With this, Uttarakhand will become the first state in the country to implement the Uniform Civil Code after independence.

The Uniform Civil Code will be implemented in Uttarakhand from January, Chief Minister Pushkar Singh Dhami said on Wednesday.
During a meeting of the Uttarakhand Investment and Infrastructure Development Board (UIIDB) in Dehradun, Dhami said that the state government has completed its "homework" and the UCC will be implemented across the state from January 2025.
With this, Uttarakhand will become the first state in the country to implement the Uniform Civil Code after independence.
On the last day of campaigning for the 2022 assembly elections, the chief minister had promised the people of Uttarakhand that if the BJP retained power, the UCC would be implemented in the state.
Dhami said that after the formation of the new government in Uttarakhand in March 2022, it was decided in the first meeting of the cabinet to form an expert committee to implement UCC in the state.
He said that a five-member expert committee was formed under the chairmanship of retired judge Ranjana Prakash Desai. On the basis of its report, the Uniform Civil Code, Uttarakhand, 2024 Bill was passed in the state assembly on February 7, 2024.
Dhami said that the Act was notified on 12 March 2024 after presidential assent.
He said that now the rules of the Uniform Civil Code Act have also been prepared and Uttarakhand is fully prepared to implement the UCC from January.
"The Uniform Civil Code Act of Uttarakhand will give a new direction to the society by following the basic spirit of 'Sabka Saath, Sabka Vikas, Sabka Vishwas. This law will open new doors of empowerment, especially for women and children of Devbhoomi," Dhami said.
Speaking in Rajya Sabha on Tuesday, Union Home Minister Amit Shah had said that UCC will be implemented in all BJP-ruled states.
Dhami instructed the officials to provide proper training and facilities to the personnel for the implementation of the provisions of UCC.
The chief minister said that keeping in mind the convenience of the common people, a portal and a mobile app have also been prepared so that facilities including registration and appeal can be made available online.

The Chief Minister prayed for the prosperity of the people and the holistic development of the state.
As part of his visit, CM Dhami assessed the arrangements made for the Winter Char Dham Yatra and directed officials to ensure a smooth and comfortable experience for devotees. Highlighting the initiative&rsquo;s potential, he stated that opening the Char Dham pilgrimage in winters would boost tourism, attract visitors throughout the year, and bring attention to other lesser-known tourist destinations in the state.
&ldquo;This initiative will open new avenues for tourism and provide significant opportunities for economic empowerment of local communities through increased employment,&rdquo; said the Chief Minister.
Ukhimath serves as the winter abode of Baba Kedarnath, while Pandukeshwar in Chamoli district hosts Lord Badri Vishal. Maa Yamuna is worshipped at Kharsali, and Maa Ganga&rsquo;s winter abode is in Mukhwa, Uttarkashi. The Winter Char Dham Yatra allows pilgrims to continue their spiritual journey in these revered locations during the colder months.
The event was also graced by notable dignitaries, including Shrimati Asha Nautiyal, Shri Bharat Chaudhary, and Shri Ajendra Ajay, Chairman of the Shri Badri-Kedarnath Temple Committee.

Hundreds of people and vehicles were stranded at the Badrinath National Highway in Uttarakhand's Chamoli after a massive landslide on July 10. A 30-second video shows a huge portion of a hill falling apart and people taking back steps and capturing the incident on their phones. The landslide has blocked the route at Chungi Dhar in Joshimath.&nbsp;
Authorities were clearing debris at the highway when the hill above them started crumbling leaving people screaming and running for their life. &nbsp;
Police and administration reached the spot immediately to clear the debris. The road is likely to open by Wednesday late night. &nbsp;
Heavy rains in parts of Uttarakhand over the past few days have resulted in landslides in various parts of the state. &nbsp; &nbsp;

