Train firing: hate-crime accused rail cop had harassed Muslim man in 2017, committed forgery 

Superiors ordered an inquiry against Chaudhary over the harassment and action was taken against him as per disciplinary rules.

RPF constable Chetansinh Chaudhary, who shot dead his senior and three passengers on board a moving train last month, has been dismissed from service and he was involved in at least three discipline-related incidents, including the harassment of a Muslim man in 2017, an official said on Thursday.
The order to sack Chaudhary was issued on Monday by Railway Protection Force (RPF) senior divisional security commissioner, the official said.
As per the official, Chaudhary was part of the force&rsquo;s dog squad in Madhya Pradesh&rsquo;s Ujjain in 2017 when he once brought a Muslim man to the RPF post and harassed him for no reason.
Superiors ordered an inquiry against Chaudhary over the harassment and action was taken against him as per disciplinary rules, he said.
During his posting in Gujarat, Chaudhary assaulted a colleague on one occasion. In another incident, he withdrew money using a co-worker&rsquo;s ATM card, the official said.
The decision to sack him was taken based on the train killing incident, he added.
Chaudhary (34) is accused of gunning down his senior officer, Tikaram Meena, and three passengers when the Jaipur-Mumbai Central Superfast Express was near Palghar station on the outskirts of Mumbai in the early hours of July 31.
The three passengers, Abdul Kadar Mohamed Hussain Bhanpurawala, Sayyad Saifuddin and Asgar Abbas Shaikh, were travelling in different bogies of the train. Chaudhary was later arrested by the Government Railway Police (GRP). The motive behind the chilling crime is still not clear.
Chaudhary first shot dead RPF Assistant Sub-Inspector Meena and a passenger in B5 coach with his automatic service weapon. He then gunned down another passenger in the pantry car of the train and one more traveller in S6 coach, according to GRP.
Chaudhary is now in judicial custody, the official said.

Railway Protection Force (RPF) constable Chetan Singh forced a passenger of the B2 bogie of the Jaipur-Mumbai train to walk at gunpoint up to the pantry car, which is two coaches away, where he shot him dead, a GRP official said on Tuesday citing the investigation.
Singh (33) is accused of gunning down his senior RPF colleague Tika Ram Meena and three passengers aboard the moving train near Palghar railway station on the outskirts of Mumbai in the early hours of Monday with his automatic weapon, officials had said. He was nabbed later.
"RPF constable Chetan Singh forced a passenger travelling in B2 coach of the train, to walk at gunpoint up to the pantry car where he shot him dead. They crossed coaches, B2 and B1, before reaching the pantry car while other passengers watched," the official said.
The GRP is collecting details of the passengers in at least five bogies who might have witnessed the killings as Singh strutted with the automatic weapon. Statements of at least a dozen passengers have been recorded so far, according to the official.
"Medical examination of the accused has been conducted but his motive behind the killings is still unclear. We are collecting information about other passengers too," the official added.
He said many passengers alighted at Borivali station before the train reached its final destination of Mumbai Central on Monday morning.
"Taking this into account, we will try to record statements of maximum passengers, especially those who are prime witnesses," the official added.
Singh had allegedly shot dead RPF Assistant Sub-Inspector Meena and another passenger in the B5 coach and one more passenger in the S6 coach, which is 8th bogie from the B5 coach, an official had said.
Another senior official said GRP will scan the footage of CCTV cameras installed on the train as part of the investigation.
Members of a high-level committee, set up to conduct a probe into the shooting incident, have reached Mumbai and they are expected to meet officials concerned, authorities said.
The Railway Board has set up a five-member committee to conduct a "comprehensive inquiry" into the train firing incident, an official said.
A court here on Tuesday remanded the accused constable in the custody of Government Railway Police till August 7.

An incident of Siwan railway station grabs the light where a train driver having train no. 11123 Down Jhansi Express stopped the train in a mid-way at 91A Siswan Dhalla just to drink tea.The picture shows that the guard went to the shop near Dhala, brought a cup of tea for the train driver then get himself onto the engine. In a bizarre incident which took place at a railway crossing near the&nbsp;Siwan&nbsp;station in Bihar, a train driver&nbsp;stopped the train mid-journey&nbsp;just to drink tea.
A picture of the incident shows the guard deboarding the train, buying a cup of tea for the driver and climb on to the engine. The incident took place last Friday.

