 A parliamentary committee has recommended the Union Health Ministry "audit deaths due to oxygen shortage", especially during the Covid second wave, in coordination with states to enable robust documentation of the mortalities.
The committee said it was "disturbed" by the ministry's "unfortunate denial" of COVID-19 deaths due to oxygen shortage.
"The ministry must meticulously examine the oxygen-stricken Covid deaths and ensure that proper compensation is accorded to the families of the victims," the panel said, adding it expected more transparency and accountability from government agencies.
The Parliamentary Standing Committee on Health, in its 137th report presented to Rajya Sabha on Monday, said the increase in the number of Covid positive cases had put severe pressure on the health infrastructure.
There were several instances of patients' families pleading for oxygen and waiting in queues for cylinders and the media reported stories of hospitals running out of the life-saving gas and making desperate appeals when they were reportedly left with only a few hours of supply, it said.
The committee said that in its 123rd report it had warned the government of the possible shortage of oxygen cylinders and supply of oxygen in hospitals.
"The committee is disappointed to note that the ministry in its submission in 2020 had assured that the country is self-sufficient in oxygen and oxygen cylinders; however, their hollow claim was brutally exposed during the second wave," the panel said in its 137th report.
"The government failed to manage even distribution of oxygen in states and amidst the skyrocketing demand it could not maintain a steady flow of oxygen leading to an unprecedented medical crisis," the panel said.
It added that poor logistic management and the failure of the government in ensuring a quick response from the healthcare system speak volumes of the utter chaos in the government machinery, especially during the second wave.
Poor monitoring of the oxygen generation capacity and availability of medical oxygen, oxygenated and ventilator beds in hospitals further aggravated the situation, the panel said.
"The committee wonders that in response to the Union government's request to states and Union Territories to furnish details of Covid deaths owing to lack of oxygen, 20 states and Union Territories responded and none of these have reported confirmed death due to oxygen shortage," it said.
"The committee is disturbed at the unfortunate denial of the Ministry of Health and Family Welfare regarding Covid deaths due to oxygen shortage in the country." It said that it takes into account media reports that there were many deaths due to oxygen shortage in hospitals. However, the sheer negligence of the fact shows the absence of empathy in government parlance, the parliamentary panel alleged.
The panel noted there were no definite guidelines for identifying the deaths due to inadequate supply of oxygen.
"Oxygen shortage is not noted as a cause of death in the medical records and most of the deaths were attributed to co-morbidities," the committee said, expressing disappointment at this utter "ignorance" by the government.
"The ministry, in coordination with the states, must audit the deaths due to oxygen shortage and enable robust documentation of the Covid deaths that will in fact generate the responsive and responsible sense of government and cautious formulation of policy and combat situational health care emergency," it said.

A committee constituted by the Karnataka High Court has found that 36 patients died in Chamarajanagar district hospital due to a lack of oxygen during the second wave of the Covid-19 pandemic.
Report of State Level Monitoring Committee revealed that out of 62 deaths declared by the district hospital between May 4 and May 10, 36 people died due to non-availability of oxygen on the intervening night of May 2 and May 3.
However, Deputy Chief Minister CN Ashwathnarayan denied the findings of the report and said oxygen shortage did not lead to the deaths, adding logistical issues and negligence of that institution cannot be reflected as oxygen shortage.
He further said inquiry is going on to find whether it was because of shortage of oxygen or negligence.

Usually, CPAP machines use mild air pressure to keep airways open and are used for patients suffering from breathing problems and sleep apnea. The CPAP therapy helps in ensuring that the airways do not collapse while you breathe during sleep. The therapy is also used to treat infants whose lungs have not fully developed.

Oxygen supplied to hospitals hit a peak of 8,944 metric tonnes (MT) per day on May 9 and dropped to about 8,100 MT a day on May 18-19. However, it has again risen marginally to 8,334 MT a day on May 20.
When Covid cases started rising, demand for LMO increased manifold. It crossed the 8,000 MT per day mark on April 30 and continued to rise further in the first week of May.
While the quantity supplied has dropped, it is still much higher than the demand recorded during the first wave of Covid-19 in 2020.

