Petrol and diesel prices were cut by Rs 2 per litre each as state-owned oil companies ended a nearly two-year-long hiatus in rate revision.&nbsp;
The revised price will be applicable from 6 am on Friday, March 15, the oil ministry said on Thursday evening.
Petrol in the national capital will now cost Rs 94.72 a litre compared to Rs 96.72 per litre currently while diesel prices will be Rs 87.62 against Rs 89.62 at present.
The government had nearly a decade back freed petrol and diesel prices from its control and the rates till now were fixed and announced by oil companies.
But on Thursday, the Ministry of Petroleum and Natural Gas took to X to announce the rate revision.&nbsp;
The price cut came a week after a Rs 100 per cylinder reduction in cooking gas LPG price was announced. That reduction brought down the rates of LPG for common users to Rs 803 per 14.2-kg cylinder and that for the poor, who got free connections under the Ujjwala scheme, to Rs 503 after accounting for Rs 300 per bottle subsidy that the government gives.
"Oil Marketing Companies (OMCs) have informed that they have revised Petrol and Diesel Prices across the country. New prices would be effective from 15th March 2024, 06:00 AM," the ministry said.
Petrol in Mumbai will cost Rs 104.21 a litre from Friday, Rs 103.94 in Kolkata and Rs 100.75 in Chennai. A litre of diesel will be priced at Rs 92.15 in Mumbai, Rs 90.76 in Kolkata and Rs 92.34 in Chennai.
Rates differ from state to state, depending on the incidence of local taxes.
Local sales tax or VAT is the highest among metros in BJP-ruled Maharashtra and lowest in Delhi.
"Reduction in petrol and diesel prices will boost consumer spending and reduce operating costs for over 58 lakh heavy goods vehicles running on diesel, 6 crore cars and 27 crore two-wheelers," the ministry said.
Reduced petrol and diesel prices will benefit the citizens through more disposable income, boost for tourism and travel industries, control over inflation, increased consumer confidence and spending, reduced expenses for businesses dependent on transportation, enhanced profitability for logistics, manufacturing, and retail sectors, and reduced outgo for farmers on tractor operations and pump sets, it added.
International oil prices have been turbulent in the last couple of years. It dipped into the negative zone at the start of the pandemic in 2020 and swung wildly in 2022 - climbing to a 14-year high of nearly USD 140 per barrel in March 2022 after Russia invaded Ukraine, before sliding on weaker demand from top importer China and worries of an economic contraction.
But for a nation that is 85 per cent dependent on imports, the spike meant adding to already elevated levels of inflation and derailing the economic recovery from the pandemic.
So, the three state-owned fuel retailers - Indian Oil Corporation (IOC), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL) froze petrol and diesel prices for the longest duration in the last two decades.
They stopped daily price revision in early November 2021 when rates across the country hit an all-time high, prompting the government to roll back a part of the excise duty hike it had effected during the pandemic to take advantage of low oil prices.
The freeze continued into 2022 but the Russia-Ukraine war-led spike in international oil prices prompted a Rs 10 a litre hike in petrol and diesel prices from mid-March 2022 before another round of excise duty cut rolled back all of the Rs 13 a litre and Rs 16 a litre increase in taxes on petrol and diesel done during the pandemic.
That followed the current price freeze, which began on April 6, 2022, and will end with a revision in rates effective Friday.
The three firms had till now resisted calls to revert to daily price revision and pass on softening in rates to consumers on grounds that prices continue to be extremely volatile - rising on one day and falling on the other - and that their past losses have not been fully recouped.
The three companies, which control roughly 90 per cent of India's fuel market, 'voluntarily' have not changed petrol, diesel and cooking gas (LPG) prices for almost two years now, resulting in losses when input costs were higher and profits when raw material prices were lower.
But the financial numbers of the first three quarters showed them reporting bumper profit totalling over Rs 69,000 crore.
The combined net profit of IOC, BPCL and HPCL in April-December FY24 was better than their annual earning of Rs 39,356 crore in pre-oil crisis year, regulatory filings by them showed.
They posted a combined net loss of Rs 21,201.18 crore during April-September 2022 despite accounting for Rs 22,000 crore announced but not paid LPG subsidy for the previous two years.
Subsequent softening of international prices and government giving out LPG subsidies helped IOC and BPCL post annualised profit for 2022-23 (April 2022 to March 2023 ) but HPCL was in the red.
This fiscal year, things have changed dramatically. The three firms posted record earnings in the first two quarters (April-June and July-September) when international oil prices - against which domestic rates are benchmarked - almost halved to USD 72 a barrel from a year ago.
International prices rose again in the subsequent quarter to USD 90, leading to a moderation of their earnings. They are now hoovering in USD 82-83 a barrel range.
The fuel price freeze that began on April 6, 2022, had a loss as high as Rs 17.4 a litre of petrol and Rs 27.7 per litre of diesel for the week ended June 24, 2022.
However, subsequent softening led to losses being eliminated. The three firms had a margin of Rs 11 a litre on petrol and a loss of Rs 2-3 a litre on diesel.

