Sikkim Chief Minister Prem Singh Tamang, his spouse Krishna Kumari Rai, ex-Chief Minister Pawan Kumar Chamling, former Indian footballer and SDF leader Bhaichung Bhatia, state BJP president DR Thapa, Speaker Arun Upreti and senior minister Lunga Nima Lepcha are the prominent candidates among 146 nominees.
Tamang and Chamling are contesting from two assembly constituencies.
In Arunachal Pradesh, the BJP had won both the Lok Sabha seats and 41 assembly constituencies in the 2019 polls. The JD (U) had won seven assembly seats, the NPP five, Congress four and the PPA one. Two Independent candidates had also emerged victorious.

A tragic accident took place in Sikkim's Ranipool on Saturday, February 10, where three people died and 20 were injured. The CCTV footage of the accident is going viral on the internet in which a milk tanker was seen ramming into three cars which were parked near a fair in Sikkim's Ranipool.&nbsp;
The people who had gathered in the area also got crushed under the vehicles as the force of the collision pushed them into the mela ground.&nbsp;
As per reports, the milk tanker's brake failed which led to the accident. Those who were injured were taken to the Central Referral Hospital. Kavali sub-divisional police officer Venkata Ramana said, "The driver of the iron-laden truck lost control of the vehicle and rammed the private bus coming in the opposite direction."

Twenty-six bodies, including those of seven Armymen, have been recovered so far from the slush and debris of the flash flood in the Teesta river that devastated Sikkim, while the search continued for the 142 people who are still missing, officials said on Friday night.
The flash flood, which was triggered by a cloudburst in the early hours of Wednesday, has affected over 25,000 people, damaged more than 1,200 houses and washed away 13 bridges, bringing the picturesque Himalayan state to its knees.
So far, 2,413 people have been rescued from different areas and 6,875 people are taking shelter in 22 relief camps set up across the state, most of which has been cut off from the rest of the country.
Chief Minister Prem Singh Tamang announced an ex-gratia of Rs 4 lakh for the families of the deceased and an immediate relief of Rs 2,000 each for all those taking shelter in the camps.

Army and NDRF search teams continued to work their way through the slush in the Teesta basin and downstream north Bengal for a second day in search of people who were swept away by a flash flood in Sikkim, officials said on Thursday.
Fourteen bodies have been found so far while 102 people, including 22 army personnel, remained missing after a cloudburst over Lhonak Lake in North Sikkim in the early hours of Wednesday triggered a flash flood in the Teesta river basin, officials said.
So far, 2,011 people have been rescued, while the calamity has affected 22,034 people, the Sikkim State Disaster Management Authority (SSDMA) said in its latest bulletin.
The search for the 22 missing soldiers was continuing with a focus on the downstream areas as the fast-flowing river is likely to have carried them to the lower reaches, officials said.
The state government has set up 26 relief camps in the four affected districts, the SSDMA said.
A total of 1,025 people are taking shelter in the eight relief camps in Gangtok district, while the number of inmates at the 18 other relief camps was not available immediately.
Chief Minister Prem Singh Tamang visited Singtam, one of the worst affected areas, and took stock of the situation.
He urged the people to stay alert and take shelter in safe locations and assured them that the government was making all necessary arrangements for their rehabilitation.
After visiting the affected areas, Tamang also chaired an emergency meeting at the Singtam Community Centre.
"I want to assure you that the government is fully committed to providing all necessary assistance and relief to those in need. We understand the magnitude of the situation and are mobilising all available resources to ensure the safety and well-being of our citizens," he said.
"Our dedicated teams are working day and night to address the immediate concerns and challenges posed by this calamity. I urge the administration, local authorities, all organisations, and individuals to join hands in a spirit of solidarity and cooperation. Together, we can make a significant difference in providing relief to those affected and rebuilding our communities," he added.
The flash flood in the Teesta River, triggered by the cloudburst in Lhonak Lake in North Sikkim, caused an accumulation of a huge quantity of water, which turned towards Chungthang dam destroying the power infrastructure before moving downstream in spate, flooding towns and villages.
Tamang has also urged officers to devise a systematic mechanism for rescue, relief, rehabilitation and restoration and also directed that a high-level technical committee comprising subject experts, scientists, environmentalists, hydro-power specialists, engineers, members of civil society and glaciologists carry out a detailed study of the floods and devise a road map for the future.
The Chief Minister asked officials to strictly monitor the hoarding of essential items and take stringent action against those flouting the norms, including permanent cancellation of the licence of defaulters.
The chief minister is in constant touch with the Cente, officials said.
He spoke to Prime Minister Narendra Modi over the phone and apprised him of the situation, they said, adding that the PM assured all necessary assistance to the state.
The chief minister wrote to the prime minister, and sought necessary support, especially for areas that needed immediate intervention, officials said.
The flood destroyed 11 bridges in the state, of which eight bridges were washed away in Mangan district alone. Two bridges were destroyed in Namchi and one in Gangtok. Water pipelines, sewage lines and 277 houses, both kuchcha and concrete, have been destroyed in the four affected districts.
Tamang said he has asked the District Magistrates (DMs), Superintendents of Police (SPs) and different departments to maintain a state of heightened vigilance.
Chungthang town bore the maximum brunt of the flood with 80 per cent of it getting severely affected. The NH-10, considered the lifeline of the state, sustained extensive damage at several places.
Seven people died in the Pakyong district, four people died in Mangan and three persons lost their lives in Gangtok, according to the SSDMA.
Among the 102 people missing, 59 are from Pakyong, including the army personnel. Twenty-two are missing in Gangtok, 16 in Mangan and five people are missing in Namchi.
A total of 26 people sustained injuries, the SSDMA said.
Defence spokesperson Lt Col Mahendra Rawat said the Border Roads Organisation (BRO) was helping the state in the rescued operations in Chungthang and Mangan, where four critical bridges have been severely damaged.
"More than 200 people have been moved to safer areas by the BROdespitef continuous heavy rainfall and extremely bad weather," he said.
"Search and rescue operations for the missing army personnel are still on," he added.
The families of the missing persons have been informed of the situation, the official said.
The troops of the Trishakti Corps are extending mobile connectivity to civilians and tourists stranded in Chungthang, Lachung and Lachen in North Sikkim, another official said.
About 10,000 people have been affected by the calamity in the Mangan district, while 6,895 people were affected in Pakyong, 2,579 in Namchi and 2,570 people in Gangtok.
The SSDMA advised people to stay away from the Teesta as the water level was rising due to incessant rains in the upper reaches.

