Finance Minister Nirmala Sitharaman is set to present her eighth consecutive Union Budget on Saturday, continuing the tradition of delivering it digitally via a tablet enclosed in a traditional 'bahi-khata' style pouch.
Sitharaman, India's first full-time woman Finance Minister, broke away from the colonial practice of using a Budget briefcase in July 2019. Instead, she introduced the 'bahi-khata' to carry Budget documents, a tradition she has upheld.&nbsp;
In 2021, during the pandemic, she transitioned to a digital tablet, which remains her preferred method for presenting the Budget.
Dressed in an elegant off-white handloom silk saree adorned with fish-themed embroidery and a golden border, Sitharaman took the customary 'briefcase' photograph outside her North Block office alongside her team before proceeding to meet President Droupadi Murmu.&nbsp;
As a mark of good fortune, President Murmu offered her 'dahi-cheeni' (curd and sugar) before the Budget presentation.

Minister of State for Finance Pankaj Chaudhary was also present during the meeting, where Sitharaman discussed key aspects of the Budget with the President.
With the red-covered tablet featuring a golden national emblem in hand, Sitharaman will head to Parliament to unveil the Budget for the fiscal year 2025-26.&nbsp;
This marks the 14th consecutive Budget under the Narendra Modi government since 2014, including two interim Budgets presented ahead of the 2019 and 2024 general elections.
Appointed as Finance Minister in 2019 after Modi&rsquo;s re-election, Sitharaman presented her first Budget on July 5 of that year. She carried the Budget documents in a red cloth folder secured with a string and bearing the national emblem. Before her tenure, finance ministers&mdash;including Arun Jaitley and Piyush Goyal&mdash;adhered to the tradition of using a Budget briefcase.
The long-standing colonial practice of presenting the Budget at 5 PM was first altered during the Atal Bihari Vajpayee government when Finance Minister Yashwant Sinha moved the timing to 11 AM, a change that has since been maintained by successive governments.
The tradition of the Budget briefcase traces its roots to British governance. The word 'Budget' originates from the French 'bougette,' meaning leather briefcase. The practice began in the 18th century when Britain's Chancellor of the Exchequer was required to 'open the budget' during the annual financial statement.&nbsp;
In 1860, then-British finance chief William E. Gladstone formalized the tradition by using a red briefcase with the Queen&rsquo;s monogram in gold to carry his speech, a necessity given the length of his statements.
In India, finance ministers have used various briefcases, including red, black, tan, and brown. The first Indian Finance Minister, R.K. Shanmukham Chetty, carried a leather portfolio when presenting the inaugural Budget in 1947.&nbsp;
T.T. Krishnamachari used a file bag in the 1950s, while Jawaharlal Nehru preferred a black briefcase. Manmohan Singh, who introduced the landmark 1991 economic liberalization reforms, also carried a black bag, whereas Pranab Mukherjee opted for a red briefcase akin to the British Gladstone case.&nbsp;
Piyush Goyal, presenting the interim Budget in February 2019, was the last finance minister to use a briefcase.
In both India and Britain, finance ministers traditionally pose with the Budget bag before presenting it. In Britain, the Chancellor of the Exchequer poses with the red briefcase outside 11 Downing Street before delivering the Budget speech.
After her maiden Budget in 2019, Sitharaman explained her decision to move away from the briefcase, emphasizing a break from colonial traditions. "It is high time we move on from the British hangover and embrace something of our own. Plus, it&rsquo;s easier to carry," she remarked.&nbsp;
In response to her choice, former Finance Minister P. Chidambaram had quipped that a Congress finance minister would someday bring an iPad instead. True to that prediction, Sitharaman transitioned to a digital tablet in 2021 and has used it ever since, including for both Budgets presented in 2024.

