 Zelenskyy blasts NATO as membership is delayed again

While the 31-member block decided to remove obstacles in the EU's membership path, the delay fetched a sharp rebuke from Zelensky

&nbsp;NATO leaders said Tuesday that they would allow Ukraine to join the alliance "when allies agree and conditions are met," hours after President Volodymyr Zelenskyy blasted the organisation's failure to set a timetable for his country as "absurd." "We reaffirmed Ukraine will become a member of NATO and agreed to remove the requirement for a membership action plan," NATO Secretary-General Jens Stoltenberg told reporters, referring to a key step in joining the alliance.
"This will change Ukraine's membership path from a two-step path to a one-step path," he said.
Although many NATO members have funnelled arms and ammunition to Zelenskyy's forces, there is no consensus among the 31 allies for admitting Ukraine into NATO's ranks. Instead, alliance leaders decided to remove obstacles on Ukraine's membership path so that it can join more quickly once the war with Russia is over.
Zelenskyy pushed back sharply against the decision.
"It's unprecedented and absurd when a time frame is set neither for the invitation nor for Ukraine's membership," Zelenskyy tweeted as he headed to the annual NATO summit in Vilnius. "While at the same time, vague wording about conditions' is added even for inviting Ukraine. It seems there is no readiness to invite Ukraine to NATO or to make it a member of the Alliance." NATO membership would afford Ukraine protection against a giant neighbour that annexed its Crimean Peninsula almost a decade ago and more recently seized vast swaths of land in the east and south. Joining NATO would also oblige Kyiv to reform its security institutions, improve governance and curb corruption &mdash; work that would also ease the country's path into the European Union.
Asked about Zelenskyy's concerns, Stoltenberg said the most important thing now is to ensure that his country wins the war, because "unless Ukraine prevails there is no membership to be discussed at all." The broadside from Zelenskyy could renew tensions at the summit shortly after it saw a burst of goodwill following an agreement by Turkey to advance Sweden's bid to join NATO. Allies hope to resolve the seesawing negotiations and create a clear plan for the alliance and its support for Ukraine.
"We value our allies," Zelenskyy wrote on Twitter, adding that "Ukraine also deserves respect." He also said: "Uncertainty is weakness. And I will openly discuss this at the summit." Zelenskyy is expected to meet Wednesday with U.S. President Joe Biden and other NATO leaders.
There have been sharp divisions within the alliance over Ukraine's desire to join NATO, which was promised back in 2008 even though few steps were taken toward that goal.
In addition, the Baltic states &mdash; including Lithuania, which is hosting the summit &mdash; have pushed for a strong show of support and a clear pathway toward membership for Ukraine.
However, the United States and Germany urged caution. Biden said last week that Ukraine was not ready to join. Members of NATO, he told CNN, need to "meet all the qualifications, from democratisation to a whole range of other issues," a nod toward longstanding concerns about governance and corruption in Kyiv.
In addition, some fear that bringing Ukraine into NATO would serve more as a provocation to Russia than as a deterrence against aggression.
Concretely, NATO leaders decided to launch a series of multiyear programs to bring Ukraine's Soviet-era military equipment and doctrines up to modern standards so the country can operate fully with the alliance.
On Wednesday, the leaders and Zelenskyy are set to launch a new, upgraded forum for their cooperation: a NATO-Ukraine Council, where all parties can convene crisis talks if their security is threatened.
To fast-track its future membership, the leaders agreed to do away with a membership action plan for Ukraine, a program often seen as mandatory for aspiring nations to undertake.
Known in NATO parlance as a MAP, the action plan involves a tailor-made package of advice, assistance and practical support for countries preparing to join NATO. Bosnia, for example, is currently taking part in one.
Pressed by reporters to say what kind of conditions are being placed on Ukraine joining, Stoltenberg said: "We want modern defence and security institutions.
He also said Kyiv's hopes might hinge on strengthening its governance standards and fighting corruption.
The dispute over Ukraine stands in contrast to a hard-fought agreement to advance Sweden's membership. The deal was reached after days of intensive meetings, and it's poised to expand the alliance's strength in Northern Europe.
"Rumours of the death of NATO's unity were greatly exaggerated," White House national security adviser Jake Sullivan told reporters triumphantly on Tuesday.
According to a joint statement issued when the deal was announced, Turkish President Recep Tayyip Erdogan will ask Turkey's parliament to approve Sweden joining NATO.
Hungarian Prime Minister Viktor Orban, another holdout, is expected to take a similar step. Hungary's foreign minister said Tuesday that his country's ratification of Sweden's NATO membership was now just a "technical matter." Erdogan has not yet commented publicly.
The outcome is a victory as well for Biden, who has touted NATO's expansion as an example of how Russia's invasion of Ukraine has backfired on Moscow.
Finland has already become the 31st member of the alliance, and Sweden is on deck to become the 32nd. Both Nordic countries were historically nonaligned until the war increased fears of Russian aggression.
Kremlin spokesman Dmitry Peskov told reporters that NATO's expansion is "one of the reasons that led to the current situation." "It looks like the Europeans don't understand their mistake," Peskov said. He warned against putting Ukraine on a fast track for NATO membership.
"Potentially it's very dangerous for the European security. It carries very big risks," Peskov said.
Erdogan met with Biden on Tuesday evening but remained mum on the deal to advance Sweden's membership in NATO.
Although Biden made a reference to "the agreement you reached yesterday," Erdogan said nothing about it. It was a conspicuous omission from Erdogan, who has not commented on the issue publicly during the summit.
However, Erdogan appeared eager to develop his relationship with Biden. He said previous meetings were "mere warm-ups, but now we are initiating a new process." The Turkish president has been seeking advanced American fighter jets and a path toward membership in the European Union. The White House has expressed support for both, but publicly insisted that the issues were not related to Sweden's membership in NATO.
The Biden administration has backed Turkey's desire to buy 40 new F-16s as well as modernization kits from the U.S.
Biden is on a five-day trip to Europe, with the NATO summit as its centrepiece.
The president spent Monday in the United Kingdom, meeting at Windsor Castle with King Charles III and in London with Prime Minister Rishi Sunak.
He met Tuesday with Lithuanian President Gitanas Nauseda, emphasising his commitment to transatlantic cooperation, before he joined the NATO gathering.
"Nothing happens here that doesn't affect us," Biden told Nauseda. The White House said Nauseda presented Biden with the Order of Vytautas the Great, the highest award a Lithuanian president can bestow. Biden is the first U.S. president to receive it.
After the summit ends Wednesday, Biden will travel to Helsinki. On Thursday, he will celebrate Finland's recent entry into NATO and meet with Nordic leaders.&nbsp;

