A man has been detained for alleged bogus voting after he live-streamed from inside a poll booth in the Dahod Lok Sabha constituency, officials said on Wednesday.
The Congress has claimed that the man, Vijay Bhabhor, is the son of a local BJP leader and accused him of "insulting democracy" by going live on Instagram from the booth.
The police in the state&rsquo;s Mahisagar district detained Bhabhor and another man after the opposition complained to the Election Commission with a copy of the video. Though Bhabhor deleted the video after it drew criticism, the clip had gone viral on social media by then.
The incident of a man relaying a video live on Instagram after going to a poll booth to cast his vote is being probed, Dahod Returning Officer Nirgude Babanrao said.
&ldquo;We have received the video with a complaint and an investigation is underway,&rdquo; he said.
Of the 26 Lok Sabha seats in Gujarat, polling was held in 25 constituencies on Tuesday in the third phase of the general elections. The BJP candidate in Surat has won unopposed.
The incident happened at a polling booth at Parthampur in Mahisagar district under Dahod parliamentary constituency, Mahisagar Superintendent of Police Jaydeepsinh Jadeja said.
&ldquo;We have detained two persons and action is being taken based on the FIR registered by the presiding officer under the Representative of the People Act for bogus voting,&rdquo; Jadeja said.
He said Bhabhor went to the poll booth to cast his vote at 5.49 pm and left by 5.54 pm.
In those five minutes, he went live on Instagram and also allegedly cast votes on behalf of two other electors, resorting to bogus voting, he said.
Prabha Taviad is the Congress candidate in the constituency. She is pitted against incumbent MP Jasvantsinh Bhabhor.
Congress claimed that the person who relayed the &ldquo;booth capturing&rdquo; video on Instagram is the son of a local BJP leader.
Congress spokesperson Manish Doshi said they have repolling at booth number 220 in Parthampur over the incident.
&ldquo;Son of a BJP leader at Mahisagar played with the EVM machine and abused the Election Commission by creating a live video of booth capturing and thereby insulting democracy,&rdquo; Doshi said.
A Congress leader shared the purported video on his X handle. &ldquo;BJP leader's son Vijay Bhabhor captures the booth in Parthampur Village, Santrampur. He goes live on social media while doing the same and is seen threatening poll officials,&rdquo; he claimed.
The video shows Bhabhor purportedly focusing the camera on EVM (Electronic Voting Machine) and VVPAT (Voter verifiable paper audit Trail) machine and seeking five to ten minutes from a poll official even when he is asked to leave. Bhabhor purportedly also says that &ldquo;only the BJP works here&rdquo;. His accomplice was also seen in the video.
&ldquo;The machine belongs to my father. Only one thing works &ndash; that is BJP,&rdquo; says Bhabhor before pressing a button on the EVM, as per the video. &ldquo;Only Vijay Bhabhor works here,&rdquo; he purportedly says.

Gujarat government has issued an order that conversions from Hinduism to Buddhism, Jainism, and Sikhism will require prior approval from respective district magistrates.
The order came a week after it issued a circular declaring Buddhism as a distinct religion under the Gujarat Freedom of Religion Act, 2003.
The circular was issued by the Home Department on April 8 after it was apprised of instances of district magistrates and autonomous bodies arbitrarily interpreting the rule.
"It has come to notice that in applications seeking permission for conversion from Hinduism to Buddhism, procedure as per rules are not being followed. Moreover, sometimes, representations are being received from applicants and autonomous bodies that for religious conversion from Hinduism to Buddhism, prior permission is not required,&rdquo; it said, according to Indian Express newspaper.
&ldquo;In cases where applications are filed seeking prior permission, concerned offices are disposing such applications while stating that under Article 25(2) of the Constitution, Sikhism, Jainism and Buddhism are included within Hinduism and so the applicant is not required to take permission for (such) religious conversion,&rdquo; the circular stated.
&ldquo;It is possible that the replies given to applicants in sensitive subject like religious conversion without sufficient study of legal provisions can result in judicial litigations,&rdquo; it added.
The circular mentioned that &ldquo;with reference to Gujarat Freedom of Religion Act, Buddhism will have to be considered a separate religion&rdquo;.
It said that as per the Act, the person who is getting another to convert from Hinduism to Buddhism/Sikhism/Jainism will have to take prior permission of the district magistrate in a prescribed format. Also, the person who is converting will have to inform the district magistrate in a prescribed format.
It further instructed the district magistrates to decide application of religious conversion after detailed study of the legal provisions and by following instructions issued by the state government time to time.