Jio-bp, the fuel retailing joint venture of Reliance Industries Ltd and UK's bp Plc, on Tuesday launched an additive-laced superior grade diesel that the company said gives improved mileage, leading to a saving of up to ₹1.1 lakh per truck annually.
The superior grade diesel is priced at rates lower than normal or additive-free diesel sold by public sector (PSU) competition.
"Jio-bp today announced the launch of its diesel with ACTIVE technology, set to elevate diesel standards for Indian consumers.
"The newly launched additivised diesel, available across the company's network, will yield annual savings of up to ₹1.1 lakh per vehicle to truckers owing to (up to) 4.3 per cent improved fuel economy," it said in a statement.
The new diesel is being sold at the Jio-bp outlet in Navi Mumbai for ₹91.30 per litre, while the normal diesel at public sector petrol pumps in the area cost ₹92.28 a litre. The about ₹1 a litre difference is across Jio-bp outlets.
The superior grade diesel is priced at market rates, however, as an introductory offer for the next couple of months.
This new high-performance diesel offering will be available at all Jio-bp outlets and "will be offered at regular prices with no additional cost for the first time ever in the Indian market," it said.
Diesel with ACTIVE technology helps reduce the risk of unscheduled maintenance caused by dirt build-up and removes existing dirt from critical engine parts and protects against its build-up with ongoing use.
It is designed to work across a range of commercial vehicles, and with ongoing use, it offers a variety of benefits to drivers and fleet owners.

The announcement came after the Shehbaz Sharif government tabled a supplementary finance bill in the National Assembly to hike goods and services tax to 18% to raise Rs 170 billion in revenue. The increase came as finance minister Ishaq Dar presented the money bill in the parliament to fulfil the International Monetary Fund's (IMF) demand to increase revenue before it releases USD 1.1 billion out of the USD 7 billion loans.
The increase in the price of petroleum products was one of the preconditions of the International Monetary Fund, which will lead to a hike in the already record-high inflation, coupled with the new fiscal measures undertaken through the 'mini-budget'.

India is currently heavily dependent on fossil fuels. 70% of India's energy demand is met through fossil fuels. In June this year, India's fuel consumption stood at 18.67 million tonnes, an 18% increase over June 2021. This amount included various petroleum products - from petrol and diesel, to LPG, jet fuel, kerosene, and others.
The use of petrol has been rising faster than the average. Petrol use in India rose over 23% in June 2022 as compared to the same month a year ago. With petrol use rising, can the alternatives named by Gadkari really replace it, that too in just 5 years?
Let's take a detailed look at the other options.
First is hydrogen fuel cell technology in which hydrogen and oxygen are combined in an electrochemical reaction. This produces electricity which powers the car's electric motor.
Next is a flex engine which is compatible with multiple fuels. It might run on petrol, or ethanol, or a mixture of the two.
Then there is CNG, or compressed natural gas. This technology has been in India for many years, and it works like gasoline-powered combustion engines. However, CNG produces lower emissions, and has lower operational costs.
Then there is LNG, or liquefied natural gas which also works like gasoline or CNG. It is pitched as a cleaner and cheaper fuel for heavy commercial vehicles.
Hurdles and challenges aside, it would actually be good for India if petrol use ends, or is even considerably reduced. India is the world's third largest oil consuming and importing nation. India met over 85% of its oil needs with imported crude in 2021-22.
Meanwhile, India's crude oil import bill nearly doubled in 2021-22 from a year earlier. The country spent $119.2 billion in Financial Year 22, as compared to $62.2 billion in Financial Year 21. The Russia-Ukraine war had a big impact on prices.
The dependence on imported crude has been accompanied by a gradual decline in domestic production. In 2019-20, India produced 32.2 million tonnes of crude. In 2020-21, this fell to 30.5 million tonnes, and in 2021-22, it stood at 29.7 million tonnes.
If Nitin Gadkari's prediction does turn out to be true, it would not just help save a lot of money, but also help the environment as Indian metros struggles with air pollution.

