Haryana Chief Secretary Anurag Rastogi on Friday chaired a meeting of the state-level Narco Coordination Centre (NCORD) committee to evaluate the state's efforts in combating drug-related crimes and to formulate robust strategies to strengthen anti-drug initiatives.
The meeting, attended by Deputy Commissioners and Senior Superintendents of Police via videoconferencing, underscored the need for a comprehensive approach to tackle the challenges of drug abuse and trafficking, a statement said.
During the meeting, Rastogi issued directives to Deputy Commissioners to conduct thorough inspections of drug de-addiction centres across the state and submit detailed compliance reports by April 22.
This mandate aims to ensure accountability, enhance the operational standards of these centres, and improve rehabilitation outcomes for individuals battling addiction. Additional Chief Secretary (Home), Sumita Misra, instructed that these inspections should not only identify deficiencies but also acknowledge improvements and propose actionable recommendations to elevate the quality of services provided by the centres. Chief Secretary Rastogi also directed the Department of Food and Drug Administration to enforce stricter regulations for chemist shops across the state.
He mandated that all chemist shops install CCTV cameras to monitor operations and prominently display their licences in a visible location for consumers.
Additionally, he instructed the department to conduct awareness programmes to sensitise chemists about the legal consequences of violating drug regulations, including the penalties for non-compliance.
These measures aim to enhance transparency, curb the illegal sale of controlled substances, and ensure consumer safety.
Rastogi also proposed an enhancement to the 'Prahari Clubs', which are designed to create awareness of drug abuse among students. He suggested that these clubs should now include the parents of addicted youth, alongside teachers, to establish a more supportive environment for counselling.
Sumita Misra emphasised that safeguarding the youth and future generations from the dangers of drug addiction is vital for Haryana's progress.
She said Chief Minister Nayab Singh Saini has launched a new authority named 'SANKALP' (Substance Abuse and Narcotics Knowledge, Awareness and Liberation Programme Authority).
This initiative is designed to protect young people from the perils of substance abuse through comprehensive awareness campaigns, preventive education, and rehabilitation support, ensuring a brighter and drug-free future for the state.
Additional Chief Secretary, G Anupama, said the Haryana drug abuse monitoring system, a digital platform to enable end-to-end de-addiction services in the licensed centres, has been developed by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department.
The portal has been developed after elaborate consultations with government and private stakeholders. A pilot project has been successfully tested in Ambala and Panchkula. It will now be implemented across the state.
Apart from this, a star-rating system has been introduced for de-addiction centres in the state to ensure quality treatment for patients, she said.
Director General, Haryana State Narcotics Control Bureau (HSNCB), O P Singh, reported that from January to March 2025, 834 FIRs were registered under the Narcotic Drugs and Psychotropic Substances Act, resulting in the arrest of 1,319 individuals.
Among these, 119 cases involved commercial quantities of narcotics, while 578 involved intermediate quantities.
In addition, 103 awareness programmes were conducted by the HSNCB, reaching over 18,500 participants. Furthermore, 2,515 villages were covered under the 'Sports for Youth' initiative, aiming to engage and educate young people in the fight against drug abuse, Singh said.
Haryana's Director General of Police, Shatrujeet Kapur and senior officers of various departments were also present on the occasion.

