Asserting that a woman or a girl is killed every 11 minutes by an intimate partner or a family member, UN chief Antonio Guterres has said that violence against them is the most pervasive "human rights violation" in the world and called on governments to implement national action plans that tackle this scourge.
Secretary General Guterres made these remarks ahead of the International Day for the 'Elimination of Violence against Women' which is observed on November 25.
&ldquo;Violence against women and girls is the most pervasive human rights violation in the world. Every 11 minutes, a woman or a girl is killed by an intimate partner or family member &mdash; and we know that other stresses, from the COVID-19 pandemic to economic turmoil, inevitably lead to even more physical and verbal abuse,&rdquo; Guterres said.
Guterres' remarks come in the backdrop of the recent Shraddha Walker murder case that has shocked India with its brutal details.
He said women and girls also face rampant online violence, from misogynistic hate speech to sexual harassment, image abuse and grooming by predators.
"This discrimination, violence and abuse targeting half of humanity come at a steep cost. It limits women&rsquo;s and girls&rsquo; participation in all walks of life, denies their basic rights and freedoms, and blocks the equal economic recovery and sustainable growth our world needs,&rdquo; he said.
The UN chief gave a clarion call to all to &ldquo;consign violence against women and girls to the history books,&rdquo; saying now is the time for transformative action that ends violence against women and girls.
He said this means governments designing, funding and implementing national action plans to tackle this scourge, involving grass-roots and civil society groups at every stage of decision-making and ensuring that laws are implemented and respected, so survivors see their rights to justice and support upheld.
Calling on governments to increase funding by 50 per cent to women&rsquo;s rights organisations and movements by 2026, Guterres urged all to take a &ldquo;stand and raise our voices in support of women&rsquo;s rights&rdquo; and proudly declare that &ldquo;we are all feminists.&rdquo; He called for supporting public campaigns that challenge patriarchal norms and promote different forms of masculinities that reject misogyny and violence.
Noting that this year&rsquo;s theme on an international day is &lsquo;UNITE: Activism to End Violence Against Women and Girls&rsquo;, Guterres said it means standing with activists around the world who are calling for change and supporting survivors of violence.

North Korea's foreign minister called UN Secretary-General Antonio Guterres "a puppet of the United States" as she slammed the UN chief for joining US-led condemnation of the North's recent intercontinental ballistic missile test.

Guterres's statement came after the United States and other countries issued similar criticism of the North's ICBM test that showed an potential to strike anywhere in the continental US.
"I often take the UN secretary-general for a member of the US White House or its State Department," North Korean Foreign Minister Choe Son Hui said in a statement carried by state media.
"I express my strong regret over the fact that the UN secretary-general has taken a very deplorable attitude, oblivious of the purpose and principles of the UN Charter and its proper mission which is to maintain impartiality, objectivity and equity in all matters."
Choe accused Guterres of overlooking the US and its allies taking the North's ICBM test to the UN Security Council, saying that &ldquo;This clearly proves that he is a puppet of the US."

The U.N. Security Council scheduled an emergency meeting for Monday morning on North Korea's ICBM launch at Japan's request.
But it's unclear if it can impose new economic sanctions on North Korea because China and Russia, two of the council's veto-wielding members, have opposed the previous U.S. and its allies' moves to toughen sanctions on the North over its banned tests of ballistic missiles earlier this year.
Friday's ICBM launch was the latest in North Korea's ongoing torrid run of missile tests that experts say are meant to boost its nuclear capability and increase its leverage in future diplomacy.
North Korea said leader Kim Jong Un observed Friday's launch of its Hwasong-17 missile and called it another "reliable and maximum-capacity&rdquo; weapon to contain U.S. military threats.
Some experts say the Hwasong-17 is still under development but it's the North's longest-range missile and is designed to carry several nuclear warheads to overcome US missile defense systems.

India will assume the Presidency of the G20 for one year from December 1, 2022 to November 30, 2023.

