At least 51 civilians were killed in a Ukrainian village by a Russian missile, said Kyiv officials.

A Russian rocket blast turned a village cafe and store in eastern Ukraine into rubble Friday, killing at least 51 civilians in one of the deadliest attacks in the war in months, according to President Volodymyr Zelenskyy and other top officials in Kyiv.
Rescuers climbed over the wreckage as they searched for survivors in the remains of the only cafe in the village of Hroza. Body parts were strewn across a nearby children's playground that was severely damaged by the strike. Cellphones were collected and put in a courtyard nearby, waiting to be claimed. Occasionally, one of them rang, lighting up a shattered screen.
Around 60 people, including children, were in the cafe attending a wake when the missile hit, Ukrainian officials said.
Zelenskyy, attending a summit of about 50 European leaders in Spain to drum up support from Ukraine's allies, denounced the strike as a &ldquo;demonstrably brutal Russian crime&rdquo; and &ldquo;a completely deliberate act of terrorism.&rdquo; According to preliminary information from Kyiv, the village was hit by an Iskander missile.
White House press secretary Karine Jean-Pierre said the strike was &ldquo;horrifying,&rdquo; and said it demonstrated why the United States is doing everything it can "to help the brave people of Ukraine to fight for their freedom, to fight for their democracy.&rdquo; Hroza, which had a population of about 500 before the war, is in the northeastern Kharkiv region and was seized by Russia early in the war before being recaptured by Ukraine in September 2022. It's only 30 kilometres (19 miles) west of Kupyansk, a key focus of the Russian military effort. Zelenskyy visited the area Tuesday to meet with troops and inspect equipment supplied by the West.
Dmytro Nechvolot told The Associated Press he was looking for his 60-year-old father, who attended the wake for a soldier from Hroza who died last year but who was reburied after being identified by DNA. He kept walking up to his father's red car, which was still parked nearby, as he waited for confirmation that his father had been killed.
&ldquo;I have lost a man I looked up to, a beloved father, and an unforgettable grandfather,&rdquo; he said.
On Thursday, Zelenskyy was at a summit of the European Political Community in Granada, Spain, where he asked for more Western support, saying that &ldquo;Russian terror must be stopped.&rdquo; &ldquo;Russia needs this and similar terrorist attacks for only one thing: to make its genocidal aggression the new norm for the whole world,&rdquo; he said in a statement posted on his Telegram channel. &ldquo;Now we are talking with European leaders, in particular, about strengthening our air defence, strengthening our soldiers, giving our country protection from terror. And we will respond to the terrorists.&rdquo; &ldquo;The key for us, especially before winter, is to strengthen air defence, and there is already a basis for new agreements with partners,&rdquo; he told the group, which was formed in the wake of Russia's full-scale invasion of Ukraine in February 2022.
Heeding Zelenskyy's cry, German Chancellor Olaf Scholz said Germany will supply Ukraine with another Patriot missile air defence system as he expects Russia will again target crucial infrastructure and cities across Ukraine in the winter months.
&ldquo;This is what is now needed the most,&ldquo; Scholz said after meeting Zelenskyy, according to the German news agency dpa.
Last winter, Russia targeted Ukraine's energy system and other vital infrastructure in a steady barrage of missile and drone attacks, triggering continuous power outages across the country. Ukraine's power system has shown a high degree of resilience and flexibility, but there have been concerns that Russia will again ramp up its strikes on power facilities as winter draws nearer.
Zelenskyy noted that the Granada summit will also focus on &ldquo;joint work for global food security and protection of freedom of navigation&rdquo; in the Black Sea, where the Russian military has targeted Ukrainian ports after Moscow's withdrawal from a U.N.-sponsored grain deal designed to ensure safe grain exports from the invaded country's ports.
The U.K. Foreign Office cited intelligence suggesting that Russia may lay sea mines in the approach to Ukrainian ports to target civilian shipping and blame it on Ukraine.
&ldquo;Russia almost certainly wants to avoid openly sinking civilian ships, instead falsely laying blame on Ukraine for any attacks against civilian vessels in the Black Sea,&rdquo; it said, adding that the U.K. was working with Ukraine to help improve the safety of shipping.
Speaking in Granada, Zelenskyy emphasised the need to preserve European unity in the face of Russian disinformation and to remain strong amid what he described as a &ldquo;political storm&rdquo; in the United States.
Asked if he was worried that support for Ukraine could falter in the U.S. Congress, the Ukrainian president stressed that his visit to Washington last month made him confident of strong backing by both the Biden administration and Congress.
Zelenskyy called for more air defence systems, more artillery weapons and shells, and more long-range missiles and drones for Ukrainian soldiers, as well as other forms of support and security guarantees to help protect Europe from potential aggression by Moscow.
Earlier Thursday, Russia targeted Ukraine's southern regions with drones. Ukraine's air force said the country's air defences intercepted 24 out of 29 Iranian-made drones that Russia launched at the Odesa, Mykolaiv and Kirovohrad regions.
Andriy Raykovych, head of the Kirovohrad regional administration, said an infrastructure facility in the region was struck and emergency services were deployed to extinguish a fire, but there were no casualties.
In other Russian attacks in the past day, two civilians were killed by shelling in the southern city of Kherson and one died after a strike on the city of Krasnohorivka in the eastern Donetsk region. At least eight people were wounded, according to Ukraine's presidential office.
A Russian strike on a hospital in the city of Beryslav in the Kherson region ravaged the building and wounded two medical workers, according to the regional administration chief, Oleksandr Prokudin.
Ukraine, in turn, has struck back at Russia with regular drone attacks across the border.
In Russia's Kursk region that borders Ukraine, Gov. Roman Starovoit said Ukrainian drone attacks resulted in power cuts in several areas. He also said that Ukrainian forces fired artillery at the border town of Rylsk, wounding a resident and damaging several houses.&nbsp;