At least 14 people were killed and a dozen injured after a tempo taveller they were travelling in skidded off the road and fell into a gorge into Alaknanda river on Badrinath national highway in Uttarakhand on the 15th of June.
The vehicle carrying 26 people, most of them from Delhi, rolled 500 metres down the gorge, officials told PTI news agency.
The tourists were on the way to Chopta when the accident happened around 11 am near Raitoli village, they added.
Ten people died on the spot while two others succumbed later during treatment in hospital, according to the Uttarakhand State Disaster Response Force (SDRF).
Rescue and relief personnel had to navigate extremely adverse terrain to reach the badly mangled vehicle.
During the accident, a woman was flung from the vehicle and she was rescued from the bushes around 80 metres off the road, the SDRF said.
Garhwal Inspector General of Police KS Nagnyal said the vehicle was carrying the tourists to Chopta. He said 26 people were in the vehicle and most of them were residents of Delhi.
On Chief Minister Pushkar Singh Dhami's instructions, seven persons seriously injured in the accident were taken to AIIMS, Rishikesh through heli-ambulance, while six others are being treated at Rudraprayag district hospital, he said.
The chief minister has directed the district magistrate to investigate the incident, officials said.
CM Dhami later reached AIIMS, Rishikesh and enquired about the condition of the injured and urged doctors to provide necessary treatment to them.
The families of the injured have been contacted and they were assured of all possible help from the state government, the CM said. Officials have also been directed to ensure effective control of such accidents in the state, he said.
President Droupadi Murmu, Prime Minister Narendra Modi, Vice President Jagdeep Dhankhar and other leaders expressed grief over the loss of life.
Terming the accident heartbreaking, the Prime Minister's Office posted on X, "My deepest condolences to the bereaved families who lost their loved ones in this. Along with this, I wish all the injured a speedy recovery." Modi also announced an ex-gratia of Rs 2 lakh from the Prime Minister's National Relief Fund (PMNRF) to the next of kin of the deceased and Rs 50,000 each to those injured in the accident, the PMO posted.
President Murmu condoled the loss of lives in the accident and prayed for the speedy recovery of the injured.
Union Home Minister Amit Shah said,"The local administration and SDRF teams are engaged in relief and rescue work and all possible help is being provided to the injured." In a post on X, Vice President Dhankhar said he was pained to hear about the loss of lives in the accident.&nbsp;

Explained: experts elaborate why Joshimath faces risk of sinking

A phenomenon called land subsidence is affecting Joshimath. It means gradual settling or sudden sinking of the earth's surface due to removal or displacement of subsurface materials like groundwater, mineral or tectonic movement.

Experts have attributed the subsidence to mainly two things. Geological and man-made reasons. 

The town was built over a century ago on landslide debris which has a low bearing capacity. Low bearing capacity implies that Joshimath cannot withstand a high rate of construction.&nbsp;

The hill town of Joshimath, located in the Garwhal Himalayas in Uttarakhand, faces the risk of sinking. Residents of the town took out protests demanding action by the state government after cracks gradually developed in homes, roads and fields over the past 14 months.&nbsp;
Widespread panic ensued when a temple collapsed in Joshimath on January 6, alarming residents who have been living under constant fear amid heavily cracked walls of their houses for over a year.
After a team of experts conducted an on-the-spot inspection of the town, Chief Minister Pushkar Singh Dhami on Saturday ordered immediate evacuation of 600 families living in houses at risk.&nbsp;
But why is this town, nestled in between pilgrimage sites like Badrinath and Hemkund Sahib and serving as a pit stop to skiing destination Auli, and Valley of Flowers, at risk of sinking?&nbsp;
Experts have attributed the subsidence to mainly two things. Geological and man-made reasons.&nbsp;
Alarm bells by experts are however not recent. As early as 1976, the Mishra Committee in its report had written about the town's location on an old subsidence zone, corroborating with E Atkinson's words from 1886 that Joshimath was located on landslide debris.&nbsp;
The town was built over a century ago on landslide debris which has a low bearing capacity. The reason why settlements built on landslide debris are considered unstable is due to the loose structure of the upper layer of soil.
Loose soil cannot hold heavy construction especially when built in an unorganised manner. &nbsp;
As Joshimath is the gateway to tourist and pilgrimage destinations, haphazard construction activities have been going on in the area for a long time without thinking about the pressure the town is capable of coping with, Kalachand Sain, director of the Wadia Institute of Himalayan Geology said on Friday.&nbsp;
He added this may also have led to cracks appearing in the houses there.
&lsquo;Hotels and restaurants have mushroomed everywhere. The pressure of population and the size of the crowd of tourists has also increased manifold,&rsquo; Sain said.
&lsquo;Many houses in the town are unlikely to survive and people living in them must be shifted to safe locations as life is precious,&rsquo; he added. According to experts, when construction work is done in high altitude places like the town of Joshimath, it obstructs the natural flow of water, adding to drainage woes.&nbsp; When natural flow of water is obstructed, it finds different ways to come to the surface thus building pressure which the loose soil cannot bear.&nbsp;
However, Sain stated that the factors contributing to Joshimath's sinking are not recent. Rather, they have built up over a long period of time, he said.&nbsp;

