Police confirmed the 50-year-old father was licensed to hold six firearms, which they believed were used in the shootings.
Prime Minister Anthony Albanese said stricter gun laws were needed, including a limit on the number of firearms that can be owned by any one person.
"The government is prepared to take whatever action is necessary. Included in that is the need for tougher gun laws," he told reporters.
Albanese said he would take the reforms to a National Cabinet meeting with state premiers on Monday afternoon.
"People can be radicalised over a period of time. Licences should not be in perpetuity," he said.
Mass shootings have been rare in Australia since a lone gunman killed 35 people in the tourist town of Port Arthur in 1996.
The so-called "Port Arthur massacre" led to sweeping reforms that were long seen as a gold standard worldwide.
These included a gun buyback scheme, a national firearms register and a crackdown on the ownership of semi-automatic weapons.
Albanese said it was time to consider whether the country's gun laws needed to be tightened up again.
"I'm certainly up for it."

The duo fired into crowds packing the beach for the start of Hanukkah on Sunday evening, sending people fleeing in panic across the tourist hotspot.
A 10-year-old girl was among the 15 dead in Australia's worst mass shooting for almost 30 years, while 42 more were rushed to hospital with gunshot wounds and other injuries.
Police are still unravelling what drove the shootings, although authorities have said the plot was clearly designed to sow terror among the nation's Jews.
"What we saw yesterday was an act of pure evil, an act of antisemitism, an act of terrorism on our shores," Prime Minister Anthony Albanese said on Monday, before laying flowers at the Bondi Pavillion.
The gunmen targeted an annual celebration that drew more than 1,000 people to the beach to mark the Jewish festival.
They took aim from a raised boardwalk looking over the beach, which was packed with swimmers cooling off on a steamy summer evening.
Carrying long-barrelled guns, they peppered the beach with bullets for 10 minutes before police shot and killed the 50-year-old father.
The 24-year-old son was arrested and remained under guard in hospital with serious injuries.
Rabbi Mendel Kastel said his brother-in-law was among the dead.
"It's unbelievable that this has happened here in Australia, but we need to hold strong. This is not the Australia that we know. This is not the Australia that we want."
Wary of reprisals, police have so far dodged questions about the attackers' religion or ideological motivations.
"We want to get to the bottom of this. We want to understand the motives behind it," New South Wales police commissioner Mal Lanyon said on Monday.
Hours after the shooting, police found a homemade bomb in a car parked close to the beach.
They said the "improvised explosive device" had likely been planted by the pair.
 - Panic and bravery -
A brave few dashed towards the beach as the shooting unfolded, wading through fleeing crowds to rescue children, treat the injured and confront the gunmen.
Footage showed a man -- identified by local media as fruit seller Ahmed al Ahmed -- grabbing one of the gunmen as he fired.
The 43-year-old wrestles the gun out of the attacker's hand, before pointing the weapon at the assailant who backs away.
A team of off-duty lifeguards sprinted across the sand to drag children to safety.
"The team ran out under fire to try and clear children from the playground while the gunmen were firing," said Steven Pearce from Surf Life Saving New South Wales.
"They were able to get the children inside," he told AFP.
"The other lifesavers went out and started trying to do CPR on the shot victims, and tried to drag as many inside as they could."
Bleeding victims were carried across the beach atop surfboards turned into makeshift stretchers.
Frenchman Alban Baton, 23, hid for several hours in the cool room of a Bondi Beach grocery store.
"Minute after minute, we were starting to realise what was happening," he told AFP.
A grassy hill overlooking Bondi Beach was on Monday strewn with discarded items from people fleeing the killing, including a camping table and blankets.
People gathered flip flops, sneakers, and thermos flasks and lined them up in the sand for collection.
Australia mourned the dead by lowering flags to half-mast.

Israeli Prime Minister Benjamin Netanyahu accused Australia's government of "pouring oil on the fire of antisemitism" in the months leading up to the shooting.
A string of antisemitic attacks has spread fear among Jewish communities in Australia following the October 7, 2023, Hamas attack on Israel and the ensuing war in Gaza.
Other world leaders expressed revulsion and condemnation, including in the United States where President Donald Trump said it was a "purely antisemitic attack".

Police said the father owned six licensed firearms, which they believed were used in the shooting.

Tehran directed the torching of a kosher cafe in Sydney's Bondi suburb in October 2024, and a major arson attack on the Adass Israel Synagogue in Melbourne in December 2024, the government said in August, citing intelligence findings.
The foreign ministry in Iran, which has supported the Palestinian militant group Hamas for years, denounced Sunday's "violent attack in Sydney."
In April 2024, a knife-wielding assailant killed six people at a shopping centre not far from Bondi Beach.
The killer was found to have been suffering from schizophrenia but had stopped taking his medication, and no clear motive was identified.