With this, the number of total drug smugglers arrested has reached to 5621 in just 41 days.
The operation was conducted on the directions of Director General of Police (DGP) Punjab Gaurav Yadav simultaneously in all 28 Police districts of the state.
Notably, CM Bhagwant Singh Mann has asked the Commissioners of Police, Deputy Commissioners and Senior Superintendent of Police to make Punjab drug free state. The Punjab government has also constituted a 5-member Cabinet Sub Committee led by Finance Minister Harpal Singh Cheema to monitor the war against drugs. &nbsp; &nbsp; &nbsp; &nbsp;
Divulging details, Special DGP Law and Order Arpit Shukla informed that over 200 Police teams, comprising over 1200 police personnel, under the supervision of 86 gazetted officers have conducted raids at as many as 452 locations across the state leading to the registration of 49 first information reports (FIRs) across the state. Police teams have also checked as many as 482 suspicious persons during the day long operation, he added.
The Special DGP said that with the state government has enforced a three-pronged strategy&mdash; Enforcement, Deaddiction and Prevention (EDP)&mdash; to eradicate drugs from the state, the Punjab Police as part of &lsquo;De-addiction&rsquo; has convinced two persons to undergo de-addiction and rehabilitation treatment.
Meanwhile, Punjab Police has also carried out search operation at different jails in six districts&mdash; Bathinda, Mansa, Barnala, Patiala, Sangrur and SAS Nagar&mdash; to check any illegal activities in the jail. &ldquo;Our Police teams have thoroughly searched every nook and corner including barracks, kitchen and toilets in the jail complex,&rdquo; said Special DGP Arpit Shukla.

Amidst the ongoing war against drugs waged on the directions of Chief Minister Bhagwant Singh Mann, Counter Intelligence (CI) Ferozepur has busted a cross-border drug smuggling racket with the arrest of a drug smuggler and recovered 3.5 kg heroin from his possession, said Director General of Police (DGP) Punjab Gaurav Yadav here on Tuesday.
The arrested accused has been identified as Sukhdev Singh alias Sukhi, a resident of Mohan Ke Uttar in Ferozepur. Apart from recovering heroin, police teams have also impounded his Hero Splendor motorcycle (PB-05-AM-5620), which he was riding.&nbsp;
DGP Gaurav Yadav said that preliminary investigation revealed that the arrested accused was in direct contact with the Pakistan-based smuggler, who was using drones to drop the drug consignments from across the border.
Further investigation is undergoing to trace the forward and backward linkages in this case, he added.&nbsp;
Sharing operation details, AIG Counter Intelligence Ferozepur Gursewak Singh Brar said that following a reliable input about involvement of accused Sukhdev Sukhi in smuggling activities, police teams from CI Ferozepur launched an intelligence-based operation in the area of Village Lakho Ke Behram in Ferozepur and apprehended him along with seven packets of heroin, weighing 500 grams each, kept in a plastic bag.
He said that the accused was going to deliver the consignment to someone, when police teams apprehended him.
Efforts are being made to uncover the entire network of suppliers, dealers, and buyers, as well as to identify the person to whom accused Sukhdev Sukhi was to deliver the drug consignment, he said, while adding that more recoveries and arrests are likely in the coming days.
In this regard, a case FIR No. 10 dated 31.03.2025 has been registered under section 21-C of the NDPS Act at Police Station State Special Operation Cell (SSOC), Fazilka.
The accused will be produced before the Hon&rsquo;ble Court to obtain police remand for further investigation.

Mexican security forces captured Ovidio Guzm&aacute;n, an alleged drug trafficker wanted by the United States and one of the sons of former Sinaloa cartel boss Joaqu&iacute;n &ldquo;El Chapo&rdquo; Guzm&aacute;n, in a pre-dawn operation Thursday that set off gunfights and roadblocks across the western state's capital.
Defense Secretary Luis Cresencio Sandoval said Army and National Guard personnel had captured a son of &ldquo;El Chapo.&rdquo; Sandoval identified him only as Ovidio, in keeping with government policy.

