Home Minister Amit Shah on Wednesday accused the Congress of twisting facts and distorting his comments in the Rajya Sabha related to B R Ambedkar after BJP leaders "exposed" the opposition party's repeated "insults" to the architect of the Constitution.
Addressing a press conference here, Shah alleged that the Congress in the past has also misrepresented his and even PM Narendra Modi's comments to spread confusion and mislead people.
"I condemn the Congress for twisting facts. Why did it happen? It happened because BJP leaders spoke on how the NDA governments upheld the Constitution and established with facts that the Congress is anti-Ambedkar, anti-Constitution and anti-reservation," Shah told reporters here.
The senior BJP leader said the Congress also insulted V D Savarkar and blew to smithereens the values enshrined in the Constitution by imposing Emergency.
"When all these facts came out, the Congress used its old tricks and made an effort to mislead the society by presenting twisted facts," Shah said.
Shah said he comes from a party that can never insult Ambedkar.
Asked about Congress chief Mallikarjun Kharge's demand for his resignation, the home minister said in a lighter vein that he can quit if this will make the Congress president happy but it will never solve his problems. He has to remain in his chair, a reference to his party being in the opposition, for 15 more years, Shah said.
Kharge, he added, has acted under Rahul Gandhi's pressure to be part of this "malicious" campaign against him by distorting his views on Ambedkar.

Most of the parties have conveyed their choices to the government which will move a motion in Lok Sabha to send the bills to the joint committee. The Speaker will take a final call on the names for the panel and its chairperson.
Sukhdeo Bhagat and Randeep Surjewala are the Congress' other choices for the joint committee of Parliament. Saket Gokhale of the TMC and T M Selvaganapathi of the DMK are also expected to be part of the panel.
The sources said P P Chaudhary is also being considered as the probable BJP choice for the panel in which the saffron party and its allies will be in a majority due to their numerical superiority in Parliament.
While Prasad, a well known lawyer, has held the portfolio of law minister in the previous Modi government, Chaudhary was a deputy minister in the crucial ministry.
From the Telugu Desam Party, the BJP's biggest ally, either Lavu Sri Krishna Devarayalu or G M Harish Balayogi is likely to be in the panel.
The two 'one nation, one election' (ONOE) bills, including one requiring an amendment in the Constitution, lay down the mechanism to hold simultaneous elections and were introduced in Lok Sabha on Tuesday after a fiery debate.
Opposition parties dubbed the draft laws -- a Constitution amendment bill and an ordinary bill -- as an attack on the federal structure, a charge rejected by the government.
Speaking to reporters on the Parliament premises, Congress MP Priyanka Gandhi had termed the bills "anti-constitutional".
"It is against the federalism of our nation. We are opposing the bill," she had said.
The BJP and its allies such as the TDP, JD(U) and Shiv Sena have stoutly defended the bills, saying frequent elections are an obstruction to development programmes and simultaneous polls will boost them by cutting down on election expenditure.

"You (Congress) cannot use an 11-12 second clip out of Shah's entire speech and mislead the nation," Rijiju said and asserted that for the BJP, Ambedkar is equivalent to God.
However, the opposition was unrelenting. Amid sloganeering, the House was adjourned for the day soon after it met post-lunch.
In the morning, after the listed papers and reports were tabled and the House went ahead with the scheduled Zero Hour, Congress MP Jairam Ramesh rose and alleged that Shah insulted Ambedkar with his remarks during the debate on the Constitution.
Several other Congress members were on their feet and started raising slogans like "'Ambedkar ka apamaan nai sahega Hindustan' (India will not tolerate Ambedkar's insult)".
Countering them, Rijiju said it was the Congress that insulted Ambedkar and did not honour him with a Bharat Ratna.

