BJP MP and former Wrestling Federation of India President, Brij Bhushan Singh, has been granted interim bail by Delhi's Rouse Avenue Court in the sexual harassment case.
The bail was also granted to his co-accused, former assistant secretary of the Wrestling Federation, Vinod Tomar.
Additional Chief Metropolitan Magistrate Harjeet Singh Jaspal made the decision, with the regular bail plea scheduled for a hearing on Thursday.
On July 7, the judge had summoned Brij Bhushan and Tomar, directing them to appear in court on July 18.
Last month, the Delhi Police had filed a chargesheet under Sections 354 (outraging modesty of a woman), 354A (sexually coloured remarks), 354D (stalking) and 506(1) (criminal intimidation) of Indian Penal Code, 1860 against them.&nbsp;
However, a cancellation report was filed in the POCSO case filed by a minor wrestler against Singh.

Even as former Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh is slated to appear before Delhi's Rouse Avenue Court on July 18, details continue to emerge from the 1599-page chargesheet filed by the Delhi Police.&nbsp; The chargesheet contains statements of 44 witnesses, besides six statements by the complainants which were recorded under CrPC 164. Contents of the oversight committee's report were included in the Delhi Police chargesheet as an annexure. Several wrestlers in their complaints have accused the Mary Kom-led committee of having a biased approach towards the ex-WFI chief during the probe.&nbsp; One of the complainants revealed, 'Even after giving my statement before the (oversight) committee whenever I visited the Federation office, the accused looked at me with distasteful and lustful eyes and made wrong gestures which made me feel insecure.'&nbsp; The wrestler alleged, 'Even the video recording was being switched off and on while I was giving my statement and in spite of my request, the committee did not supply me a copy of my video recording. I fear that my statement may not have been recorded in entirety and may also have been tampered with to protect the accused.'&nbsp; Another complainant stated that they were forcefully made a member of the Federation's Sexual Harassment Committee to look into similar matters.&nbsp; 'The accused, in conspiracy with accused No. 2 and other unknown persons, has deliberately done this to suppress my voice and allegations against him. He has, without my approval or consensus, made me part of the said committee and is now alleging that in spite of being part of the committee, I am falsely alleging to be a victim myself,' said the complainant.

According to a report in the Indian Express, yet, the MC Mary Kom-led panel did not recommend an investigation or audit from competent authorities.
Responding to that, Brij Bhushan Sharan Singh said the announcement of paid contracts for players was made in &lsquo;excitement&rsquo; of getting a new sponsor on board, which never materialised.

In a blow for the Indian Olympic Association, the Hangzhou Asian Games Organising Committee (HAGOC) has declined the request for a further extension of the deadline to submit the names of the Indian wrestling team for the upcoming Asian Games.
The IOA had initially asked the Olympic Council of Asia (OCA) to extend the deadline to August 5, but they were only granted a seven-day extension until July 22.
The HAGOC has set July 15 as the deadline for all participating countries to provide the names of their athletes for the Asian Games, scheduled to take place from September 23 to October 8. Despite the IOA's renewed request to the OCA for an extension until August, HAGOC has rejected the proposal.
"The Hangzhou Organising Committee has rejected the IOA's request for further extension. They conveyed it to the OCA and OCA has told this to the IOA," revealed a source from the Indian Olympic Association as quoted by PTI
With the imminent July 22 deadline for finalizing the Indian wrestling team's selection and submitting the names to HAGOC, the IOA's ad-hoc panel is now faced with the challenge of conducting trials and making the team selection within a limited timeframe.
The request for a delay in submitting the names was initially made by the six protesting wrestlers, including Bajrang Punia, Sakshi Malik, and Vinesh Phogat, who are Olympic and Asian Games medallists. They had requested the Sports ministry to extend the trial dates, citing their inability to participate in trials due to the agitation against former Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh.
The IOA president had subsequently written to the OCA requesting an extension until August 10, which was later revised to August 5. However, the OCA granted only a seven-day extension until July 22.
Now that the HAGOC has rejected the IOA's request, the ad-hoc panel led by Bhupender Singh Bajwa will need to quickly organize the trials and make the necessary arrangements in order to meet the upcoming deadline.
Additionally, the proposal for a single bout for the protesting wrestlers has been discarded after facing opposition from other wrestlers, their coaches, and parents. The ad-hoc panel had initially suggested that the protesting wrestlers would compete in a one-off bout against the winners of the trials in their respective weight categories. However, due to strong objections, the panel has decided to abandon its own proposal.

