      As Delhi's annual pollution woes returned to cloak the city in a thick blanket of smog, the Supreme Court took the central government to task and asked it to come up with an emergency plan on Monday to improve the air quality.

      Chief Justice NV Ramana asked the Centre how it planned to lower the pollution levels.

      'You tell us how do you plan to take the emergency measures? Two-day lockdown? What is your plan on lowering the AQI (Air Quality Index) levels?'

      The Centre assured the top court that it was taking measures to tackle the crisis but blamed Punjab for the spike in pollution.

      It said that the pollution has increased because of stubble burning in Punjab and that the state govt needs to buckle up.

      The Supreme Court reprimanded the Centre for blaming farmers and said that stubble burning is only one of factors.
