Local authorities reported multiple explosions in the southern city of Odesa and Kyiv regional authorities said air defence systems were operating.

Russia launched a large-scale attack on Ukraine's energy facilities on Friday morning, Ukrainian Energy Minister German Galushchenko said.
"The enemy continues its terror. Once again, the energy sector across Ukraine is under massive attack," Galushchenko wrote in a post on Facebook.
Ukraine's energy system has already suffered 11 Russian attack waves this year, which have caused widespread damage and lengthy power cuts all over the country.
Friday's attack prompted additional restrictions on power usage for consumers, according to the national grid operator Ukrenergo.
All of Ukraine was under air raid alarms.
Local authorities reported multiple explosions in the southern city of Odesa and Kyiv regional authorities said air defence systems were operating.
Foreign Minister Andrii Sybiha called on partners to deliver more air defence systems urgently.
"Russia aims to deprive us of energy. Instead, we must deprive it of the means of terror. I reiterate my call for the urgent delivery of 20 NASAMS, HAWK, or IRIS-T air defense systems," Sybiha wrote in a post on X.

India on Sunday refrained from associating itself with any communique emerging from a Ukraine summit for peace hosted by Switzerland and asserted that it will remain engaged with all stakeholders to facilitate a peaceful resolution to the Ukraine conflict.
Pavan Kapoor, Secretary(West) in the Ministry of External Affairs, represented India at the Summit on Peace in Ukraine that was held at a resort near Lucerne in Switzerland on June 15 and 16.
The summit concluded with dozens of countries throwing their support to Ukraine's "territorial integrity" and calling for talks among all parties to find a lasting solution to the conflict.
"The Indian delegation attended the Opening and Closing Plenary Sessions of the Summit. India did not associate itself with any communique/document emerging from this Summit," the Ministry of External Affairs (MEA) said.
"India's participation in the Summit, as well as in the preceding NSA/Political Director-level meetings based on Ukraine's Peace Formula, was in line with our consistent approach to facilitate a lasting and peaceful resolution to the conflict through dialogue and diplomacy," it said in a statement.
The MEA said India continues to believe that such a resolution requires a sincere and practical engagement between the two parties to the conflict.
"In this regard, India will continue to remain engaged with all stakeholders as well as both the parties to contribute to all earnest efforts to bring about an early and abiding peace," it said.
PTI reported on Friday that senior diplomat Kapoor will represent India at the summit.&nbsp;

The video spread quickly online and sparked outrage from Ukrainian officials. The Kremlin called the footage &ldquo;horrible&rdquo; but said it needed to be verified.
The Associated Press was not able to verify the authenticity of the video or the circumstances of where and when it was shot.
Meanwhile, a Russian defense official claimed that fighters from Russia's paramilitary Wagner group have seized three districts of Bakhmut, the embattled city that for months has been the focus of Moscow's grinding campaign in the east.
The video circulating online appears to show a man in green fatigues wearing a yellow armband, typically donned by Ukrainian fighters. He is heard screeching before another man in camouflage uses a knife to decapitate him.
A third man holds up a flak jacket apparently belonging to the man being beheaded. All three men speak in Russian.
Since Russia's forces invaded Ukraine more than a year ago, they have committed widespread abuses and alleged war crimes, according to the United Nations, rights groups and reporting by The Associated Press.

Speaking to a mother of a Russian serviceman who was killed in the Mykolaiv region, Putin said that her son's life was meaningful.

Russian President Vladimir Putin on Friday met with mothers of Russian soldiers fighting in Ukraine and claimed that Ukrainian servicemen who refuse to go fighting are shot in front of the ranks.
"They (Ukrainian commanders) pay no regard to losses at all. And those who behave incorrectly, as they believe, are shot in front of the ranks. Our guys saw it with their own eyes," Putin said adding that five Ukrainian soldiers who left their positions were executed recently.
Speaking to a mother of a Russian serviceman who was killed in the Mykolaiv region, Putin said that her son's life was meaningful.
"We are all mortal, we are all in God's hands, and someday we will all leave this world. It's unavoidable. The question is how we lived," the Russian President said.
"Your son lived (for real). His goal has been achieved."
The meeting in the Kremlin with more than a dozen women came as uncertainty persists over whether enlistment efforts may resume in the face of recent battlefield setbacks.