Six students from Afghanistan and one from East Africa have been asked to vacate the Gujarat University's hostel rooms for overstaying, an official said on Sunday, in a move coming weeks after some foreign students were attacked for offering namaz on the premises.
An Afghan and a Gambian delegation had visited the university days after the March 16 attack and held a meeting with the vice-chancellor over safety measures.
Talking to PTI, the university&rsquo;s vice-chancellor Neerja Gupta said, "Six students from Afghanistan and one from East Africa were asked to vacate their hostel rooms after they were found overstaying.&rdquo; These persons had completed their studies and were staying in the hostel as ex-students due to some pending administrative work, she said.
The university has ensured that they are no longer required to stay in the hostel and arranged for them to return to their respective countries, Gupta said.
&ldquo;We have completed the required paperwork and they can now safely return to their native countries. We don't want to keep any former students in our hostel. We have informed the consulates of the respective countries, and they have also directed these students to vacate the hostel,&rdquo; the vice-chancellor said.
More than 300 international students are enrolled in Gujarat University, she said.
Around two dozen people barged into the government-run university's hostel on the night of March 16 and assaulted students from foreign countries for offering namaz at one of the blocks during the ongoing month of Ramzan, police said.
Two students from Sri Lanka and Tajikistan were hospitalised following the incident.&nbsp;

Reportedly, the foreign students were from Afghanistan, Sri Lanka, Uzbekistan and African countries.

Two students - one from Sri Lanka and another from Tajikistan - were hospitalised after the incident which took place on Saturday night, they said.
An FIR was registered against 20-25 people and nine teams of security personnel were formed to conduct a probe into the incident, Police Commissioner GS Malik said.
The incident was reported at around 10.50 pm on Saturday when nearly two dozen people barged into the (government-run) Gujarat University's hostel and raised an objection to students from Afghanistan, Uzbekistan and other countries offering namaz in the facility where they stayed, Malik said.
There are around 300 international students enrolled at the Gujarat University, including from Afghanistan, Tajikistan, Sri Lanka and countries in Africa, he said.
Nearly 75 of the international students stay in the A-block hostel of the university where the incident occurred, the official said.
"Some 20-25 people entered the hostel premises and objected to the international students offering namaz there, asking them to do so in a mosque. They argued over the issue, assaulting them and hurling stones," Malik said.
The police responded within minutes after a call was made to the control room at 10.51 pm. A police van reached the spot and action was taken, he said.
Two students -- one from Sri Lanka and another from Tajikistan -- have been hospitalised, he said.
An FIR was registered against 20-25 people and they will be arrested soon, Malik said, adding the situation was under control.
Nine teams have been formed, including four from the crime branch and five from local police under DCP, to conduct a probe into the case, he said.
All those involved in the incident will be arrested, the official said, adding the case will be monitored by the joint commissioner of police (crime).&nbsp;

23-year-old Dr Ganesh Baraiya did not let his height hold him back, even when the Medical Council of India (MCI) disqualified him from becoming a doctor.
When he applied for MBBS in 2018, the MCI committee denied permission because he is all of three-feet tall. But Baraiya&nbsp;did not let the rejection trip him up, and today he is Dr Baraiya, an MBBS intern.&nbsp;
"The committee said I would not be able to handle emergency cases because of my height," Baraiya told PTI.
He consulted his school principal and some other well-wishers who suggested he challenge the decision.
The matter went from the Gujarat High Court to the Supreme Court, which passed a judgement in Baraiya's favour in 2018, allowing him to take admission to the Government Medical College, Bhavnagar.
"On August 1, 2019, I took admission to the medical college, and that is how my MBBS journey started. I recently completed my course and got the MBBS degree. I am now working at Sir T General Hospital in Bhavnagar," he said.
Dean of the Bhavnagar Medical College Dr Hemant Mehta said it was a matter of immense happiness for him that Baraiya completed his course and was doing internship.
"He used to find way in every situation. He would tell us his problems sometimes, and we tried our best to solve them," Dr Mehta said.
"His friends, classmates and batchmates must have helped him the most, as they used to be with him at all times. The teachers helped him too, because he required the most attention in the whole class," Mehta added.&nbsp;