Thursday's high-profile capture comes just days before L&oacute;pez Obrador will host US President Joe Biden for bilateral talks followed by their North American Leaders' Summit with Canadian Prime Minister Justin Trudeau. Drug trafficking, along with immigration, is expected to be a top talking point.
&ldquo;This is a significant blow to the Sinaloa cartel and major victory for the rule of law. It will not, however, impede the flow of drugs into the U.S. Hopefully, Mexico will extradite him to the U.S.,&rdquo; Mike Vigil, the DEA's former Chief of International Operations, said Thursday.
Vigil said that Ovidio Guzm&aacute;n was involved in all of the cartel's activities, especially the production of fentanyl. A 2018 federal indictment in Washington, D.C., accused the younger Guzm&aacute;n of conspiring to distribute cocaine, methamphetamine and marijuana in the United States.
The CDC said last July that more than 107,000 Americans had died from a drug overdose during the year ending January 2022, most of them involving opioids including illegally made fentanyl.
L&oacute;pez Obrador's security approach reversed years of what came to be known as the kingpin strategy of taking down cartel leaders, which led to the fragmentation of large cartels and bloody battles for dominance. L&oacute;pez Obrador put all his faith in the military, disbanding the corrupt Federal Police and creating the National Guard under military command.
The capture was the result of six months of reconnaissance and surveillance in the cartel's territory, and then quick action on Thursday, Sandoval said. National Guard troops spotted SUVs, some with homemade armor, and immediately coordinated with the army as they established a perimeter around the suspicious vehicles and forced the occupants out to be searched.
The security forces then came under fire, but were able to gain control of the situation and identify Guzm&aacute;n among those present and in possession of firearms, Sandoval said.
Cartel members set up 19 roadblocks including at Culiacan's airport and outside the local army base, as well as all points of access to the city of Culiacan, Sandoval said, but the Air Force was able to fly Guzm&aacute;n to Mexico City despite their efforts, and he was taken to offices of the Attorney General's organized crime special prosecutor.
Sandoval said Guzm&aacute;n was a leader of a Sinaloa faction he called &ldquo;los menores&rdquo; or &ldquo;the juniors,&rdquo; who are also known as &ldquo;los Chapitos,&rdquo; for the sons of El Chapo.
Other &ldquo;little Chapos&rdquo; include two of his brothers &mdash; Iv&aacute;n Archivaldo Guzm&aacute;n and Jes&uacute;s Alfredo Guzm&aacute;n &mdash; who are believed to have been running cartel operations together with Ismael &ldquo;El Mayo&rdquo; Zambada.
The Chapitos have been taking greater control in the cartel because Zambada was in poor health and isolated in the mountains, Vigil said. &ldquo;The Chapitos know that if el Mayo dies, (the cartel) is going to break apart if they don't have control.&rdquo; &ldquo;It's going to be very important that the U.S. requests Ovidio's extradition quickly and that Mexico does it,&rdquo; Vigil said.
U.S. Homeland Security Investigations had posted a $5 million reward for information leading to the arrest and/or conviction of Guzm&aacute;n early last year.
Alleged cartel members responded to Thursday's operation by carjacking Culiacan residents and setting vehicles ablaze in the cartel stronghold. Local and state authorities warned everyone to stay inside.
Intermittent gunfire continued into the afternoon Thursday in Culiacan as Mexican security forces continued to clash with cartel gunmen and few people ventured out. Airports there and in several other Sinaloa cities remained closed.
Airline Aeromexico said in a statement that one of its jets was struck by a bullet Thursday morning as it prepared for takeoff. Passenger video posted online showed people cowering on the floor of the plane. The company said passengers and crew were safe.
Later, Mexico's Civil Aviation Agency said in a statement that an air force plane in Culiacan had also been hit with gunfire. In addition to the Culiacan airport, the agency said airports in Los Mochis and Mazatlan were also ordered closed and all flights cancelled for security reasons.
David T&eacute;llez was aboard that flight with his wife and children, preparing to return to Mexico City after visiting his in-laws.
Their plane had been waiting for its chance to take off as two large military planes carrying personnel landed as well as three or four military helicopters. Marines and soldiers deployed along the perimeter of the runway.
When the commercial flight was finally preparing to accelerate, T&eacute;llez heard gunshots in the distance. Within 15 seconds the sounds were suddenly more intense. &ldquo;We heard gunshots and threw ourselves to the floor,&rdquo; he said.
He did not know the plane had been hit until a flight attendant told them. The plane quickly returned to the terminal and they were hustled into a room. Late Thursday afternoon they were still in the airport, unsure of when they would be able to return to Mexico City.
Elsewhere in Culiacan, local reporter Marcos Vizcarra had sought shelter in a hotel after gunmen stole his car.
Then he explained via Twitter that armed men had entered the hotel where he had sought shelter &ldquo;and are threatening guests to give them their car keys.&rdquo; Later, Vizcarra reported that they had taken his phone, but he had made it home safely.
Such attempts to create chaos often come in response to arrests of important cartel figures in Mexico. One of the most notorious came when federal security forces cornered Ovidio Guzm&aacute;n in October 2019, only to let him escape after gunmen shot up the city with high-powered weapons.
L&oacute;pez Obrador said at the time he had made the decision to avoid the loss of life.
L&oacute;pez Obrador entered office highly critical of the toll of his predecessors' drug war. He embraced the phrase &ldquo;hugs, not bullets&rdquo; to describe his approach to Mexico's chronic violence, which would focus on social programs aimed at weakening the draw of organized crime.
But four years into his six-year term, the death toll remains high.
In July, Mexico captured Rafael Caro Quintero, once one of the godfathers of drug trafficking and the man allegedly responsible for the murder of a DEA agent more than three decades ago, just days after L&oacute;pez Obrador met with Biden at the White House.
At the time, the capture was seen as a signal that Mexico could be willing to go after high-profile cartel bosses again, something L&oacute;pez Obrador had been loathe to do.&nbsp;

