The country's wheat production had fallen to 107.74 million tonnes in the 2021-22 crop year (July-June) from 109.59 million tonnes in the previous year due to heat waves in a few growing states.

Wheat prices have firmed up and the government is considering all options, including a reduction in import duty, to contain the rise, Food Secretary Sanjeev Chopra said on Friday.
In the case of rice, he said India has so far received a request from Bhutan for 80,000 tonnes of rice supply on a government-to-government basis.
Last year, the government banned wheat exports to boost domestic availability and rising prices in the retail markets. It has been offloading wheat stocks to flour millers and other traders in the open market to control the prices of wheat and atta (wheat flour).
"Wheat prices have risen since last auction. The government is considering all available options and will take an appropriate decision," Chopra told reporters.
Under the Open Market Sale Scheme (OMSS), the government has decided to offload 15 lakh tonnes of wheat from the central pool to flour millers, private traders, bulk buyers and manufacturers of wheat products till March 2024 to check prices.
The country's wheat production had fallen to 107.74 million tonnes in the 2021-22 crop year (July-June) from 109.59 million tonnes in the previous year due to heat waves in a few growing states. Consequently, the government's procurement fell sharply to 19 million tonnes this year from around 43 million tonnes last year.
However, in 2022-23, wheat production is estimated to rise to 112.74 million tonnes on higher acreage and better yield.
On rice, the secretary said India has so far received a request from Bhutan for 80,000 tonnes of rice supply on a government-to-government basis.
The government has banned the export of broken rice and non-basmati white rice in order to check the domestic price.

He informed that about 11,000 tonnes of the wheat crop has been damaged as per the latest reports and directed the officials of the Agriculture and Horticulture Department to prepare a detailed report on damage to crops.
The Deputy Commissioner also instructed the Patwaris to go to the field along with the officials of the Agriculture and Horticulture Department and prepare a detailed report of the damage to the crops and send it immediately so that the affected farmers/gardeners are provided compensation on the basis of crop insurance scheme.
Sharma said that in the horticulture sector, around 2,250 farmers suffered losses of around Rs 18.25 lakh as bad weather hit fruit trees and plants.

India's wheat stock has dropped by 57% YOY to 8.345 million metric tonnes (MMT). This is a 6-year low. As per data from Food Corporation of India, last year, in April, the wheat stocks in the country stood at 18.9 MMT.
As per Dainik Bhaskar, it is only the second time in a decade that the opening stock of wheat in the country has fallen below 8.5 MMT. Though unseasonal rains could be a reason, the newspaper reported that these rains did not lead to significant crop losses. Experts believed that a 25% to 30% crop loss was imminent due to the rain. However, the loss was limited to just 10%.&nbsp;
Last year the procurement target was initially kept at 44.4 MMT, which was later reduced to 19.5 MMT. However, the final procurement was only 18.792 MMT. This procurement was the lowest in 15 years.&nbsp;
As per Business Standard, Public Distribution System (PDS) data shows that the government distributed an average of 40 MMT of wheat in the last three years. The current wheat stock is 8.345 MMT, and the government intends to procure 34.15 MMT this year.

After banning wheat exports in May, the government has now decided to put in place a new approval framework for wheat flour and other related products like maida, semolina (rava / sirgi), wholemeal atta and resultant atta. 
Exporters of wheat flour would now need approval of the inter-ministerial committee for shipments of atta. The new requirement will be applicable from July 12.
"Export policy of wheat flour (atta) remains free but export shall be subject to recommendation of inter-ministerial committee on export of wheat," the Directorate General of Foreign Trade (DGFT) said in a notification.