India abstains from UN resolution seeking damages from Russia for attacking Ukraine

Those voting against the resolution were Belarus, China, Cuba, North Korea, Iran, Russia and Syria.

India abstained in the UN General Assembly on a draft resolution calling for Russia to be held accountable for violations of international law by its invasion of Ukraine and requiring Moscow to pay reparations to Kyiv for damages, loss and injury resulting from the war.
The draft resolution, 'Furtherance of remedy and reparation for aggression against Ukraine', introduced by Ukraine was adopted Monday in the 193-member UN General Assembly by a recorded vote of 94 in favour, 14 against and 73 abstentions, including by India, Bangladesh, Bhutan, Brazil, Egypt, Indonesia, Israel, Nepal, Pakistan, South Africa and Sri Lanka.
Those voting against the resolution were Belarus, China, Cuba, North Korea, Iran, Russia and Syria.
India, in its explanation of vote after the draft was adopted, questioned whether a reparation process would contribute towards efforts at resolving the conflict and cautioned against precedents being set through such resolutions.
"We need to objectively consider whether a reparation process through a vote in the General Assembly would contribute to efforts at a resolution of the conflict. Moreover, the legal validity of such a process by a General Assembly resolution remains unclear," India's Permanent Representative at the UN Ambassador Ruchira Kamboj said.
She said "we must, therefore, not create mechanisms or set precedents, without adequate international legal vetting, that have implications for the future functioning of the UN and the international economic system. We need to avoid steps which preclude or endanger the possibility of dialogue and negotiations and from bringing this protracted conflict to an early end." Reiterating Prime Minister Narendra Modi's assertion to Russian President Vladimir Putin that "this is not an era of war", Kamboj said "with this firm resolve to strive for a peaceful solution through dialogue and diplomacy, India has decided to abstain on the resolution." India has mostly abstained on resolutions related to the Russia-Ukraine war in the UN, including in the Security Council, General Assembly and the Human Rights Council.
Kamboj stressed that India's approach to the Ukraine conflict will continue to be people-centric. India is providing both humanitarian assistance to Ukraine and economic support to some of its neighbours in the Global South under economic distress, even as they stare at the escalating costs of food, of fuel and of fertilizers &ndash; which has been a consequential fall out of the ongoing conflict.