Apart from being developed on the debris of a landslide triggered by an earthquake, two other principal factors for subsidence are the town's location in seismic zone V which is more prone to earthquakes besides gradual weathering and water percolation which reduce the cohesive strength of the rocks over time, Sain told PTI.&nbsp;
Dr. Swapnamita Vaideswaran, Scientist, Wadia Institute of Himalayan Geology also revealed in a 2006 report that the drainage system of the town of Joshimath is not well maintained. Waste water from the days' usage flows through the improper drains.&nbsp;
Speaking to India Today, Dr. Swapnamita said, 'The nalas of Joshimath have been blocked by the sludge that came from the 2013 Himalayan tsunami and the Rishiganga flood disaster of 2021 worsened the situation. It was followed by incessant rainfall in the region between August to October 2021. The problem has been long spreading.'&nbsp;
Dr. Satyendra Mittal, professor of Civil Engineering Department at IIT Roorkee on Thursday told news agency ANI, 'There is under-construction activity in the affected area, the tunnel work is going on and its lining is not completed yet. So in this situation, water inside the tunnel, seeping out from any point of the tunnel is not surprising.'
He added, 'The water which is seeping out from some unknown place of the tunnel must be getting accumulated somewhere and when that water gets accumulated beyond the land's capacity, it increases hydrostatic pressure, whose aftermath is land subsidence.'&nbsp;
Rightly stressing measures to stop such disasters, Dr Mittal said, 'A team should be constituted for surveying the land, and identify the places from where water seepage is taking place.'&nbsp;
'And apart from this, the locals of Joshimath should be trained so that they be prepared for such situations. They should also be taught 'Architectural Art'. They should be given the knowledge of avoiding any work which can be fatal in future,' he added.
After the evacuation of people in affected areas to safety, microzonation of the town, replanning of its drainage system and rainwater outlets besides assessment of rock strength among others should be undertaken, Kalachand Sain suggested.

The top court has asked the Chief Secretary of Uttarakhand to be present before it on May 17.

Coming down hard on the Uttarakhand government, the Supreme Court said on Wednesday it was at pains to say that the state's approach in controlling forest fires was "lackadaisical".
A bench headed by Justice B R Gavai directed the Chief Secretary of Uttarakhand to be present personally before it on May 17.
The bench, also comprising Justices SVN Bhatti and Sandeep Mehta, observed that though multiple action plans are prepared, no steps are taken for their implementation.
The apex court also flagged the issue of huge vacancy in the forest department of the state and said the issue needs to be addressed.
The top court was hearing a plea on raging forest fires in Uttarakhand.&nbsp;