The Food Safety and Standards Authority of India (FSSAI) has not authorised anyone to issue halal certificates, it said.
Halal certification is a religious authentication of any food product making it permissible for Muslims to consume.
Some right-wing organisations have been carrying out a campaign seeking a ban on the display of halal certification on food products. The campaign, which started on March 31, has gone viral on social media.
The list, which was shared by Hindu Janajagruti Samiti's Karnataka spokesperson Mohan Gowda on Thursday, includes Indian Railway Catering and Tourism Corporation, Air India, Maharashtra Tourism Development Corporation and Amulfed Dairy. It also includes names of brands offering halal-certified chicken products, soft drinks, flour and chocolates.
"We are going to take legal recourse against halal certification. The Food Safety and Standards Authority of India has not authorised anyone to issue halal certificate but still companies approach six bodies which issue the certificate," Gowda said.
When contacted, the IRCTC said it follows guidelines issued by the Ministry of Railways.
"The IRCTC, a central PSU under the Ministry of Railways, works as per the guidelines issued by ministry. Regarding food, the IRCTC follows extant guidelines issued by the FSSAI in this regard," it said.
"The IRCTC has also taken initiative in getting its various vegetarian services Sattvik certified," it said.
Air India did not respond to PTI's request for comments on the issue.
Besides seeking a ban on halal certification, right-wing groups involved in this campaign have been appealing Hindus to buy 'jhatka' meat, which according to them involves a process that is comparatively less cruel and painful for animals and poultry.

Right-wing organisation Hindu Janajagruti Samiti has released a list of brands which includes the state-owned IRCTC, Air India and Amulfed Dairy that provide halal certification on their food products and said it will take legal action to check this practice.
The Food Safety and Standards Authority of India (FSSAI) has not authorised anyone to issue halal certificates, it said.
Halal certification is a religious authentication of any food product making it permissible for Muslims to consume.
Some right-wing organisations have been carrying out a campaign seeking a ban on the display of halal certification on food products. The campaign, which started on March 31, has gone viral on social media.
The list, which was shared by Hindu Janajagruti Samiti's Karnataka spokesperson Mohan Gowda on Thursday, includes Indian Railway Catering and Tourism Corporation, Air India, Maharashtra Tourism Development Corporation and Amulfed Dairy. It also includes names of brands offering halal-certified chicken products, soft drinks, flour and chocolates.

"We are going to take legal recourse against halal certification. The Food Safety and Standards Authority of India has not authorised anyone to issue halal certificate but still companies approach six bodies which issue the certificate," Gowda said.
When contacted, the IRCTC said it follows guidelines issued by the Ministry of Railways.
"The IRCTC, a central PSU under the Ministry of Railways, works as per the guidelines issued by ministry. Regarding food, the IRCTC follows extant guidelines issued by the FSSAI in this regard," it said.
"The IRCTC has also taken initiative in getting its various vegetarian services Sattvik certified," it said.
Air India did not respond to PTI's request for comments on the issue.

Railways has decided to suspend its Non Technical Popular Categories (NTPC) and Level 1 tests after violent protests by job aspirants over the selection process of its recruitment exams, a spokesperson for the national transporter said on Wednesday.
It has also formed a high level committee to examine the grievances of those who have passed the exams under different railway recruitment boards (RRBs) and those who have failed the same.
After listening to both the parties, the committee will submit a report to the railway ministry, he said.  "A high power committee has been formed to look into the concerns and doubts raised by candidates in regard to results of 1st Stage Computer Based Test (CBT) of Centralized Employment Notification (CEN) 01/2019 of Non Technical Popular Categories (NTPC) issued by Railway Recruitment Boards (RRBs) on 14-15th January 2022," the railways said.   The committee will examine the results of 1st Stage CBT of centralised employees notice issued in 2019 (CEN 01/2019) for NTPC and methodology used for shortlisting candidates for second stage CBT without effecting existing shortlisted candidates and the introduction of second stage CBT in CEN RRC 01/2019.
The candidates can lodge their concerns and suggestions to the committee at rrbcommittee@railnet.gov.in, the railways has said.
All chairpersons of RRBs have also been directed to receive the grievances of candidates through their existing channels, compile these grievances and send the same to the committee.
Candidates have been given three weeks time up to February 16 to submit their concerns and the committee after examining these concerns will submit their recommendations by March 4, 2022.
"In view of above, the 2nd Stage CBT of CEN 01/2019 (NTPC) beginning 15th February 2022 and 1st Stage CBT of CEN RRC 01/2019 beginning 23rd February stands postponed," the railways said.
The committee members include Deepak Peter, chairperson, Principal Executive Director (Industrial Relations), Railway Board; Rajiv Gandhi, Member Secretary Executive Director Establishment (RRB), Railway Board; Aditya Kumar, Member, Chief Personnel Officer (Administration), Western Railway; Jagdish Alagar, Member Chairperson RRB/Chennai; Mukesh Gupta, Member Chairperson RRB/Bhopal.