When the Upper House re-assembled post lunch at 2 pm, Rijiju said two Bills were listed for the day -- the Appropriation Bill and the Banking Regulation Bill. He requested the Opposition parties to allow the House to function and start the discussion on the Banking Regulation Bill.
However, as sloganeering by members of the opposition parties continued, Chairman Dhankhar said Babasaheb Ambedkar is a father figure for all, being the architect of the Indian Constitution.
Congress leader Pramod Tiwari sought to raise a point of order, claiming that Shah "insulted" Ambedkar a day earlier.
Rejecting Tiwari's claim, Rijiju accused the Congress of misleading the country by using only a part of Shah's remarks made in the Rajya Sabha.
He said the Home Minister in his speech had in very clear words mentioned how the Congress party had insulted Ambedkar.

Rijiju explained that the Home Minister had on Tuesday said that the Congress hatched a conspiracy to defeat Ambedkar when he contested for polls from Mumbai and later from Vidarbha.
The minister demanded that the Congress must apologise to the nation, alleging that Ambedkar wanted to get re-elected to the Lok Sabha but was not allowed to do so by the Congress, which forced him to leave electoral politics.
Rijiju also said that until 1990, the Congress-led government refused to give a Bharat Ratna to Ambedkar.
He accused the Congress of attempting to malign and remove Ambedkar's name from India's history while trying to garner votes by using his name.

At this, Kharge repeated Shah's remark and said it only showed the minister's disrespect towards the architect of the Constitution.
Kharge claimed that Shah had "made fun of" Ambedkar by saying that "if they (Congress) had taken God's name as many times, it would have attained a place in heaven in all of its seven births".
The Leader of Opposition in the Rajya Sabha argued that this was an insult to Ambedkar, to which Rijiju said that he was again trying to mislead the House.
Leader of the House J P Nadda stood up in Shah's defence, saying that Kharge was trying to "mislead" the nation through Parliament and accused the Congress of treating Ambedkar with disdain and disrespect.
Nadda rejected Kharge's claim and alleged that it was the Congress that had disrespected Ambedkar during his lifetime due to which he had resigned from the Union Cabinet.
Members of both treasury benches and the opposition raised slogans against each other and TMC MPs walked out in protest.Amid the uproar, Chairman Dhankhar adjourned the House for the day.

"They are clearly stung and stunned by the facts he presented, which is why they are now indulging in theatrics. Sadly, for them, people know the truth," Modi said in a series of posts on X.
When it comes to Ambedkar, his government's respect and reverence are absolute, the prime minister asserted.
In a searing attack on the Congress, Modi said if the party and its "rotten ecosystem" think their "malicious lies" can hide their misdeeds of several years, especially their insults towards Ambedkar, they are gravely mistaken.
He said people of India have seen time and again how one party, led by one dynasty, a reference to the Nehru-Gandhi family, has indulged in every possible dirty trick to obliterate Ambedkar's legacy and humiliate the SC/ST communities.
The list of the Congress' sins towards Ambedkar includes getting him defeated in elections not once but twice, first prime minister Jawaharlal Nehru campaigning against him and making his loss a prestige issue, denying him a Bharat Ratna, and not allowing his portrait a place of pride in Parliament's Central Hall, the prime minister said.
He said, "The Congress can try as they want but they can't deny that the worst massacres against SC/ST Communities have happened under their regimes. For years, they sat in power but did nothing substantive to empower the SC and ST communities."
Modi said it is due to Ambedkar that "we are what we are", as he listed a series of measures taken by his government to implement his vision and accord respect to the iconic personality.
He said his government has worked tirelessly to fulfil Ambedkar's vision over the last decade.
"Take any sector - be it removing 25 crore people from poverty, strengthening the SC/ST Act, our Government&rsquo;s flagship programmes like Swachh Bharat, PM Awas Yojana, Jal Jeevan Mission, Ujjwala Yojana and more, each of them has touched the lives of the poor and marginalised. Our Government has worked to develop Panchteerth, the five iconic places associated with Dr. Ambedkar," he added.
For decades, Modi said, there was a pending issue involving land for "Chaitya Bhoomi", where Ambedkar was cremated. "Not only did our Government resolve the issue, I have gone to pray there as well," he added.
"We have also developed 26, Alipur Road in Delhi, where Dr. Ambedkar spent his last years. The house where he lived in London has also been acquired by the Government. When it comes to Dr. Ambedkar, our respect and reverence is absolute," he said.
Both Lok Sabha and Rajya Sabha witnessed protests from the Congress and some other opposition parties over Shah's alleged insult of Ambedkar, resulting in both the Houses being adjourned.