Several occasions in the last two decades have seen government agencies and research studies warning about potential glacial lake outburst floods (GLOFs) in Sikkim, which can cause massive damage to life and property.
A GLOF occurred in parts of Lhonak Lake, leading to a rapid rise in water levels with very high velocities downstream along the Teesta River Basin in the early hours of October 4. This resulted in severe damage in Mangan, Gangtok, Pakyong and Namchi districts.
According to the Sikkim State Disaster Management Authority (SSDMA), 14 people have lost their lives, and 102 others, including 22 army personnel, are missing after the GLOF event. The incident also resulted in the breach of the Chungthang dam, a crucial component of the 1,200-megawatt (MW) Teesta Stage III Hydro Electric Project, the largest hydropower project in the state.
GLOFs occur when lakes formed by melting glaciers suddenly burst open. This can happen due to various reasons, such as excessive water accumulation in the lake or triggers like earthquakes.
When the lake bursts, it releases an enormous volume of water all at once, causing flash floods downstream. These floods can be extremely destructive and perilous for both people and the environment in the affected area.
According to the South Asia Network of Dams, Rivers, and People, south Lhonak Lake is a glacial-moraine-dammed lake situated in Sikkim's far northwestern region. It is one of the fastest-expanding lakes in the Sikkim Himalaya region and is classified as one of the 14 potentially dangerous lakes susceptible to GLOFs.
The lake is situated at an altitude of 5,200 m (17,100 ft) above sea level and formed due to the melting of the Lhonak glacier. The lake's size is rapidly increasing due to the melting of the lake's associated South Lhonak glacier and additional meltwater from the adjacent North Lhonak and main Lhonak glaciers.
Satellite images from the Hyderabad-based National Remote Sensing Centre showed that the area of south Lhonak Lake drastically reduced from 167.4 hectares on September 28 to 60.3 hectares on October 4, confirming a GLOF event that caused massive damage in the Teesta River basin.
A study conducted by the National Remote Sensing Centre and the Indian Space Research Organisation in 2012-2013 discussed the formation of a moraine-dammed glacial lake at the snout of the South Lhonak glacier and the associated risks.
"The (south Lhonak) lake outburst probability shows a very high value of 42 percent for the lake, and the peak discharge estimated using the empirical formula shows a discharge of 586 m3/s," the study said.
In 2016, the Sikkim government's Department of Science and Technology conducted an expedition to estimate the lake's volume, led by Sonam Wangchuk of the Ladakh-based NGO Students' Educational and Cultural Movement of Ladakh. The expedition warned about the potential of a GLOF event.
Dilliram Dahal, Assistant Professor at Namchi Government College, Sikkim, revealed that high-density polyethene pipes were installed to siphon off water from the glacial lake following the expedition to prevent a GLOF event.
In September this year, officials from the DST, SSDMA, and the Land and Revenue Department conducted another inspection at the lake to install an early warning system and automatic weather station.
A study published in the journal ELSEVIER in 2021 identified south Lhonak Lake as potentially dangerous with a high outburst probability.
"In Sikkim, the lake-terminating glaciers have shown accelerated growth compared to glaciers without lakes. South Lhonak glacier is no different; it is one of the fastest-retreating glaciers, and the associated proglacial lake (south Lhonak Lake) has become the largest and fastest-growing in the state. The glacier receded approximately 2 km in 46 years from 1962 to 2008 and retreated another 400 m from 2008 to 2019. This has raised concerns about the hazard potential of this lake, as the downstream valley is heavily populated with numerous settlements and infrastructure," the study highlighted.
The Sikkim Human Development Report of 2001 also cautioned about a "serious potential hazard" from GLOFs in Sikkim.
"Disturbances in mountain ecology have started attracting considerable attention. The phenomenon of jokulhlaup (glacier leap), also known as glacial lake outburst floods (GLOF), is a frequent and alarming occurrence in Sikkim. As the state is dotted with many glaciers, this is a serious potential hazard," the report read.&nbsp;