President Murmu's address marked the beginning of the Budget Session. During her speech, she emphasized the government's focus on all-around development, stating that the country&rsquo;s primary goal is to become a "Vikshit Bharat" (Developed India). She highlighted the government's "saturation approach" ensuring that no one is left behind in the journey toward development.&nbsp;
&ldquo;My government is working with the Saturation Approach, so nobody is left in the journey of Vikshit Bharat... We have only one aim to become Viksit Bharat,&rdquo; she said.
The President also applauded the government&rsquo;s strides in the defense sector, noting that India&rsquo;s defense products are now global. She pointed out, "The country has taken several historic steps to protect the country's borders and ensure internal security.... The government has also taken steps towards self-reliance in the defense sector. From Make in India, we have moved to make for the world..."
On infrastructure, President Murmu lauded the completion of the Udhampur-Srinagar-Baramulla railway link project, which now connects Kashmir to Kanyakumari by rail. She further added, "The Udhampur-Srinagar-Baramulla rail link project has been completed and now the country will be connected by railway line from Kashmir to Kanyakumari.&nbsp;
India's metro rail network has now crossed the 1000-kilometre milestone. India has the world's third-largest metro network."
In her address, President Murmu also emphasized the government's efforts to promote development in the North East, highlighting the first-ever Ashtalakshmi Mahotsav organized to showcase the region's potential.&nbsp;
Additionally, she shared updates on the healthcare sector, revealing that 1.75 lakh "Arogya Mandir" have been established across the country, and that the government has waived custom duties on many cancer medicines in response to the growing number of cancer patients.
On the digital front, she acknowledged the challenges posed by cyber threats, saying, "Digital fraud, cybercrime, and DeepFake are serious challenges to social, financial and national security."&nbsp;
She also pointed to India&rsquo;s progress in cybersecurity, with the country achieving Tier 1 status in the Global Cyber Security Index. "In the last decade, India gained several milestones in infrastructure," she added.
The President also highlighted the Finance Ministry&rsquo;s efforts to encourage businesses through the Credit Guarantee Scheme for MSMEs and the establishment of e-commerce export hubs. Additionally, she lauded the success of India's Unified Payment Interface (UPI), emphasizing its transformative impact on the nation&rsquo;s digital economy.

The government's third term is seeing work being done at thrice the speed of previous administrations with a determination to end "policy paralysis", President Droupadi Murmu said on Friday, citing decisions on issues such as Waqf boards and One Nation, One Election.
Addressing a joint session of Parliament, signalling the start of the Budget session, Murmu said the government has placed special focus on the education of the youth and is creating new employment opportunities for them.
Before starting her address, Murmu paid homage to former prime minister Manmohan Singh who passed away recently. She also paid tributes to those who died in a stampede at the Maha Kumbh.
"The third term of the government is witnessing work at thrice the speed of previous administrations. The government has taken big decisions on issues such as Waqf boards and One Nation, One Election," she said.
The President noted that the government has worked with determination to end "policy paralysis".
"My government has not only recognised the contribution of the middle class but also appreciated it at every opportunity. The government is also working to give appropriate rates for farm produce and increase the income of farmers.
"Many employment opportunities are being created as various steps are being taken for economic empowerment of the cooperative sector," she said.
Murmu said the government has decided to expand the Pradhan Mantri Awas Yojana to provide new houses to 3 crore additional families.
"Under the Ayushman Bharat scheme, the government decided to provide health insurance to 6 crore citizens aged 70 years and above. The government has placed special focus on the education of the youth and creating new employment opportunities for them," she said.
The President asserted that the situation in Jammu and Kashmir has changed after the abrogation of Article 370.
"My government has made efforts to end the feeling of alienation in the people of the northeast," she said.
Murmu also underlined that digital fraud, cyber crime and deepfake pose a challenge to social, economic and national security.
"India's metro network has now crossed the 1,000-km milestone. The U-WIN portal has been launched to keep track of the vaccination schedule for pregnant women and children," she said.
Ahead of her address, Murmu was welcomed in the Parliament premises by Vice President Jagdeep Dhankhar, Prime Minister Narendra Modi and Lok Sabha Speaker Om Birla and an official carrying the 'Sengol', adopted as a cultural symbol by the government.
The President arrived in a six-horse driven ceremonial buggy and was escorted by the horse-mounted Presidential bodyguard.
She was given a guard of honour in the lawns of the Parliament building and was escorted to the Lok Sabha chamber by Dhankhar, Modi, Birla and Parliamentary Affairs Minister Kiren Rijiju.

The President also congratulated the people of Jammu and Kashmir for the high voter turnout recorded in the union territory in the recent Lok Sabha elections and lauded the Election Commission for holding the world's biggest democratic exercise.
Congratulating the new MPs in her first address to the joint sitting of Parliament after the constitution of the 18th Lok Sabha, Murmu said she hoped they would act as the medium for fulfilling the aspirations of the people of India.
"A very good outcome has emerged from Jammu and Kashmir in this election. Voting records of decades have been broken," she said.
"In the last four decades, we only saw low voter turnout in Kashmir amid strikes and shutdowns. Enemies of India used to project it as the opinion of Jammu and Kashmir on the global stage. This time, the people of Jammu and Kashmir gave a befitting reply to such forces," she said.
Murmu said the whole world is talking about the 2024 elections.
"The world can see Indians have for the third time formed a government with a stable and full mandate," she said.
"This has happened after six decades. People have shown trust in my government for the third time. People of India are confident that only my government can fulfil their aspirations," she said.
"This is a stamp of approval for the mission of service and good governance that my government has run for the last 10 years," the President said.&nbsp;
