Cabinet Expansion and Portfolio Negotiations Fadnavis, who took office as CM on December 5 alongside Deputy Chief Ministers Eknath Shinde (Shiv Sena) and Ajit Pawar (NCP), leads the Mahayuti alliance that recently secured 230 out of 288 assembly seats. Maharashtra&rsquo;s Cabinet can accommodate up to 43 ministers, including the Chief Minister. However, portfolio allocation has proven challenging due to competing demands from the alliance partners.
&nbsp;
BJP&rsquo;s Strategy on Key Ministries Sources suggest that the BJP aims to retain control over pivotal portfolios such as Home, Urban Development, and Rural Development, leaving fewer key ministries for allies. BJP is expected to keep 21-22 ministerial positions, including the CM&rsquo;s post, while allocating only select ministries such as Revenue, Housing, and Public Works to Shiv Sena and NCP. Four to five Cabinet positions may remain vacant.

Allies&rsquo; Demands Shiv Sena is reportedly adamant about securing the Home Department, which the BJP is unwilling to cede. The party is also vying for key portfolios like Urban Development, School Education, and Transport. Meanwhile, NCP is negotiating for significant roles in the Cabinet.
The complexity of the power-sharing agreement among the three parties underscores the challenges of coalition governance, as all stakeholders aim to balance their interests while delivering on electoral promises.

A private helicopter which was flying to pick up Shiv Sena leader Sushma Andhare, suddenly crashed on landing in Raigad on May 3.&nbsp;
As per a live video recording shared by Andhare, the chopper was making a landing attempt at an unidentified location and suddenly it seemed to swerve, wobble, lose balance and then crash with a loud sound in a cloud of dust on an open ground.&nbsp;
The pilot of the chopper managed to jump off the ill-fated chopper and survived, but the white-and-blue hired rotary-winger was badly damaged in the crash that occurred at Mahad town in Raigad.&nbsp;
Police and rescue teams rushed to the spot to probe the incident while the shaken Andhare -- who was scheduled to fly by the same chopper -- proceeded in a car for her scheduled election meetings in different parts of the district.&nbsp;

The Eknath Shinde-led Shiv Sena has adopted a strategy of announcing the names of candidates of critical seats after they have filed nomination papers in order to minimise rebellion.
The party, which fielded Raju Parve in place of sitting MP Krupal Tumane in Ramtek (SC) in Vidarbha, did not announce the former's name officially till he filed his nomination papers on March 27, which was the last date to do so. The seat goes to polls in the first phase on April 19.
The name of Parve, a Congress MLA who joined the Shiv Sena recently, figured in the first list of eight candidates announced by the ruling party on March 28.
"The party has adopted a strategy to declare the names only after filing of nomination papers. The official candidate is asked to keep his papers ready. This is to avoid rebellion. If anyone does try to file nomination it can be contained," said a functionary.
This strategy was evident when the party did not declare candidates till the last minute for Yavatmal-Washim and Hingoli seats. The Sena has replaced five-time MP Bhavana Gawli from Yavatmal-Wasgim and sitting MP Hemant Patil from Hingoli.
It has fielded Hemant Patil's wife Rajashree Patil from Yavatmal-Washim in Vidarbha and Baburao Kadam Kohlikar from Hingoli in Marathwada.
The candidates were told well in advance about their candidature and nominations were filed on Thursday, which was the last day for the process, the functionary said.
The Shiv Sena, which has replaced three sitting MPs so far, is likely to replace Mumbai North-West MP Gajanan Kirtikar. The fate of Nashik MP Hemant Godse hangs in the balance as allies BJP and NCP have staked claim to the seat.
On March 28, the Shinde-led party had announced candidates for eight seats. These are Mumbai South-Central (Rahul Shewale), Kolhapur (Sanjay Mandlik), Shirdi (Sadashiv Lokhande), Buldhana (Prataprao Jadhav), Hingoli (Hemant Patil who was later replaced by Kohlikar), Maval (Shrirang Barne), Ramtek (Raju Parve) and Hatkanangle (Dhairyasheel Mane).&nbsp;