Pakistan's economy is in havoc as the country faces inflationary shocks alongside seeing pressure from rising foreign debt and depleting forex reserves.
Fuel prices have doubled in the last five months as they reach a record high. Petrol prices in Pakistan were recently increased by PKR 60 in just a week to PKR 209.86, while diesel prices stood at PKR 204.15.
Even food prices are taking a toll on the common man. From June onwards, the government increased the rates of ghee by PKR 208 to an all-time high of PKR 555. Cooking oil prices raised by a record PKR 213 to an all-time high of PKR 605 per litre. Pakistan has witnessed a 300 percent increase in edible oil and ghee prices in the past six months.

It's not just the fuel that is hammering on a usual life in Pakistan. The country is facing power outages of as long as 12 hours in urban areas and for rural areas, it is worst than that. Power plants producing up to 1,980 megawatts of capacity have been shut down due to non-clearance of dues. And there is a domino effect as the unannounced electricity load-shedding has also caused a water crisis in major cities.
In a bid to control the power crisis, Pakistan’s government has ended Saturday as a work day for its employees. Markets have been ordered to be shut by 8:30 pm and wedding functions to end at 10 pm. Moreover, it has been proposed to switch off street lights on alternate days. Purchases of new vehicles for use by officials and appliances such as air conditioners will be stopped, the volume of fuel allocated to government offices will be cut by 40% and overseas trips will be halted, according to Information Minister Marriyum Aurangzeb.

Energy import costs for Pakistan have doubled in the last 10 months due to the geopolitical tensions and a currency that has been the worst-performing in Asia this year. The trade deficit has now touched $45 billion.

Rajasthan, Maharashtra, and Kerala announced a cut in Value Added Tax, or VAT on fuel after the Narendra Modi administration's decision to reduce excise duty on petrol and diesel.
The Shiv Sena-NCP-Congress coalition government in Maharashtra reduced VAT by Rs 2.08 per litre on petrol, and Rs 1.44 per litre on diesel.
The Congress government in Rajasthan announced slashing of VAT by Rs 2.48 per litre on petrol, and Rs 1.16 per litre on diesel.
Meanwhile, the Left government in Kerala had announced a price cut just hours after the Union government's declaration on May 21. Kerala reduced tax by Rs 2.41 per litre on petrol, and Rs 1.36 per litre on diesel.
Union finance minister Nirmala Sitharaman had put the onus on states after announcing the excise duty relief. The move came as retail inflation hit an 8-year high in India.

The Congress government in Rajasthan announced slashing of VAT by Rs 2.48 per litre on petrol, and Rs 1.16 per litre on diesel.
Meanwhile, the Left government in Kerala had announced a price cut just hours after the Union government's declaration on May 21. Kerala reduced tax by Rs 2.41 per litre on petrol, and Rs 1.36 per litre on diesel.
Union finance minister Nirmala Sitharaman had put the onus on states after announcing the excise duty relief. The move came as retail inflation hit an 8-year high in India.

Stepping up the attack against the government over steep hike in fuel prices, Congress leader Rahul Gandhi on Thursday said the rise in petrol and diesel prices has been unprecedented and demanded its roll back.
Leading a protest by Congress MPs on the issue at Vijay Chowk here, he said prices of petrol and diesel have risen nine times in the last 10 days, and the common man is the most affected due to this.
Congress MPs from both the Lok Sabha and the Rajya Sabha carrying placards raised slogans against the government and sat on a dharna against the fuel price hike.
Among those present included Leader of Opposition in the Rajya Sabha Mallikarjun Kharge and Congress leader in the Lok Sabha Adhir Ranjan Chowdhury.
"Our demand is that the government should control prices and stop raising petrol and diesel prices," Gandhi said while noting that the poor and middle class have been worst hit by the hike.
"We can see that petrol and diesel prices are climbing rapidly. The government is making thousands of crores from this. The Congress is protesting across the country against this price rise of petrol and diesel. The government has to stop doing this. It has to ensure that prices do not rise," he said.
"I had said that when elections will be over, the prices of petrol and diesel will be rising and had asked people to fill up their tanks," he said.
This level of price rise in petrol and diesel has been unprecedented, he said while accusing the government of stealing the money from the poor and handing it over to industrialists.
The Congress is also launching a week-long countrywide protest against inflation and rise in fuel prices.
Petrol and diesel prices were on Thursday hiked by 80 paise a litre each, taking the total increase in rates in the last 10 days to Rs 6.40 per litre.
Rates have been increased across the country and vary from state to state depending upon local taxation.
This is the ninth increase in prices since the ending of a four-and-half-month long hiatus in rate revision on March 22.