"I instruct the defence minister of the Russian Federation to introduce from 12:00 (0900 GMT) on January 6, 2023 until 24:00 (2100 GMT) on January 7, 2023 a ceasefire along the entire line of contact between the sides in Ukraine," the Kremlin said in a statement.
"Given the fact that a large number of citizens professing Orthodoxy live in the areas of combat, we call on the Ukrainian side to declare a ceasefire and give them the opportunity to attend church services on Christmas Eve, as well as on the Day of the Nativity of Christ," the statement added.
In a call with the Russian leader earlier Thursday, Turkish President Recep Tayyip Erdogan pressed Putin to declare a "unilateral" ceasefire in Ukraine.

In nearby Mykolaiv province, which Russians have failed to capture but have subjected to months of attacks, governor Vitaliy Kim said the entire region, save for the Kinburn cape in the south, was returned to Ukrainian control.
"Now it's official: the entire Mykolaiv region (except Kinburn) has been liberated," Kim wrote on Telegram.
The US hailed Ukraine's "extraordinary victory" in recapturing Kherson from the Russians on Saturday.
"It's a big moment and it's due to the incredible tenacity and skill of the Ukrainians, backed by the relentless and united support of the United States and our allies," US National Security Advisor Jake Sullivan said while travelling to Cambodia with President Joe Biden for a regional summit.

