Horner will stay on as chief executive and team principal after the announcement, which came three days before the first race of the season.
&ldquo;The independent investigation into the allegations made against Mr. Horner is complete, and Red Bull can confirm that the grievance has been dismissed. The complainant has a right of appeal. Red Bull is confident that the investigation has been fair, rigorous and impartial,&rdquo; the Red Bull parent company said in a statement.
"The investigation report is confidential and contains the private information of the parties and third parties who assisted in the investigation, and therefore we will not be commenting further out of respect for all concerned. Red Bull will continue striving to meet the highest workplace standards.
Red Bull won all but one race last season and its driver Max Verstappen is the three-time defending champion.

Red Bull boss Christian Horner will face a hearing on Friday as he prepares to defend himself against an accusation of "inappropriate behaviour".

Red Bull, the Austrian energy drinks company which owns the team, confirmed on Monday an independent investigation had been launched after it was made aware of the allegations.
It is not clear where the hearing will be held, but PA understands it will not take place at Red Bull's headquarters in Milton Keynes, while a conclusion is not expected on the day.
A spokesperson for Red Bull said on Monday: "After being made aware of certain recent allegations, the company launched an independent investigation.
"This process, which is already under way, is being carried out by an external specialist barrister.
"The company takes these matters extremely seriously and the investigation will be completed as soon as practically possible. It would not be appropriate to comment further at this time."
Horner, who is married to former Spice Girl Geri Halliwell, has been in charge at Red Bull since they entered Formula One 19 years ago.
During that time he has overseen seven drivers' world championships and six constructors' titles.
The team dominated last season, winning 21 of the 22 races in 2023 as Max Verstappen defended his drivers' crown.
Regardless of the outcome of Friday's planned investigation, it has overshadowed the start of the 2024 campaign, with Red Bull set to unveil their new car on February 15 ahead of pre-season testing and the opening race in Bahrain next month.

Red Bull won 21 of 22 races this season, with Sergio Perez claiming a couple of wins.
&ldquo;You've smashed it out of the park this year,&rdquo; Red Bull team principal Christian Horner told him on the radio. &ldquo;We're all incredibly proud of you.&rdquo; Perez crossed the line in second place but dropped to fourth because of a five-second time penalty. Leclerc let Perez go past him on the final lap in the hope that Perez would finish more than five seconds ahead of Russell, with Mercedes and Ferrari both fighting for second place in the constructors' championship.
With Russell's teammate Hamilton finishing ninth for two points and Ferrari's Carlos Sainz Jr. out of the points, Mercedes clinched second behind Red Bull in the constructors' table.
&ldquo;Unfortunately, it wasn't enough,&rdquo; Leclerc said.
Verstappen started from pole position for the 12th time this season &mdash; more than twice as many as any other driver &mdash; with Leclerc alongside him and McLaren's Oscar Piastri third.
The Yas Marina track is one of the hardest to overtake on and Verstappen made a good start, holding off a couple of attacks by Leclerc.
Verstappen switched to hard tires on lap 17 of 58, followed by Leclerc on the next lap, leaving AlphaTauri's Yuki Tsunoda in the rare position of leading a race on team principal Franz Tost's last grand prix before retiring.
Verstappen regained the lead a few laps later and was never troubled.
Perez was given a penalty for bumping tires with McLaren's Lando Norris late on, although it appeared that Norris had enough space and turned into Perez's front right tire.
&ldquo;Why are we given this penalty? I was ahead," a bemused Perez said on team radio.

Alpha Romeo racer Zhou Guanyu survived one of the deadliest accidents in the history of Formula 1 events at the British Grand Prix.
The Chinese driver, Mercedes' George Russell, and Alpha Tauri's Pierre Gasly were bogged in a three-car contact which saw Guanyu's vehicle flipping upside down and rolling over the fencing in the first lap. After sliding from the race track, his car hit the barriers at a high speed and halted upturn between the armco and catch fencing. He was removed safely after some struggle by the rescue team. He was declared fit later. In a Tweet, the 23-year-old rookie driver who was the first Chinese driver to participate in Formula 1 confirmed that he had no serious injuries and thanked 'Halo' for saving his life in a Tweet later. Apparently, if the frightening accident would have taken before 2018, the driver would not have survived. Formula 1's Halo cockpit protection device was pivotal in guarding Gunayu's life. Last year, Lewis Hamilton credited the titanium device for saving his life at the Monza GP. Meanwhile, George Russell who sprinted from his car immediately after the crash to check on Zhou is being complimented by the netizens for his spontaneous action. In the same event, that Ferrari's  Carlos Sainz won, Williams driver Alex Abon also suffered a separate accident at the first corner. He too received medical attention and was declared fit later.

India’s Jehan Daruvala, a Red Bull Prema Racing Formula 2 driver, has bagged his debut F1 test drive with 8-time Constructor Championship winners McLaren.The 23-year-old will be driving the McLaren MCL35M, a hybrid F1 car that competed in the 2021 Championship. He will test the car on June 21 & 22 at the Silverstone circuit. After many drivers, including 7-time world champion Lewis Hamilton complained of back pain due to 'porpoising', Formula 1's governing body the FIA said it has taken steps on safety grounds to reduce the high-speed bouncing.
The FIA has now issued a technical directive to teams setting out how it plans to tackle 'porpoising', which is a ground effect philosophy, where air is sucked underneath a car to pull it down onto the track at high speed.
It has though caused massive back pains to the drivers, with Hamilton describing the Azerbaijan Grand Prix as the "most painful" he had ever experienced, and many of his rivals have also raised concerns.
Red Bull team principal Christian Horner has voiced his objections in the past and said "the easiest thing is to raise the car", but the teams most affected are reluctant to do so because of the effect it would have on performance.

Sergio Perez has won his first ever Monaco Grand Prix for Red Bull in a rain-interrupted race.
The Mexican beat Ferrari's Carlos Sainz, who finished second. This was Perez's second win for Red Bull and the third win in his career.
