India&rsquo;s prestigious Tata Institute of Social Sciences (TISS) has reportedly sacked over 100 faculty and non-teaching staff members, according to a report by The Indian Express on June 30.
55 faculty members and 60 non-teaching staff were dismissed without notice across its four campuses on June 28, the report said.
The dismissed staff were all contractual employees and the reason given for their dismissal was the non-receipt of grants from the Tata Education Trust, which was funding their salaries as per the report.&nbsp;

Students with four-year undergraduate degrees can now directly appear for NET and pursue PhD, according to University Grants Commission (UGC) Chairman Jagadesh Kumar.
To pursue a PhD with or without a Junior Research Fellowship (JRF), the candidates will require a minimum of 75 per cent marks or equivalent grades in their four-year undergraduate course.
So far, a candidate for the National Eligibility Test (NET) needed a master's degree with a minimum of 55 per cent marks.
"The candidates with four-year undergraduate degrees can now directly pursue PhD and appear for NET. Such candidates are allowed to appear in a subject in which they want to pursue a PhD irrespective of the discipline in which they have obtained the four-year bachelor's degree," Kumar told PTI.
"The candidates having passed a four-year or eight-semester bachelor's degree programme should have a minimum of 75 pc marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed," the UGC chairman said.

The UGC has asked universities and colleges across the country to set up selfie points at strategic locations in the campus to raise awareness among youngsters about India's achievements in various fields, according to officials.
The institutions can only put up the selfie points in accordance with the approved designs in 3D layouts shared by the Ministry of Education.
"These selfie points will not only serve as a source of pride, but also enlighten every citizen about the transformative initiatives that have propelled India's growth on the global stage. Students and visitors should be encouraged to capture and share these special moments on social media platforms, fostering a sense of collective pride," University Grants Commission (UGC) Secretary Manish Joshi said.
He explained that the themes for the selfie points encompass a broad spectrum of national initiatives, such as "Ek Bharat Shreshth Bharat", and the major thrust areas of the National Education Policy (NEP), 2020.
"There is a unique opportunity to harness the energy and enthusiasm of youngsters, moulding their minds with inspiration drawn from India's progress in diverse fields. The selfie points in these institutions will emerge as a dynamic and engaging place to instill a sense of national pride and awareness among youngsters and inspire future generations," Joshi said.

University Grants Commission chairman M Jagadesh Kumar on January 5, 2023 unveiled draft norms under which foreign universities will be able to set up their campuses in India for the first time.&nbsp;
While these universities will have the freedom to devise their own admission process and fee structure, campuses in India will be allowed to offer full-time programmes only in physical mode.&nbsp;
On matters related to funds and funding, UGC said cross-border movement of funds would be according to the Foreign Exchange Management Act.
The final norms will be notified by the end of January 2023 after taking into account feedback from stakeholders.

Online Ph.D programmes offered by EdTech companies in collaboration with foreign educational institutions are not recognised, the University Grants Commission (UGC) and the All India Council of Technical Education (AICTE) announced on Friday.
This the second such warning this year to students by the higher education and the technical education regulators.
Earlier this year, the UGC and the AICTE had warned their recognised varsities and institutions against offering courses in distance learning and online mode in association with Ed-tech companies, saying no "franchise" agreement is permissible according to norms.
"In order to maintain the standards for awarding Ph.D degrees, the UGC has notified the UGC (Minimum Standards and Procedure for Award of MPhil, Ph.D degrees) Regulation 2016. It is mandatory for all higher educational institutions to follow UGC Regulations and its amendments for awarding Ph.D degrees," according to a joint order issued by the UGC and the AICTE.
Students and the public at large are advised not to be misled by the advertisements for online Ph.D programmes offered by EdTech companies in collaboration with foreign educational institutions, it said.
"Such online Ph.D programmes are not recognised by the UGC. Aspiring students and the public at large, are requested to verify the authenticity of Ph.D programmes as per UGC Regulation 2016 before taking admission," the order said.
The central government had in July warned EdTech companies against unfair trade practices.
The government is also working on a policy to regulate EdTech players operating in the country.
The aim of the proposed policy is to curb monopoly and prevent the exploitation of students by some EdTech platforms through lofty promises or unfair practices.
The Union education ministry is in talks with the Ministry of Law and the Ministry of Electronics and Information and Technology to work out a common policy for the sector.
The EdTech sector has witnessed an upswell in the past two years after education moved to online mode due to the COVID-19 pandemic.&nbsp;

The University Grants Commission has said that over 23,000 higher education courses will now be available free of cost on a new web portal from July 29. 

