India's Supreme Court recommended a shift from free ration distribution to employment generation, urging a sustainable welfare approach.

The Supreme Court on Monday (December 9) called on the Centre to shift its focus from providing free ration under the Food Security Act to generating employment opportunities for the poor. The court emphasized that while free ration benefits millions, creating jobs would provide a sustainable solution to poverty.
The bench expressed concern that the widespread distribution of free rations could lead states to issue ration cards indiscriminately, knowing the financial burden falls on the Centre. &ldquo;If states were required to bear the cost of free ration, many would claim financial constraints,&rdquo; the court observed, underscoring the need to address this dependency.
The Centre&rsquo;s Solicitor General, Tushar Mehta, informed the court that under the National Food Security Act (2013), the government provides essential commodities, including wheat and rice, to 80 crore people. However, petitioner Advocate Prashant Bhushan argued that despite this effort, around 2 to 3 crore eligible individuals remain excluded from the scheme.
The hearing was part of a case addressing the challenges faced by migrant workers. The court had earlier directed states and Union Territories to issue ration cards to all eligible beneficiaries under the Food Security Act by November 19, 2024.
During the proceedings, a heated exchange occurred between SG Mehta and Bhushan. Mehta accused Bhushan of attempting to dictate government policy, while Bhushan countered by referencing previous allegations against Mehta, which he claimed had tarnished the Solicitor General&rsquo;s image.
The court has deferred the matter to January 8, 2025, for further consideration.

The unemployment rate for persons aged 15 years and above in urban areas declined to 6.8 per cent during January-March 2023 from 8.2 per cent a year ago, the National Sample Survey Survey (NSSO) showed.
Joblessness or unemployment rate is defined as the percentage of unemployed persons in the labour force.
Joblessness was high in January-March 2022, mainly due to the staggering impact of Covid-related restrictions in the country.
The unemployment rate in July-September 2022 and October-December 2022 was 7.2 per cent only. It was 7.6 per cent in April-June 2022.
The unemployment rate (UR) for persons aged 15 years and above in April-June 2022 was 7.6 per cent in urban areas, the 18th Periodic Labour Force Survey (PLFS) showed.
In January-March 2022, the unemployment rate was 8.2 per cent.
It also showed that the unemployment rate among females (aged 15 years and above) in urban areas declined to 9.2 per cent in January-March 2023 from 10.1 per cent in the same quarter a year ago. It was 9.6 per cent in October-December 2022, 9.4 per cent in July-September 2022 and 9.5 per cent in April-June 2022.
Among males, the unemployment rate in urban areas dipped to six per cent in January-March 2023 compared to 7.7 per cent in the same quarter a year ago. It was 6.5 per cent in October-December 2022, 6.6 per cent in July-September 2022 and 7.1 per cent in April-June 2022.
Labour force participation rate in CWS (Current Weekly Status) in urban areas for persons aged 15 years and above increased to 48.5 per cent in the January-March quarter of 2023, from 47.3 per cent in the same period a year ago. It was 48.2 per cent in October-December 2022, 47.9 per cent in July-September 2022 and 47.5 per cent in April-June 2022.
Labour force refers to the part of the population, which supplies or offers to supply labour for pursuing economic activities for the production of goods and services and, therefore, includes both employed and unemployed persons.
NSSO launched PLFS in April 2017. On the basis of PLFS, a quarterly bulletin is brought out giving estimates of labour force indicators namely unemployment rate, Worker Population Ratio (WPR), Labour Force Participation Rate (LFPR), distribution of workers by broad status in employment and industry of work in CWS.
The estimates of unemployed persons in CWS give an average picture of unemployment in a short span of seven days during the survey period. In the CWS approach, a person is considered unemployed if he/she did not work even for one hour on any day during the week but sought or was available for work at least for one hour on any day during the period.
Labour force, according to CWS, is the number of persons either employed or unemployed on average in a week preceding the date of the survey. LFPR is defined as the percentage of the population in the labour force.
The WPR (in per cent) in CWS in urban areas for persons aged 15 years and above stood at 45.2 per cent in January-March 2023, up from 43.4 per cent in the same period a year ago. It was 44.7 per cent in October-December 2022, 44.5 per cent in July-September 2022 and 43.9 per cent in April-June, 2022.
The present quarterly bulletin is the eighteenth in the series for the quarter January-March 2023.&nbsp;