The resolution, co-sponsored by nearly 50 nations, recognized that Russia "must be held to account for any violations of international law in or against Ukraine, including its aggression in violation of the Charter of the United Nations, as well as any violations of international humanitarian law and international human rights law, and that it must bear the legal consequences of all of its internationally wrongful acts, including making reparation for the injury, including any damage, caused by such acts." It recognized the need for establishment, in cooperation with Ukraine, of an international mechanism for reparation for damage, loss or injury, and arising from the "internationally wrongful acts of the Russian Federation in or against Ukraine." It recommended that UN Member States, in cooperation with Ukraine, create an international register of damage to serve as a record, in documentary form, of evidence and claims information on damage, loss or injury to all natural and legal persons concerned, as well as the State of Ukraine, caused by internationally wrongful acts of the Russian Federation in or against Ukraine.
Kamboj said India continues to remain concerned over the situation in Ukraine. The conflict has resulted in the loss of lives and misery for its people, particularly for the women, children and elderly, with millions becoming homeless and forced to take shelter in neighbouring countries she said and termed reports of attacks on civilians and civilian infrastructure are "deeply worrying." "International principles and jurisprudence vest responsibility on parties to the conflict to ensure that civilians and civilian infrastructure are not targeted in situations of armed conflicts," she said.
Kamboj reiterated that India has consistently advocated that no solution can ever be arrived at the cost of human lives. "Escalation of hostilities and violence is in no one's interest. We have urged that all efforts be made for an immediate cessation of hostilities and an urgent return to the path of dialogue and diplomacy," she said.
Kamboj emphasized that dialogue is the only answer to settling differences and disputes, however daunting that may appear at this moment. "The path to peace requires us to keep all channels of diplomacy open," she said.
She noted that it is unfortunate that as the trajectory of the Ukrainian conflict unfolds, the entire global south has suffered a substantial collateral damage. "It is thus critical that the voice of the global south be heard, and their legitimate concerns be duly addressed." The resolution expressed grave concern at the loss of life, civilian displacement, destruction of infrastructure and natural resources, loss of public and private property, and economic calamity caused by Russia's aggression against Ukraine.
Ukraine's UN Ambassador Sergiy Kyslytsya said "today, Russia, who claims to be the successor of the 20th century's tyranny, is doing everything it can to avoid paying the price for its own war and occupation, trying to escape accountability for the crimes it is committing.
"Russia will fail, just like it is failing on the battlefield. We have indeed seen all this before. There's nothing new under the sun," he said.
The Ukrainian Ambassador said Russia has demolished almost half of Ukraine&rsquo;s power grid and utilities in the past month alone, leaving millions of Ukrainians without power, running water and heating on the eve of winter.
"Millions of Ukrainians have been forced to leave their homes and seek shelter elsewhere. Ukraine will have the daunting task of rebuilding the country and recovering from this war. But that recovery will never be complete without a sense of justice for the victims of the Russian war. It is time to hold Russia accountable." Russia's Permanent Representative to the UN Ambassador Vassily Nebenzia said if the resolution comes to be adopted, "it will entail systemic consequences for the UN activities." "It is obvious that the initiative is flawed. From the legal perspective, the provisions of the draft cannot stand up to any criticism. They are legally void &ndash; nothing more than an attempt to legalize what cannot be legalized in terms of effective international law. The co-sponsors must realize that adoption of such a resolution would trigger consequences that may boomerang against themselves," the Russian envoy said.

Ukrainian President Volodymyr Zelensky declared Kherson "ours" after Russia withdrew troops from the city, which the US hailed Saturday as an "extraordinary victory".
"As of now, our defenders are on the outskirts of the city. But special units are already in the city," Zelensky wrote on Telegram, posting footage in which Ukrainian troops appeared to gather with residents.
"We see children running to meet us and greeting us," said Andriy Zholob, the commander of a medical unit currently about 50 kilometres (30 miles) from Kherson.
"We see attractive, smiling faces, flowers, embroidered towels which we display on our vehicles," he added.
Ukraine's parliament published a video of the national anthem being played in a central Kherson square as a small crowd of people, huddled around a bonfire in the dark of night, sang along before the camera zoomed in on a Ukrainian flag flying from a government building.
"The Ukrainian anthem in the center of Kherson," said the caption to the video, published on social media.

In nearby Mykolaiv province, which Russians have failed to capture but have subjected to months of attacks, governor Vitaliy Kim said the entire region, save for the Kinburn cape in the south, was returned to Ukrainian control.
"Now it's official: the entire Mykolaiv region (except Kinburn) has been liberated," Kim wrote on Telegram.
The US hailed Ukraine's "extraordinary victory" in recapturing Kherson from the Russians on Saturday.
"It's a big moment and it's due to the incredible tenacity and skill of the Ukrainians, backed by the relentless and united support of the United States and our allies," US National Security Advisor Jake Sullivan said while travelling to Cambodia with President Joe Biden for a regional summit.

