32 including India, China abstain from vote on Ukraine resolution at UNGA

India abstained in the UN General Assembly on a resolution that underscored the need to reach &ldquo;comprehensive, just and lasting peace&rdquo; in Ukraine, as New Delhi questioned whether the world was &ldquo;anywhere near a possible solution&rdquo; acceptable to both Moscow and Kyiv a year into the Ukrainian conflict.
India was among the 32 nations that abstained as the 193-member General Assembly adopted the resolution &lsquo;Principles of the Charter of the United Nations underlying a comprehensive, just and lasting peace in Ukraine&rsquo; Thursday, put forward by Ukraine and its supporters.
The resolution, which received 141 votes in favour and seven against, underscored the &ldquo;need to reach, as soon as possible, a comprehensive, just and lasting peace in Ukraine in line with the principles of the Charter of the United Nations.&rdquo;
In the Explanation of Vote after the resolution was adopted, India&rsquo;s Permanent Representative to the UN Ambassador Ruchira Kamboj said that as the General Assembly marks a year of the Ukrainian conflict, &ldquo;it is important that we ask ourselves a few pertinent questions.
&ldquo;Are we anywhere near a possible solution acceptable to both sides? Can any process that does not involve either of the two sides, ever lead to a credible and meaningful solution? Has the UN system, and particularly its principal organ, the UN Security Council, based on a 1945-world construct, not been rendered ineffective to address contemporary challenges to global peace and security?&rdquo; Kamboj said.

The "dysfunctional" system of the UN Security Council has been reflected in the "absurd" situation arising out of one of its permanent members attacking Ukraine and the global body's failure to address the crisis reinforces the urgent need for its reform, UN General Assembly President Csaba Korosi said on Monday.
In an address at a think-tank, Korosi strongly pitched for reform of the UN Security Council to reflect the changing balance of global power and economic heft of various countries and criticised the slow process that was started around 17 years back to bring the changes.

The Hungarian diplomat, who is currently serving as the President of the 77th United Nations General Assembly, commended India's call during its recent membership of the UN Security Council for peace in Ukraine and its humanitarian aid for people hit by the conflict.
Korosi said the war in Ukraine has caused untold sufferings, displacements and "unleashed" an energy and food crisis across the globe.

The UN General Assembly has postponed the decision on whether representatives of the Taliban authorities in Afghanistan and Myanmar&rsquo;s military junta can take their countries&rsquo; seats in the 193-member world body.
After the August 2021 takeover of Kabul by the Taliban, the group has sought to send its representative to the UN as an envoy.
Following the February 2021 coup in Myanmar, its military rulers have said the country&rsquo;s Ambassador to UN Kyaw Moe Tun has been dismissed and they want their representative to replace him.
Allowing both these representations at the UN General Assembly will be tantamount to a move towards international recognition of the Taliban administration and the military junta in Myanmar.

The UN Credentials Committee had before it two communications concerning the representation of Afghanistan at the 77th session of the general assembly, indicating different individuals as representatives to the current session.
The first was dated September 6 this year from the Charge d&rsquo;affaires of Afghanistan to the United Nations in New York. The second was dated September 17 in 2022 from the Ministry of Foreign Affairs of Afghanistan.
The committee also had before it two communications concerning the representation of Myanmar at the 77th session of the General Assembly, indicating different individuals as representatives to the 77th session of the assembly.
The first was dated August 19 in 2022 from the Permanent Representative of Myanmar to the United Nations in New York. The second was dated August 24 in 2022 from the Ministry of Foreign Affairs of Myanmar.
Afghanistan joined the UN on November 19 in 1946 and Myanmar has been a UN member since April 19, 1948.

Mathur said that while the UNGA is meeting to discuss the "extremely important&rdquo; topic of UN Security Council reforms, the representative of Pakistan has yet again made &ldquo;unwarranted references&rdquo; to Jammu and Kashmir.

&ldquo;Jammu and Kashmir, let me repeat once again for his benefit, remains an integral and inalienable part of India, irrespective of what the representative of Pakistan believes or covets. Earlier in the day, India&rsquo;s Permanent Representative to the UN Ambassador Ruchira Kamboj had addressed the plenary meeting, delivering a statement on behalf of the G4 nations of Brazil, Germany, India and Japan. She had asserted that the longer the Security Council reform is "stalled, the greater its deficit in representation. And representation is &ndash; an inescapable precondition for its legitimacy and effectiveness.&rdquo; The G4 nations said that the Inter-Governmental Negotiations process simply cannot be allowed to cocoon itself in perpetuity without letting the collective aspirations of the member states take a definite shape. &ldquo;We hope this year's IGN process will not be another missed opportunity,&rdquo; Kamboj had said.&nbsp;