The United States Geological Survey (USGS) also said that the quake measured 6.7 and was 130 kilometres (81 miles) off the city of Kuji in Iwate prefecture on the main island of Honshu.
NHK said that the level of shaking was less than the bigger 7.5 tremor late Monday, which knocked items off shelves, tore apart roads, smashed windows and triggered tsunami waves of up to 70 centimetres.

A number of artefacts from India dating back to the British colonial era are among over 600 &ldquo;high value&rdquo; items stolen in a burglary at a museum in Bristol, south-west England, the police said on Thursday.
The Avon and Somerset Police said the items were stolen from Bristol Museum's British Empire and Commonwealth collection on September 25 and released CCTV footage of four white male suspects in an appeal for information.
The historic collection documents the links between Britain and countries in the British Empire from the late 19th century onwards. &ldquo;Detectives investigating a high value burglary of museum artefacts are appealing for the public&rsquo;s help to identify these people,&rdquo; the police force said in a statement.
&ldquo;The building housed items from the Bristol Museum&rsquo;s British Empire and Commonwealth collection. More than 600 artefacts of various descriptions were taken by the offenders,&rdquo; the police said.
Among the items stolen in the robbery include an ivory Buddha and a waist belt buckle belonging to an East India Company officer.
&ldquo;The theft of many items which carry a significant cultural value is a significant loss for the city,&rdquo; said Detective Constable Dan Burgan of the Avon and Somerset Police.
&ldquo;These items, many of which were donations, form part of a collection that provides insight into a multi-layered part of British history, and we are hoping that members of the public can help us to bring those responsible to justice.
&ldquo;So far, our enquiries have included significant CCTV enquiries as well as forensic investigations and speaking, liaising with the victims,&rdquo; he said.
The officer appealed for members of the public to contact the force if they recognise anyone from the CCTV footage released this week or may have come across any of the possible items being sold online.
It remains unclear why the police appeal is being issued over two months after the burglary.
The Bristol Museum website states that its British Empire and Commonwealth collection is made up of household belongings, souvenirs, photographs and papers of British people who lived and worked in the colonies. It is designed to give visitors an insight into the workings of the British Empire and the lives of the people who made it function.
&ldquo;We make these sources available to help people and communities worldwide to explore difficult, forgotten or hidden histories from their own perspectives.
&ldquo;The majority of the collection was previously held by the former British Empire &amp; Commonwealth Museum in Bristol,&rdquo; the museum states.
The collection includes around 2,000 items in its film section, dating from 1920 to the 1970s, with &ldquo;strong amateur footage&rdquo; from India and countries in Africa.

Minister of State for Law and Justice Barrister Aqeel Malik made these remarks on Thursday, according to a Dawn report.
The social media platform X, which around 4.5 million people in Pakistan use, was blocked in February 2024, around 10 days after the general elections.
Speaking on Dawn News programme, Barrister Malik, responding to a question about a possible ban on incarcerated PTI founder Imran Khan&rsquo;s X account, said &ldquo;investigations are ongoing.&rdquo; He added that while the government has contacted X, the platform has shown the least cooperation compared to other social media networks.
Criticising X, the minister said the platform should not operate with double standards. &ldquo;Posts related to Palestine are removed, and accounts blocked, within 24 hours. Here, we are talking about a matter of terrorism,&rdquo; he said.
He further noted that the government has issued reminders to social media platforms and warned that those that fail to cooperate or coordinate could face a ban, similar to actions taken by Brazil. &ldquo;Brazil&rsquo;s courts had issued orders, which were then accepted, and a fine of USD 5.2 million was paid. All content taken out of context was removed,&rdquo; Barrister Malik said.
X had 22 million users in Brazil before it was blocked on August 30 by Brazilian Supreme Court judge Alexandre de Moraes for failing to comply with a series of court orders aimed at combatting disinformation.
Barrister Malik said that today the government again issued a reminder, emphasising that it had already warned that these platforms are being used for terrorism, misinformation, and disinformation. &ldquo;We have asked them to open offices here in Pakistan, but there has been no response. Some social media platforms are cooperating well, but X is cooperating the least,&rdquo; he added.
Earlier, on October 4, the minister said that investigations regarding Imran&rsquo;s X account were ongoing and that contact with the platform was underway. He had said that any measures regarding a potential block of Imran&rsquo;s account would be disclosed once further evidence comes to light.
According to an October post on his official X account, Imran was also quizzed in prison by Federal Investigation Agency (FIA) officials about his &ldquo;anti-state&rdquo; tweets, critical remarks on foreign policy and other topics.
A month before that, in September, a petition was filed in the Islamabad High Court (IHC) challenging the alleged inflammatory posts made from the official X account of the PTI founder during his imprisonment. The petitioner requested the court to direct the National Cyber Crime Investigation Agency (NCCIA) and the Pakistan Telecommunication Authority (PTA) to conduct a thorough investigation to determine who has been operating the PTI founder&rsquo;s account while he remains incarcerated.