A viral video of Shiv Sena MLA Sanjay Gaikwad has embroiled the politician in yet another controversy. Gaikwad was seen beating a man with a police officer&rsquo;s baton while a mob surrounded him.
The Maharashtra politician alleged that the man was drunk and unruly as they gathered to celebrate Shiv Jayanti on February 19.
&ldquo;They were about to assault women with a razor. I stepped in on time and gave them a thrashing to stop what they were about to do,&rdquo; the Shiv Sena MLA said, as per Indian Express.
This is not the first time the 56-year-old has been part of a controversy. Earlier this month, the Shinde camp politician claimed he had hunted a tiger in 1987 and has been wearing its tooth around his neck.
The state Forest department sprung into action and booked the Buldhana MLA under the Wildlife Protection Act on February 24.&nbsp;
The purported tiger tooth has been seized and sent for forensic identification and further action will be taken accordingly, officials said.

An MLA of the Eknath Shinde-led Shiv Sena has courted controversy by asking children not to eat for two days if their parents don't vote for him.
Kalamnuri MLA Santosh Bangar&rsquo;s remarks came less than a week after the Election Commission issued directives against the use of children in poll-related activities.
&ldquo;If your parents don't vote for me in the next election, don't eat for two days,&rdquo; Bangar is seen telling school children in a viral video, shot when he visited a zilla parishad school in Hingoli district.
Bangar is seen telling the puzzled students, all less than 10 years old, that if their parents question their refusal to eat, they should reply, &ldquo;Vote for Santosh Bangar, only then will we eat.&rdquo; The MLA then asked the children to repeat and recite what they would say in front of their parents about whom to vote for in the next elections.
Bangar's remarks have prompted leaders from the Congress and the Sharad Pawar-led NCP to seek action against him.
NCP-SP spokesperson Clyde Crasto said, &ldquo;What Bangar told the school children goes against the directive of the Election Commission, therefore, strict action must be taken against him. He is a repeat offender and goes scot-free as he is an ally of the BJP. The Commission must act against him without prejudice.&rdquo; Congress leader Vijay Wadettiwar sought action by the Election Commission against Bangar and also wondered if the state education minister was sleeping when an MLA of his party was making such remarks to school children.
Bangar is known for his shocking remarks and actions, which have been the subject of much controversy in the past.
Last month, he said he would hang himself if Narendra Modi did not return as Prime Minister after the 2024 Lok Sabha election.
In August last year, he was booked by the Kalamnuri police for allegedly brandishing a sword during a festive rally.

The Uddhav Thackeray faction of the Shiv Sena on Monday moved the Supreme Court challenging Maharashtra Legislative Assembly Speaker Rahul Narwekar's order declaring the Sena bloc led by Chief Minister Eknath Shinde as the "real political party" after its split in June 2022.
The speaker had also rejected the Thackeray faction's plea to disqualify 16 MLAs of the ruling camp, including Shinde.
In his ruling on the disqualification petitions on January 10, the speaker had not disqualified any MLA from the rival camps.
The ruling further cemented Shinde's position as the chief minister, 18 months after he led a rebellion against Thackeray, and added to his political heft in the ruling coalition, which also consists of the BJP and the NCP (Ajit Pawar group), ahead of the Lok Sabha polls in summer and state assembly elections due in the second half of 2024.
Narwekar had said no party leadership can use provisions of the 10th Schedule of the Constitution (anti-defection law) to quell dissent or indiscipline within a party.
The Shinde group had the support of 37 out of the total 54 Sena MLAs when party split in June 2022, the speaker had noted.
The Election Commission had given the 'Shiv Sena' name and 'bow and arrow' symbol to the Shinde-led faction in early 2023.
In his order on the disqualification petitions filed by Shinde-led Sena and the rival Thackeray faction against each other's MLAs, Narwekar had said Sunil Prabhu of the Sena (UBT) ceased to be the whip from June 21, 2022 (when the party split) and legislator Bharat Gogawale of the Shinde group became the authorised whip.
"All the petitions seeking disqualification of MLAs are rejected. No MLA is being disqualified," Narwekar had said.
The speaker had also held that the Shiv Sena 'pramukh' (chief) did not have the power to remove any leader from the party. He did not accept the argument that the will of the party chief and the will of the party were synonymous.
The 1999 party constitution submitted to the Election Commission was the valid constitution for deciding the issues and the Thackeray group's contention that the amended constitution of 2018 should be relied upon was not acceptable, he had added.&nbsp;

"There is only Shiv Sena legislative party before the speaker,” Narwekar said, adding that “Whip of the legislative party to which the Thackeray camp MLAs belong will be applicable to them.”