“Having borne the brunt of cross-border terrorism for decades, India firmly advocates a ‘zero- tolerance’ approach. In our view, there is no justification for any act of terrorism, regardless of motivation. And no rhetoric, however sanctimonious, can ever cover up blood stains,” he said.
“The United Nations responds to terrorism by sanctioning its perpetrators. Those who politicise the UNSC 1267 Sanctions regime, sometimes even to the extent of defending proclaimed terrorists, do so at their own peril. Believe me, they advance neither their own interests nor indeed their reputation,” he said.
This was strong, though veiled attack against Pakistan and its all-weather ally China, which has on multiple occasions blocked bids and proposals by India and its allies to designate Pakistan-based terrorists under the 1267 sanctions regime of the UN Security Council.
"India has always espoused a cooperative, inclusive, and consultative approach to international relations. We believe that multipolarity, rebalancing, fair globalisation and reformed multilateralism cannot be kept in abeyance," he said.
This month, China has put a hold on a proposal moved at the United Nations by the US and co-supported by India to designate Lashkar-e-Taiba terrorist Sajid Mir, wanted for his involvement in the 26/11 Mumbai terrorist attacks, as a global terrorist.
Beijing put a hold on the proposal moved by the US and co-designated by India to blacklist Mir under the 1267 Al Qaeda Sanctions Committee of the UN Security Council as a global terrorist and subject him to assets freeze, travel ban and arms embargo.
Last month, China put a hold on a proposal by the US and India at the United Nations to blacklist Abdul Rauf Azhar, the brother of Jaish-e Mohammed (JEM) chief Masood Azhar and a senior leader of the Pakistan-based terror organisation.

“It is regrettable that the Prime Minister of Pakistan has chosen the platform of this august assembly to make false accusations against India,” First Secretary in the Permanent Mission of India to the UN Mijito Vinito said in the Right of Reply.
“He has done so to obfuscate misdeeds in his own country and to justify actions against India that the world considers unacceptable,” the young Indian diplomat said.
In his address, Sharif reiterated that Pakistan wants to have peace with India but added that long-lasting, enduring peace can only be “insured and guaranteed” through a just and fair solution to the issue of Kashmir under the UN Charter and Security Council resolutions.
India responded that a “polity that claims it seeks peace with its neighbours would never sponsor cross-border terrorism, nor would it shelter planners of the horrific Mumbai terrorist attack, disclosing their existence only under pressure from the international community.” Vinito said such a country would not make unjustified and untenable territorial claims against neighbours, it would not covet their lands and seek to illegally integrate them with its own.

French President Emmanuel Macron told world leaders at the UN General Assembly session that Prime Minister Narendra Modi was right when he told Russian President Vladimir Putin that this is not the time for war.
Modi, who met Putin last week on the sidelines of the 22nd meeting of the Shanghai Cooperation Organization in Uzbekistan's Samarkand, had told the Russian leader that "today's era is not of war". He has spoken to Putin several times over the phone regarding this issue and underlined the importance of democracy, diplomacy and dialogue.
"Narendra Modi, the prime minister of India was right when he said the time is not for war. It is not for revenge against the West or for opposing the West against the East. It is the collective time for our sovereign equal states to cope together with challenges we face," Macron said during his address at the General Debate of the 77th Session of the UN General Assembly on Tuesday.
"This is why there's an urgent need to develop a new contract between the north and the south – an effective contract which is respectful for food, for biodiversity, for education. It's no longer time for block thinking but to build a coalition of specific action to reconcile legitimate interests and common goods," he said.
In Samarkand, Putin had told Modi that he knows his "position on the conflict in Ukraine and the concerns that you constantly express".
"We will do our best to make it stop as soon as possible. However, unfortunately, the opposing side, the leadership of Ukraine, announced that it was abandoning the negotiation process and declared that it wants to achieve its goals by military means, 'on the battlefield', as they say. Nevertheless, we will always keep you informed of what is happening there," Putin had said.
At the UNGA session on Tuesday, Macron expressed hope the international community can commit to the reform of the UN Security Council "so that it is more representative, welcome new permanent members and remain able to play its full role by restricting the use of veto in cases of mass crimes".
In his address on the opening day of the General Debate, the French president said "there are countries that have chosen a form of neutrality vis-à-vis this war. Those who are saying that they're non-aligned are wrong. They are making a historic error".
"The combat of the non-aligned movement is a fight for peace. They fought for peace, the sovereignty of states and territorial integrity. Those who are keeping silent today are in a way complicit with a cause of new imperialism, a new order that is trampling over the current order, and there's no peace possible here." "Russia is today seeking to uphold a double standard but the war in Ukraine must not be a conflict that leaves anyone indifferent," Macron said.