Drug firm AstraZeneca India on Tuesday said it has received approval from the country's drug regulator to market anti-diabetes medication Dapagliflozin.
The company said it has received approval from the Central Drugs Standard Control Organization (CDCSCO) for the drug indicated for diabetes patients with chronic kidney disease (CKD).
Dapagliflozin is the first and only anti-diabetic drug approved to significantly reduce the risk of sustained eGFR (estimated Glomerular Filtration Rate), cardiovascular deaths and hospitalisations due to heart failure in adults with progressive chronic kidney disease, the drug firm said.
The approval is applicable for both diabetic and non-diabetic CKD patients, it added.
CKD is one of the leading causes of hospitalisation globally and in India, representing a significant clinical and economic burden.
"The timely approval of Dapagliflozin from the CDCSCO committee with the additional indication is a huge boost for nephrologists across the country towards the management of progressive CKD," AstraZeneca India Vice President - Medical Affairs and Regulatory Anil Kukreja said in a statement.
The approval will provide the clinical community with a potential therapeutic option to arrest the progression of CKDs and address heart failures at an early stage, he added.

In a major drug haul, the Narcotics Control Bureau recovered MD drugs worth Rs 120 crore, said officials on Friday. 
The drugs were seized at two places in Gujarat and Mumbai. A total of 50 kilograms of drugs were recovered from Mumbai.
"Acting on an input, NCB recovered approx 50 kg of MD drugs concealed in a godown in Mumbai. Two people including the kingpin of the cartel were arrested. Both the arrested accused are from Mumbai," said Deputy Director General, NCB, SK Singh. 
In Gujarat, a total of 10.350 kg were seized while four persons were arrested. "Initially, info regarding the sale of MD drugs in Gujarat was shared by the Naval Intelligence Unit of Jamnagar, Gujarat. This input was jointly developed by NCB and Naval Intelligence Unit and seized around 10.350 kg of MD drugs and 4 persons were arrested," he added.

In a major drug haul, the Narcotics Control Bureau recovered MD drugs worth Rs 120 crore, said officials on Friday.&nbsp;
 The drugs were seized at two places in Gujarat and Mumbai. A total of 50 kilograms of drugs were recovered from Mumbai.
 "Acting on an input, NCB recovered approx 50 kg of MD drugs concealed in a godown in Mumbai. Two people including the kingpin of the cartel were arrested. Both the arrested accused are from Mumbai," said Deputy Director General, NCB, SK Singh.&nbsp;
 In Gujarat, a total of 10.350 kg were seized while four persons were arrested. "Initially, info regarding the sale of MD drugs in Gujarat was shared by the Naval Intelligence Unit of Jamnagar, Gujarat. This input was jointly developed by NCB and Naval Intelligence Unit and seized around 10.350 kg of MD drugs and 4 persons were arrested," he added.