The Panchmahal district police has stepped in to help the family travel to Kolkata to bring back Geeta to Bhamaiyya, where her children and extended family stay.
Panchmahal SP Himnanshu Solanki told The Indian Express, &ldquo;The hospital contacted the police and the police verified the details of the village and the family. When we could contact the family, the doctors had Geeta video call her family. They recognised each other.&rdquo;

The Gujarat police have arrested three persons for culpable homicide not amounting to murder in connection with the boat tragedy near Vadodara that killed 12 students and two teachers, an official said on Friday.
Eighteen students and two teachers were rescued from the boat capsize in Harni lake on the outskirts of Vadodara city on Thursday. The students were on a picnic at the time.
The tragedy had prompted the police to register an FIR under sections 304 (culpable homicide not amounting to murder) and 308 (attempt to commit culpable homicide) of the Indian Penal Code against 18 persons, including the partners of Kotia Projects, which was given the contract to run Harni Lake Zone by the civic body.
&ldquo;We have already arrested the manager of the Harni Lake Zone, Shantilal Solanki, and two boat operators &ndash; Nayan Gohil and Ankit. Efforts are on to nab other culprits. Twelve school students and 2 women teachers have lost their lives in the incident. Rescue operation in the lake ended on Thursday night,&rdquo; said Deputy Commissioner of Police Panna Momaya.
Meanwhile, some of the families performed the last rites of their children, who died in the boat tragedy, late on Thursday night with teary eyes.
As per the FIR, Kotia Projects was given the contract to operate and maintain Harni Lake Zone, a recreation hub, in 2017 by the Vadodara Municipal Corporation (VMC).
In his complaint, VMC engineer Rajesh Chauhan said the firm, its owners, managers and boat operators indulged in criminal negligence on several counts, be it non-maintenance of boats or not keeping adequate number of life-saving equipment and life jackets.
It was also revealed that only a few students were given life jackets and no instructions were given to them, as per the complaint.
Earlier, Gujarat Minister of State for Home Sanghavi had told reporters that only 10 students on board were wearing life jackets. "It proves organisers were at fault," he had said.
Due to overload, the FIR said, the boat first started swaying and then capsized following water ingress from the front side.
Gujarat Chief Minister Bhupendra Patel had visited the site late on Thursday evening and toured Janvi Hospital and state-run SSG Hospital to meet survivors and kin of the deceased.
Patel also monitored the rescue operation that was being carried out by personnel from the National Disaster Response Force (NDRF) and other agencies, including the local fire brigade.
In a message on social media platform X, Prime Minister Narendra Modi said, &ldquo;Distressed by the loss of lives to a boat capsizing at the Harni lake in Vadodara. My thoughts are with the bereaved families in this hour of grief. May the injured recover soon.&rdquo; &ldquo;The local administration is providing all possible assistance to those affected. An ex-gratia of Rs 2 lakh each from PMNRF would be given to the next of kin of each deceased. The injured would be given Rs 50,000,&rdquo; the PM further said.
The Gujarat government has already ordered a high-level probe into the incident and directed the Vadodara district collector to submit the inquiry report within 10 days.
A notification issued by the state home department on Thursday night said the collector has been directed to conduct a detailed inquiry on reasons and circumstances which led to the tragedy, whether there was any negligence on the part of the contractor or any official and how such incidents can be avoided in the future.
Gujarat chief minister announced compensation of Rs 4 lakh to the kin of those who have died and Rs 50,000 to the injured.
Gujarat Education Minister Kuber Dindor said a probe has been ordered after he learnt the boat was carrying more persons than the stipulated number.