The firefighting operation in Uttarakhand's forests continued in full swing as the Indian Air Force was roped in to douse the flames in several areas.&nbsp; The state reported eight fresh forest fires since Saturday gutting 11.75 hectares, compared to the 23 such incidents damaging 34.175 hectares from Friday evening to Saturday evening, the forest department said in its daily bulletin.&nbsp; The Uttarakhand government has cancelled the leaves of forest department officers and employees to tackle the situation. &nbsp;
Since November 1, 2023, Uttarakhand recorded 606 forest fires in which 735.815 hectares of forest land were gutted, the bulletin said.&nbsp;
No major fire broke out in the forests over the past 24 hours, Kumaon's Chief Conservator of Forest Prasanna Kumar Patro told PTI news agency.
In the Kumaon region, fires are raging at two to three places in the Nainital district and at one place each in Champawat, Almora, Pithoragarh, and Bageshwar, Patro said
The fire in the forests of Ladiyakata and Pines area on Nainital-Bhowali road has been extinguished with the help of the IAF helicopter that was deployed on Saturday, he said
After the forest fire in Nainital reached dangerously close to the High Court Colony and the Air Force base containing sensitive equipment on Friday, an IAF helicopter was brought in to help quell the flames.&nbsp;
The forest blaze in Nainital and adjoining areas is gradually being brought under control after the deployment of the IAF helicopter on Saturday morning, Chief Minister Pushkar Singh Dhami said after reviewing the situation in the Kumaon region on Saturday night.&nbsp; Patro said efforts are on to extinguish the flames at other places and they will be brought under control soon.
He attributed the recent spike in forest fire incidents in Kumaon to increased dryness due to heat wave in the lower areas of Champawat and Nainital districts of Uttarakhand bordering Nepal.
Meanwhile, efforts were stepped up to extinguish ongoing forest fires and prevent fresh incidents in the worst-affected areas of Nainital, Haldwani and Ramnagar forest divisions, forest officials said.
The flames have already been doused in many areas, including Marora and Khanana civil areas in Maniknath range of the Narendranagar forest division, they said.
Apart from the IAF helicopter and Army personnel, Prantiya Rakshak Dal volunteers and homeguard personnel have also been roped in to help in the firefighting operations, Kumaon Commissioner Deepak Rawat said.
Additional government vehicles, two each for the three forest divisions, have been provided to rush firefighting teams to the affected areas, he added.
Help from locals with the involvement of forest panchayat officials is also being taken as they are the first responders to forest fires, Rawat said.&nbsp;
Forest department personnel are going from village to village in the hills to raise awareness about forest fires, Garhwal DFO Anirudh Swapnil told reporters in Pauri.&nbsp;
Loudspeakers are being used to spread the messages. People are being asked to report any forest blaze immediately to the authorities and not to burn garbage in the open or carelessly throw burning cigarette butts or bidis in the forest areas, Swapnil said.&nbsp;
People are also being asked to report to the authorities if they catch someone setting a fire in the forests, he said, adding that any person reporting such a violation will be rewarded by the forest department.&nbsp; Legal action under the Forest Act 1927 will be taken against anyone caught setting fire to the jungles, he added.&nbsp;
Burning forests in order to obtain fresh grass for their cattle is a widely prevalent practice in the hills of Uttarakhand.&nbsp; The leaves of forest department officials have been cancelled until the fire situation is completely brought under control
Leave applications of forest department personnel will be considered only in case of medical emergencies, Dhami said.&nbsp;
According to the Indian Air Force, a Mi-17 V5 helicopter has been deployed in Nainital and surrounding areas to douse the flames. It collects water from the Bhimtal lake in a Bambi bucket, which has a capacity of 5,000 litres, and pours it over the burning forests.&nbsp; &nbsp; (With PTI inputs)

A woman from Uttarakhand was allegedly thrashed by the bouncers of a club here police said on Friday.
The woman claimed the bouncers "tried to strangle" her and threw her out "without any reason," they said.
The entire incident that happened Wednesday evening was captured on the CCTV cameras installed at the club.
According to the complaint filed by Aditi, a native of Dehradun, the incident took place at a club located in a service lane beside the Delhi-Gurugram Expressway near Signature Tower. She was at the club with her friends, the complainant said.
The incident happened around midnight when three to four bouncers came -- two of them women, the woman said.
"They started abusing without any reason and started fighting as I was defending myself. During this, Megha (a bouncer) started hitting me. The male bouncers tried to strangle me and threw us out of the club. During this, I got injuries on my neck, chest and face and my T-shirt also got torn," Aditi said in her complaint.
Based on the complaint, an FIR was registered against the bouncers under sections 323 (causing hurt), 506 (criminal intimidation), 34 (common intention) of the IPC at Sector 40 Police Station on Thursday, said police.
"We have confiscated the CCTV footage from the club and the probe is underway. The accused will be arrested soon," said Inspector Manoj Verma, SHO of the police station.