The toll in the flash flood in Sikkim mounted to 18 on Thursday as Army and NDRF teams worked their way through slushy earth and sheets of water in the Teesta river basin and downstream north Bengal for the second day in search of those who were swept away and are still missing, officials said.
Eighteen bodies have been found so far while 98 people, including 22 army personnel, remained missing after a cloudburst over Lhonak Lake in North Sikkim in the early hours of Wednesday triggered the flash flood, Chief Secretary V B Pathak said.
In a statement, the government of neighbouring West Bengal said four of the 18 bodies were identified as &lsquo;jawans&rsquo;.
Twenty-six people have suffered injuries and were undergoing treatment at various hospitals across Sikkim.
So far, 2,011 people have been rescued, while the calamity has affected 22,034 people, the Sikkim State Disaster Management Authority (SSDMA) said in a bulletin.
Pathak said that he was informed by officials of the Army&rsquo;s 27th Mountain Division that the tourists who were stranded in Lachen, Lachung and adjoining regions in North Sikkim are safe.
According to estimates, over 3,000 tourists, including foreigners, are stuck in various parts of Sikkim.
Pathak said that the Army activated their telecommunication facility and got many tourists to speak to their worried family members.
The evacuation of the stranded tourists was a priority and it has been decided to airlift them up to Mangan, from where they will be brought to Sikkim by road.
"If the weather holds good, the stranded tourists in Lachen and Lachung will be evacuated from tomorrow," the chief secretary said.
The Indian Air Force and Army helicopters were ready to fly to Lachen, Lachung and Chungthang on Thursday, but could not do so due to inclement weather, he said.
NDRF platoons are also ready in North Sikkim to start the evacuation process for the local people.
Referring to the situation in Singtam town, hit badly by swelling in the Teesta river, Pathak said that the restoration of water and electricity infrastructure has been completed in Singtam and IBM, the industrial belt nearby.

In Kolkata, the West Bengal government said in a statement, "Eighteen bodies have been recovered. Out of which six bodies - four jawans and two civilians - have been identified. The process of identification of the rest is being carried out." In North Sikkim, some choppers flew to Lachen carrying essential supplies like rice, pulse, salt and milk for the local people.
The chief secretary urged people to not believe in rumours related to flash floods.
Earlier, Pathak chaired a series of meetings with representatives of the Chamber of Commerce, Wholesale Retailers, Pharmacy Association, IOC Representatives, LPG dealers and distributors, petrol pump owners, and Taxi Drivers Association to take stock of the availability of essential commodities, including fuel.
The Chief Secretary directed the National Highways &amp; Infrastructure Development Corporation Limited (NHIDCL) to open closed routes for small and heavy vehicles through Lava and Reshi check posts at the earliest.
An NHIDCL official assured that the route will be cleared by Friday morning.
The transport secretary was also directed to issue an order for route diversion for small and heavy vehicles after ensuring clearance of the route.
To keep the prices of essential commodities unchanged, the state government has decided not to levy charges on private vehicles carrying such items through Rangpo, Reshi and Melli Check Posts.
The Chief Secretary appealed to all the associations not to hike the rates of essential commodities and also ensure that no hoarding of LPG, petrol and essential commodities takes place in Sikkim.