The US Defence Security Cooperation Agency (DSCA), in a letter sent to Congress on Monday, gave the approval, reported Dawn on Thursday.
The package includes Link&ndash;16 systems, cryptographic equipment, avionics updates, training, and comprehensive logistical support.
The DSCA letter makes clear the rationale for the sale, stating that it &ldquo;will support the foreign policy and national security objectives of the United States by allowing Pakistan to retain interoperability with US and partner forces in ongoing counterterrorism efforts and in preparation for future contingency operations.&rdquo;
The proposed sale is also aimed at modernising Pakistan&rsquo;s F-16 fleet and addressing operational safety concerns.
The letter notes that it will &ldquo;maintain Pakistan&rsquo;s capability to meet current and future threats by updating and refurbishing its Block&ndash;52 and Mid Life Upgrade F&ndash;16 fleet,&rdquo; the report said.
These updates will provide more &ldquo;seamless integration and interoperability between the Pakistan Air Force and the US Air Force in combat operations, exercises, and training, and refurbishment will extend the aircraft life through 2040 while addressing critical flight safety concerns,&rdquo; the letter adds.
The letter also emphasises Pakistan&rsquo;s readiness to absorb the technology, stating that the country &ldquo;has shown a commitment to maintaining its military forces and will have no difficulty absorbing these articles and services into its armed forces.&rdquo;
It also addresses regional concerns, asserting that &ldquo;the proposed sale of this equipment and support will not alter the basic military balance in the region.&rdquo;
The total estimated value of the sale is USD 686 million, with major defence equipment valued at USD 37 million and other items at USD 649 million.
The letter concludes that the sale &ldquo;will support the foreign policy and national security objectives of the United States&rdquo; while ensuring that Pakistan can continue to operate its F-16 fleet safely and effectively.

"It is a gift of getting somebody great coming into our country, because we think these will be some tremendous people that wouldn't be allowed to stay. They graduate from college, you have to go back to India, they have to go back to China, they have to go back to France. They have to go back to where ever they came from. Very hard to stay. &ldquo;It's not going to be a problem anymore. As you know, they used to send people up to Canada and other places, other countries. So we solved that,&rdquo; Trump said adding that through the Gold Card, the US will take in billions of dollars that will be used for the country.
&ldquo;So it'll be a great thing. We'll take in, I think, billions of dollars, many billions of dollars even. So that's very exciting,&rdquo; he said.
Trump added that the companies are now going to be very happy with the Gold Card, which will have greater advantages over a green card that offers permanent residency in the US.
He said companies will be able to go to the schools such as Wharton School of Finance, New York University&rsquo;s Stern Business School, Harvard, MIT, &ldquo;wherever you may get your students, any school, and you're able to buy a card and keep that person in the United States. So there's certainty.&rdquo;
Trump described the Gold Card as a &ldquo;Green Card, but much better, much more powerful, a much stronger path and a path is a big deal. Have to be great people, but much stronger path&rdquo;, which also helps companies.
He cited the example that if IBM wants to hire an individual at the top of his or her class at Wharton but can't guarantee the person stays in the country, the company can buy the Gold Card and "that employee can be there for essentially a very long period of time. It's so needed for the companies. It's basically a much better form of green card. And you can't get green cards. They are impossible to get. This is much better than a green card,&rdquo; Trump said.
Giving details of the Gold Card, Commerce Secretary Howard Lutnick said it will cost one million dollars for an individual and two million dollars for a corporation and will involve &ldquo;full&rdquo; and &ldquo;best&rdquo; vetting to "make sure these people absolutely qualify to be in America.&rdquo;
&ldquo;Then the company can keep them here, and they have a path to citizenship. Obviously, they have to be perfect people in America, and having passed the vetting. After five years, they'll be available to become citizens,&rdquo; Lutnick said, adding that then the corporation can put someone else on the card.
&ldquo;For a company they can keep putting people on the card, one person per card, and for an individual, it's a million dollars. And it's a gift to the United States of America, to help America be great again under Donald Trump,&rdquo; Lutnick said.
Lutnick added that the Trump Gold Card is part of the already approved visas, so this will ensure that only the &ldquo;great people" come into this country. The average green card holder earned less than the average American, he said adding that &ldquo;they were more likely to be on the dole and on federal assistance programs than average Americans.
&ldquo;And the idea is from President Trump, he wants to raise it, bring in the best people into America. So same visas, but now just full of the best people,&rdquo; Lutnick said.
President Trump officially launched his &ldquo;gold card&rdquo; visa, a new immigration pathway that will allow foreigners to pay USD 1 million to expedite their visa application, or have companies pay USD 2 million to sponsor a foreign worker they want to bring into the US.
&ldquo;Very excitingly, for me and for the country, we&rsquo;ve just launched the &lsquo;Trump Gold Card,&rsquo;&rdquo; the president said at a White House roundtable event.
The visa website, trumpcard.gov, launched Wednesday afternoon and includes a link of the official application, promising &ldquo;US residency in record time.&rdquo;
&ldquo;For a USD 15,000 DHS processing fee and, after background approval, a contribution of USD 1 million, receive US residency in record time with the Trump Gold Card,&rdquo; the official website reads.

