India must create 8 million jobs annually for the next decade and boost manufacturing to meet its goal of becoming a developed nation by 2047, says Chief Economic Advisor V Anantha Nageswaran.

India has to generate 8 million jobs per year at least for the next 10-12 years and raise the share of manufacturing in GDP as it strives to achieve the vision of becoming a developed country by 2047, Chief Economic Advisor to the Government of India V Anantha Nageswaran said.
"We have a vision to achieve a developed India by 2047. The biggest challenge, apart from India's size, is that the external environment is not going to be so benign for the next 10-20 years as one might have had in the last 30 years, starting from 1990 or so,&rdquo; Nageswaran said here Saturday.
&ldquo;But within this context - that's a given, you can't choose your external environment beyond a point - we have to generate 8 million jobs per year at least for the next 10 to 12 years...And raise the manufacturing share of GDP, in the context of China having achieved such a tremendous manufacturing dominance, especially post-COVID,&rdquo; he said.
Nageswaran was addressing the Columbia India Summit 2025 hosted by the Deepak and Neera Raj Centre on Indian Economic Policies at the School of International and Public Affairs at Columbia University.
He outlined that artificial intelligence, technology, and robotics are challenges that some of the developed countries of today do not have to face in their developmental journey.
"But India, with its size, has to navigate this huge, complex challenge, and there are no easy answers. If you look at the number of jobs we need to create, it&rsquo;s about 8 million jobs a year. And Artificial Intelligence may have a big role in taking away entry-level jobs, or low IT-enabled services jobs may come under threat,&rdquo; he said.
He added that it is one thing to prepare the population for a world dominated by AI, but it is another thing to ensure that &ldquo;we find the right balance between labour-centric policies and technology, because technology at the end of the day is not just a choice to be made by technologists. It has to be made by public policymakers.&rdquo; As India moves towards achieving the vision of &lsquo;Viksit Bharat&rsquo; by 2047, the centennial year of its independence, it has to plug Indian businesses into global value chains as well as create a viable small and medium enterprise sector because manufacturing and MSME both go together. &ldquo;Countries that became manufacturing powerhouses did not do so without having a viable small and medium enterprise sector,&rdquo; he said.
Nageswaran further said that either investment rates have to rise from where they are or &ldquo;we have to make sure that we extract maximum possible juice out of existing investments because global capital flows are also going to be affected by ongoing conflicts between nations." He said that, therefore, it is not that external trade is not going to matter.
"It will matter and we need to focus on that because external competitiveness is also a way to boost domestic innovation, domestic potential growth." "But at the same time, we cannot expect that to contribute the way it did in the first decade, when India averaged 8 to 9 per cent GDP growth between 2003 and 2008. Every year, exports contributed 40% to GDP growth in the first decade, especially pre-crisis. In the second decade, that contribution came down to 20%, and in the third decade it might be even lower,&rdquo; he said.
Nageswaran noted that it is not that India&rsquo;s export competitiveness does not matter.
"It has to be the driving force. One has to get up one's game on quality, R&amp;D and internally on logistics and last-mile connectivity. But from a policy perspective, it will make sense to assume that it will not be so easily possible to extract growth out of exports as we used to do before,&rdquo; he said.
He noted that in the last three years post-COVID, India&rsquo;s growth has averaged more than 8%.
"Obviously, in the current environment, sustaining an 8% growth rate is going to be a very tall order. But if we can maintain growth rates of even 6.5 per cent on a sustainable basis over the next decade or two and look to opportunistically increase it to over 7 per cent by focusing on domestic deregulation, that will be the way to go.&rdquo; Last week, the UN Trade and Development (UNCTAD) had said India is expected to grow by 6.5 per cent in 2025 on the back of continued robust public spending and ongoing monetary easing, even as the world economy is on a recessionary trajectory, driven by escalating trade tensions and persistent uncertainty.
The day-long event at Columbia was attended by faculty, students, policy experts and economists and the discussion focused on the future of India's economy, innovation and trade.
"The task ahead for India is quite immense in a difficult and challenging global environment, but I think the policy determination and identification of priorities, as we have done with emphasis on deregulation, can enable us to maintain the growth advantage even in this difficult environment,&rdquo; Nageswaran said.