The CISF has recently taken over the entire security of the Parliament complex by replacing the CRPF and Delhi Police contingents.

Three labourers trying to enter the high-security Parliament complex by allegedly using "forged" Aadhaar cards were apprehended by the CISF personnel, official sources said on Thursday.
The Delhi Police has arrested the three persons identified as Kasim, Monis and Soyeb and has charged them under various sections of the Indian Penal Code related to forgery and cheating.
Sources told PTI said the trio were intercepted and detained by CISF personnel at the flap gate entry of the Parliament House on Tuesday when they had lined up for security and identity card checks.
The three were trying to gain entry into the Parliament complex by showing their Aadhaar cards. The CISF personnel found the cards to be doubtful and on further scrutiny found that those were forged, the sources said.
The CISF has recently taken over the entire security of the Parliament complex by replacing the CRPF and Delhi Police contingents.
Officials said the three persons were hired by a company called Dee Vee Projects Ltd for the construction of the MP's lounge inside the Parliament complex.
The three were handed over by the Central Industrial Security Force (CISF) personnel to the Delhi Police which filed an FIR and booked them under various sections of the IPC such as 465 (forgery), 419 (cheating by personation), 120B (criminal conspiracy), 471 (using as genuine a forged document) and 468 (forgery for purpose of cheating).

The three new criminal laws that were passed in the parliament to replace the colonial-era legislations will come into force on July 1, 2024.
The Ministry of Home Affairs on Saturday notified the date of the implementation of these three laws.
The Bharatiya Nyaya (Second) Sanhita, Bharatiya Nagarik Suraksha (Second) Sanhita, and the Bharatiya Sakshya (Second) Bill will replace the Indian Penal Code of 1860, Code of Criminal Procedure (CrPC) of 1973, and Indian Evidence Act, of 1872.
These laws were passed by the Parliament on December 21, 2023. They received the assent of President Droupadi Murmu on December 25, 2023.
The three legislations aim at completely overhauling the criminal justice system in the country by giving definitions of various offences and their punishments.
The government, however, has decided not to implement the provision related to cases of hit and run by a vehicle driver as promised to truckers who had protested against it.
"In exercise of the powers conferred by sub-section (2) of section 1 of the Bharatiya Nyaya Sanhita, 2023 (45 of 2023), the central government hereby appoints the 1st day of July, 2024 as the date on which the provisions of the said Sanhita, except the provision of sub-section (2) of section 106, shall come into force," one of the notifications said.
After the laws were enacted the truckers had protested the provision of Section 106 (2) which provides for 10 years imprisonment and fine to those who causes death of any person by rash and negligent driving of vehicle not amounting to culpable homicide, and escapes without reporting it to a police officer. Union Home Secretary Ajay Bhalla had said the decision to invoke Section 106 (2) of the Bharatiya Nyay Sanhita will be taken only after consultation with the All India Motor Transport Congress.
According to the Section 106 (2) of the BNS, "Whoever causes death of any person by rash and negligent driving of vehicle not amounting to culpable homicide, and escapes without reporting it to a police officer or a magistrate soon after the incident, shall be punished with imprisonment of either description of a term which may extend to ten years, and shall also be liable to fine." While replying to a debate on the three bills in Parliament, Union Home Minister Amit Shah had said the focus was on delivering justice rather than handing down the punishment.
For the first time, the word terrorism has been defined in the Bharatiya Nyaya Sanhita. It was absent in the IPC.
The laws have given a clear definition of terrorism, abolished sedition as a crime and introduced a new section titled "offences against the state".
The Bharatiya Nyaya Sanhita lists offences such as acts of secession, armed rebellion, subversive activities, separatist activities or endangering the sovereignty or unity in the new avatar of the sedition law.