Maharashtra Speaker Rahul Narwekar on Friday said there is only one Shiv Sena legislative party in the state legislature and its MLAs will have to adhere to the whip issued by Chief Minister Eknath Shinde-led camp&rsquo;s whip Bharat Gogavale, recognised by him.
Speaking to a news channel, Narwekar said he has diligently followed the Supreme Court&rsquo;s guidelines while giving his judgment on the cross-petitions by Sena factions seeking disqualification of each other&rsquo;s MLAs following a split in the party in 2022, and his decision is &ldquo;tenable&rdquo;.
Narwekar has come under intense criticism from the opposition, especially the Uddhav Thackeray-led Shiv Sena (UBT) for recognising the Shinde outfit as the &ldquo;real&rdquo; Shiv Sena. Thackeray has termed the verdict a "murder of democracy" and said his party will move the Supreme Court against it.
"I had to decide which of the two groups in the legislature represents the original political party. No party can have two whips. So MLAs of that (other) group have to adhere to the whip recognised by me,&rdquo; Narwekar said.
Whip is binding to party MLAs failing which they can attract disqualification.
When asked whether the Sena (UBT) group exists before him, Narwekar said, &ldquo;There is only Shiv Sena legislative party before the speaker.&rdquo; When further asked whether Gogavale's whip will be applicable to the Thackeray camp, Narwekar said, &ldquo;Whip of the legislative party to which the Thackeray camp MLAs belong will be applicable to them.&rdquo;
Narwekar on Wednesday gave his order on disqualification petitions concerning Shiv Sena MLAs. He recognised the Shinde-led party as the &ldquo;real political party&rdquo; and also Gogavale as the party whip.
Defending his decision to not recognise the 2018 constitution of the Shiv Sena, Narwekar said those who have been elected to the national executive were communicated to the Election Commission of India, but their letter does not mention that a copy of the party constitution has been attached to it.
He said according to the state legislature rules, after a political party gets recognition as the legislative party, it has to submit a copy of its constitution and organisational structure to the speaker&rsquo;s office in 30 days.
&ldquo;But unfortunately, neither Uddhav Thackeray nor Eknath Shinde communicated it to the speaker&rsquo;s office,&rdquo; Narwekar said.

Calling the Speaker's ruling a conspiracy of the BJP, Sanjay Raut said that his party will move the Supreme Court against it.

Announcing the ruling, Narwekar said that Thackeray did not have the support of majority and had no power to remove Shinde.
The Speaker rejected Uddhav's plea to consider the party's 2018 constitution. He said that the constitution provided by Election Commission of India is the relevant one to determine which faction is the real political party.
"The 2018 amended constitution of Shiv Sena cannot be considered as valid as it's not in the records of the Election Commission of India. As per Supreme Court orders, I can not delve into any other factor on which the constitution is valid. As per records, I am relying on the 1999 constitution of Shiv Sena as the valid constitution," said the Speaker.
Ruling in favour of the Shinde faction, Narwekar said that the decision of majority is the party's will.

A Mumbai-based businessman was kidnapped from his office at gunpoint.&nbsp;

The CEO of a Mumbai-based music company was kidnapped at gunpoint and then reportedly taken to Shiv Sena MLA Prakash Surve&rsquo;s office. The politician's son Raj Surve has been named in the FIR.
Local police officials were able to rescue the CEO and later booked Raj Surve under the Kidnapping and Arms Act.
According to the FIR, the victim&rsquo;s office was ambushed by 10-15 people, who then left the complex in two cars after kidnapping the businessman.
Surveillance footage from the suburban Goregaon office shows that an employee reached out to the police immediately after the incident.
The music company executive has alleged that he was being forced at gunpoint to settle a business loan given by Surve to a owner of a YouTube channel.&nbsp;