Dr Pankaj Nautiyal, Senior Scientist and Head at Krishi Vigyan Kendra (ICAR-CSSRI) told IndiaToday.com, "There is a climatic shift, what you call climate change, happening as is visible this winter in the form of a very long dry spell and high day temperature through January. The temperature rise has been very high, up to 4 to 5 degrees during the day this year. As a result, January saw the March weather conditions, hence inducing early flowering of Buransh."

This has come after a video went viral in which a man, believed to be part of Hyderabad Youth Courage NGO, was seen distributing lakhs of rupees in cash.&nbsp;
The police have accused the Hyderabad-based NGO of soliciting donations to fund the recent violence in Banbhoolpura area. A massive violence erupted after the civic authorities razed down a madrassa and a mosque allegedly built illegally on government-owned land.&nbsp;
"A video is being circulated on social media in which a young man is distributing money among the people in the Banbhoolpura area. Police is investigating in this regard. Information related to NGO's account number, registration number, and PAN number has also been given to the Income Tax Department and other agencies, by which necessary action is being taken. Those donating to Hyderabad Youth Courage NGO are also being identified," the statement read.&nbsp;
Uttarakhand police said that action is being taken to seize the account and registration number of the Hyderabad Youth Courage NGO. The statement further read, "Action will be taken against those who take money illegally, support the rioters, distort facts, and post misleading facts on social media. Therefore, everyone is requested not to donate in any way to such NGOs."
On Wednesday, the police arrested six people in connection with the Haldwani violence that broke out on February 8. So far, 74 people have been arrested.&nbsp;

Haldwani area of Uttarakhand's Nainital district was tense after two people were killed and around a 100 police personnel injured in clashes that broke out over the demolition of an "illegally built" madrasa.

Police said most of the around 60 people hospitalised after the riots in the city&rsquo;s Banbhoolpura area were police personnel and municipal workers.
Senior Superintendent of Police Prahlad Meena said a notice was served earlier on the madrasa constructed illegally on government land.
A large number of local people gathered to resist the demolition team when it arrived, escorted by policemen.
As a bulldozer razed the madrasa, mobs pelted stones at policemen and set fire to vehicles.
Additional force was summoned to the area, police said.
In state capital Dehradun, Chief Minister Pushkar Singh Dhami summoned a meeting of senior officials. A curfew was announced in the entire Halwani city.
SSP Meena said the demolition was carried out in the presence of Municipal Commissioner Pankaj Upadhyay, City Magistrate Richa Singh and SDM Paritosh Verma.

Uttarakhand Assembly passed the Uniform Civil Code Bill on February 7, becoming the first Indian state to approve such legislation. As the bill now moves to the Governor for final approval, Uttarakhand CM Pushkar Singh Dhami celebrated the Assembly&rsquo;s decision.
The passing of the UCC bill, which refers to a common set of laws for all Indian citizens, is likely to push other BJP-ruled states to adopt similar legislation.
&ldquo;This law is of equality, uniformity and equal rights. There were many doubts regarding this but the two-day discussion in the assembly clarified everything. This law is not against anyone,&rdquo; CM Dhami said in a press conference after the bill was cleared by the Assembly.
Once the Bill gets the governor's consent, Uttarakhand will become the first state after independence to get a common law on marriage, divorce, land, property and inheritance for all citizens, irrespective of their religion.
Speaking on the Bill before its passage, Chief Minister Pushkar Singh Dhami said &ldquo;it is not an ordinary legislation. The Uniform Civil Code (UCC) will create equal laws for men and women across all faiths and will help create a non-partisan and non-discriminatory society,&rdquo; he said.
&ldquo;It will especially protect the rights of women and put an end to their exploitation. It fulfills a commitment we had made to the people of the state in the run-up to the 2022 assembly polls," the chief minister added.

The UCC will provide a legal framework for a uniform marriage, divorce, land, property and inheritance laws for all citizens irrespective of their religion in the state.