UN Secretary General Antonio Guterres has said he "very strongly" hopes that India's G20 presidency will allow for the creation of effective systems of debt restructuring, warning that the developing countries are facing a "perfect storm" amid the impact of the pandemic and increased food and fuel prices due to the Ukraine conflict.
India will assume the Presidency of the G20 for one year from December 1, 2022 to November 30, 2023.
Ahead of his three-day visit to India starting Tuesday, Guterres also said that he has been "very strongly advocating" for the need of reforms in "our international economic and financial system that was to a large extent built by the rich for the rich".
"I very strongly hope that the presidency of India of the G20 will allow for the creation of effective systems of debt restructuring and debt relief for the possibility of multilateral development banks to be able to do concessional funding to middle income countries that are particularly vulnerable&hellip;to make sure that multilateral development banks assume a multiplying effect, which means mobilise through guarantees, accepting to be the first risk-takers,&rdquo; Guterres said.
"Developing countries are now facing a perfect storm,&rdquo; the UN chief told PTI in an interview.
Guterres noted that during the COVID pandemic, vaccines were not distributed equally and then resources for recovery were very different in developed countries that have the capacity to print trillions of dollars.
"Developing countries cannot print money, their currencies will immediately sink. On the other hand, we are seeing dramatic problems of debt - larger and larger numbers of countries on the verge of debt collapse," he said, as countries like Sri Lanka and Pakistan are facing unprecedented financial turmoil.
"And with the dramatic increases in prices of energy, food largely expanded by the war in Ukraine, we are now seeing countries in the developing world without any fiscal margin of maneuver to attend to the needs of their people. Not to mention the sustainable development goals in which we are moving backwards,&rdquo; he said.

Against this background, Guterres called for reform of the international economic and financial system, adding that for this the G20 leadership will be essential.
Under its Presidency, India is expected to host over 200 G20 meetings, beginning December 2022. The G20 Leaders' Summit at the level of Heads of State and Government is scheduled to be held on September 9-10 next year in New Delhi.
A statement issued by the Ministry of External Affairs in New Delhi on the UN chief's visit said that Guterres will join Prime Minister Narendra Modi on October 20 in Gujarat&rsquo;s Ekta Nagar, Kevadiya at the launch of the Mission LiFE (Lifestyle for Environment) booklet, logo and tagline.
External Affairs Minister S Jaishankar would hold bilateral discussions with Guterres on &ldquo;issues of global concern, steps to deepen India&rsquo;s engagement with the UN, including through India&rsquo;s upcoming Presidency of the G20 and reformed multilateralism.&rdquo; Guterres underscored the importance of supporting developing countries in these difficult times and in creating conditions for sustainable development.
On climate action, Guterres said it is essential that developed countries fully assume their commitments, not just the USD 100 billion per year target for climate finance that is not yet met but also the need to have at least half of climate finance on adaptation.
He stressed the need to support increasing capital of multilateral development banks &ldquo;to better support developing countries&rdquo;, particularly in their green transition and to be able to adapt to the devastating consequences of climate change.
"Unfortunately, those that are suffering more are not those that pollute more,&rdquo; he said.
Guterres said on the other hand &ldquo;we need to have a historical pact between developed countries and emerging economies like India because we need to reduce emissions&rdquo;, which are growing.
Noting that developing countries naturally have their own needs of providing electricity to their population, of responding to their development perspectives &ldquo;that they want to maintain in a very legitimate way&rdquo;, Guterres said these countries have a huge dependency on fossil fuels, namely on coal.
"This historic pact is something which I believe we need&hellip;to create true partnerships in which developed countries contribute with the financial resources and the technological support to allow emerging economies to accelerate their transition,&rdquo; he said.
"That is essential. If we are not able to reduce emissions not only in developed countries but also in emerging economies, we will lose the war on climate with devastating consequences for everybody,&rdquo; he said.
Guterres noted that India is a country that "unfortunately is already suffering a lot in relation to climate - the droughts and other impacts are absolutely dramatic.&rdquo; "I believe this is the moment in which the G20 countries, where you have all the developed countries, the biggest ones and all the biggest emerging economies, we need an historical pact for joining efforts to make sure that in solidarity, we are able to fight successfully climate change,&rdquo; he said.
As leaders and climate experts prepare to meet for the UN Climate Change Conference COP 27 in Sharm El Sheikh, Egypt in November, Guterres said he will do everything possible to contribute for COP27 to be a success in mitigation, in adaptation and in finance.
"I think it is the moment to make loss and damage a central aspect of the discussion and the results of the COP27.&rdquo;