Russia&rsquo;s invasion of Ukraine has triggered a major conflict between two European countries, and caused Europe&rsquo;s worst refugee crisis in the 21st century. While conflict continues on the ground between Russian and Ukrainian forces, this war is also notable for being fought on the digital frontier. It&rsquo;s been called the first TikTok war, or World Cyberwar I.
From misinformation campaigns on social media, to hackers trying to crack the security of government accounts and websites, for this war, the battlefield is also online.
<h2>Misinformation campaigns</h2>
Both sides in the war have been using social media to rally support and spread both information and misinformation. Apps like Telegram have become a virtual battleground, where official sources directly communicate their side of the war efforts to interested users.
Ukraine has used the internet to rally public opinion in its favour, and ask for support. Videos of President Volodymyr <a href="https://www.editorji.com/story/ukrainian-president-volodymyr-zelenskyy-vows-justice-as-russian-war-crimes-come-to-fore-1649159346469">Zelenskyy</a> walking around in devastated cities, and statements emphasising his willingness to stay and fight, have been widely shared by users across the globe.
Ukraine has also been able to crowdsource a &lsquo;virtual army&rsquo; to fight the information war. Mykhailo Fedorov, Ukraine&rsquo;s minister for digital transformation, has openly called for people with &lsquo;digital talents&rsquo; to join a Telegram group, where they will be given tasks to continue the fight on the cyber front. In March, he told TIME magazine that the global IT army was 3 lakh people strong.
Russia has had a more difficult time with social media campaigning, partly because mainstream western public opinion is very pro-Ukraine, and partly because websites like Facebook, Twitter, and YouTube have taken steps to remove Russian misinformation campaigns and restrict Russian news sources.
Russia has retaliated by blocking access to many of these networks, and encouraging citizens to turn to pro-Kremlin channels on Telegram to get their information.
Russia has also worked to control the perception of the war within its own borders. According to website Politico, the general perception of the Ukraine war on Russian state-owned media is very different from what global audiences have seen. Local news agencies and state-owned media have pushed claims that Ukraine started the conflict, or that America was helping develop bioweapons in Ukraine.
Platforms are also having a difficult time keeping up with the misinformation. According to Rene&eacute; DiResta, researcher at Stanford Internet Observatory, TikTok is having a difficult time moderating misinformation on its platform, which continues to run rampant. An investigation by NewsGuard found that new TikTok users were shown misinformation about the war within 40 minutes of creating a new account.

<h2>Hackers</h2>
While social media is one virtual battlefront, hackers from both sides have also been busy at work trying to disrupt war efforts.
Ukraine's State Service of Special Communication and Information Protection, has said that cyber attacks on the country&rsquo;s critical internet infrastructure have risen by 400% since the invasion. Targets have included state and local authorities, the security and defence sector, financial companies, satellite telecommunications, and the energy sector. Russia-backed hackers recently hacked into a number of Ukrainian military accounts on Facebook, and then posted videos urging the Ukrainian army to surrender.
Pro-Ukraine hackers have also been conducting attacks of their own. A video uploaded on February 27 to a YouTube channel that claims to represent hacking group Anonymous, declares war on Russia, promising to disrupt services in the country. I should point out here that there&rsquo;s no official group known as Anonymous, and different groups of hackers keep using the name.
Since then, many Russian companies and institutions have been hit by hacks that leaked sensitive data. Hundreds of gigabytes of data were leaked from a Belarusian weapons manufacturer, Russia&rsquo;s Space Research Institute, and the country&rsquo;s primary censorship agency.
The aforementioned Ukrainian IT Army has also been carrying out DDoS attacks, which disrupt services, on targets like Russian gas, oil, and infrastructure companies, the Moscow Stock Exchange, and the Kremlin&rsquo;s official website.

Although the term World Cyberwar 1 is very dramatic, there is a distinct 21st century tinge to the current war in Ukraine. Along with fighting on the ground, the war also continues online, with new forms of conflict the world has never seen at this scale. Given the fog of war, and the secretive nature of cybersecurity, we will undoubtedly learn more about cyberwarfare efforts on both sides in times to come.