Thailand authorities on Tuesday deported Gaurav Luthra and Saurabh Luthra, co-owners of the Goa nightclub where 25 people were killed in a fire earlier this month, to India amid an ongoing probe into the tragedy.
They have boarded a flight for Delhi and will be handed over to Indian authorities on arrival, sources said. The duo will be produced before a Delhi court for further legal proceedings, they said. A case of culpable homicide and negligence has been registered against them in connection with the fire.
Videos circulating online showed Gaurav, 44, and Saurav, 40, being escorted by Thai police at Bangkok airport ahead of their departure for India.
The deportation comes days after the two were detained in Phuket on December 11 following the intervention of the Indian mission, which was in close touch with the Thai government in the case.
The Luthra brothers, co-owners of &lsquo;Birch by Romeo Lane&rsquo; nightclub in Arpora in North Goa, had left for Thailand shortly after the December 6 fire. They were reportedly attending a wedding in Delhi at the time of the incident. An Interpol Blue Corner Notice was issued against the duo.
The blaze had sparked widespread outrage and raised serious questions over alleged safety violations and lapses by the nightclub management. The Indian government, after cancelling the passports of the two brothers, had submitted a dossier to Thai authorities alleging their involvement in the deaths of 25 people and formally sought their deportation. India and Thailand signed an Extradition Treaty in 2013, which came into force in June 2015.
The Goa Police have so far arrested five managers and staff members of the nightclub in connection with the case.
Meanwhile, the Bombay High Court on Monday converted a civil suit against the Birch by Romeo Lane nightclub into a Public Interest Litigation, observing that &ldquo;someone has to be held accountable&rdquo; for the tragedy.