Calling out the West, India has said that food grains should not go the way of the Covid-19 vaccines as it voiced concern over hoarding, discrimination and the “unjustified increase” in food prices that pose a threat to the food security of many vulnerable countries amidst the war in Ukraine.
India also stressed that its decision to restrict wheat exports will ensure it can truly respond to those most in need.
“A number of low-income societies are today confronted with the twin challenges of rising costs and difficulty in access to food grains. Even those like India, which have adequate stocks, have seen an unjustified increase in food prices. It is clear that hoarding and speculation are at work. We cannot allow this to pass unchallenged,” Minister of State for External Affairs V Muraleedharan said here on Wednesday.
Muraleedharan was speaking at the ministerial meeting on ‘Global Food Security Call to Action’ chaired by US Secretary of State Antony Blinken under the US Presidency of the UN Security Council for the month of May.
The meeting came days after India’s decision last Friday to ban wheat exports in a bid to check high prices amid a shortage of wheat due to a scorching heatwave.
The decision is aimed at controlling the retail prices of wheat and wheat flour -- which have risen by an average of 14-20 per cent in the last year -- and meeting the foodgrain requirement of neighbouring and vulnerable countries.
At the meeting, India called out the West and cautioned that the issue of food grains should not go the way of Covid-19 vaccines, which were purchased by the rich nations in quantities excess of what they needed, leaving the poor and less developed nations scrambling to administer even the initial doses to their people.
“It is necessary for all of us to adequately appreciate the importance of equity, affordability and accessibility when it comes to food grains.
“We have already seen to our great cost how these principles were disregarded in the case of Covid-19 vaccines. Open markets must not become an argument to perpetuate inequity and promote discrimination,” Muraleedharan said, making a strong statement.
Although India is the world's second-biggest wheat producer, it has not previously been a major exporter as most of its crop is sold on domestic markets.
But Ukraine's wheat exports plunged after the Russian invasion. And with droughts and floods threatening crops in other major producers, commodity traders were expecting supplies from India to make up for part of the shortfall.
Before the ban, India had aimed to ship a record 10 million tonnes of wheat this year.
The Directorate General of Foreign Trade (DGFT) had in the last week's notification said that wheat exports will be allowed on the basis of permission granted by the central government.
At the high-level meeting, India spoke about the issue of the wheat export ban for the first time in the UN since its May 13 announcement.
Muraleedharan said the Indian government has recognised the sudden spike in global prices of wheat which put “our food security and those of our neighbours and other vulnerable countries at risk.” “We are committed to ensuring that such adverse impact on food security is effectively mitigated and the vulnerable cushioned against sudden changes in the global market.
"In order to manage our own overall food security and support the needs of neighbouring and other vulnerable developing countries, we have announced some measures regarding wheat exports on May 13, 2022,” he said.
“Let me make it clear that these measures allow for export on the basis of approvals to those countries which are required to meet their food security demands. This will be done at the request of the concerned governments. Such a policy will ensure that we will truly respond to those who are most in need,” he said.
The minister emphasised that India will play its due role in advancing global food security and it will do so in a manner in which it upholds equity, displays compassion, and promotes social justice.
Ahead of Washington’s signature events on food security, US Ambassador to the UN Linda Thomas-Greenfield said, “We have seen the report of India’s decision. We’re encouraging countries not to restrict exports because we think any restrictions on exports will exacerbate the food shortages." "But you’ve – again, India will be one of the countries participating in our meeting at the Security Council, and we hope that they can, as they hear the concerns being raised by other countries, they would reconsider that position,” said the US ambassador to the UN.
Muraleedharan highlighted India’s “track record” of helping its partners in distress, saying that even in the middle of the Covid-19 pandemic and ongoing conflicts, India has never been found wanting.
“We have provided food aid in the form of thousands of metric tonnes of wheat, rice, pulses, and lentils to several countries, including our neighbourhood and Africa, to strengthen their food security,” he said, adding that in view of the deteriorating humanitarian situation in Afghanistan, India is donating 50,000 metric tonnes of wheat to the people of the war-torn country.
India has continued its humanitarian support for Myanmar, including a grant of 10,000 tons of rice and wheat, he said.
“We are also assisting Sri Lanka, including with food assistance, during these difficult times,” he said.
“In keeping with our ethos of ‘Vasudhaiva Kutumbakam’, (the world is one family) and our ‘Neighbourhood First’ policy, we will continue to assist our neighbours, in their hour of need, and stand by them, always,” he said.
India underlined that the global impact of the Covid-19 pandemic and ongoing conflicts, including in Ukraine, has impacted the lives of ordinary people adversely, particularly in the developing countries, with spiralling energy and commodity prices and disruptions in global logistical supply chains.

There is a sharp decline in the availability of wheat in the global markets due to the ongoing conflict between Russia and Ukraine. Both the nations are major producers and exporters of wheat.
Egypt imported wheat worth about USD 1.8 billion from Russia and USD 610.8 million from Ukraine in 2020.
The African nation is looking to import 1 million tonne of wheat from India and would need 2,40,000 tonne in April.
&ldquo;Indian farmers are feeding the world. Egypt approves India as a wheat supplier. Modi Govt. steps in as the world looks for reliable alternate sources for steady food supply. Our farmers have ensured our granaries overflow and we are ready to serve the world,&rdquo; Goyal said in a tweet.
India's wheat exports increased to USD 1.74 billion in April-January 2021-22 as against USD 340.17 million in the same period last year.
In 2019-20, wheat exports were worth USD 61.84 million, which rose to USD 549.67 million in 2020-21.
India's wheat exports are mainly to neighbouring countries with Bangladesh having the largest share of more than 54 percent in both volume and value terms in 2020-21. It has entered new wheat markets such as Yemen, Afghanistan, Qatar, and Indonesia.
The top ten countries importing Indian wheat in 2020-21 were Bangladesh, Nepal, the United Arab Emirates, Sri Lanka, Yemen, Afghanistan, Qatar, Indonesia, Oman and Malaysia.
India accounts for less than 1 percent in the world's wheat export. However, its share has increased from 0.14 percent in 2016 to 0.54 percent in 2020. India is the second-largest producer of wheat with a share of around 14.14 percent in the world's total production in 2020.
India produces around 107.59 million tonne of wheat annually while a major chunk of it goes towards domestic consumption.
Major wheat-growing states in India are Uttar Pradesh, Punjab, Haryana, Madhya Pradesh, Rajasthan, Bihar and Gujarat.

The African nation is looking to import 1 million tonne of wheat from India and would need 240,000 tonne in April.

India produces around 107.59 million tonne of wheat annually while a major chunk of it goes towards domestic consumption.

&ldquo;Indian farmers are feeding the world. Egypt approves India as a wheat supplier. Modi Govt. steps in as the world looks for reliable alternate sources for steady food supply. Our farmers have ensured our granaries overflow and we are ready to serve the world,&rdquo; Goyal said in a tweet.
India's wheat exports increased to USD 1.74 billion in April-January 2021-22 as against USD 340.17 million in the same period last year.
In 2019-20, wheat exports were worth USD 61.84 million, which rose to USD 549.67 million in 2020-21.
India's wheat exports are mainly to neighbouring countries with Bangladesh having the largest share of more than 54 percent in both volume and value terms in 2020-21. It has entered new wheat markets such as Yemen, Afghanistan, Qatar, and Indonesia.
The top ten countries importing Indian wheat in 2020-21 were Bangladesh, Nepal, the United Arab Emirates, Sri Lanka, Yemen, Afghanistan, Qatar, Indonesia, Oman and Malaysia.
India accounts for less than 1 percent in the world's wheat export. However, its share has increased from 0.14 percent in 2016 to 0.54 percent in 2020. India is the second-largest producer of wheat with a share of around 14.14 percent in the world's total production in 2020.