Five of the six people arrested in the Parliament security breach case on Wednesday told a court here that they were allegedly being tortured by Delhi Police to accept their association with opposition parties.
The submission was made before Additional Sessions Judge Hardeep Kaur, who extended the judicial custody of all the six accused till March 1.
Five of the accused -- Manoranjan D, Sagar Sharma, Lalit Jha, Amol Shinde and Mahesh Kumawat -- told the court that they were forced to sign about 70-odd blank papers.
"Accused persons were tortured/given electric shocks to sign and confess (to) the commission of crime under the UAPA and their association with national political parties... two accused persons were forced to write on the paper about their association with the political party/leader of opposition political party," the accused told the court in a joint petition.
The court sought a reply from police in the matter and fixed February 17 for hearing the application.
The sixth accused in the case is Neelam Azad, who had earlier alleged before the court that police had forced her to sign several blank papers.
Azad's application is currently pending before the court.
"During (after/before the conduction of polygraph/narco/brain mapping), the associated persons conducting the tests pressed two accused persons to name a political party/leader about their involvement.
"Each were asked about their current/old mobile phone numbers and made them visit the Airtel/BSNL/Vodafone offices for issuance of SIM cards of old mobile numbers and current SIM card numbers for reasons best known to the prosecution. During this illegal drill, accused persons gave their biometrics/signed for issuance of SIM cards," the joint petition stated.
The accused persons claimed they were forced to provide all their social media account, email and phone passwords.
In a major security breach on the anniversary of the 2001 Parliament terror attack, Sagar Sharma and Manoranjan D jumped into the Lok Sabha chamber from the public gallery during Zero Hour on December 13 last year, released yellow gas from canisters and shouted slogans before they were overpowered by some MPs.
Around the same time, two other accused -- Amol Shinde and Neelam Azad -- sprayed coloured gas from canisters while shouting "tanashahi nahi chalegi" outside the Parliament premises.
These four were taken into custody from the spot, while Lalit Jha and Mahesh Kumawat were arrested later.

Finance Minister Nirmala Sitharaman will on Thursday present the Modi 2.0 government's last Budget before the general elections, which is likely to contain a mix of measures for the economy and electorally significant segments like farmers and women.
Peppered with political innuendos, her sixth straight Budget may present a political document with a snapshot of the Modi government's triumphs over the last 10 years and pointers to how it wants to take the country forward.
With pressure for populist measures off after recent emphatic wins in three states, she is expected to stick to being fiscally prudent while sprinkling sops on sectors like agriculture and engines of the economy that would create jobs and boost consumption.
The Budget she will present is technically a vote on account and popularly termed an interim Budget as it seeks Parliament's nod for a grant in advance to meet the central government's essential expenditure for the first four months of the new fiscal year that starts in April. A new government elected after the April/May general elections will present the full Budget, likely in July.
The interim Budget, however, presents an occasion for spectacle just weeks ahead of the Model Code of Conduct coming into force.
While the precedence dictates that no major policy announcements are made in a vote on accounts, going by past conventions hasn't stopped governments from making big announcements like the cash dole for farmers announced in the 2019 interim Budget.
The Budget is expected to focus on infrastructure and buck a trend of spending big on new vote-garnering measures.
The Budget would, however, provide an occasion to assess the fiscal health of the economy against the backdrop of robust economic growth. It would provide an occasion for the government to give a clear roadmap for achieving the Fiscal Responsibility and Budget Management Act (FRBMA) targets.
The budgeted fiscal deficit of 5.9 per cent of the gross domestic product (GDP) for the current fiscal is likely to be achieved, but it is nearly twice the FRBM fiscal deficit to the GDP target of 3 per cent for the central government. Correspondingly, the debt-GDP ratio at 54 per cent is also well above the target of 40 per cent.
EY, in a note, said the possibility of sustaining nominal GDP growth at 10.5 per cent, it may take up to 13 years to reach a debt-GDP level of 40 per cent. This is based on successfully reducing the fiscal deficit to GDP ratio to 3 per cent by FY29.
Suman Chowdhury, chief economist and head - Research, Acuite Ratings &amp; Research, said, "Given the priority that is likely to be given for fiscal consolidation in the upcoming Budget, we don't expect any significant fiscal stimulus in it. However, the government may continue to earmark a significant quantum for capital expenditure with a growth of 15 per cent in its budgetary allocation; the latter will continue to be a primary driver of the domestic economy over the medium term".

