The Union Public Service Commission (UPSC) on Friday initiated a series of actions against probationary IAS officer Puja Khedkar, including registration of a police case against her for availing attempts in the civil services exam by faking identity.
The Commission also issued a Show Cause Notice (SCN) for cancellation of her candidature of the civil services examination-2022 and debarment from future examinations/selections.
Khedkar, a 2023 batch Indian Administrative Service officer, was accused of misusing power and privileges during her training in Pune recently.
"The Union Public Service Commission (UPSC) has conducted a detailed and thorough investigation in the misdemeanour of Ms. Puja Manorama Dilip Khedkar, a provisionally recommended candidate of the Civil Services Examination-2022," the commission in an official statement said.
It said that its investigation has revealed that Khedkar fraudulently availed attempts beyond the permissible limit under the examination rules by faking her identity by way of changing her name, her father's and mother's name, her photograph/signature, her email ID, mobile number, and address.
The UPSC has, therefore, initiated a series of actions against her, including criminal prosecution by filing a First Information Report (FIR) with the police authorities and has issued "a Show Cause Notice (SCN) for cancellation of her candidature of the Civil Services Examination-2022/debarment from future examinations/ selections, in accordance with the Rules of the Civil Services Examination-2022," it said.

The latest controversy involving trainee IAS officer Pooja Khedkar has once again brought into spotlight the scandals and allegations within India's esteemed civil services, revealing instances of misconduct among the nation&rsquo;s top civil servants.

Probationary IAS officer Pooja Khedkar is at the center of a major controversy over her alleged misuse of power.
The 32-year-old officer, was transferred from Pune to Washim in Central Mumbai on July 9, 2024 following serious allegations that she demanded privileges not typically granted to probationary officers.
PTI reported that Pooja, a 2022-batch Maharashtra cadre IAS officer sparked outrage by using her private Audi car equipped with a red-blue beacon light and a VIP number plate.
Khedkar repeatedly demanded a separate cabin, a car, residential quarters, and a peon even before she officially began her duties as a trainee on June 3.
Adding to the controversy, Khedkar allegedly submitted fake disability, a fake mental Illness and OBC certificates to pass the civil services exam.
This is not the first time UPSC officers have been surrounded by controversies, casting a shadow on the integrity of the prestigious civil services examination process.
In 2022, a senior IAS officer couple Sanjeev Khirwar and Rinku Dugga were transferred after Indian Express published a picture of the couple and their dog walking on the tracks of Thyagraj Stadium at a time when young athletes should have been practising on it.
The publication reported that athletes training at the Delhi government stadium were being asked to leave early for months so that Khirwar, could walk his dog there.
In 2013, the infamous Devyani Khobragade incident led to a major diplomatic standoff between India and the United States after she was arrested by the US law enforcement authorities on serious charges of visa fraud, and providing false statements in her visa application. She was also accused of paying her maid, a woman of Indian nationality, less than the minimum legal wage.
In 2022, Vinod Kumar, an IAS officer of the Odisha cadre was dismissed from service on corruption charges. The 1989-batch IAS officer has been accused of sanctioning funds to the tune of Rs 33.34 crore illegally in the aftermath of the 1999 super cyclone and causing huge financial losses to the state exchequer.
Recent controversies involving UPSC officers highlight growing concerns about transparency and integrity within India's civil services. According to the official, in April 2022, when Khedkar was asked to get her disability report verified at AIIMS Delhi, she refused to do so citing Covid.
The official further claimed that Pooja's father Dilip Khedkar is a former state government officer and while contesting the recent Lok Sabha election, had declared his property valued at ₹40 crore. Despite this, Pooja Khedkar appeared for the civil services exam under the OBC category, violating the creamy layer rule meant to aid people whose an annual parental income is less than ₹8 lakh.&nbsp;
All these allegations have surfaced after she kicked up the controversy with her demands as a trainee officer. Pooja Khedkar will now complete the remaining term of her training in Washim and will serve there as a "supernumerary assistant collector" till July 2025.

Indian civil service exam toppers will no longer be able to earn through advertisements of coaching institutes.&nbsp; As per a report by Mint, as per new rules, successful candidates will have to sever their ties with coaching institutes after receiving their acceptance letter for the civil services.&nbsp; This comes after, the Central Consumer Protection Authority (CCPA) raised concerns, labeling the utilization of Union Public Service Commission (UPSC) exam toppers by these institutes as a form of "misleading ads" and "unfair trade practices" under the Consumer Protection Act of 2019.
According to the Mint report, CCPA has taken proactive measures by issuing notices to 20 IAS coaching institutes, citing misleading advertisements. Furthermore, Byju's, a prominent ed-tech firm, faced a penalty of ₹10 lakh imposed by CCPA for similar misleading ads.
Responding to the penalty, Byju's spokesperson expressed dissent, stating, "We respectfully disagree with the findings in the order and intend to appeal the same as we believe that the advertisements are not misleading." Byju's intends to appeal against the decision through the relevant appellate authority, the National Consumer Disputes Redressal Commission (NCDRC).
The Department of Personnel and Training (DoPT), responsible for enforcing the Central Civil Services (Conduct) Rules of 1964, has been urged by CCPA to take action. These rules explicitly prohibit government servants, including UPSC exam qualifiers turned civil servants, from engaging in trade or business activities or pursuing additional employment.