Nearly 2.83 lakh educated and "semi-educated" youths are registered for jobs with various employment exchanges across Gujarat, the state government told the Legislative Assembly on Thursday.
While 2,70,922 lakh youths are in the 'educated' category, 12,218 youngsters fall in the 'semi-educated' group, Gujarat Labour, Skill Development and Employment Minister Balwantsinh Rajput stated in written replies during Question Hour.
He was responding to a set of questions raised by Congress MLAs on the unemployment scenario in the state. The Opposition MLAs had also sought to know how many youths were given government as well as private jobs during the last two years (2021 and 2022).
As per the figures shared by the minister, the highest number of unemployed youths, 26,507, were registered in Vadodara district, followed by Ahmedabad (17,896), Anand (18,525), Mahisagar (13,531) and Panchmahal (12,289).
Responding to sub-questions about jobs given during the last two years, Rajput stated that 4.70 lakh persons were given private jobs through employment exchanges.
The data did not reflect government jobs as the recruitment process for such posts were not conducted through employment exchanges, he said.
Rajput further informed the House that nearly 1.5 lakh youths were given government jobs during the last five years.
It is a matter of pride that Gujarat's rate of unemployment was just 2.2 per cent as against the national average of 4.4 per cent, said the minister.

Is four-day working week a red flag that we are ignoring and thinking that aww! Gosh, it's just too good to be true. Sorry, to break your heart but there are a few reasons, why it won't work.
Recently, the four-day working week pilot program is taking place in the Ireland, UK, US, Canada, and Australia. In this, the employees will have to follow the 100:80:100 model, where they will get 100 per cent of the pay for 80 per cent of their time and in exchange, they have to give 100 per cent productivity.
The purpose of this scheme is to benefit everyone by improving the work-life balance and increasing the happiness level. It will also focus on reducing unemployment.
However, there have been arguments that this scheme won't work! Here are a few reasons why:
<h3>1. Demand= Supply and that will lead to the productivity problem</h3>
With four-day working week, there comes the problem of maximum productivity in fewer hours. And, in this case, to maintain the productivity level, the employees would need to increase the output per hour. And to make people give their best output in fewer hours, a toxic work culture may persist where draconian work-floor practices may come into force.

The scheme to maintain the work-life balance and increase the happiness level might just be the honeymoon period, which might look sweet and all nice initially but in the long run, people might end up asking for their previous level of happiness.

The people who will suffer the most due to the four-day working week will be the older workers as they will be expected to give the maximum output in less time. Four-day week may also lead to pay inequality of sorts. People who are already working for 4 days will continue to get a 4-day salary while people who move to a 4-day week will get a 5-day week salary
<h3>4. Surge in part-time work will lead to job insecurity</h3>
Due to the four-day working week program, the companies will need to hire more part-time workers so that the output does not drop and this will mean that there will be an increase in job insecurity and is also likely to hamper productivity.
<h3>5. Labour shortages</h3>
This factor might be good as well as bad as there will be an increased demand for labours to fill the hours so that the productivity does not stop and that will eventually lead to labour shortages.
<h3>What could be the alternative to the four-day working week?</h3>
The increase in official vacation days, bank holidays, and flexible retirement schemes will help improve productivity and increase the happiness level.&nbsp;