The government may also enhance the subsidy allocation for some segments like farmers, women, informal sector workers and unemployed youth to strengthen domestic private consumption, which is estimated to show a weak growth of 4.4 per cent in FY24, he said.
"Given the need to sustain the public investments and also support certain social segments through subsidies or budgetary relief, the targeted reduction of fiscal deficit from 5.9 per cent to 5.3 per cent will pose a material challenge for the finance ministry, necessitating significant step-up in non-tax revenues like PSU disinvestments." A research note from the Bank of Baroda said that with the 2024-25 Budget being an interim one, the government will focus on maintaining continuity of policies while committing itself to the path of fiscal consolidation.
"In the wake of weak monsoon, and subdued Rabi sowing, the Budget will focus on steering rural growth. For this, enhanced spending on MGNREGA, PM KISAN, and PMAY can be expected. Driving investment growth will be another focus area for the government. We thus expect Rs 1.5-2 lakh crore incremental increase in capex for the next year." Radhika Rao, Senior Economist, DBS Group Research, said the Budget will emphasise an "inclusive and prosperous" policy push in the context of incremental progressive steps in the roadmap over the next 20-plus years toward India@100 (a century since independence).
"In an election year, the government usually tables the vote-on-account or the Interim Budget. A vote-on-account seeks approvals for essential expenditure outlays until the polls, while the interim Budget broadly includes an assessment of the current state of the economy, current/capex expenditures, and receipts, as well as revised estimates of the current financial year and estimates for the year ahead." Taking a leaf off the pre-election 2019 Budget, "we expect this interim edition to propose modest pro-demand steps to address near-term risks", she said.
In February 2019, the incumbent administration announced fiscal concessions and benefits to the farm sector and other deserving parts of the society. This time, the BJP dominated the recently held state elections, lowering the likelihood of aggressive competitive populism.

A parliamentarian from New Zealand stepped down following allegations of shoplifting at high-end local boutiques on at least three occasions.
Golriz Ghahraman, the 42-year-old MP from the Green Party, in a statement, said that "mental health issues and work-related stress" made her act completely out of character.
"It's not a behaviour I can explain because it's not rational in any way, and after medical evaluation, I understand I'm not well," she said, adding that she did not want to make excuses for herself.
"The mental health professional I see says my recent behaviour is consistent with recent events giving rise to extreme stress response, and relating to previously unrecognised trauma."
Meanwhile, police said they are probing the issue after a CCTV footage surfaced purportedly showed her attempting to steal items from high-end clothing stores in Auckland and Wellington. They did not confirm whether Ghahraman was involved in the incident, reports Reuters news agency.
The Iranian-born woman has been in parliament since 2017 and was the first refugee to become a member of parliament.&nbsp;
Ghahraman fled Iran as a child with her family, who were all granted political asylum in New Zealand.
Green Party co-leader James Shaw said that Ghahraman had been been facing "continuous threats of sexual violence, physical violence, death threats since the day she was elected to Parliament", report BBC.
"That has added a higher level of stress than is experienced by most members of parliament," he said.