The Pentagon will deliver a new package of military aid to Ukraine that totals up to $325 million and will include a wide range of rockets, missiles and other munitions aimed at bolstering the counteroffensive against Russia, the State Department said Tuesday.
The aid will include missiles for what are considered critical air defence systems &mdash; the National Advanced Surface-to-Air Missile System (NASAM) and the High-Mobility Artillery Rocket System (HIMARS), as well as Stingers and Javelin missiles and more than two dozen Bradley and Stryker armoured fighting vehicles.
The aid comes as Ukraine has intensified attacks along the 1,000-kilometer front line, in the beginning stages of a counteroffensive to retake territory seized by the Russians.

Merkel's office said the former German leader received a call January 12 from someone claiming to be Poroshenko. The conversation was assisted by a German-Ukrainian interpreter from the German Foreign Ministry's language service.
In an emailed statement, the office said Merkel informed the ministry afterward about the &ldquo;impression that she gained of the caller during the call,&rdquo; but didn't elaborate on what that was.
Vladimir Kuznetsov and Alexei Stolyarov, known as Vovan and Lexus, posted on their Telegram channel what they said were excerpts from the call. The pair have previously embarrassed European politicians including French President Emmanuel Macron, Polish President Andrzej Duda and then-British Prime Minister Boris Johnson, as well as Elton John and Prince Harry, with similar hoax calls.

"During the meeting, Blinken made clear the United States will not stand for any violation of our sovereignty, and that the Chinese high-altitude surveillance balloon programme &mdash; which has intruded into the airspace of more than 40 countries across five continents &mdash; has been exposed to the world," he said.