"Children are bearing the heaviest burden of the economic crisis caused by the war in Ukraine," UNICEF said.
The conflict "and rising inflation have driven an additional four million children across eastern Europe and Central Asia into poverty, a 19 percent increase since 2021", it said.
UNICEF drew its conclusions from a study of data from 22 countries.
Russian and Ukrainian children have been most affected since Moscow's attack on its neighbour in February.
"Russia accounts for nearly three-quarters of the total increase in the number of children living in poverty due to the Ukraine war and a cost-of-living crisis across the region, with an additional 2.8 million children now living in households below the poverty line," UNICEF found.
The blow to Russia's economy from Western sanctions combined with its large population to produce the outsize effect.

Romania followed closely behind, with a further 110,000 children in poverty.

"If we don't support these children and families now, the steep rise in child poverty will almost certainly result in lost lives, lost learning, and lost futures."
The poorer a family is, the greater the proportion of its income it must spend on food and fuel, leaving less for children's healthcare and education, the agency explained.
They are also "more at risk of violence, exploitation and abuse".
This could well translate into an additional 4,500 children dying before their first birthdays, and an additional 117,000 children dropping out of school this year alone, UNICEF said. The KARGU is a small, portable, rotary-wing kamikaze drone, programmed with artificial intelligence, and machine learning algorithms.

The same year, 11 guiding principles on AI weapons were adopted. In 2021, a UN meeting took place to set the agenda for regulation of such arms.
However, an international treaty to prohibit or impose strict controls on autonomous weapons is unlikely. This is because major powers like the United States of America, Russia, Australia, Israel, and South Korea are reportedly against a new pact. But it is not impossible. After all, countries have come together in the past to ban or control widely-used weapons.
In 1970, the Non-Proliferation Treaty came into effect to prevent the spread of nuclear arms. Also, a 2017 treaty bans nuclear weapons, but it is considered toothless since the US and other powers are not party to it. Cluster munitions are banned under the 2008 Oslo Convention. These are bombs which disperse submunitions like grenades, and mines over a large area. The 1997 Ottawa Convention bans anti-personnel landmines. It prohibits the use, stockpiling, production, and transfer of mines.
For now, the 11 guiding principles adopted at the 2019 UN meeting seem to govern the use of autonomous weapons.
The principles say that international humanitarian law applies fully to all weapons, including autonomous systems. Human responsibility must be retained for decisions on weapon usage. Human-machine interaction must ensure compliance with law. Accountability must be ensured, including through a human command-and-control chain. Countries must determine whether new weapon systems violate international law. Countries must consider the risk of weapon acquisition by terrorists, and the threat of proliferation of such systems. Risk assessment, and mitigation measures be part of the design, and use of these arms. Consideration must be given to compliance with all legal obligations. In crafting policies, autonomous arms should not be anthropomorphised. Meanwhile, UN discussions should not hamper the peaceful use of such technology. The final principle says that the UN Convention on Certain Conventional Weapons, or CCW, has an appropriate framework for AI weapons.
Given human nature, our propensity for conflict, and the potential of technology to be destructive, countries are painting a grim future if they give priority to short-term military gains, and fail to control the rise of killer robots.

However, the jet might not impress the Indian Air Force as one of its MiG-21s shot down a Pakistani F-16 in 2019.
Next is the Sukhoi Su-35. Russia might offer discounts to India as it struggles with Western sanctions over the Ukraine war. However, the Su-35 is an air superiority fighter, and not a multirole aircraft as India wants. Multirole jets are less powerful but can also do ground attacks. However, technology transfer as part of the deal might help upgrade India's existing Su-30 fleet.