For weeks Russian forces have rained missiles and explosive drones onto Ukraine infrastructure, apparently hoping to turn sentiment among the Ukrainian public and its neighbors against the war during the cold of winter.
Russian strikes over the past month have destroyed around a third of the country's power stations. The government has urged Ukrainians to conserve electricity as much as possible.
Ahead of Thursday's meeting of the Group of Seven industrialised powers, German Foreign Minister Annalena Baerbock said the G7 will help Ukraine with items including generators and heaters to survive the winter.

The quantity and type of radioactive materials released are other factors, as are weather conditions &mdash; and especially the wind &mdash; at the time of the blast. A potentially wide area could be contaminated.
Most dirty bombs would not discharge enough radiation to cause death or even severe illness.
Low levels of radiation exposure usually do not cause any symptoms. People may not know whether they have been exposed because radiation cannot be seen, smelled or tasted.
HOW DANGEROUS IS A DIRTY BOMB? A dirty bomb would likely cause a limited number of deaths. Its main impact is psychological, which is why such devices are often referred to as &ldquo;weapons of mass disruption.&rdquo; The radioactive dust and smoke can spread far and are dangerous if inhaled near the blast's epicenter. UK PM Rishi Sunak speaks with Zelensky, vows ‘steadfast support’ 
 

In a letter published in the Kyiv Post, Rishi had said that he will be a lifelong friend and help Ukraine rebuild into a prosperous, ambitious and forward-looking country.

Newly appointed UK Prime Minister Rishi Sunak held a conversation with Ukrainian President Vladimir Zelenskyy and expressed UK's solidarity and support for the Ukrainian people. "A privilege to speak to the President of Ukraine. Vladimir Zelenskyy this evening. Both he and the Ukrainian people can count on the UK's continued solidarity and support. We will always stand with Ukraine," Sunak tweeted following the conversation.
Earlier, in response to the prospects of good relations between Russia and the UK after the appointment of Sunak, Kremlin Spokesman Dmitry Peskov said on Tuesday, "No, at present, we do not see any preconditions, grounds or hopes for some positive shifts in the foreseeable future."

The year is 1941, and German broadcaster Der Chef is reaching the homes of civilians with complaints of corruption in the Nazi ranks, worrying news about German soldiers abroad, and gossip about the wives of officials.&nbsp;His accent, knowledge and loyalty to Hitler suggest that he&rsquo;s a high-ranking officer in the military. German listeners are hooked, and convinced he&rsquo;s bringing them the inside truth on the regime.&nbsp;But here&rsquo;s the real truth - Der Chef doesn&rsquo;t exist. He&rsquo;s been created by a British journalist, Sefton Delmer - in his effort to spread chaos in Germany, leading the psychological war by the Allied powers.&nbsp; Disinformation in war is not new, but the tools have changed. Recently, a video of Ukranian President Volodymyr Zelensky&nbsp;went viral online. He was&nbsp;speaking at a podium bearing the Ukrainian state emblem, in his signature olive green t-shirt and the video seems like just another televised message to Ukrainians. But the message he was conveying in the video was far from his own.&nbsp;Zelensky&nbsp;was asking Ukrainian soldiers to put down their arms and surrender to Russian forces.&nbsp; The one-minute clip was a deepfake - broadcast on Ukrainian TV, possibly by Russian hackers&nbsp; A deepfake is a form of synthetic media which uses AI to create fake images, which can attach a face and voice to another person&rsquo;s body, matching their likeness - to create a doctored video where you can make any person say anything.&nbsp;Now, that video of the Ukrainian president was a bad attempt at a deepfake&nbsp;and&nbsp;it was easily caught.&nbsp;Zelensky&rsquo;s face didn't move, his neck was stiff, complexion off - and so on.&nbsp; Social media platforms like Twitter, Facebook and YouTube were quick to take it down -&nbsp;Zelensky himself called it a childish provocation&nbsp;

