Following the assault allegations made by Aam Aadmi Party MP Swati Maliwal against a former aide of Chief Minister Arvind Kejriwal, Delhi Lieutenant Governor VK Saxena on Tuesday said that the silence of the AAP chief on this matter shows his stance about the issue of the safety of women.
LG Saxena said that Swati Maliwal has expressed her concerns to him about being subjected to coercion by the Aam Aadmi Party. "Yesterday, she called me out of sheer anguish, describing at length her traumatic experience, and the subsequent intimidation and shaming that she is being subjected to by her own colleagues.
She also expressed concerns over the reported tampering of evidence and coercion against her. Although Maliwal has been vociferous, hostile and blatantly partisan towards me and my office, often criticising me unjustifiably, yet any physical violence and hounding perpetrated on her are inexcusable and unacceptable," Lieutenant Governor said.
Slamming the Aam Aadmi Party for taking a "U-turn" on this incident, Saxena said that it is inexplicable and baffling. "It is most disturbing to note that the alleged scene of crime was the drawing room of the Chief Minister, even while he was present in the house, and the same was carried out by his closest aide on a lady who was alone. Her fellow member of Rajya Sabha confirmed her narrative in full media glare, and assured that the CM would take firm action against the culprit-his aide.
Subsequently, a total U-turn was done in the matter, apparently at the behest of the highest functionary," he said.
He further said that the Chief Minister is being evasive and dodgy on this matter.
"I would have expected that, at least for the sake of propriety, my CM would have come clean, rather than being evasive and dodgy. His deafening silence speaks volumes about his stance on the safety of women," he said.
Saxena said that had such an incident happened in any other Chief Minister's residence, it would have tarnished the image of the country. "However, on this issue, there is absence of any outrage".
"Delhi is the national capital and is home to the entire diplomatic community from around the world. Such shameful incidents and the insensitive and contemptuous government response, on an issue of women's safety, tarnishe India's image worldwide. Had such an incident happened in any other Chief Minister's residence in the country, external forces with vested interests, inimical to India, would have unleashed a scathing global narrative around women safety in India," he said.

Delhi Police on Saturday arrested CM Arvind Kejriwal's secretary Bibhav Kumar in connection with the AAP Rajya Sabha MP Swati Maliwal assault case. While seeking Kumar's seven-day custody the Delhi Police, in the court filing, outlined several key points against Bibhav Kumar.

The Delhi Police told the court that the most vital evidence, a digital video recording (DVR) from the scene, had not been provided. It said a junior engineer from the CM's residence admitted to not having access to the DVR and CCTV cameras.&nbsp; A provided video from the dining room was found blank at the time of the incident.
Potential Tampering
The Police highlighted that Kumar's presence at the crime scene raised concerns about potential tampering with crucial electronic evidence.

The Police highlighted another case that was registered against Kumar in Noida for allegedly assaulting an on-duty public servant.

The investigating team further told the court that Kumar claimed to have formatted his mobile phone in Mumbai on Friday (May 17).&nbsp;
Notably, while the AAP is seemingly supporting Bibhav Kumar, its MP Swati Maliwal has yet again alleged conspiracy and raised questions about why a 50-second video after the incident was released by the party. Meanwhile, Metropolitan Magistrate Gaurav Goyal granted a five-day police custody to Bibhav Kumar based on these points, allowing further investigation into the case.