The U.S. and other Western nations have said that Russia is not serious about negotiations to end the war, set to mark its one-year anniversary next month.
&ldquo;It is well known that we supported the proposal of the Ukrainian side to negotiate early in the special military operation and by the end of March, the two delegations agreed on the principle to settle this conflict," Lavrov said.
&ldquo;It is well known and was published openly that our American, British, and some European colleagues told Ukraine that it is too early to deal, and the arrangement which was almost agreed was never revisited by the Kyiv regime." Russia has repeatedly rejected Ukrainian and Western demands that it withdraw completely from Ukraine as a condition for any negotiations. President Joe Biden has indicated he would be willing to talk with Putin if the Russian leader demonstrated that he seriously wanted to end the invasion.
Lavrov is in Pretoria for talks with his South African counterpart Naledi Pandor as Russia pushes to strengthen ties with Africa's most developed country and a historical ally amid the ongoing conflict in Ukraine.
South Africa was seen as the most significant of several African nations to take a neutral stance on the war and refuse to condemn Russia's invasion - to the disappointment of the U.S. and other Western partners who also view South Africa as pivotal to their plans to build relationships in Africa.
Lavrov met with Pandor in the South African capital and is expected to visit other African countries on his trip. It's Lavrov's second visit to Africa in the space of six months as Russia seeks to rally support.
The war in Ukraine and its impact on Africa's 1.3 billion people, which includes rising global oil and food prices, is expected to take centre stage during Lavrov's talks with Pandor.
&ldquo;We are fully alert that conflict, wherever it exists in the world, impacts negatively on all of us, and as the developing world it impacts on us particularly as the African continent," Pandor said. &ldquo;This is why as South Africa we consistently articulate that we will always stand ready to support the peaceful resolution of conflicts in the continent and throughout the globe." South Africa continues to keep strong bonds with Russia following the Soviet Union's support for the country's current ruling party, the African National Congress, when it was a liberation movement fighting to end the apartheid system of repression against South Africa's Black majority.
That relationship is largely what led South Africa to abstain from a United Nations vote last year condemning Russia's actions in Ukraine.
Despite South Africa's expressed neutrality over Ukraine, Lavrov's visit comes days after the South African armed forces announced they would hold joint drills with the Russian and Chinese navies off its eastern coast next month.
Lavrov's visit to Africa last year was closely followed U.S. Secretary of State Antony Blinken's trip to South Africa which was seen as a U.S. bid to counter expanding Russian influence in a strategically important continent.

Who fights, volunteers, settles in a refugee camp, does her job under the sound of a siren, holds on under the occupation&rdquo;&nbsp; The photoshoot drew the ire of many, with a lot of people questioning the timing, relevance and tonality of the photoshoot.India too, is no stranger to photoshoots that have seen a vast distance between intention and execution.The 2012 Delhi gangrape of a student continues to be a blot on the collective conscience to this day.In 2014, Mumbai-based fashion photographer Raj Shetye released his photo series The Wrong Turn which depicted a lone Indian woman surrounded by men on a bus, fending off their advances. Many were also disappointed that no statement was issued by the actor or Filmfare about the pictures. A Ukrainian musician has reportedly been killed by Russian soldiers in the Moscow-controlled region of Kherson.&nbsp;
Ukraine's culture ministry in a Facebook post on October 16 claimed that Russian soldiers shot dead the musician at his house for refusing to participate in a concert in the Kherson.
The statement read that Yuriy Kerpatenko denied to take part in the concert because it was aimed at demonstrating 'betterment of peaceful life' in the Russia-controlled Kherson. The regional authorities have ordered a claiming violations of&nbsp; war customs.&nbsp; The musician had "categorically refused to cooperate with occupants" in the October 1 concert, that cost him his life, as per a report in The Guardian. Kerpatenko had been part of anti-Russia rhetoric including defiant messages on his Facebook page until May this year.

The Ukraine defence ministry published images of soldier Mykhailo Dianov who was recently released from captivity showing stark contrasts between his time as a trooper and his time in captivity. 
Along with the images, Ukraine also accused Russia of not adhering to the Geneva Conventions. The ministry went on to add that Russia's treatment of Prisoners of War is how it continues the legacy of nazism. Dianov, according to Ukraine, is one of the 'fortunate ones' to have survived Russian captivity, 'in contrast with some of his fellow POWs'. 
In the released images, Dianov appears frail with bruises on his arms and a hollow face. 
While in the image captured in May, the soldier is seen smiling as he dons the military uniform. 
Advisor to the Ukrainian foreign ministry, Anton Gerashchenko, said that he was missing four centimetres of bone in one arm. 
"Treatment and rehabilitation will take a long time now (and more pain)," he added. "That's all we need to know about captivity."
Mykhailo's sister Alona Lavrushko reportedly told the media that her brother is currently admitted to the Kyiv Military Hospital where he remains in a serious condition and will require long-term treatment. 
"The doctor in the military hospital has taken a look at him. They're not going to operate on him just yet; he needs to gain some weight first. That's the main thing because he can't be operated on in his condition. It could be dangerous for his health. So he has to recover now and gain strength. His physical condition is serious, of course," she added. 
Dianov, reports Telegraph, was detained earlier this year while fighting to defend the Azovstal steel plant in Mariupol. He was one of over 200 soldiers released from captivity last week.