15 Covid-19 patients died as tragedy struck the Goa Medical College (GMC) yet again on Thursday. A day after the High Court directed the Goa government to ensure there were no more deaths due to oxygen issues, the state&rsquo;s largest Covid facility reported 15 more deaths between due to a drop in oxygen supply.
Relatives and resident doctors at GMCH made frantic calls through the night as the oxygen pressure started falling in the Covid wards around 1 am. Doctors said oxygen pressure could be restored only in 20 minutes, during which 15 lives were lost.
Earlier on Tuesday as many as 26 patients had died at the premier state-run hospital and Health Minister Vishwajit Rane had said that the deaths might have been due to oxygen issues.

74 Covid-19 patients have died at the Goa Medical College and Hospital due to oxygen supply shortage in a span of four days. A day after the High Court directed the Goa government to ensure there were no more deaths due to oxygen issues, at least 13 more patients died as tragedy struck the GMCH&nbsp;again&nbsp;in the early hours of Friday. With 74 people dead so far due to a dip in oxygen levels at GMCH in Goa in four days, state authorities continue to blame &ldquo;logistical issues&rdquo; for the fatalities. Goa Chief Minister Pramod Sawant, who visited the hospital said the gap between the "availability of medical oxygen and its supply might have caused some issues". He has also sought for a probe by the High Court.

The Delhi government has written to the Centre, offering the surplus oxygen that is being given to it to other states, Deputy Chief Minister Manish Sisodia said on Thursday. Assessment of the COVID19 situation revealed Delhi now needs 582 MT per day.
He said the national capital earlier had a requirement of 700 MT of oxygen when the number of cases was rising but now with the dip in figures, the requirement has come down to 582 MT.
Sisodia said Delhi recorded 10,400 fresh COVID-19 cases in a 24-hour period and the positivity rate has gone down to 14%.
He also informed that there are now more beds available in hospitals and oxygen situation has improved.

The initiative is part of an ongoing effort of Noida Authority with support from the Adani Group, which has provided it with 100 five-litre capacity oxygen cylinders, they said.
The authority had recently started the facility for refilling oxygen in empty cylinders for patients in isolation centres through RWAs and Apartment Owners Associations amid a surge in demand due to the pandemic.
While the move brought relief to many people, trouble continued for several who found it difficult to arrange empty oxygen cylinders that were required to avail the facility.

The ride-hailing company, Ola&nbsp;on Monday said it has partnered with donation platform GiveIndia to provide consumers with oxygen concentrators.&nbsp;
The service, which will be provided for free through the Ola app, service will start rolling out in Bengaluru from this week with an initial set of 500 oxygen concentrators.
Ola and GiveIndia will scale it up across the country with up to 10,000 concentrators in the coming weeks, a statement said.

Consumers request for an oxygen concentrator from the Ola app by providing a few basic details. Once verified a specially trained set of Ola&nbsp;drivers will deliver the concentrator to the patient's&nbsp;doorstep.&nbsp;
Once the patient has gotten better and no longer requires the concentrator, Ola will pick the device back up and return it to GiveIndia to get it ready for the next patient who needs it.

Kerala Chief Minister Pinarayi Vijayan in a letter to PM Modi, said his state cannot spare any further oxygen to neighbouring states as they have already supplied their buffer stock and are now left with just 86 metric tonne.
Kerala will allow 40 metric tonnes of oxygen to Tamil Nadu till May 10, as per the May 6 decision of the Central Committee of Oxygen Allocation. &lsquo;It will be practically impossible to allow oxygen to be taken out of the state considering the present situation&rsquo;, Vijayan wrote to PM Modi.
The state will need 450 metric tonnes of oxygen by May 15 given the surge in cases. He has requested that the entire 219 MT oxygen produced in Kerala be allocated to the state itself.
