legislation not requiring a change in the Constitution and will also not need ratification by the states.
The government is keen on holding wider consultations on bills that are likely to be referred to a parliamentary committee.
The sources said the government also wants to consult the speakers of various state legislative assemblies through the committee.
Moving ahead with its &ldquo;one nation, one election&rdquo; plan, the government in September accepted the recommendations of the high-level committee for holding simultaneous polls for the Lok Sabha, state assemblies and local bodies in a phased manner.
In its report submitted to the government in March, just before the general election was announced, the panel recommended implementing &ldquo;one nation, one election&rdquo; in two phases.
While the ruling Bharatiya Janata Party (BJP) and its allies are pushing for simultaneous polls, several opposition parties have opposed the idea.
The government is of the view that simultaneous polls will reduce expenditure in the long run and different parts of the country will not be under the Model Code of Conduct throughout the year due to various polls.
Simultaneous polls were held in the country between 1951 and 1967. The concept of simultaneous elections has been featured in many reports and studies since 1983, essentially implying a return to the previous practice of conducting polls concurrently. The Congress on Thursday attacked the government after a high-level committee recommended simultaneous elections for Lok Sabha and state assemblies, alleging that they want to completely dismantle the Constitution with the objective of 'one nation, no election'.
In its report submitted to President Droupadi Murmu that ran into over 18,000 pages, the panel headed by former president Ram Nath Kovind recommended simultaneous elections for Lok Sabha and state assemblies as the first step followed by synchronised local body polls within 100 days.
Asked about the development, Congress general secretary Jairam Ramesh told PTI in Nashik, "The Prime Minister's objective is very clear, he is going around asking for a clear majority, two-thirds majority, 400 seats, and the cat is out of the bag. They want to completely dismantle Babasaheb Ambedkar's Constitution and with what objective -- 'one nation, no election' that is what they want." In its report, the panel said simultaneous polls will spur development process and social cohesion, deepen foundations of democratic rubric and help realise aspirations of "India, that is Bharat".
The panel recommended preparation of a common electoral roll and voter ID cards by the Election Commission of India in consultation with state election authorities.
BJP spokesperson Nalin Kohli said this is not a political issue and is aimed at saving money and other resources.

Though there was no official word yet, sources said the report could be submitted to President Droupadi Murmu.
The panel may recommend amending at last five articles of the Constitution to enable holding of simultaneous polls in the country.
The proposed report would also focus on having a singular electoral roll for holding Lok Sabha, state assembly and local body polls.
Set up in September last, the committee is mandated to examine and make recommendations for holding simultaneous elections to the Lok Sabha, state assemblies, municipalities and panchayats, keeping in view the existing constitutional framework.
Headed by Kovind, the panel also has members including Home Minister Amit Shah, former leader of the opposition in the Rajya Sabha Ghulam Nabi Azad, former finance commission chairman N K Singh, former Lok Sabha secretary general Subhash Kashyap and senior advocate Harish Salve.
Leader of the Congress in Lok Sabha Adhir Ranjan Chowdhury was also made a member of the panel but he declined, dubbing the committee as a total eyewash.

The statement further said that suggestions were also invited from 46 political parties.
"Till date, suggestions have been received from 17 political parties," it said.
Various opposition parties, including the Congress and the TMC, have opposed the idea of holding simultaneous polls.
On January 5, the panel had issued a public notice inviting suggestions from citizens for making appropriate changes in the existing legal-administrative framework to enable simultaneous elections in the country.
The Kovind-led committee, which was constituted in September last year, held its third meeting on Sunday.
"Altogether 20,972 responses were received out of which 81 per cent affirmed the idea of simultaneous election," the committee said after its meeting.
Sunday's meeting of the panel was attended by former leader of the opposition in the Rajya Sabha Ghulam Nabi Azad, Law Minister Arjun Ram Meghwal, former chairman of 15th Finance Commission N K Singh, former Lok Sabha secretary general Subhash C Kashyap, and former chief vigilance commissioner Sanjay Kothari, the statement said.
Suggestions by the Election Commission were also noted by the committee.
As the panel sought suggestions from the public and political parties, Kovind has also initiated consultations with eminent jurists, former chief justices of the Supreme Court and high courts, former chief election commissioners, and heads of Bar Council of India, FICCI, ASSOCHAM and CII.
The panel will meet again on January 27, the statement said.
The committee has heard the views of the Law Commission on simultaneous polls. The law panel could be called again on the issue.
According to its terms of reference, the committee is meant to "examine and make recommendations for holding simultaneous elections to the House of the People (Lok Sabha), state legislative assemblies, municipalities and panchayats, keeping in view the existing framework under the Constitution and other statutory provisions..." For this purpose, the committee will "...examine and recommend specific amendments to the Constitution, the Representation of the People Act, 1950, the Representation of the People Act, 1951, and the rules made thereunder and any other law or rules which would require amendments for the purpose of holding simultaneous elections".