Twelve students and two teachers died after a boat capsized in Harni lake on the outskirts of Vadodara city in Gujarat on Thursday, while 18 students and two teachers were rescued, state minister Harsh Sanghavi said.
Earlier, the PSO of Harni police station had put the toll at 16, comprising 14 students and two teachers. Those on board the ill-fated boat were on a picnic when the tragedy occurred in the afternoon.
"Twelve students and two teachers died in the boat capsizing incident. A total of 18 students and two teachers were rescued. We have learnt only 10 students on board were wearing life jackets. It proves organisers were at fault," Gujarat Minister of State for Home Sanghavi told reporters.
An FIR under sections 304 (culpable homicide not amounting to murder) and 308 (attempt to commit culpable homicide) of the Indian Penal Code has been registered and two persons have been arrested, Sanghavi informed.
Teams have been formed to nab other culprits, he added.

The area around Harni lake on the outskirts of Vadodara in Gujarat was bustling with people, including distressed parents, after news of the tragedy spread.
"I came here to pick up my son after receiving a call from the school teacher that he was not feeling well. However, I realised he was on the boat. Thankfully, he was rescued by some persons as soon as the boat overturned," said a man by the lake.
However, a man who sat sobbing at a nearby hospital was not as lucky.
"My daughter was on the boat. She had gone on a picnic. She is dead and I am here to claim her body. Who do I hold accountable for this tragedy," he said crying.
Mukesh Khavdu, a youngster living near the lake, was one of the first responders.
"I was at my shop near Harni lake when the incident took place. When I heard the cries of a teacher for help, I immediately jumped into the water as I know swimming. I rescued four children from the overturned boat" said Khavdu.
The area was teeming with public as well as personnel from the National Disaster Response Force, the Fire Brigade and ambulances, with senior officials, including Collector AB Gor, monitoring the rescue operation.

As many as 17 persons have complained of partial or complete loss of vision after undergoing cataract surgery at a trust-run hospital in Ahmedabad district, prompting authorities to order a probe, an official said here on Tuesday.
The Gujarat health and family welfare department has formed a nine-member expert committee to conduct an inquiry and also asked the eye hospital at Mandal village not to perform any more cataract surgeries until further orders, said Satish Makwana, deputy director (health and medical services), Ahmedabad region.
The matter came to light after five persons who underwent surgery at the Ramanand Eye Hospital at Mandal on January 10 were referred to the ophthalmology department at the Ahmedabad Civil Hospital on Monday for treatment, he said.
"Twenty-nine persons had undergone cataract surgery at the Mandal hospital on January 10, and of these, 17 developed complications and complained of loss of vision. Five seriously affected patients were referred to Ahmedabad, while 12 were admitted to the same Ramanand Eye Hospital," Makwana told reporters at Mandal.
Expert doctors were roped in at Ahmedabad and the Mandal-based hospitals to treat the affected patients and conduct an inquiry, he said.
The hospital in Mandal had performed nearly 100 cataract surgeries this month, Makwana said, adding that a camp has been set up at Viramgam town to screen all these patients for complications.
Talking to reporters at the hospital in Mandal, two women, who are among 12 patients undergoing treatment, said they had completely lost vision.
Another woman said the hospital had charged each patient Rs 3,100 for the surgery.
Dr Somesh Aggarwal of the Ahmedabad Civil Hospital's M and J Institute Of Ophthalmology, who is part of the expert committee, also reached Mandal.
"We are examining every patient to check the extent of damage and collecting samples of medicines they were given after the surgery," Aggarwal told reporters.&nbsp;

A case was registered against Bachal Khan (37) after a video surfaced on social media, in which he was seen offering prayers in front of his truck parked on the side of a busy crossroad near Palanpur city, an official from Palanpur (west) police station said.
The accused offered 'namaz' after stopping his truck at a busy crossroad on a highway on Friday, he said, adding that someone shot a video which went viral on social media, prompting police action.
A first information report (FIR) was registered against Khan under sections 283 (danger in public way), 186 (obstructing public servant in discharging duties) and 188 (disobedience to order duly promulgated by public servant) of the Indian Penal Code (IPC), he said.
The accused was placed under arrest on Saturday, the official said.