UNICEF Regional Director for Europe and Central Asia, Afshan Khan, said that nearly two thirds of Ukraine's children are displaced, adding that “the numbers are staggering and they bear repeating.”
Khan briefed the reporters on 14 Jun in New York on her last week’s visit to Ukraine, where she met with children and families affected by the war.
She said, “the use of explosive weapons in populated areas and attacks on civilian infrastructure clearly must stop. It's killing and maiming children and preventing them from returning to any sense of normal life in their towns and their cities and in their homes.”Khan added that she has seen a number of children, even young children, “severely traumatized by what they've witnessed.”
The UNICEF Regional Director also said, “I think when the escalation of the conflict, there's severe issues to deal with the protection of children and families. And while to date inside Ukraine, UNICEF has reached over two million people with health supplies and access to safe drinking water.” She continued, “more than 600,000 children and caregivers have received mental health and psychosocial support, and more than 180,000 children have been engaged in formal and community-based learning. The needs are exorbitant and huge.”
Khan added, “we have partners on both sides of the contact line who worked to reach children with critical information and lifesaving supplies and services. And we've activated rapid response missions in the east of the country, closest to the line of contact and the fighting and as a result we've been able to date to assist 100 families in shelters closest to the frontline and in the hardest to reach locations.”
She also said, “the new school year begins in September. And while we don't have verified figures for the exact number of damaged schools in the country, the figure is likely to be in the thousands.” Khan explained, “first of all, because we've seen shelling and attacks against schools, but secondly, because it's often a source for many internally displaced people to seek shelter in those schools.”
She reiterated that “repairing schools will be a priority for UNICEF and the government,” so children can return early in September to “some form of safe blended learning.
And really we see this not just for the learning opportunities, but also for the psychosocial support that's needed for children, with peers, teachers and some sense of return to normalcy.”The UNICEF Regional Director continued to call for “an immediate ceasefire in Ukraine to protect all children from harm.”
She said, “We recognize that every day that this war is continuing, its increasing the long lasting devastating impact on children in Ukraine, in the region and across the world.”Khan said, “ultimately, we see that all we can do right now is provide temporary respite.
But what is really needed is a cessation of the hostilities and peaceful return for children to be able to get back to some sense of normalcy. Where right now their futures have been shattered.”

In yet another blow for Moscow, a Russian general has been killed in eastern Ukraine. The report published by state television reporter Alexander Sladkov on Telegram, however, did not say where and when Major General Roman Kutuzov was killed.
Russian forces have intensified fighting around the town of Sievierodonetsk in eastern Donbas region which is Moscow's current target. 
Russian defence ministry is yet to comment on the reported casualty.
Russia's last updated figures of casualties sustained were released last on March 25, a month since the start of its military campaign.

According to British broadcaster Sky News the Soviet era multiple rocket launcher that was built in the 1960s can fire 40 122mm missiles at a target 20 kilometres (12.4 miles) away in under 20 seconds.
They can cause huge destruction over a wide area and both sides have been criticised by human rights groups for the use of similar weapons.
Also one soldier, among those near Izyum, showed Sky News a Next Generation Light Anti-tank Weapon (NLAW) he said came from Britain.
They are able to destroy tanks in a single shot, but only at a short range.
Ukraine's President Volodymr Zelenskyy has consistently demanded more weapons from foreign countries, including longer range weapons, to support their efforts against Russia.
Getting a full picture of the unfolding battle in the east has been difficult because airstrikes and artillery barrages have made it extremely dangerous for reporters to move around.
Both Ukraine and the Moscow-backed rebels fighting in the east also have introduced tight restrictions on reporting from the combat zone.

Reports say that the man was dismissed by Zelenskyy for 'not working to defend the city from the first days of the full-scale war, but thinking only of himself', while others were engaged in 'effective' selfless service. 
The incident took place when Zelenskyy made his first trip to the war-torn east of the country since Moscow's invasion.
Zelenskyy announced the firing of the security chief but did not name the official. Ukrainian media reports have identified his as Roman Dudin, the head of Kharkiv region's SBU security service.