&nbsp;The Election Commission would require an estimated Rs 10,000 crore every 15 years to procure new Electronic Voting Machines (EVMs) if simultaneous polls are held for Lok Sabha and assemblies, according to the poll body.
In a communication sent to the government, the Commission noted that the shelf life of EVMs was 15 years and one set of machines could be used to conduct three cycles of elections in their life span if simultaneous polls were held.
According to estimates, a total of 11.80 lakh polling stations would be required to be set up across India for Lok Sabha polls this year.
During simultaneous polls, two sets of EVMs would be needed per polling station -- one for the Lok Sabha seat and another for assembly constituency.
Based on past experiences, the EC said in the communication sent to the government, certain percentage of Control Units (CUs), Ballot Units (BUs) and Voter-Verifiable Paper Audit Trail (VVPAT) machines are required as reserves to replace defective units at different stages, including on election day.
At least one BU, one CU and one VVPAT machine make up for one EVM.
Keeping in mind various aspects, the minimum EVMs and VVPATs required for simultaneous polls would be: 46,75,100 BUs, 33,63,300 CUs and 36,62,600 VVPATs, the Commission said in its letter to the Law Ministry in February last year.
In early 2023, the tentative cost of EVM stood at Rs 7,900 per BU, Rs 9,800 per CU and Rs 16,000 per unit of VVPAT.
The EC was responding to a questionnaire on simultaneous polls sent by the Law Ministry.
The poll panel also underlined the need for additional polling and security personnel, enhanced storage facilities for EVMs and more vehicles.
The commission said keeping in mind the production of new machines, increasing warehousing facilities and other logistical issues, the first simultaneous elections can only be held in 2029.
It also observed that five articles of the Constitution will need amendments to hold simultaneous polls to the Lok Sabha and state assemblies.
The provisions which would need amendment are Article 83 which related to the duration of Houses of Parliament, Article 85 relating to the dissolution of the Lok Sabha by the President, Article 172 relating to the duration of the state legislatures, Article 174 relating to the dissolution of the state legislatures, and Article 356 relating to the imposition of President's Rule in the states.
It also noted that the Tenth Schedule of the Constitution relating to disqualification on the grounds of defection will also require necessary changes.

Former president and head of the high-level committee on 'one nation, one election' Ram Nath Kovind has started holding deliberations with former chief election commissioners and retired judges on the issue of holding simultaneous polls.
This comes days after the panel sought the views of the public on the issue.
On Wednesday, Kovind met former Madras High Court chief justice Munishwar Nath Bhandari.
"Continuing with the deliberations this afternoon, the chairman of the HLC held discussions with Justice Gorla Rohini, former chief justice of the Delhi High Court, and former CEC Sushil Chandra," an official statement said on Thursday.
Law Secretary Niten Chandra, who is also secretary to the high-level committee, was also present when Chandra and Justice Rohini met Kovind together.
The consultation process will continue in the coming days, the statement noted.
Sources said Chandra supported the idea of holding simultaneous polls, saying it will help improve governance as governments will get more time to formulate and implement policies.
He is also learnt to have said that simultaneous polls will reduce inconvenience to the public, improve utilisation of human resources and bring down expenditure on holding repeated polls.
The committee has already sought suggestions and considered views of the general public and political parties on the issue.
Eminent jurists, including former chief justices of the Supreme Court and high courts, constitutional experts and former CECs, among others, have also been approached for their views.
The committee has so far held two meetings since it was constituted in September last year. It had recently written to political parties seeking their views and an interaction on a "mutually agreed date" on the idea of holding simultaneous polls.&nbsp;
Letters were sent to six national parties, 33 state parties and seven registered unrecognised parties.
The committee has also heard the views of the Law Commission on simultaneous polls. The law panel could be called again on the issue.