As the UN General Assembly adopted a resolution on Tuesday to proclaim March 15 as International Day to Combat Islamophobia, India expressed concern over phobia against one religion being elevated to the level of an international day, saying there are growing contemporary forms of religiophobia, especially anti-Hindu, anti-Buddhist and anti-Sikh phobias.
The 193-member UN General Assembly adopted a resolution, introduced by Pakistan’s ambassador Munir Akram under agenda item Culture of peace, to proclaim March 15 as the International Day to Combat Islamophobia.
The resolution, introduced by the Organisation of Islamic Cooperation (OIC), was co-sponsored by Afghanistan, Bangladesh, China, Egypt, Indonesia, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Libya, Malaysia, Maldives, Mali, Pakistan, Qatar, Saudi Arabia, Turkey, Turkmenistan, Uganda, United Arab Emirates, Uzbekistan and Yemen.
Reacting to the adoption of the resolution, India’s Permanent Representative to the UN Ambassador T S Tirumurti said in the UN General Assembly that India hopes the resolution adopted "does not set a precedent” which will lead to multiple resolutions on phobias based on selective religions and divide the United Nations into religious camps.
“Hinduism has more than 1.2 billion followers, Buddhism more than 535 million and Sikhism more than 30 million spread out around the world. It is time that we acknowledged the prevalence of religiophobia, rather than single out just one,” he said.
“It is important that the United Nations remains above such religious matters which may seek to divide us rather than bring us together on one platform of peace and harmony and treat the World as One Family,” he said.
Following the adoption of the draft resolution, Tirumurti said that while India condemns all acts motivated by antisemitism, Christianophobia or Islamophobia, such phobias are not restricted to Abrahamic religions only.
“In fact, there is clear evidence that over decades such religiophobias have, in fact, affected the followers of non-Abrahamic religions as well. This have contributed to the emergence of contemporary forms of religiophobia, especially anti-Hindu, anti-Buddhist and anti-Sikh phobias,” he said.
He noted that the Member States should not forget that in 2019, August 22 has already been proclaimed as the International Day commemorating the victims of acts of violence based on religion or belief, which is fully inclusive in nature.
“We even have an International Day of Tolerance observed on 16 November. We are not convinced that we need to elevate phobia against one religion to the level of an international day,” he said.
Tirumurti asserted that these contemporary forms of religiophobia can be witnessed in the increase in attacks on religious places of worship like gurudwaras, monasteries and temples or in the spreading of hatred and disinformation against non-Abrahamic religions in many countries.
He cited that several examples of these abound, including the destruction of the Bamyan Buddhas in Afghanistan by the Taliban, violation of gurudwara premises, massacre of Sikh pilgrims in gurudwara, attack on temples, glorification of breaking of idols in temples.
He said these contribute to the rise of contemporary forms of religiophobia against non-Abrahamic religions.
“It is in this context that we are concerned about elevating the phobia against one religion to the level of an international day, to the exclusion of all the others.
Celebration of a religion is one thing but to commemorate the combatting of hatred against one religion is quite another. In fact, this resolution may well end up downplaying the seriousness of phobias against all other religions,” Tirumurti said in his statement after the adoption of the resolution.
He said India is proud that pluralism is at the core of its existence.
“We firmly believe in equal protection and promotion of all religions and faith. It is, therefore, unfortunate that the word ‘pluralism’ finds no mention in the resolution and the sponsors have not found it fit to take on board our amendments to include the word “pluralism in the text for reasons best known to them.” Tirumurti said that as a pluralistic and democratic country that is home to almost all religions of the world, India has always welcomed, over the centuries, those persecuted around the world for their faith or belief.
"They have always found in India a safe haven shorn of persecution or discrimination. This is true whether they were Zoroastrians or Buddhists or Jews or people of any other faith,” he said.
Tirumurti expressed deep concern over the rise in instances of discrimination, intolerance and violence directed against members of many religious communities in various parts of the world.
He emphasised that it is with deep concern that India views the growing manifestation of intolerance, discrimination or violence against followers of religions, including rising sectarian violence in some countries.
France’s Permanent Representative to the UN Ambassador Nicolas de Riviere, speaking after Tirumurti, said that by creating an international day to combat Islamophobia, the resolution does not respond to the concern that “we all share to fight against all forms of discrimination”.
“Because they create division within the fight against religious intolerance by only selecting one religion to the exclusion of others without reference to the freedom to believe or to not believe,” he said.
He said society is made up of diversity, with individuals practising a variety of religions or not practising any at all.
“Must we expect the creation of days dedicated to each religion, to each degree of belief or non-belief. There may not be enough days in the year to satisfy all these demands,” de Riviere said.
The French envoy said the text of the resolution that is submitted on Tuesday did raise a number of difficulties with regard to the determination to fight against discrimination based on religion or belief.
“The term Islamophobia does not have any agreed definition in international law, contrary to the freedom of religion or belief,” he said, adding that the resolution is very “unsatisfactory" as it currently stands and none of the proposals mooted by France were taken into consideration. (PTI)

The resolution was adopted with 141 votes in favour, five Member States voting against and 35 abstentions. The General Assembly broke into an applause as the resolution was adopted.
India demanded “safe and uninterrupted” passage for all its nationals, including students still stranded in Ukraine and cities in the conflict zones.
Reports quoting government sources said that a "lot of background negotiations with Russians have been going on. Now Russians, in fact, are helping India in evacuation".