Meanwhile, the West Bengal government statement said that 11 people from Sangsey gram panchayat in Kalimpong district are missing.

Of the stranded tourists, approximately 2,000 were from West Bengal and 450 of them are still stuck in remote places in Lachen and North Sikkim, the statement said adding that many have also started returning.
In the southern part of the state, discharge of water from DVC barrages at Maithon and Panchet and reservoirs of Mukutmanipur reduced resulting in the receding of water levels in the rivers flowing through Howrah and Hooghly districts.
The flood has affected normal life in the districts of Bankura, Howrah, Hooghly, Paschim Medinipur and Purulia.
At the moment, 9,215 people have taken shelter in 191 relief camps in the northern and southern districts of Bengal.

At least two persons were killed and four injured in West Bengal&rsquo;s Jalpaiguri district as a mortar shell, reportedly carried by the floodwaters of Teesta river, exploded, police said.
Police believe that the mortar shell belonged to the Army and was carried away by floodwaters flowing down from the hills following the cloudburst and flash floods in Sikkim on Wednesday.
Police said the identities of the two killed in the blast are yet to be ascertained.
"The four injured persons have been admitted to hospital. A thorough probe has started," a senior police officer said.
Local police sources said the victims possibly tried to physically inspect the mortar shells carried to the area by the floodwaters when it exploded on Thursday night.
"The condition of a couple of the four injured is extremely critical and the death toll might increase," police said.

The flood in Sikkim that started around 1:30 a.m. was made worse by the release of water from Chungthang dam, the officials said.
&ldquo;Five bodies have been recovered from Golitar and Singtam region,&rdquo; Gangtok Sub-Divisional Magistrate (SDM) Mahendra Chettri said.
"The health condition of the rescued soldier is stable," Defence Spokesperson Lt Col Mahendra Rawat said.
Bodies, including that of a child, were fished out from the flood plains of the Teesta River at Golitar in Singtam by rescue personnel, the officials said.
Prime Minister Narendra Modi spoke to Chief Minister Prem Singh Tamang on Wednesday to take stock of the situation in the state and assured him of all possible support.
"Spoke to Sikkim CM Shri @PSTamangGolay and took stock of the situation in the wake of the unfortunate natural calamity in parts of the state. Assured all possible support in addressing the challenge. I pray for the safety and well-being of all those affected," Modi said on X.
Defence Minister Rajnath Singh also prayed for the well-being of the missing army personnel.
The Sikkim government, in a notification, said the natural calamity has been declared as a disaster.

The flash flood caused by a cloudburst in Sikkim has affected more than 20,000 people in Sikkim.
Over 3,000 tourists are feared to be stranded in different parts of the state.
So far, 14 deaths have been confirmed by the authorities, while 104 people are missing, which includes 22 army personnel.
The rescue operations are ongoing. Satellite images showed that around 105 hectares of South Lhonak Lake was drained out following the flash flooding.
So far, 2,011 people have been rescued, while the calamity that happened on Wednesday affected 22,034 people, the Sikkim State Disaster Management Authority (SSDMA) said in its latest bulletin.
A total of 1,025 people are taking shelter in the eight relief camps in Gangtok district, while the number of inmates at the 18 other relief camps was not available immediately.

A statement from the Defence PRO, Guwahati read: &ldquo;Some army establishments along the valley have been affected and efforts are on to confirm details. 23 personnel have been reported missing and some vehicles are reported submerged under the slush. Search operations are underway.&rdquo;
Officials said that the release of water from the Chungthang dam on the Teesta River led to a sudden increase in water levels up to 15-20 feet high downstream. This led to army vehicles parked at Bardang near Singtam getting affected. Four NDRF teams have been deployed for search and rescue operation.&nbsp;

All the affected people of Singtam town have been taken to safe places and residents of Dikchu village have been evacuated to a nearby school.