The Delhi Police in its remand paper submitted late Saturday evening seeking seven days custody of Delhi Chief Minister Arvind Kejriwal's aide Bibhav Kumar regarding the alleged assault on AAP Rajya Sabha member Swati Maliwal said that it was a "serious case" where the "brutal assault" could have turned "fatal".
Metropolitan Magistrate Gaurav Goyal, who sent Kumar to five-day police custody, was told by the investigating agency that he did not cooperate with the police and had been evasive in his replies.
"This is a very serious case where a Member of Parliament, a public figure, has been brutally assaulted which could have been fatal. Despite specific questions, the accused has not cooperated in the investigation and has been evasive in his replies," said the remand paper signed by North District Additional Deputy Commissioner of Police Anjitha Chepyala.
The remand application said that Maliwal's testimony before the magistrate was corroborated by the medical evidence.
According to Maliwal's allegations, Kumar screamed, threatened and used abusive language against her, besides being "brutally assaulting", dragging and banging her head on a centre table, the report said.
It said that the "most vital evidence" was the digital video record (DVR) of the spot but it was yet to be provided to the police.
According to the plea seeking police custody, a junior engineer in the CM's residence, after admitting that he did not have access to the place where the DVR and CCTV cameras were installed, provided a video of the dining room but it was later found to be blank at the time of the alleged incident.
The remand application said that on Saturday, Kumar was present at the chief minister's residence and after being questioned, provided evasive replies.
"His presence at the scene of the crime (SOC) raises a strong possibility of tampering with crucial evidence, including electronic evidence. The accused is an influential person and having worked more than nine years in an authoritative position can influence, and pressure the witnesses in the CM house," it said.
Explaining the reasons for police custody, the application said after being terminated as the CM's personal secretary in April 2024, Kumar was still working in the CM's residence and needed to be quizzed about the capacity and authority under which he was working.

Aam Aadmi Party (AAP) Rajya Sabha MP Swati Maliwal who complained of being assaulted by Delhi Chief Minister Arvind Kejriwal's personal secretary Bibhav Kumar at the Chief Minister's residence has bruises over her left leg and her right cheek according to the MLC report. The Medico-legal Case report was filed after an examination of Swati Maliwal on the night of May 16. The examination was carried out at the Jai Prakash Narayan Apex Trauma Centre at AIIMS Delhi.
The report stated that Swati Maliwal had a bruise of the size of 3x2 centimetre over the "proximal left leg dorsal aspect" and another bruise of the size of 2x2 centimetre over her "right cheek below her right eye".
Earlier, the Delhi Police had filed an FIR following the complaint filed by Swati Maliwal against the aide of Delhi Chief Minister Arvind Kejriwal. In the complaint, Maliwal alleged that Kejriwal's Personal Secretary Bibhav Kumar "slapped" her "atleast seven to eight times" while she "continued screaming" and "brutally dragged" her while "kicking" her in her "chest, stomach and pelvis area."
According to the Delhi Police FIR, Maliwal describes the events of May 13 when she had gone to the Civil Lines residence of Chief Minister Kejriwal.
"I went inside the camp office and called CM's PS Bibhav Kumar but I could not go in. I then sent a message to his mobile number (through WhatsApp). However, there was no response. I then went inside the residential area through the main door as I have always done in the past year since Bibhav Kumar was not present I entered the residence area and informed the staff present there to tell the CM here to meet him," the FIR read.
"I was informed that he was present in the house and I was told to wait in the drawing room. I went into the drawing room sat on the sofa and waited for him to meet me," Maliwal said. "One of the staff members came and told me that CM was coming to meet me and suddenly, the PS of CM, Bibhav Kumar barged into the room. He started screaming without any provocation and even started abusing me. I was stunned by this....and I reacted by telling him to stop talking to me like this and to call the CM," her statement read.
"He then abused me and asked who are you to not listen to what I say. While saying these words, he came and stood right in front of me. Without any provocation whatsoever on my side, he started slapping me with full force. He slapped me seven to eight times at least while I continued screaming. I felt shocked and was screaming for help over and over again. To protect myself I pushed him away with my legs," she said.
"At that time, he pounced on me, brutally dragged me and deliberately pulled my shirt up. My shirt buttons opened and my shirt flew up. I landed on the floor while hitting my head on the centre table.
I was constantly screaming for help but no one came. After that, Bibhav Kumar did not relent and attacked me by kicking me in my chest, stomach and pelvis area with his legs. I was in extreme pain and kept telling him to stop. My shirt was coming up but he continued to assault me," the AAP MP said.