Stepping up the attack against the government over steep hike in fuel prices, Congress leader Rahul Gandhi on Thursday said the rise in petrol and diesel prices has been unprecedented and demanded its roll back.
Leading a protest by Congress MPs on the issue at Vijay Chowk here, he said prices of petrol and diesel have risen nine times in the last 10 days, and the common man is the most affected due to this.
Congress MPs from both the Lok Sabha and the Rajya Sabha carrying placards raised slogans against the government and sat on a dharna against the fuel price hike.
Among those present included Leader of Opposition in the Rajya Sabha Mallikarjun Kharge and Congress leader in the Lok Sabha Adhir Ranjan Chowdhury.
"Our demand is that the government should control prices and stop raising petrol and diesel prices," Gandhi said while noting that the poor and middle class have been worst hit by the hike.
"We can see that petrol and diesel prices are climbing rapidly. The government is making thousands of crores from this. The Congress is protesting across the country against this price rise of petrol and diesel. The government has to stop doing this. It has to ensure that prices do not rise," he said.
"I had said that when elections will be over, the prices of petrol and diesel will be rising and had asked people to fill up their tanks," he said.
This level of price rise in petrol and diesel has been unprecedented, he said while accusing the government of stealing the money from the poor and handing it over to industrialists.
The Congress is also launching a week-long countrywide protest against inflation and rise in fuel prices.
Petrol and diesel prices were on Thursday hiked by 80 paise a litre each, taking the total increase in rates in the last 10 days to Rs 6.40 per litre.
Rates have been increased across the country and vary from state to state depending upon local taxation.
This is the ninth increase in prices since the ending of a four-and-half-month long hiatus in rate revision on March 22.

As Indians battle with burning high fuel prices, editorji looks at how petrol prices have been in the neighboring countries so far.
While the average price of petrol in the domestic currency (Indian rupee) terms has been 102.86 in the March quarter in India, the same value was INR 63.09 in Pakistan. 
In comparison to this, Nepal had an average petrol price of INR 97.20, Bangladesh INR 78.96 and Sri Lanka INR 77.12 in the same quarter.
China, however, sold petrol on a bit expensive side when compared to India and rest of the South Asian countries. March quarter average petrol price in China was INR 111.49.
We also take a look at the distribution of the petrol cost paid by an individual, how much of it goes to the government as tax and what is the real cost of fuel in the overall price.
As per the latest data available on the Indian Oil Corporation website, which is on the basis of petrol price of Rs 95.41 a litre, the base price or the cost of petrol in the total price is just Rs 47.99. Simply, the actual cost of petrol is just 50% of what we pay. 
Excise duty, which is charged by the central government, stood at Rs 27.90 (around 30% of total petrol price) whereas VAT, which is charged by the state governments was Rs 15.50 (over 16%).
Dealer commission was just Rs 3.77 per litre.
Petrol prices have been on a rise, as they surge seven times in the last eight days. 
Petrol price in the national capital had last crossed Rs 100 a litre mark on July 7, 2021, and went on to touch an all-time high of Rs 110.04 before the Modi government on November 4 reduced excise duty on auto fuels. Most states matched that cut with a reduction in local sales tax or VAT.
Moody's Investors Services last week stated that state retailers together lost around USD 2.25 billion (Rs 19,000 crore) in revenue for keeping petrol and diesel prices on hold during the election period.
CRISIL Research said a Rs 15-20 a litre hike if the average crude oil price rises to USD 110-120. The total increase in the petrol prices since last week is Rs 4.80 per litre. While Brent crude futures were trading at $111 per barrel.

Fuel prices were hiked again on Wednesday by 80 paise across the nation. Petrol and diesel prices hiked for the eighth time in nine days. Total price hike at Rs 5.8/lt in just 10 days.

This is the ninth increase in prices since the ending of a four-and-half-month long hiatus in rate revision on March 22. On the first four occasions, prices were increased by 80 paise a litre - the steepest single-day rise since the daily price revision was introduced in June 2017. On the following days, petrol price went up by 50 paise and 30 paise a litre while diesel rose by 55 paise and 35 paise a litre. Petrol price was on Tuesday hiked by 80 paise a litre and diesel by 70 paise.
In all, petrol and diesel prices have gone up by Rs 5.60 per litre each.&nbsp;

Union Minister Piyush Goyal has said that prices of oil, food and other essential commodities have increased across the world because of the Russian offensive in Ukraine and inspite of that the govt has tried to keep inflation under control. 
He added that opposition parties were blaming the BJP govt for the hike in fuel prices because they were frustrated after their loss in the recently ended assembly elections.
