The Special Investigation Team of Jammu and Kashmir Police has given a clean chit to security forces in a controversial encounter in Srinagar's Hyderpora area. .
A Pakistani terrorist and three other persons were killed in Hyderpora on November 15 and police claimed that all the slain men had links to militancy. The families of the three had, however, claimed that they were innocent and were used as human shield by the Army.
The SIT has said that while one civilian was killed by the foreign terrorist, the owner of the building and a local militant died in "crossfire" after being used as a human shield by the hiding terrorists.
Dr Mudasir Gul, his staff Amir Margay and businessman Altaf Bhat were killed in the encounter at the building owned by Bhatt.
"Perhaps the foreign terrorist received instructions from outside that Dr Mudasir may have been behind the encounter. On this suspicion, he killed Dr Mudasir Gul in the attic," said Mr Kumar.
"After killing Dr Mudasir, they used Altaf Bhat as a human shield while trying to flee. In the ensuing firing, Altaf Bhat was hit by a bullet. His body was found at the terrace with Amir Margay," the SIT chief said.
The police have defended releasing findings of the SIT probe when a magisterial probe ordered by the government has not been made public saying it will not influence the probe by additional district magistrate.
Former Chief Minister Mehbooba Mufti said the SIT probe is a cover up.
"SIT's clear chit to armed forces in Hyderpora encounter isn't surprising. It was purely a charade to cover up a botched up operation & absolve those culpable for killing innocent civilians. How can one expect justice when they themselves are judge, jury & executioner?" Ms Mehbooba tweeted.

Security forces in Jammu and Kashmir have detained hundreds of individuals for questioning in recent days after targeted killings of minorities shook the Valley, said two police officials, who declined to be identified because they are not authorised to speak to media.
Those detained included members of the banned religious organisation Jamaat-e-Islami, an umbrella alliance of secessionists known as the Hurriyat Conference, and others with previous links to militant groups, added the officials.&nbsp;

Targeted killings continue unbated in Kashmir. Two teachers were shot dead by terrorists in Srinagar on Thursday. Both the teachers were killed inside a government school in Eidgah area of Srinagar by unidentified gunmen.
An official said that unknown gunmen fired at two teachers including a woman, from a close range. They both reportedly died on the spot.
The killings come three days after three people were gunned down by terrorists in separate incidents. These included prominent chemist of the Capital Makhan Lal Bindroo.
Minutes after Bindroo was shot at point blank range, allegedly by terrorists of The Resistance Front (TRF) at his pharmacy near Iqbal Park, militants gunned down a &lsquo;chaat&rsquo; vendor, Virendra Paswan from Bihar elsewhere in the city. Almost simultaneously, another civilian, Mohammad Shafi Lone, was killed at Naidkhai in north Kashmir&rsquo;s Bandipora district.

Targeted killings continue unbated in Kashmir. Two teachers were shot dead by terrorists in Srinagar on Thursday. Both the teachers, a Pandit and a Sikh, were killed inside a government school in Eidgah area of Srinagar by unidentified gunmen.
An official said that unknown gunmen fired at two teachers including a woman, from a close range. They both reportedly died on the spot.
The Resistance Front has taken the responsibility for gunning down the two teachers and has warned of more targeted killings.
J&amp;K DGP Dilbag Singh&nbsp;has said that&nbsp;these&nbsp;incidents of targeting civilians are to create an atmosphere of fear, communal disharmony here. He added that&nbsp;This is a conspiracy to defame local Kashmiri Muslims&nbsp;on instructions from agencies in Pakistan.&nbsp;
The killings come three days after three people were gunned down by terrorists in separate incidents. These included prominent chemist of the Capital Makhan Lal Bindroo.
Minutes after Bindroo was shot at point blank range, allegedly by terrorists of The Resistance Front (TRF) at his pharmacy near Iqbal Park, militants gunned down a &lsquo;chaat&rsquo; vendor, Virendra Paswan from Bihar elsewhere in the city. Almost simultaneously, another civilian, Mohammad Shafi Lone, was killed at Naidkhai in north Kashmir&rsquo;s Bandipora district.
A total to seven civilians have been killed by terrorists in six days.

Another civilian was shot dead by suspected militants on Tuesday in Srinagar. This comes close on the heels of &nbsp;Saturday&rsquo;s attacks where two civilians were targeted with small arms.
Makhan Lal Bindroo, owner of a prominent Srinagar pharmacy, was shot by the assailants from point-blank range while he was dispensing medicines, a police official said
Bindroo was one of the few among his community who did not migrate out of Kashmir after the onset of militancy in 1990. He stayed back along with his wife to continue operating his pharmacy Bindroo Medicate.
On Saturday a man in Srinagar died after he was fired at from point blank range, while another suffered critical injuries. In the first attack, which took place in Srinagar&rsquo;s Karan Nagar, a local named Majeed Guru was shot dead and on the same evening another man was targeted at the Batmaloo neighbourhood.
Earlier this year the son of the owner of J&amp;K's popular eatery Krishna Dhaba succumbed to his injuries after being at shot at by militants.
The cases point towards an increase in the number of target killings with small arms in Jammu &amp; Kashmir and add to concerns of the Union Territory

Official said that the gunmen fired upon one Mohammad Shafi&nbsp; at Shahgund, leaving him critically injured. Shafi, the Sumo Stand Naidkhai president was rushed to the hospital but&nbsp;was declared brought dead on arrival.
Earlier, noted pharmacist M L Bindroo was shot dead by unidentified gunmen near his shop in Iqbal Park. In another shocking incident, unknown gunmen shot dead a non-local person in Srinagar&rsquo;s neighbourhood of Lal Bazar. Quoting police sources, news agency GNS reported that the vendor died on spot. The deceased person has been identified as Virender Paswan resident of Bhagalpur in Bihar.

A policeman was injured after militants on Sunday fired upon a police party in the&nbsp;Khanyar area of&nbsp;Srinagar.
The&nbsp;officer, who is said to be critically injured, has been shifted to SMHS hospital for medical&nbsp;treatment.
Officials said the terrorists fired upon a police naka party at Khanyar resulting in injuries to the probationary&nbsp;sub-inspector.
Meanwhile, the whole area has been sealed and a search operation has been launched to catch the militants.

A police officer died after militants shot him point blank&nbsp;in the the&nbsp;Khanyar area of&nbsp;Srinagar&nbsp;on Sunday.&nbsp;
The officer,&nbsp;Arshid Ahmad, was critically injured and was shifted to a hospital for treatment but he succumbed to his injuries.&nbsp;
CCTV&nbsp;footage of the incident shows the probationary&nbsp;sub-inspector walking when a man comes up from behind and fires multiple shots at him before fleeing.
Other policemen then rush to check on their colleague and take him away.&nbsp;
Militants in Srinagar have regularly been using small arms to target security forces in hit and run attacks especially since the abrogation of Article 370 in 2019.

Out of the 10 political parties invited for consultations with the 3-member commission, 9 parties including the National Conference will attend the meet in Srinagar today.