A state government-appointed panel to prepare a draft of the Uniform Civil Code (UCC) on Friday submitted the document to Uttarakhand Chief Minister Pushkar Singh Dhami here.
The draft was handed over to the chief minister by the five-member committee headed by retired Supreme Court Judge Ranjana Prakash Desai.
The UCC will provide a legal framework for a uniform marriage, divorce, land, property and inheritance laws for all citizens irrespective of their religion in the state.
If implemented, Uttarakhand will become the first state in the country after Independence to adopt the UCC. It has been operational in Goa since the days of the Portugese rule.
A special four-day session of the Uttarakhand Assembly has already been convened from February 5-8 to pass a legislation on the UCC.
The draft will be discussed in a meeting of the state Cabinet before it is tabled in the form of a Bill in the Assembly. The panel was constituted in May, 2022 to prepare a draft of the UCC. Constituted for six months initially, it was given four extensions to look into all aspects before finalising its report.
It received 2.33 lakh written suggestions and held 60 meetings in which the members interacted with around 60,000 people in the course of preparing the draft.
Passing a legislation on the UCC will fulfil a major promise made by the BJP to the people of the state in the run-up to the 2022 Assembly polls, which saw the saffron party storm to power with a landslide victory for the second consecutive term - a feat achieved for the first time by any political party in the state which came into being in 2000.

Gabbar Singh Negi's house in the Lalpani area of the town suddenly came to life on Tuesday night as the news about of the safe evacuation of 41 workers trapped at Sikyara tunnel reached his kin who had been glued to the TV set waiting the whole day for the good news.
Gabbar Singh, who was among the trapped workers, was lauded by Chief Minister Pushkar Singh Dhami for keeping up the morale of his fellow workers during the rescue operation which lasted 17 days.
Whenever Dhami spoke to the trapped workers during the operation, Gabbar Singh came on the line on their behalf to give him updates on their health condition.
As the news about their evacuation broke on TV, his relatives clapped for him, lit diyas, and burst firecrackers to celebrate his freedom.
There had been no Diwali celebrations at his home this year as the tunnel collapsed on the morning of the festival of lights.
"Our Diwali was celebrated on Tuesday night as we heard the news. I thank god for what he has done for us. My husband has won the battle of life with the almighty's blessings. I also thank the prime minister and the chief minister for throwing all their might into the operation to secure their safe exit," Gabbar Singh's wife Yashoda Devi told PTI.
"It was such a relief when he informed us on the phone about his well-being," she said with tears in her eyes.
His elder son Vikas Negi, studying in class 12, praised the Central and state governments and said they had given a big gift to the family by returning his father safely.
Gabbar Singh's father-in-law, 80-year-old Dilip Singh Choudhary, who had come to his daughter Yashoda Devi's house after the incident, said he had never heard of or seen such a successful rescue operation in his life.
"The speed and manner in which they worked is incomparable," he said.
Sunita Kotnala, a neighbour, said she salutes the patience and courage of the workers who held themselves together despite being stuck in the tunnel for days.
Gabbar Singh, originally a resident of Charekh village of Dugadda block, came to Lalpani (Kotdwar) about 12 years ago and settled with his family.
Yashoda Devi said her husband has been working in big construction companies for almost 20 years. Before this, he also worked in the construction of the Delhi Metro.
He also worked on various construction projects in Jharkhand, Andhra Pradesh, and Tamil Nadu. He went to Uttarkashi in 2018 to work with construction company Navayuva where he works as a foreman, she said.&nbsp;

Uttarakhand chief minister Pushkar Singh Dhami met the workers rescued from the collapsed tunnel as they were brought after 17 days.&nbsp;
The first of the 41 workers trapped in Uttarakand's Silkyara tunnel was brought out Tuesday evening, ending an ordeal that stretched almost 17 days.
Around 8 pm, an ambulance with the worker sitting in the vehicle left the mouth of the tunnel and was headed to a community health centre.
An official said rescue workers had broken through the last stretch of the rubble at about 7 pm.
NDRF and SDRF men entered the steel chute to reach the trapped workers and were bringing them out on wheeled stretchers one by one, said a rescuer.&nbsp;