Congress president Mallikarjun Kharge on Wednesday attacked the government, saying the fundamentals of India are being constantly attacked and the society is being "divided by hate".
Addressing party leaders and workers at the 138th foundation day of the Congress at the AICC headquarters here, he said the people of the country are being hit by price rise and unemployment but the government is not bothered.
He also said that India progressed due to Congress' approach of inclusion and taking everyone along.
India not only emerged as a successful and strong democracy but within a few decades it became a super power in economic, nuclear and strategic areas, Kharge said, adding, it is among the top nations of the world in agriculture, education, medical, IT and services sector.
"This did not happen on its own. This happened due to Congress' faith in democracy and our inclusive ideology of taking everyone along and due to our full faith in the Constitution that gives equal rights and opportunities to all," he told the gathering.
"The fundamentals of India are being constantly attacked. The society is being divided by hate, people are hit by price rise and unemployment but the government is not bothered," he charged.
Kharge also unfurled the party's flag at the AICC headquarters in the presence of former party chiefs Sonia Gandhi and Rahul Gandhi, who was again seen sporting a white T-shirt amid the winter chill, and top Congress leaders and workers.

Rajasthan Chief Minister Ashok Gehlot on Friday launched the “Indira Gandhi Urban Employment Scheme” along the lines of the MGNREGA to provide 100 days of employment a year to families in urban areas.

Rajasthan Chief Minister Ashok Gehlot on Friday launched the “Indira Gandhi Urban Employment Scheme” along the lines of the Mahatma Gandhi National Rural Employment Guarantee Act or MGNREGA to provide 100 days of employment a year to families in urban areas. 

More than 4 lakh people have applied for registration, job cards have been issued to 2.50 lakh people, said Local Self Government and Urban Development and Housing Minister Shanti Dhariwal during the launch event.&nbsp;

Rajasthan Chief Minister Ashok Gehlot on Friday launched a scheme along the lines of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) to provide 100 days of employment to families in urban areas.
Terming the Indira Gandhi Urban Employment Scheme (IGUES) historic, Gehlot said any family that wants to increase their income at a time of high inflation could apply for jobs under it.
The scheme was prepared after studying similar programmes introduced in other states, he added after launching the programme during a state-level event at Ambedkar Bhawan in Jaipur.
Ten women beneficiaries were presented job cards during the function.
Under the scheme, projects on environment protection, water conservation, heritage conservation, maintenance of gardens, removal of encroachment, illegal sign boards, hoardings and banners, and sanitation will be undertaken.
People in the 18 to 60 age group are eligible for the scheme, under which at least 50 people in each ward of urban local bodies will be given employment.
To register for it, a Janaadhar card or its registration slip is required. Registrations can be done at e-Mitra centres. The government has allocated Rs 800 crore for the scheme, which was announced by the chief minister during this year's state budget.
"We recently held a rally in Delhi against the Centre over inflation. This fight with the Centre will run parallel in public interest but here is an excellent scheme under which various type of works will be done," Gehlot said.
The chief minister said the MGNREGA was started during the UPA government at the Centre for employment in rural areas, which had a positive outcome.

"Employment opportunities were easily accessible to the rural unemployed people across the country. This also improved the standard of living," he said.
Gehlot said when the employment crisis increased during the coronavirus pandemic, the MGNREGA proved to be a boon.
"Keeping this in mind, the historic decision to start employment guarantee scheme for urban areas was announced in the budget," he said.
Rajasthan Local Self Government and Urban Development and Housing (UDH) Minister Shanti Dhariwal said nearly 40,000 people got the work on the first day. More than 4 lakh people have applied for registration, job cards have been issued to 2.50 lakh people, he said.
The chief minister also highlighted other initiatives of the state government, including the Chiranjeevi Health Insurance Scheme. The state government has made treatment free under the Chiranjeevi scheme so that the poor do not need to sell their belongings to get treatment, he said.
Gehlot said his government will give smartphones with three years of free internet connection to 1.35 crore women.
He also highlighted the state government's initiative to open Mahatma Gandhi English Medium schools to provide education to children in English medium, and a scheme to distribute free sanitary napkins to women.
The CM also talked about the problems faced by people living in slums and said the state government will regularise &ldquo;kucchi bastis&rdquo;.
He also interacted with labourers and distributed necessary tools to them.
The state-level function was held at Ambedkar Bhawan near Tunnel Chauraha in the state capital. The programme was telecast live.
Jaipur Heritage Municipal Corporation Mayor Munesh Gurjar, local MLAs Rafiq Khan and Amin Kagzi, the chairperson of the Social Welfare Board, Archana Sharma, were also present on the occasion.