With the Football World Cup only a couple of months away, footballer & Polish national team captain Robert Lewandowski pledged his support to Ukraine against the Russian invasion of their neighbours.
Lewandowski, who met Ukrainian legend Andriy Shevchenko in Warsaw, was gifted a captain's armband bearing the blue-yellow flag colours. 
The 2-time FIFA World Player of the Year will take the armband to the marquee event in Qatar in November.
“It will be an honor for me to carry this captain's armband in the colors of Ukraine to the World Cup," Lewandowski wrote on his Instagram account.
This is not the first time Lewandowski has come out in support of the war-torn nation. Earlier in the year, it was Lewandowski's public stance that led to the boycott of Russia in a World Cup qualification playoffs semifinal scheduled in Warsaw on March 24.

In a setback to thousands of undergraduate medical Indian students who were studying in Ukraine but had to return to the country in view of the war with Russia, the Centre on Thursday told the Supreme Court that they cannot be accommodated in medical colleges here for lack of provisions under the law, news agency PTI reported on Thursday. 
In an affidavit, the Centre said that till now, no permission has been given by the National Medical Commission (NMC) to transfer or accommodate any foreign medical students in any Indian medical institute/University.
The government filed its response in a batch of petitions filed by students, who are undergraduate medical students of first to fourth-year batches in their respective foreign medical colleges/universities, who are primarily seeking transfer to medical colleges in India in their respective semesters.
"It is humbly submitted that in so far as such students are concerned, there are no such provisions either under the Indian Medical Council Act, 1956 or the National Medical Commission Act, 2019 as well as the Regulations to accommodate or transfer medical students from any foreign medical institutes/colleges to Indian medical colleges", the government said.
It, however, said that to aid and assist such returnee students who could not complete their MBBS courses in Ukraine, NMC in consultation with the Ministry of External Affairs (MEA) has issued a Public Notice dated September 6, 2022, indicating that NMC would accept completion of their remaining courses in other countries (with the approval of parent university/Institution in Ukraine).
The government said that after such completion of their remaining courses, the certificate, of course, completion/degree is expected to be issued by the parent institutions in Ukraine.

Meeting with NATO Secretary-General Jens Stoltenberg at the opening of the alliance's annual leaders' summit in Madrid, Biden said “NATO is strong and united" and that steps to be taken during the gathering will “further augment our collective strength.” The White House said Biden's commitments mean the U.S. will maintain a presence of 100,000 troops in Europe, up 20,000 from the levels before the Ukraine war began, for the “foreseeable future.” Biden opened his participation in the summit by announcing the permanent basing of a U.S. military garrison in Poland.
He also said the U.S. is sending two additional F-35 fighter jet squadrons to the UK and will send more air defense and other capabilities to Germany and Italy.
“Today I'm announcing the United States will enhance our force posture in Europe and respond to the changing security environment as well as strengthening our collective security,” he said.
Stoltenberg, who earlier Wednesday said the alliance was facing its biggest challenge since World War II because of Russia's aggression toward Ukraine, welcomed Biden's announcement.
“This really demonstrates your decisive leadership and strength in the trans-Atlantic bond,” Stoltenberg said, thanking Biden for the "unwavering support from you and from the United States to Ukraine.” Biden said the U.S. will permanently station the U.S. Army V Corps forward command in Poland , a move that he said would strengthen US-NATO interoperability across the alliance's eastern flank.
The move marks the first permanent basing of U.S. forces on NATO's eastern edge. Biden added that the U.S. is also stepping up its rotational deployments of troops to Romania and the Baltic region.

India has banned wheat exports with immediate effect as part of measures to control rising domestic prices, according to official notification.
"The export policy of wheat … is prohibited with immediate effect…," the DGFT said in a notification dated May 13.
It also clarified that wheat exports will be allowed on the basis of permission granted by the Government of India to other countries to meet their food security needs and based on the request of their governments.
India is the second largest producer of wheat globally and pressures on prices have surged with the top producer Ukraine being hit by war. Ukraine produces about a fifth of the world's high grade wheat and 7% of all wheat. 
Many countries had already approached India for wheat imports, including Turkey, Egypt, Israel, Oman, Nigeria and South Africa.
But domestically the price rise pressure on basic stables such as atta, bread and even biscuits is showing up. Wheat flour or Atta, the most commonly used food item in Indian kitchens, has seen rates reach a decade high. All India's monthly average retail price of wheat flour stood at Rs 32.38 per kg in April, the highest since January 2010.