The Goa Police have arrested one more drug peddler in connection with the case of alleged murder of BJP leader Sonali Phogat, an official said on Sunday.
With this, five people have so far been arrested in the case.
Phogat (43), a former Tik Tok star and contestant on the reality TV show "Big Boss", was brought dead to a hospital August 23, a day after arrival in Goa.
On Saturday night, the Anjuna police in North Goa district arrested drug peddler Rama alias Ramadas Mandrekar for allegedly supplying drugs to another peddler Dattaprasad Gaonkar, who is already in custody in connection with the case, the official said.
Gaonkar had allegedly supplied drugs to two other accused Sudhir Sagwan and Sukhwinder Singh, who accompanied Phogat on the Goa trip, police earlier said.

Sagwan and Sukhwinder Singh allegedly told police that they had procured drugs from Gaonkar who worked as a room boy at Hotel Grand Leoney Resort in Anjuna where they were staying.
While Singh and Sagwan are charged with murder, Nunes and Gaonkar are booked under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
Videos of CCTV footage from the restaurant had emerged on social media on Saturday. In one video, Phogat is seen dancing with Sagwan and the latter is seen forcing her to drink water which she instantly spits out.
Another video showed Phogat being escorted out of the restaurant by the accused. She is seen staggering and almost falling near the staircase on her way out.
Phogat was brought dead to St Anthony Hospital at Anjuna in North Goa district on August 23 morning from the hotel where she was staying.
While doctors said Phogat had a heart attack, her brother alleged that Sagwan and Singh, who had arrived in Goa with her, had played a role in her death.

The NCB has seized about 50 kg of "high-quality" heroin and arrested a man after it conducted raids in the Shaheen Bagh area of Delhi's Jamia Nagar, the federal anti-narcotics agency said on Thursday, claiming to have busted an Indo-Afghan drug-smuggling racket.
Narcotics Control Bureau (NCB) Deputy Director General (operations) Sanjay Kumar Singh said during a press briefing that cash amounting to Rs 30 lakh was also seized after the operation at a residential premises in the south Delhi area on Wednesday.
The drugs were kept in backpacks and jute bags and were wrapped in packets of e-commerce major Flipkart and other companies, the officer said.
He said this was one of the biggest narcotics seizures in Delhi, that too from a residential area, in the recent past.
Another 47 kg of "suspected" narcotics were also seized from the premises and the NCB has sent the seized substance to a laboratory for testing, Singh said.
The seized heroin originated from Afghanistan and the cash found is suspected to have been channelled through hawala (illegal routing of cash), he added.
The agency also seized cash-counting machines and some other "incriminating" material from the premises.
"It has been revealed that an Indo-Afghan syndicate based in Delhi, the National Capital Region and the neighbouring states is connected with the case. These syndicates have expertise in manufacturing and adulterating heroin locally, Singh said.
A senior officer said the "kingpin" of the syndicate is based in Dubai and the agency is probing the case further, including certain links with Pakistan-based narcotics operatives.
The man who was arrested -- an Indian national -- does not stay in the raided apartment at Shaheen Bagh and had taken it on rent, the officer, who wished to remain anonymous, said.
The India-Afghanistan syndicates smuggle goods to India through maritime as well as land-border routes and heroin is smuggled with legitimate goods and cargo, the NCB said.
The contraband is subsequently extracted from these goods by the Indian members of the syndicates with the help of some Afghan nationals, it added.
The agency is carrying out raids to bust the entire network and the traffickers are linked to operatives based in Punjab, Haryana, Uttar Pradesh, Uttarakhand and Delhi, the agency said.