A fighter pilot who shot down ten Russian jets on day one of the invasion, a high impact video of the combat was also tweeted by Ukranian officials. However, fact checking websites found that the video of the dogfight is from the 2013 PC game Digital Combat Simulator: World.&nbsp;&nbsp; Another piece of fake news that went viral from Kiev was the supposed 13 Ukrainian &lsquo;martyrs&rsquo; who in an act of &lsquo;defiance&rsquo; said &ldquo;Russian warship, go f*** yourself&rdquo; when urged to surrender Snake Island. Speaking at a conference hosted by the Financial Times on Tuesday, he rejected suggestions that Ukraine felt humiliated by Russia, and was trying to do the same in return.
"No one is humiliating us, we are being killed," Zelenskyy said.
"That is why we are also not going to humiliate anyone in return, we will reply with the same tool," he continued.
President Emmanuel Macron said in an interview with regional French newspapers on Friday that world powers shouldn't "humiliate Russia".
That way, when the fighting finally stopped, "we can build a way out together via diplomatic paths", the French leader said.

Ukrainian President Volodymyr Zelenskyy on Monday said the legal basis is being put in place to bring "culpable Russian troops" to justice over alleged atrocities.
Moscow is facing global revulsion and accusations of war crimes after the Russian pullout from the outskirts of Kyiv revealed streets strewn with corpses of what appeared to be civilians, some of whom had seemingly been killed at close range.
The grisly images of battered bodies left out in the open or hastily buried led to calls for tougher sanctions against the Kremlin, namely a cutoff of fuel imports from Russia.
Speaking in a recorded message Zelenskyy accused Russia of "trying to distort facts", and having "launched a campaign of fakes to hide their guilt of mass killing of civilians in Mariupol".
"They are making dozens of staged interviews, edited recordings. They will deliberately kill people in a way to make it look like as if they were killed by someone else. Probably, occupiers will now try to hide traces of their crimes. They didn't make it in Bucha when they were withdrawing, but it might be possible at other territories," he said.
During the message the Ukrainian president said "some European leaders" had waited until "hundreds of our people" had died "in agony" to bring on more international pressure on Russia.
Germany and France reacted by expelling dozens of Russian diplomats, suggesting they were spies, and U.S. President Joe Biden said Russian leader Vladimir Putin should be tried for war crimes.

Speaking in a recorded message Zelenskyy accused Russia of "trying to distort facts", and having "launched a campaign of fakes to hide their guilt of mass killing of civilians in Mariupol". Moscow is facing global revulsion and accusations of war crimes after the Russian pullout from the outskirts of Kyiv revealed streets strewn with corpses of what appeared to be civilians, some of whom had seemingly been killed at close range.
The grisly images of battered bodies left out in the open or hastily buried led to calls for tougher sanctions against the Kremlin, namely a cutoff of fuel imports from Russia.

Outlining what he called "a compromise for everyone", he made clear the first step had to be a halt to the fighting.
"First of all a ceasefire should be declared, troops should be withdrawn, presidents should meet and agree on troop withdrawals and security guarantees," Zelenskyy said in an interview with Ukrainian media.
"It's possible to find a compromise here," he stated.
He also repeated his call for direct talks with Russia's President Vladimir Putin.
Unless he meets with Putin, it is impossible to understand whether Russia even wants to stop the war, Zelenskyy said.
Zelenskyy said that once there's a ceasefire and steps have been taken to provide security guarantees, Ukraine will be ready to discuss the status of Crimea and the eastern Donbas region, which has been held by Russian-backed separatists since 2014.

According to the Ukrainian officials the attack wounded at least 17 people. 
Reacting to the airstrikes, Ukraine President Zelinskyy tweeted, ‘Mariupol. Direct strike of Russian troops at the maternity hospital. People, children are under the wreckage. Atrocity! How much longer will the world be an accomplice ignoring terror? Close the sky right now! Stop the killings! You have power but you seem to be losing humanity.’

Prime Minister Narendra Modi on Monday spoke to Ukraine President Volodymyr Zelenskyy amid the Russian invasion of the country.
According to news agency ANI, the PM spoke to Zelenskyy for about 35 minutes. The two leaders discussed the evolving situation in Ukraine. PM appreciated the continuing direct dialogue between Russia & Ukraine.
PM Modi also thanked President Zelenskyy for Ukraine authorities help in evacuations of Indian nationals from the warzone.