A father and son were driven by "Islamic State ideology" when they fired on Bondi Beach in one of Australia's deadliest mass shootings, Prime Minister Anthony Albanese said on Tuesday.
Sajid Akram and his son Naveed opened fire on Jewish crowds thronging the famous beach for Hanukkah on Sunday evening, killing 15 people and wounding dozens more.
Authorities said the attack was designed to sow panic among the nation's Jews, but have so far given little detail about the gunmen's deeper motivations.
Albanese gave one of the first hints that the pair had been radicalised by an "ideology of hate".
"It would appear that this was motivated by Islamic State ideology," Albanese told national broadcaster ABC.
"With the rise of ISIS more than a decade ago now, the world has been grappling with extremism and this hateful ideology," he said in a separate interview.
Police found a car registered to Naveed Akram parked near the beach in the aftermath of the shooting.
They found improvised bombs and "two homemade ISIS flags", New South Wales Police Commissioner Mal Lanyon said on Tuesday, using another name for the Islamic State group.
Authorities are facing mounting questions over whether they could have acted earlier to foil the attack.
Albanese said Naveed Akram, reportedly an unemployed bricklayer, had come to the attention of Australia's intelligence agency in 2019 but was not considered an imminent threat at the time.
"They interviewed him, they interviewed his family members, they interviewed people around him," Albanese said.
"He was not seen at that time to be a person of interest."
Police are still piecing together the duo's movements before the shooting.
A key question is whether they met with Islamist extremists on a trip to the Philippines last month, Australian media reported.
"The reasons why they went to the Philippines, and the purpose of that, and where they went, is under investigation at the moment," Lanyon told reporters on Tuesday.
Naveed reportedly told his mother on the day of the attack that he was heading out of the city on a fishing trip.
Instead, authorities believe that he was holed up in a rental apartment with his father plotting the assault.
Carrying long-barrelled guns, they peppered the beach and a nearby park with bullets for 10 minutes before police shot and killed 50-year-old Sajid.
Naveed, 24, remains in a coma in hospital under police guard.
 - Stricter gun control? -
A 10-year-old girl, a Holocaust survivor and a local rabbi were among those killed, while 42 others were rushed to hospital with gunshot wounds and other injuries.
Australia's leaders agreed on Monday to toughen laws that allowed father Sajid to own six guns.
Mass shootings have been rare in Australia since a lone gunman killed 35 people in the tourist town of Port Arthur in 1996.
The Port Arthur Massacre sparked a world-leading crackdown that included a gun buyback scheme and limits on semi-automatic weapons.
But many Australians are now questioning whether those laws are equipped to deal with online sales and a steady rise in privately owned guns.
"This horrific situation now, it does make me personally feel that they need to be stricter," David Sovyer, 43, told AFP.
Retiree Allan McRae, 75, said "not a lot of people need a gun".
"It would've reduced the possibility of it happening if more people had reduced access to a gun," he told AFP.
 - Failed to act -
The attack has also revived allegations that Australia is dragging its feet in the fight against antisemitism.
"The last four years, I was very clear. And I was very clear about the dangers of the rise in antisemitism," Israel's ambassador to Australia, Amir Maimon, said while visiting a memorial to the victims on Tuesday.
Australian Jewish Association head Robert Gregory told AFP the government had "failed to take adequate actions to protect the Jewish community".
Israeli Prime Minister Benjamin Netanyahu said Australia's decision to recognise Palestinian statehood this year had poured "oil on the fire of antisemitism".
Desperate to help, Australians have lined up in their thousands to donate blood to the wounded.
Red Cross Australia said more than 7,000 people had given blood on Monday, smashing the previous national record.
A makeshift flower memorial next to Bondi Beach swelled in size on Monday evening as mourners gathered to pay tribute to the victims and mark the second day of Hanukkah.

US President Donald Trump said Monday he was classifying fentanyl as a weapon of mass destruction, ramping up his administration's campaign against drug cartels in Latin America.
"No bomb does what this is doing -- 200-300,000 people die every year, that we know of," Trump said at the signing of an executive order that placed the fentanyl in the same category as nuclear and chemical weapons.
But contrary to Trump's claim on fentanyl fatalities, the US Centers for Disease Control and Prevention reported an estimated total of about 80,000 overdose deaths in the country in 2024, with some 48,000 of those due to synthetic opioids.
The executive order said "illicit fentanyl is closer to a chemical weapon than a narcotic," and that its manufacture and distribution "threatens our national security and fuels lawlessness in our hemisphere and at our borders."
The fentanyl classification ties in with the Trump administration's war against alleged "narco-terrorists," which has included a military campaign targeting alleged drug-smuggling boats with strikes that have left nearly 90 people dead since early September.
But while Trump claims that each boat destroyed -- there have been more than 20 -- saves 25,000 American lives, the vessels are thought to be transporting cocaine rather than far-deadlier fentanyl, which is primarily smuggled into the United States from Mexico rather than by boat from Colombia or Venezuela.
Trump has accompanied the strikes with a massive military buildup in the Caribbean that includes the world's largest aircraft carrier and a slew of other warships, while a string of US military aircraft have flown along Venezuela's coast in recent weeks.
While Trump and his administration say the target of the military buildup is drug-trafficking, Venezuela's leftist leader Nicolas Maduro accuses Washington of using narcotics smuggling as a pretext for regime change in Caracas.
The United States has sought to link the two issues, accusing Maduro of leading the alleged "Cartel of the Suns," which it declared a "narco-terrorist" organization last month, and offering a $50 million reward for information leading to his capture.

This has prompted Thai officials to examine the issue from multiple legal perspectives, including aspects related to basic human rights, sources said.
Indian government sources on Friday reportedly said that authorities in Thailand are initiating the process to deport the Luthra brothers. However, with legal and diplomatic considerations at play, the embassy sources indicated that the duo is unlikely to return to India in the immediate future.
The matter is now expected to be subject to detailed arguments before a local court, where all parties will be heard before any final decision is taken, they said.
Five managers and staff members have already been arrested by the Goa Police in connection with the fire.