Donald Trump and Italian PM Giorgia Meloni express optimism over a potential US-EU trade agreement, showcasing conservative solidarity and addressing global issues including tariffs, NATO, and Ukraine.

Donald Trump and Giorgia Meloni hit an optimistic note about a possible US-EU tariffs deal Thursday as the far-right Italian prime minister mounted a charm offensive at the White House.
Casting herself as the only European who can de-escalate Trump's trade war, Meloni highlighted their conservative common ground and said she wanted to "make the West great again."
"There will be a trade deal, 100 percent," Trump said during her visit. Meloni said she was "sure" they could reach a deal.
The two leaders struck a warm tone during a working lunch and a meeting in the Oval Office, with Trump hailing the 48-year-old Italian premier as "fantastic."
Meloni is the first leader from Europe to visit the Republican since he slapped 20 percent tariffs on EU exports, which he has since suspended for 90 days.
The Italian leader said Trump had accepted an invitation to visit Rome in the "near future" and that he might also meet European leaders there.
"Even if we have some problems between the two shores of the Atlantic, it is the time that we try to sit down and find solutions," she said.
Meloni highlighted their shared views on immigration and "woke" ideology and added: "The goal for me is to make the West great again, and I think we can do it together."
 - 'Get smart' -
But while Trump expressed confidence about an eventual deal with the 27-nation bloc he accuses of trying to "screw" the United States, he said he was in "no rush."
"Everybody wants to make a deal -- and if they don't want to make a deal, we'll make the deal for them," Trump added.
Trump also returned to his administration's familiar criticisms of Europe, saying it needed to "get smart" on immigration and boost defense spending on NATO.
The US leader said separately that superpower rival China had "reached out" about a possible deal to end the bitter trade war between the world's biggest economies.
Trump has slapped eye-watering 145 percent tariffs on Chinese goods after it retaliated to his worldwide "Liberation Day" tariffs announcement on April 2.
"I think we're going to make a very good deal with China," he added.
Russia's war in Ukraine meanwhile remained a touchy subject between the US and Italian leaders.
Meloni has been a staunch ally of Ukraine and President Volodymyr Zelensky since Russia's invasion of the country in 2022, most recently calling Moscow's Palm Sunday attack on the city of Sumy "horrible and vile."
Trump however has stunned allies with a pivot toward Moscow and repeated attacks on Zelensky, whom he berated in an Oval Office meeting in February.
The US leader said with Meloni beside him that "I don't hold Zelensky responsible but I'm not exactly thrilled with the fact that that war started," adding that he was "not a big fan" of the Ukrainian.
 - Uncertainty -
Meloni had earlier acknowledged the uncertainty weighing on her trip as Europe reels from repeated blows from a country that has been the continent's defender for decades.
"I am aware of what I represent and I am aware of what I am defending," Meloni said Tuesday.
Italian newspapers reported that one of the goals of Meloni's visit was to pave the way for a meeting between Trump and EU chief Ursula von der Leyen.
Meloni's decision to personally intercede with Trump has caused some disquiet among EU allies, who are concerned that her visit could undermine bloc unity.
"If we start having bilateral discussions, obviously it will break the current dynamic," France's Industry Minister Marc Ferracci warned last week.
A European Commission spokeswoman said that while the EU alone could negotiate trade agreements, Meloni's "outreach is very welcome" and was coordinated with Brussels.
Following Thursday's meeting with Trump, Meloni will fly back to Rome on Friday in time to host US Vice President JD Vance, with whom she has a meeting planned.
Trump's threatened tariffs could have a major impact on Italy, the world's fourth-largest exporter, which sends around 10 percent of its exports to the United States.

Indian stock markets surged on Thursday with Sensex rising over 1,500 points and Nifty nearing 24,000, driven by renewed foreign investment and optimism around US-Japan trade negotiations.