West Bengal Chief Minister and Trinamool Congress supremo Mamata Banerjee on Thursday wrote to the high-level committee on simultaneous elections saying, "I regret I cannot agree with the concept of One Nation, One Election". She said the idea is not feasible considering India's federal structure.
Banerjee also criticized the committee's notice that called for suggestions for implementation of the idea, as it seemed to convey "some sort of a unilateral top-down 'decision' already taken by the Central Government to impose a structure that is certainly against the spirit of a truly democratic and federal one laid down by the esteemed Constitution of India."
"From the tenor of your letter, it appears that you view the proposed amendments to the Constitution as a mere formality that is to be got over with, along with other 'minor matters like preparation of common electoral rolls. Instead of consulting State Governments, that are, indeed, the very pillars of our federal Constitution, your letter brusquely informs us (as a political party) that the High-Level Committee is in agreement with the much-touted advantages of simultaneous all-India polls," she added.
"We object to the most unrepresentative composition of this Committee and point out that no Chief Ministers are taken on board for fear of receiving practical objections. From the tenor of your correspondence and manner in which you accept half-baked assumptions as given facts, we doubt if the HLC is seriously interested in analyzing the demerits of the case," she said.

Hours after sending the letter to Dr Niten Chandra, secretary of the high-level committee, Banerjee requested the Election Commission of India to look into the matter.

I will request the ECI to see it very sincerely, they have to be very very rational in this case particularly," Banerjee told reporters at the state secretariat.

Simultaneous elections in India could be a reality soon as the panel on 'One Nation, One Election' has sought public suggestions to make changes in laws.

The high-level committee on 'One Nation, One Election' has invited public suggestions on the issue.
The panel headed by former President Ram Nath Kovind has sought suggestions for making appropriate changes in the existing legal administrative framework to enable simultaneous elections in the country.
The suggestions can be posted on the committee's website or via email. The deadline to submit suggestions is January 15th.
The move comes ahead of the Lok Sabha elections which are expected to be held in April and May.

The Law Commission of India is likely to recommend 'one nation, one election' or simultaneous polls in its report to the Law Ministry, the Indian Express has reported.&nbsp;
The panel is 'likely to frame tentative timelines for simultaneous polls for the 2024 and 2029 cycles,' the report added.&nbsp;
The Law Commission has also been invited to give suggestions on 'one nation, one election' by the government panel headed by ex-President Ramnath Kovind.&nbsp;
The govt panel held its first meeting on September 23 and it was attended by committee members Union Home Minister Amit Shah, Union Law Minister Arjun Ram Meghwal, former Rajya Sabha Leader of Opposition Ghulam Nabi Azad.&nbsp;

The first official meeting of the high-level committee constituted to examine the 'One Nation One Poll' policy in the country was held on September 23.&nbsp;
The meeting was headed by former President Ram Nath Kovind who is leading the eight-member panel.
As per an official statement, the panel has decided to invite members of political parties and the Law Commission to seek their views on the subject.&nbsp;

The first official meeting of the 'One Nation One Election' committee which was formed to examine the policy, is set to take place on September 23, India Today reported on Saturday.
Interestingly, the first meeting follows the conclusion of the five-day Special Session of the Parliament which is scheduled from September 18- September 22. While the government has released the agenda for both houses of the Parliament to be addressed during the special session, the opposition has expressed apprehension that the government may have undisclosed plans.&nbsp;