He said the  climate crisis is the defining issue of our times, and  nations must end the suicidal war against nature.
Speaking at the opening of the General Assembly's annual high-level meeting,, the UN chief assessed that  "nations are gridlocked in colossal global dysfunction" and aren't ready or willing to tackle the challenges that threaten humanity's future — and the planet's.
Besides climate emeregency, Gueterres also cited the war in Ukraine, multiple conflicts around the world and the dire financial situation of developing countries.On climate change, Guterres said the climate crisis is a case study in moral and economic injustice and the world must end “our suicidal war against nature”.
“The climate crisis is the defining issue of our time. It must be the first priority of every government and multilateral organisation. And yet climate action is being put on the back burner - despite overwhelming public support around the world,” he said.
The G20 emits 80 per cent of all greenhouse gas emissions. But the poorest and most vulnerable - those who contributed least to this crisis - are bearing its most brutal impacts, the UN chief said.
His concerns over climate change have emerged after his recent visit to flood-affected Pakistan, which has blamed the first-world nations for the spirallin weather disasters. The nation also sought compensation from the developed world owing to their contribution to green house gases' emissions.

Kremlin spokesman Dmitry Peskov confirmed that Guterres is to meet Tuesday with Russian Foreign Minister Sergey Lavrov and that Putin will also host the UN chief.
The UN later said that Guterres will head Thursday to Ukraine to see President Volodymyr Zelenskyy and Foreign Minister Dmytro Kuleba.
In both visits, Guterres aims to discuss “steps that can be taken right now” to stop the fighting and help people get to safety, UN spokesperson Eri Kaneko said.
"He hopes to talk about what can be done to bring peace to Ukraine urgently," she said.
Guterres had asked Tuesday to meet with the presidents in their respective capitals.
Guterres has urged Russia to stop its attack since it began two months ago, in what he called “the saddest moment” in his five years in the UN's top job. He appealed Tuesday for a four-day “humanitarian pause” in fighting leading up to Sunday's Orthodox Easter holiday.
"Stop the bloodshed and destruction. Open a window for dialogue and peace," he implored.
Guterres sent the UN's top humanitarian official to Moscow and Kyiv earlier this month to explore the possibilities of a cease-fire.
But the secretary-general had faced questions about whether he himself should travel to press for peace. In a recent letter, former UN officials called on him to step up his personal, public involvement.
Whatever overtures may have been made privately, the now-planned trip “is a visible symbol of what the United Nations is supposed to be standing for, which is peace and security,” one of the letter-writers, former UN political affairs chief Jeffrey Feltman, said by phone Friday.

United Nations Secretary-General Antonio Guterres told the Security Council on Wednesday Afghanistan is "hanging by a thread."  
The UN chief called for countries to authorize all transactions needed to carry out humanitarian activities in the country.
He also pushed for a suspension of any rules or conditions constricting "lifesaving" aid operations as millions in the country suffer extreme hunger.
"Time is of the essence. Without action, lives will be lost, and despair and extremism will grow. A collapse of the Afghan economy could lead to a massive exodus of people fleeing the country," Guterres said.
Some $9.5 billion in Afghan central bank reserves remain blocked abroad and international aid has dried up since the Taliban seized power in August.
Donors seek to use the money as leverage over the Taliban on issues including human rights.
The United Nations earlier this month appealed for $4.4 billion in humanitarian aid for Afghanistan in 2022.
On Wednesday, it said it needed a further $3.6 billion for health and education, basic infrastructure, promotion of livelihoods and social cohesion, specifically the needs of women and girls.

On Wednesday, it said it needed a further $3.6 billion for health and education, basic infrastructure, promotion of livelihoods and social cohesion, specifically the needs of women and girls.