Ajit Pawar defects: recalling Sharad Pawar's remarks on nephew's 2019 rebellion

Ajit Pawar took oath as Maharashtra deputy CM on Sunday. This comes after rumours surfaced about Pawar being unhappy after being denied state's party chief post.&nbsp;

Nationalist Congress Party chief Sharad Pawar on Thursday said "certain things were done" after the 2019 Maharashtra Assembly elections to expose the BJP and show how far it can go to gain power.
The veteran politician was responding to reporters' questions about BJP leader Devendra Fadnavis's claim that Pawar had agreed to form government with the BJP but backed out at the last moment.
Reacting to Pawar's latest statement, Fadnavis said he was glad that the NCP chief finally "admitted the truth", and more such disclosures would follow.
It was true that BJP leaders had met the NCP leadership and had discussions on several things, Pawar said here.
"But he (Fadnavis) himself said yesterday that I changed the decision (to go with the BJP) two days earlier (before the swearing-in) ...If I had changed the decision, what was the reason for going ahead and taking the oath of office, and that too so discreetly in the early morning," the NCP chief asked.
"Had they (Fadnavis and Ajit Pawar) had the NCP's support, wouldn't the government have survived? The government fell, and he had to resign," Pawar further said.
"Certain things were done (at that time) to expose before the public how far they (BJP) can go for power....There was a need to bring out that they could not live without power," the NCP chief said cryptically.
His father-in-law (Test player Sadu Shinde) was a googly bowler, and he himself (Pawar) was the chairman of the ICC, he said, adding, "so, without playing cricket, I knew where and when to bowl a googly." Pawar also said that instead of making unnecessary statements, Fadnavis, who is also home minister, should focus on ensuring women's security in the state.
Maharashtra deputy Chief Minister Fadnavis in a recent interview to a news channel claimed that Pawar had agreed to form government with the BJP in 2019. But the NCP supremo backed off after three-four days, he claimed.
After the 2019 Assembly elections in Maharashtra, the Uddhav Thackeray-led Shiv Sena (then undivided) snapped ties with the long-term ally BJP over the issue of sharing the chief ministerial post.
Later, Fadnavis was sworn in as chief minister and NCP leader Ajit Pawar as his deputy in a hush-hush early morning ceremony at the Raj Bhawan, but the government lasted only 80 hours.
Thackeray subsequently formed alliance with the NCP and Congress to form the Maha Vikas Aghadi government (MVA) which collapsed last June.
Reacting to Pawar's statements, Fadnavis told reporters on Thursday that he was very happy that Pawar had to tell the truth finally.
"I feel my googly has resulted in the truth coming out, but it is only a partial truth. I will bring out the remaining part of the truth,&rdquo; the BJP leader said.
It was Pawar's own nephew Ajit Pawar who "got clean bowled" due to the NCP chief's actions in 2019, he said, adding, "I will slowly bring out the truth from him (Pawar) only.&rdquo;&nbsp;

Shiv Sena (UBT) on Thursday said that the basis of the Uniform Civil Code cannot just be opposition to Sharia.&nbsp;
In an editorial in its mouthpiece &lsquo;Saamna&rsquo;, Uddhav Thackeray-led party said that the Prime Minister should first respect uniform law by disqualifying 40 MLAs including Maharashtra Chief Minister Eknath Shinde.&nbsp;
Further, it also questioned the misuse of institutions by the central government. This comes in the backdrop of Prime Minister Narendra Modi&rsquo;s pitch for the Uniform Civil Code on June 28.&nbsp;
Prime Minister Modi in his address to BJP workers on June 27 alleged that opposition parties were misleading the Muslims.

The Eknath Shinde and Uddhav Thackeray-led factions of the Shiv Sena would be celebrating the party's foundation day at separate events in Mumbai on June 19.
The day is likely to witness a verbal duel as both factions are trying to claim the mantle of the `true inheritor' of party founder late Bal Thackeray's legacy ahead of the next year's Lok Sabha and Maharashtra Assembly elections as well as the long-due civic polls in Mumbai.
Shinde then became chief minister with the BJP's support and the Election Commission of India subsequently granted his faction the original party name and `bow and arrow' symbol while the Thackeray group was named Shiv Sena (Uddhav Balasaheb Thackeray).
While the Shinde-led Shiv Sena will hold its event at the NESCO ground in Goregaon in northwest Mumbai on Monday, the Shiv Sena (UBT) will celebrate the foundation day at Shanmukhanand Hall at Sion in central Mumbai.
Shiv Sena (UBT) leader Sanjay Raut asserted that the Uddhav Thackeray-led group was the real Shiv Sena.
Shiv Sena MP Shrikant Shinde, the son of chief minister Eknath Shinde, said party workers from across the state will gather for the event.