However, for availing the services and infrastructure, a user has to pay a fee of Rs 20 per day or Rs 500 per month to reimburse the cost of the infrastructure they use.&nbsp;

The portal is aimed at bridging the digital divide and enhancing the accessibility of higher education in remote parts of the country.
It will be launched on Friday as part of the second anniversary of the National Education Policy-2020.
The UGC has tied up with the Ministry of Electronics and Information Technology (MeitY) to integrate the e-resources with their over 7.5 lakh Common Service Centres (CSC) and Special Purpose Vehicle (SPV) Centres to offer these courses from the forthcoming academic session of 2022-23.

The CSCs aim is to provide digital access and make e-governance services available to the citizens especially those who are living in rural India at their doorstep.
Nearly 2.5 lakh CSCs and SPVs are operating in gram panchayats and more than 5 lakh CSCs/SPVs centres are functional across the country.
"The CSCs and SPVs are being managed and operated by entrepreneurs who belong to the local community and referred to as village level entrepreneurs (VLEs). VLEs operate the centres to earn their living by delivering online services. These centres have computers and internet connectivity," Kumar said.
The courses include 23,000 postgraduate courses, 137 SWAYAM MOOC courses in emerging areas and 25 non-engineering SWAYAM courses. There are no charges for accessing these on the <a href="https://www.editorji.com/india-news/ugc-new-portal-over-23-000-higher-education-courses-made-free-1659084953138">UGC portal</a>.
"All courses are free. However, for availing the services and infrastructure of CSC/ SVP, a user has to pay a fee of Rs 20 per day or Rs 500 per month to reimburse the VLEs efforts and cost of their infrastructure," said Kumar.
"This is similar to other government projects like Ayushman Bharat Yojana, PM Kisan Samman Nidhi Yojana, e-Shram, Pan Card, Pradhan Mantri Shram Yogi Maandhan Yojana (PMSYM) and many others,&rdquo; he added.

Daryaganj; United Nations University; Vocational University; ADR-Centric Juridical University; Indian Institution of Science and Engineering; Viswakarma Open University for Self-Employment and Adhyatmik Vishwavidyalaya (Spiritual University).
Uttar Pradesh has seven such universities -- Gandhi Hindi Vidyapith, National University of Electro Complex Homeopathy, Netaji Subhash Chandra Bose University (open university), Bhartiya Shiksha Parishad, according to the UGC.

The joint advisory issued by the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE) comes within a month of the higher education regulator warning Indian students planning to pursue higher studies in China, saying it does not recognise "degree courses done only in online mode without prior approval".
The advisory against travelling to China for education came after the Chinese government suspended all visas since November 2020 because of COVID-19.
"All concerned are advised not to travel to Pakistan for pursuing higher education. Any Indian national or Overseas Citizen of India who intends to take admission to any degree college or educational institution of Pakistan shall not be eligible for seeking employment or higher studies in India on the basis of such educational qualifications (in any subject) acquired in Pakistan," the advisory read.
"However, migrants and their children who have acquired higher education degrees in Pakistan and have been awarded citizenship by India would be eligible for seeking employment in India after obtaining security clearance from the Ministry of Home Affairs," it added.
According to AICTE Chairman Anil Sahasrabudhe, Indian students need to be advised to which institutions and countries they should travel for education so that they don't land up with a degree without parity with Indian regulations.
Echoing his thoughts, UGC Chairman Jagadesh Kumar said, "UGC and AICTE issue such public notices in the interest of Indian students who would like to pursue higher studies outside the country." "In the recent past, we have seen how our students had to face difficulties because they could not go back to the foreign countries to continue their studies," he said.
The UGC had issued an advisory in 2019 against studying in institutes in Pakistan-occupied Kashmir.