A 31-year-old man from Sikkim faced racist taunts saying he was a 'Chinese' and subsequently got brutally assaulted by unknown people that left him with grievous injuries, police said on Saturday.
According to police, the incident occurred on the night of August 15.
Dinesh Subba (31), a native of Rinchenpong town in Sikkim, was admitted to the hospital with multiple injuries in his body, including nose.
Subba had moved to Bengaluru seven months back with his wife and three-month-old child to eke out a living. He is currently working in a restaurant in the city, police said.
On August 15, he celebrated his marriage anniversary with some friends and was on his way home alone late in the night when a few miscreants waylaid him.
Calling him 'Chinese', they thrashed him black and blue leaving him badly injured. After beating him up, the accused fled the spot.
A police patrol team spotted him lying with grave injuries and writhing in pain. They admitted him to the hospital.
Later, Subba lodged a complaint with the police.
Police have started investigation and were looking for CCTV footage to trace criminals involved in the assault.&nbsp;

More than 2,400 tourists, including 60 college students were stranded in Lachen and Lachung area of North Sikkim district due to road blockades following incessant rainfall since the last three days, officials said on Saturday.
The district administration has pressed into service 19 buses and 70 smaller vehicles to evacuate the 2,464 stranded tourists, officials said.
As of now, three buses and two other vehicles carrying 123 tourists have left for the state capital Gangtok, they said.
Personnel from Quick Reaction Team of the District Disaster Management Authority, Sikkim Police, GREF, BRO, ITBP, Army, Travel Agency Association Sikkim are working together to carry out evacuation of stranded tourists, they said.
Meanwhile, the road to Chungthang has been blocked at numerous points. The restoration works will start only after the rain stops.

A Sikkim government official Wednesday said it is now "almost certain" that no one is left trapped under the snow at 15th Mile, the site of the devastating avalanche and search operations by the Army and the Border Road teams have been called off.
But helpline numbers will remain active for the time being to help tourists get information about their kin, Gangtok district collector Tushar Nikhare told reporters here.
"We are almost certain that no more tourists are trapped under the snow near 15th Mile," Nikhare said.
The Army, NDRF, ITBP, GREF, Sikkim Police and two personnel from Tiranga Mountain Rescue Team equipped with radars searched all possible areas near 15th Mile to find out any tourist lodged under the snow. But nobody was found there during the rescue and search operations that were carried out from 8AM to 3PM before being halted, the Gangtok DC said.
The rescue teams used digging and trenching machines and other modern equipment to find people trapped under the debris at the place, which is a few km short of Nathu La, but none was found, he said.
The road between Nathu La and Gangtok is open but no tourist vehicle will be allowed to ply till permission is granted after taking note of the weather conditions, he said.

Nikhare said that the incident was not an avalanche but a 'snow slide' and it has been clarified by top authorities.
A snow slide is an avalanche of snow, while an avalanche is a large mass of snow, ice, earth, rock or other material down a mountainside or over a precipice.
Describing a snow slide as a "once in a life time incident", he asserted that Sikkim is otherwise is a safe place for tourists and other visitors.
Lessons have been learnt from the 'snow slide' and precautionary measures like signages indicating dangerous areas, no parking zones and instruction about not crossing the limits of visiting areas will be put up at 15th Mile and surrounding areas, the official said.
Meanwhile, the post mortem of all seven retrieved bodies were carried out at the STNM here and five of them been handed over to their next of kin. The bodies of the remaining two persons will be taken by the relatives tomorrow, officials said.
The state government will provide all assistance to the kin of the victims and the injured will be provided treatment free of cost, they added.

Union Law Minister Kiren Rijiju on 5 February 2023 said that the central government stands with the people of Sikkim, and so, will file a petition in support of the one submitted by the state government.
Rijiju clarified that the Supreme Court judgment does not dilute Article 371F of the Constitution concerning Sikkim, and "has nothing to do with anyone's citizenship". "We value the Constitutional status of every genuine Indian and (it) will be protected at any cost," he said.
Protests broke out in the state after the top court reportedly referred to Sikkimese Nepalis as "immigrants". The Supreme Court reportedly mentioned the Sikkimese Nepali community as immigrants in an observation on January 13 while extending income tax exemption to all old settlers of the state.