The Supreme Court on May 11, 2023, delivered its judgment on the heated political battle between former Maharashtra Chief Minister Uddhav Thackeray, and his friend-turned-foe Eknath Shinda, the current CM.
The top court said that after Shinde and his camp rebelled against Thackeray, the Maharashtra Governor was not justified in calling upon then-CM Uddhav to prove a majority in the Assembly in June 2022.
The judges also said that the Assembly Speaker's decision to appoint Bharat Gogawale of the Shinde faction as the whip of Shiv Sena was "illegal".
The court added that it cannot rule on Uddhav's plea to be restored as CM since he tendered his resignation voluntarily.

The Supreme Court will pronounce its verdict on Thursday on a clutch of cross-petitions filed by the Uddhav Thackeray and Eknath Shinde factions of the Shiv Sena pertaining to the 2022 Maharashtra political crisis.

The Supreme Court will pronounce its verdict on Thursday on a clutch of cross-petitions filed by the Uddhav Thackeray and Eknath Shinde factions of the Shiv Sena pertaining to the 2022 Maharashtra political crisis.
A five-judge constitution bench headed by Chief Justice DY Chandrachud will deliver its verdict on pleas related to the political crisis that led to the fall of the three-party MVA government led by Uddhav Thackeray following a revolt by Shinde.
As per the cause list published on the Supreme Court's website, a single judgement will be pronounced by Justice Chandrachud.
On March 16, the top court reserved its verdict on the pleas at the conclusion of lengthy arguments from both sides that went on for nine days starting February 21.
On the last day of the hearing, the top court had wondered how it can reinstate the Uddhav Thackeray government when the chief minister had put in his papers even before facing the floor test, after the faction led by him pitched for setting aside the governor's June 2022 order to the CM for a trial of strength in the House.
The Thackeray faction made vehement submissions before the court urging it to "turn back the clock" and restore the "status quo ante" (previously existing state of affairs) as it had done in 2016 when it reinstalled Nabam Tuki as the chief minister of Arunachal Pradesh.
The bench, also comprises Justices MR Shah, Krishna Murari, Hima Kohli and PS Narasimha.
The Uddhav Thackeray faction was represented by senior advocates Kapil Sibal, AM Singhvi, Devadatt Kamat and advocate Amit Anand Tiwari, while the Shinde camp was represented by senior advocates Neeraj Kishan Kaul, Harish Salve, Mahesh Jethmalani and advocate Abhikalp Pratap Singh.
Solicitor General Tushar Mehta represented the office of the governor.
On February 17, the top court declined to refer a batch of pleas related to the Maharashtra political crisis triggered by a split in the Shiv Sena to a seven-judge bench for reconsideration of the 2016 Nabam Rebia judgement on Arunachal Pradesh.
The 2016 judgement dealt with the powers of the assembly speaker and ruled that he/she cannot proceed with pleas for disqualification of MLAs if a prior notice seeking the speaker's removal is pending before the House.
On June 29, 2022, at the height of the Maharashtra turmoil, the apex court refused to stay the governor's direction to the 31-month-old MVA government led by Thackeray to take a floor test.
Sensing defeat, Thackeray resigned, catapulting to power a Shiv Sena-BJP dispensation led by Shinde.
On August 23, 2022, a three-judge bench of the top court headed by then chief justice N V Ramana formulated several questions of law and referred to the five-judge bench petitions filed by the two Sena factions which raised several constitutional questions related to defection, merger and disqualification.
In a blow to the Thackeray bloc, the Election Commission had earlier this year declared the Shinde faction as the real Shiv Sena and allotted it the bow and arrow symbol of the party founded by Balasaheb Thackeray.