The Delhi University will start the registration process of the 65,000 seats for undergraduate courses at its colleges on August 2 and is likely to announce the first cut-off list between September 7 and 10, acting vice chancellor P C Joshi announced on Saturday.
The registration process for 20,000 postgraduate (PG) seats and for the Delhi University Entrance Test (DUET) courses will begin on July 26, he said.
The last date for registration of PG programmes is August 21 and for UG programmes is August 31.
"To make the admission process hassle-free, a dedicated portal for admissions will be launched soon. This will facilitate students to fill the forms, pay fee and check all details without any problem from the comfort of their home," the acting VC said.
The board exams were cancelled this year due to Covid and the Central Board of Secondary Education (CBSE) had said it will be adopting a 30:30:40 formula for evaluation of marks for class 12 students based on results of class 10, 11 and 12 respectively.&nbsp; "We have faith in the marking system of the CBSE and we will honour it. We are constantly in touch with our colleges regarding the modalities of cut-offs. A calendar regarding release of cut-off dates will also be issued soon," Rajiv Gupta, chairperson, admissions, who was also present at the press conference, said.
University's cut-off had been soaring for the past few years for UG courses. Last year, cut-offs has gone as high as 100 per cent for some colleges.&nbsp; The Lady Sri Ram College for Commerce had released its cut off-list at 100 per cent for some honours UG courses last year.
University officials present at the press conference said admission for the sports quota will be done on the basis of certificates like last year.
"We have had an intensive meeting of our education committee and have now come up with the dates for admission for this academic session," Joshi said.&nbsp; The admission process will be completely online like last year, he added.
Joshi said the registration process for MPhil and PhD will also begin on July 26 and the last date will be August 21.
"The admission to undergraduate courses will be merit-based, like previous year. There will be no change in the eligibility criteria for the candidates," he said.&nbsp; Like last year, the admission process will be completely online this year too and efforts will be made to make it smooth, he said.
The varsity has also decided that there will be no change in the registration fees for merit-based and entrance-based admissions.
The varsity said the first cut off will be released in the first week of September and academic session will begin latest by the second week of October.&nbsp; "We are hoping to release first cut-off list between September 7 and 10. Admission process is likely to be completed in September. We are anticipating the start of the new academic session from October 1 but if the process takes more time, then we are planning to start it latest by October 18 this year," Gupta said.&nbsp; Last year, the Delhi University's academic session started on October 18.
Later in the day, the varsity in a statement said centralised UG admissions will be done through one registration-cum-application form.&nbsp; "All the departments and colleges will use the same registration-cum-application form for admissions and candidates will not have to fill any other form.
"For PG programmes, candidates will be required to fill one registration form but pay separate registration fees if opting for more than one programme," the university said in the statement.
All candidates applying for M.Phil or Ph.D. programmes will have to fill a common registration form. In no case will the registration fee will be refunded, it added.
The Delhi University will also organise webinars to help candidates during the admission procedure.
"The admission branch is planning to organise webinars and upload tutorial videos to help candidates throughout the admission process. Announcement of these webinars will be published on the university website time to time.
"In addition, computer-based help desks in the form of Chat-Bots and emails will also be available 24*7 to answer queries of the candidates,&rdquo; the statement added.

What is it?
An education voucher is a [Direct Benefit Transfer scheme].&nbsp;
In other words, a voucher is a document promising the user to avail a service and pay for it using the voucher instead of money from their own pockets. In this case, a student will receive a voucher from the government which can then be used to pay the fee of the school. The school can then use the voucher and receive the amount it promises from the government. Say the fee is 800 rupees a month and the voucher is worth 500 rupees. The parents can then use this voucher, add three hundred more, and can send the child to the better school.
Why an education voucher?
Article 26 of the UN Declaration, states that parents have the primary rights over a child&rsquo;s education, and so, they should be given more control and choice over how and where the child receives her education. A [voucher] can play a really effective role here.
It provides the parent more [choice] of where they want to send their child to study. They can choose a school that is either near or far from them, a school with a different language of instruction, or simply any school they think will benefit their child.
A voucher will also motivate the school to perform better on how well they can retain its students. Public schools will have to up their level. We&rsquo;re talking about an overhaul of the current system. Since the income of the school depends on the number of vouchers they receive, they will have to provide better service and infrastructure to make sure they can attract and retain students.
It will lead to a healthy competition between schools to be better service providers because their income is not dependent on government grant or subsidy bo compete with the private schools and this will in turn, ideally raise the overall standard of education.
Private education has largely been a monopoly of the financially strong, which stops the weaker sections of the society from accessing it. Despite provisions of reservations, there is only so much of the population that can actually avail this opportunity. As such, this circle goes on and the marginalised communities are not able to get out of the rut. A voucher system will ensure that quality education is not restricted to one part of society.
Education vouchers are largely a tried and tested means of bettering the education system. Countries like Bangladesh, Philippines, Sweden have already experimented this method and to good results.
Even in our own country, it has been adopted; although at a minute level. Orissa, Andhra Pradesh, Delhi, Rajasthan and Uttarakhand, with the support of various organizations and the respective state governments, have already witnessed the benefits of applying this scheme.
It led to an increase in attendance, (10% to 20% shown in figures) since more students were motivated to go to school because they had the economic means and could choose where they wanted to study.
Further, a clear decrease was seen in child labour as more children could fund their education.
Obviously, since its inception, there have been several question marks around its effectiveness. But that does not mean that it is not a good and implementable plan. For all the questions and drawbacks that have been pointed out, there are possible solutions and answers.
1. &nbsp; &nbsp; Can parents actually judge the schools or the suitability of the school for their children?
This stems from a rather biased understanding that parents from the weaker sections of the society who are not educated themselves can judge a school properly.
What has been seen is that, whenever the parents say that the school is good; it generally is.
All the earlier mentioned examples of where vouchers have worked, support this argument.&nbsp;
2. &nbsp; &nbsp; Schools can &ldquo;skim-select&rdquo; the students who will work against social inclusion and won&rsquo;t be an equal opportunity medium for all? It might lead to selecting students from a particular social group or only picking up the ones who are more likely to perform better.
To solve this conundrum, special provisions can be made. Actions against the school for indulging in such an activity is a start.