In an attempt to provide "global business ecosystem" at the Gujarat International Finance Tec-City (GIFT City), the Gujarat government on Friday lifted the ban on liquor in the area, exempting it from prohibition which is in place across the state.
Being the state in which Mahatma Gandhi was born, the manufacture, storage, sale and consumption of alcoholic beverages have been banned in Gujarat since its formation.
Such exemption had never been granted in any area of the state in the past.
"GIFT City has emerged as a global financial and technological hub which is bustling with economic activities. An important decision has been taken on Friday to change rules to allow `wine and dine' facilities in the GIFT City area to provide a global business ecosystem to global investors, technical experts and national and international companies," the state prohibition department said in a statement.
"Under the new system, hotels, restaurants and clubs (existing and that will come up) in the GIFT City area will be given permits for wine and dine facilities," it said.
However, such establishments will not be allowed to sell liquor bottles to people.
"Those officially working in GIFT City area and their official guests will be able to go to such hotels, restaurants and clubs for wine and dine facilities," the statement further said.
Liquor access permits will be given to owners and employees of companies in the GIFT City and temporary permits will be given to their visitors who can go to such hotels and restaurants to consume alcohol.
The state prohibition and excise department will regulate the import, storage and sale of liquor in the city.
At present, outsiders visiting Gujarat can buy liquor from authorised outlets by obtaining a temporary permit.
The opposition Congress, meanwhile, opposed the decision.
"Look at the situation of women in the states where liquor is freely available. Families are getting destroyed. Liquor not only damages health but it also disturbs social fabric. There is no proof that development can be achieved due to liquor. If that was true, then the states which do not have prohibition would be at the top of development charts," Congress leader Manish Doshi said.
By legalizing sale and consumption of liquor "in Gujarat of Mahatma Gandhi and Sardar Patel" the BJP government was exhibiting its double standards, and it does not want to implement prohibition properly, said another Congress leader Hiren Banker.
The DREAM city in Surat which houses recently inaugurated diamond bourse has also demanded exemption from prohibition.
In the past, former chief minister Shankarsinh Vaghela had demanded that the ban on liquor be lifted in the state.

Twenty people have been killed in lightning strikes in different parts of Gujarat during widespread unseasonal rainfall in the state, an official said Monday.
Union Home Minister Amit Shah condoled the deaths due to bad weather and lightning in various cities of Gujarat on Sunday and said the local administration was engaged in relief work.
As per an official of the State Emergency Operation Centre (SEOC), a total of 20 rain-related deaths have been reported so far from different parts of Gujarat.
All the fatalities were attributed to lightning strikes during unseasonal rainfall which battered the state on Sunday.
Four persons died in Dahod district, three in Bharuch, two in Tapi, and one each in Ahmedabad, Amreli, Banaskantha, Botad, Kheda, Mehsana, Panchmahal, Sabarkantha, Surat, Surendranagar and Devbhumi Dwarka, the SEOC official said.
Union minister Amit Shah in a post on X on Sunday night said, "I am deeply saddened by the news of the death of many people due to bad weather and lightning in various cities of Gujarat. I express my deepest condolences for the irreparable loss to those who lost their loved ones in this tragedy. The local administration is engaged in relief work, praying for the speedy recovery of the injured." The India Meteorological Department (IMD) has said the rain activity is expected to abate on Monday.
As per the SEOC data, as many as 234 out of 252 talukas of Gujarat received rainfall on Sunday, with Surat, Surendranagar, Kheda, Tapi, Bharuch and Amreli districts recording 50-117 mm rainfall in 16 hours, throwing normal life out of gear and causing crop damage.
Hailstorms hit some parts of Rajkot, while locals were seen rejoicing the scene created by the sudden showers.
Apart from causing crop damage, the rainfall also affected the ceramic industry of Morbi district in Saurashtra region as factories were forced to remain shut, officials said.
IMD's Ahmedabad centre director Manorama Mohanty said rains will abate on Monday and remain concentrated in some parts of south Gujarat and Saurashtra districts.
The rains were being caused due to a cyclonic circulation lying over northeast Arabian Sea and adjoining Saurashtra and Kutch regions, the IMD said in its bulletin.