A total of 3,548 people committed suicide due to unemployment in 2020, 2,851 in 2019 and 2,741 in 2018, he said replying to a written question.
Economists and Opposition politicians have accused the government of doing little to alleviate unemployment before and amid the pandemic, and castigated this year’s budget for offering nothing to the jobless and the beleaguered farmer.
Rai, in his written reply to a question on the number of suicides arising from the “unemployment and financial crisis”, told the Rajya Sabha the suicide data were provided by the National Crime Records Bureau.

Rajya Sabha MPs on Tuesday made a demand to fill over eight lakh posts lying vacant in the Central government, saying vacancies are unjustified at a time unemployment rate is high.
Raising the issue through a zero-hour mention, V Vijayasai Reddy said the government sector is overflowing with vacancies at a time there is rising unemployment.
According to official data, there are about eight lakh vacancies in the Central government, including one lakh in the armed forces and two lakh in the railways.
"The government is not notifying the vacancies and conducting examination and declaring the result," Reddy said, adding that some delays may have been caused because of examination question paper leaks and litigations in courts.
V Sivadasan (CPM) said according to data provided by various ministries, there are 1,25,555 posts vacant in armed forces, 2,65,547 in railways and 80,752 gazetted posts are lying vacant.
He sought the urgent filling of vacancies in Central government as well as public sector units.
M V Shreyams Kumar (LJD) said at a time unemployment rate touched 8 per cent in December, eight lakh posts in the central government are lying vacant.
"I urge the government to take necessary steps to fill the sanctioned posts so that the youth get employment," he said.
Alleging distortion in a tweet by the BSF, Dola Sen (TMC) said the paramilitary force's official Twitter handle had on January 26 tweeted about BSF personnel from different states but north Bengal was mentioned in the case of West Bengal.
Expressing shock and hurt, she said it is a serious issue of deep concern. "How can this type of distortion happen from the official Twitter handle of BSF?" She wanted the Central government to take action to protect dignity and constitutional right of West Bengal.
Rajya Sabha Chairman M Venkaiah Naidu hoped they will take note of it and correct it.
Tiruchi Siva (DMK) raised the issue of Indians migrating, saying 18 million people are living outside the country.
Between 2000 and 2020, India saw the largest migration with 10 million citizens leaving for other countries, he said, adding that 8.81 lakh people gave up their Indian citizenship between 2015 and 2021.
These are not the people from lower strata and unskilled labourer but are skilled personnel like scientists, researchers, doctors, IT professionals and engineers, he said. The government, Siva said, should create opportunities within the country to stop the migration of such people.
Sushil Kumar Modi of the BJP demanded levy of GST of 28 per cent - the maximum tax slab - on services provided by crypto exchanges in line with the tax rate on lottery, betting, gambling and casinos.
He said income from crypto has been charged with the highest 30 per cent tax without an exemption but there is no clarity over the levy of GST on services provided by crypto exchanges.
The government, he said, is levying 18 per cent GST only on services provided by the crypto exchanges and is treating them as financial services. "But crypto is similar to lotteries, casinos, betting, gambling, horse racing, which has 28 per cent of GST and that is also on the entire value of the transaction." Even on gold, there is a GST on the entire value. According to official data, there are about eight lakh vacancies in the Central government, including one lakh in the armed forces and two lakh in the railways.
Data provided by various ministries shows there are 1,25,555 posts vacant in armed forces, 2,65,547 in railways and 80,752 gazetted posts are lying vacant.

Raising the issue through a zero-hour mention, V Vijayasai Reddy said the government sector is overflowing with vacancies at a time there is rising unemployment.

"The government is not notifying the vacancies and conducting examination and declaring the result," Reddy said, adding that some delays may have been caused because of examination question paper leaks and litigations in courts.