The Union Public Service Commission is considering criminal and disciplinary action against two candidates for allegedly claiming selection in the civil services examination. 

The UPSC said in a statement that Ayasha Makrani from Madhya Pradesh and Tushar from Bihar fraudulently claimed that they have been finally recommended.&nbsp;

The Union Public Service Commission (UPSC) is considering criminal and disciplinary penal action against two candidates for allegedly claiming selection in the civil services examination, the results of which were declared on Tuesday, according to an official statement.
The case relates to Aysha Makrani (from Madhya Pradesh) and Tushar (from Bihar) who fraudulently claimed that they have been finally recommended by the Commission in the civil services examination 2022 against two roll numbers of genuinely recommended candidates, it said.
"The claims of both persons are fake. They have forged the documents in their favour to buttress their claims," said the statement issued on Friday.
By doing so, both Makrani and Tushar have acted in contravention of the provisions of the Rules of the Civil Services Examination, 2022 notified by the government of India (Department of Personnel and Training), it said.
Therefore, in accordance with the provisions of the Examination Rules, the UPSC is contemplating both criminal as well as disciplinary penal action against the two candidates for their fraudulent acts, the statement said.
"The system of the UPSC is robust as well as foolproof and such errors are not possible," it added.
The UPSC conducts civil services examination annually in three stages -- preliminary, main and interview -- to select officers of the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others Sharing details, the Commission said Aysha Makrani, daughter of Salimmuddin Makrani, who is claiming her final recommendation by the UPSC, is found to have forged the documents in her favour.
Her actual roll number is 7805064. She appeared in the preliminary examination held on June 5th, 2022 and scored only 22.22 marks in General Studies Paper-I and 21.09 marks in General Studies Paper-II, it said.
"As per the requirement of Examination Rules, she was required to score at least 66 marks in Paper-II. She has not only failed to qualify in Paper-II but scored far less marks than the cut-off marks of Paper-I, which were 88.22 for unreserved category for the preliminary examination of the year 2022," the UPSC said.
Hence, Aysha Makrani has failed at the stage of the preliminary examination itself and could not move further in the next stages of the examination, it added.
On the other hand, Ayasha Fatima, daughter of Naziruddin, bearing roll number 7811744, is the genuine candidate who has been recommended by the UPSC, securing 184th rank in the final result of the civil services examination, 2022, the statement said.
Similarly, in case of Tushar, son of Brijmohan from Rewari in Haryana, he had applied for the civil services (preliminary) examination, in 2022 and was allotted roll number 2208860 for this examination, it said.
He appeared in the preliminary examination and scored minus 22.89 (i.e. -22.89) marks in General Studies Paper-I and 44.73 marks in General Studies Paper-II, the UPSC said.
As per the requirement of Examination Rules, he was required to score at least 66 marks in Paper-II, it said.
Thus, even Tushar has failed at the stage of the preliminary examination itself and could not move further in next stages of the examination, the Commission added.
"On the other hand, it is confirmed that Tushar Kumar, son of Ashwini Kumar Singh, bearing roll number 1521306, of state of Bihar is the genuine candidate, who has been recommended by the UPSC at 44th rank," the statement said.
The Commission said both these cases have been reported in the electronic/print media widely.
"One of such media channels has irresponsibly reported that the UPSC has corrected its mistake in one of the above two cases and investigating the matter as to how such error has happened," it said.
Many other media channels and social media portals have also carried the news without any verification, the statement said, adding that it was unprofessional on the part of the said media channel.
"It is reiterated that the UPSC's system is robust and foolproof to eliminate any such errors of alleged nature. It is expected of the media channels that they verify the genuineness of such claims from the UPSC before broadcasting/publishing news of such fake claims through their print/media channels," it said.&nbsp;

The second case is from Madhya Pradesh where Ayasha Fatima from Dewas, and Ayasha Makrani from Alirajpur, have claimed to have secured the 184th rank. Both Ayashas showed admit cards with the same roll number, as per the news outlet NDTV.
Each candidate has accused the other of fraud.

The prelims exam was conducted in October 2020. The main examination was conducted by the Commission from January 8 to January 17, 2021. Candidates who qualified the main exam were called for interview round. Asking can such&nbsp;programmes&nbsp;be allowed in a free society, the&nbsp;bench of&nbsp;Justices D Y Chandrachud, KM Joseph and Indu Malhotra said 'such insidious charges also put a question mark on the UPSC&nbsp;exams'.&nbsp;The bench told&nbsp;Sudarshan TV&nbsp;lawyer&nbsp;that&nbsp;his&nbsp;client is doing a 'disservice to the nation'.&nbsp;The apex court observed that revenue model of TV channels and their ownership patterns should be put in public domain on the website.&nbsp;

No ban on recruitment: Centre clarifies after circular on new jobs

A day after it issued an order banning creation of new jobs in central ministries, the Centre issued a clarification on Saturday saying there is no restriction on filing up posts. A new circular issues by the finance ministry stated that the regular recruitment process through SSC, UPSC&nbsp;and others will continue without any restriction. It added that the earlier circular deals with internal procedure for creation of jobs and it does not affect recruitment in any way.&nbsp;