Benchmark indices Sensex and Nifty surged nearly 2 per cent on Thursday, registering their fourth day of rally, as investors turned buoyant after foreign investors returned to domestic equities amid expectations of a breakthrough in US-Japan trade negotiations over reciprocal tariffs.
The 30-share BSE benchmark Sensex jumped 1,508.91 points or 1.96 per cent to reclaim the 78,000 level. It finally settled at 78,553.20. During the day, it soared 1,572.48 points or 2.04 per cent to 78,616.77.
The NSE Nifty surged 414.45 points or 1.77 per cent to 23,851.65.
From the Sensex firms, Eternal, ICICI Bank, Bharti Airtel, Sun Pharma, State Bank of India, Bajaj Finserv, Kotak Mahindra Bank and Reliance Industries were among the biggest gainers.
Tech Mahindra and Maruti were the laggards.
Foreign Institutional Investors (FIIs) bought equities worth Rs 3,936.42 crore on Wednesday, according to exchange data. On Tuesday, FIIs bought equities for Rs 6,065.78 crore.
In Asian markets, South Korea's Kospi index, Tokyo's Nikkei 225, Shanghai SSE Composite index and Hong Kong's Hang Seng settled higher.
European markets were trading in the negative territory.
US markets ended significantly lower on Wednesday.
The US and Japan are currently holding trade talks over reciprocal tariffs, with an aim to strike a deal soon.
"A strong rally in large-cap stocks was observed today, primarily driven by financials, amid expectations of improved margins stemming from changes in savings deposit interest rates. Positive sentiment was further supported by a reversal in FII flows, although the sustainability of this trend remains uncertain.
"Nonetheless, optimism surrounding the domestic market persists, bolstered by the expectation of a favourable outcome from US-India trade negotiations and a relatively minimal disruption from the US-China trade tensions. Additionally, a moderating inflation trajectory towards more comfortable levels is further enhancing market sentiment," Vinod Nair, Head of Research, Geojit Investments Limited, said.
Global oil benchmark Brent crude climbed 0.94 per cent to USD 66.47 a barrel.
Defying a weak global market trend on Wednesday, the BSE Sensex climbed 309.40 points or 0.40 per cent to settle at a two-week high of 77,044.29 in a volatile session. The Nifty rallied 108.65 points or 0.47 per cent to 23,437.20.
Stock markets will remain closed on Friday for 'Good Friday'.&nbsp;

Equity markets surged over 1% as strong earnings from HDFC and Infosys, along with foreign fund inflows, drove gains in banking and IT stocks.

Benchmark equity indices Sensex and Nifty surged more than 1 per cent on Monday, registering their fifth day of rally on the back of buying in banking and IT shares after encouraging quarterly earnings and foreign fund inflows.
The 30-share BSE Sensex jumped 855.30 points or 1.09 per cent to settle above the 79,000 mark at 79,408.50. During the day, it surged 1,081.85 points or 1.37 per cent to 79,635.05.
The NSE Nifty climbed 273.90 points or 1.15 per cent to close at 24,125.55.
From the Sensex firms, Tech Mahindra, IndusInd Bank, Power Grid, Bajaj Finserv, Mahindra &amp; Mahindra, HCL Tech, State Bank of India, Kotak Mahindra Bank, Infosys and Reliance Industries were the biggest gainers.
Adani Ports, Hindustan Unilever, ITC, Asian Paints and Nestle were among the laggards.
HDFC Bank shares climbed over 1 per cent after the leading private lender reported a 7 per cent growth in its consolidated net profit for the March quarter to Rs 18,835 crore.
Infosys shares rallied over 2 per cent after the company's March quarter net profit rose by 3.3 per cent sequentially.
Reliance Industries shares surged nearly 2 per cent which also boosted the rally in benchmark indices.
Foreign Institutional Investors (FIIs) bought equities worth Rs 4,667.94 crore on Thursday, according to exchange data.
In Asian markets, South Korea's Kospi index and Shanghai SSE Composite settled in the positive territory while Tokyo's Nikkei 225 ended lower. Markets were closed in Hong Kong.
US markets ended mostly lower on Thursday. Equity markets in the US were closed for 'Good Friday'.
Global oil benchmark Brent crude declined 2.71 per cent to USD 66.25 a barrel.
The BSE benchmark Sensex jumped 1,508.91 points or 1.96 per cent to settle at 78,553.20 on Thursday. The Nifty surged 414.45 points or 1.77 per cent to 23,851.65.
Stock markets were closed on Friday for 'Good Friday'.