Quoting from the Delhi Police chargesheet, The Indian Express has reported that Bharatiya Janata Party MP Brij Bhushan Sharan Singh is 'liable to be prosecuted and punished' for the charges pressed against him by the country top six wrestlers. &nbsp; &nbsp; The newspaper reviewed the chargesheet and reported that the Wrestling Federation of India president has been booked under section 506 for criminal intimidation, 354 for outraging the modesty of a woman, 354A for sexual harassment and 354D for stalking. While the report noted that in one of the cases the offence was &lsquo;repeated and continuing&rsquo;, the Kaiserganj MP could face prison of up to 5 years. &nbsp; &nbsp; The report said that the chargesheet mentions 15 incidents of sexual harassment out of which 10 episodes are about inappropriate touching. The report said that the Delhi Police has spoken to 108 witnesses out of whom 15 are wrestlers, coaches and referees who have verified the accusations. &nbsp; The newspaper also said that the chargesheet mentions that 'the accused may be summoned to face trial and witnesses... may be called for their examination...&rsquo;&nbsp; A local court has summoned Singh to appear before it on July 18. &nbsp;&nbsp;

Wrestlers Vinesh Phogat, Sakshi Malik, and Bajrang Punia on Sunday revealed that they will take their fight against former Wrestling Federation of India chief Brij Bhushan Sharan Singh from the streets to the court.
Expressing satisfaction with the government's fulfillment of its promise to file a chargesheet against Brij Bhushan, the grapplers posted identical tweets stating, "The wrestlers' fight for justice will continue, but it will now be pursued in the court instead of on the road." The identical statement by the three wrestlers marked the end of a 5-month long agitation that began in January after India's top women wrestlers accused the BJP MP of sexual harassment.
Furthermore, they addressed the need for reform within the WFI and mentioned that the election process has commenced as promised. They expressed their intention to await the fulfillment of government assurances regarding the WFI polls.
Shortly after releasing the statement, both Vinesh Phogat and Sakshi Malik also announced that they will be taking a few days' break from social media. On Saturday, during a live address on social media, Vinesh, Sakshi, and Bajrang criticized Yogeshwar Dutt, a former wrestler and current BJP leader, for questioning the IOA ad-hoc panel's decision to exempt them from Asian Games trials. In their nearly 40-minute speech, the wrestlers emphasized their determination to continue their fight against Brij Bhushan. They expressed their intention to assess the chargesheet filed against Singh and decide on the next course of action.
Responding to inquiries about their silence, Vinesh stated, "The deadline to suspend our protest was June 15. Our fight for justice will persist, whether on or off the mat. We await a copy of the chargesheet to determine its strength for seeking justice. We will decide whether to take to the streets or put our lives at stake. That's why we are currently silent. Our battle is far from over."
Vinesh also accused Dutt of targeting them due to personal interests. She alleged, "You (Dutt) frightened other wrestlers, which is why they didn't join the second protest on April 23. You pressured them by threatening their jobs. People have expressed support for us, but they have their own constraints preventing them from joining."
She further added, "I know why you are doing this. Perhaps Brij Bhushan offered you the position of WFI President, which is why you have aligned yourself with him."
Following their removal from Jantar Mantar on May 28, the wrestlers temporarily suspended their protest until June 15, based on assurances from Sports Minister Anurag Thakur. Thakur promised to file a chargesheet against Brij Bhushan and ensure that none of his family members would be allowed to participate in WFI elections.
The wrestlers received significant support from farmer leaders, khap panchayats, and various organizations. They staged a 38-day sit-in at Jantar Mantar before being detained by the Delhi Police for violating law and order.
Their initial protest began on January 18, but it was suspended after Thakur pledged to investigate their allegations of sexual harassment and intimidation against 66-year-old Singh, who has served as a six-time BJP MP.

The sparring between protesting wrestlers and BJP politician Yogeshwar Dutt took a new turn on Saturday when Bajrang Punia along with Sakshi Malik and Vinesh Phogat made some serious revelations concerning Dutt.&nbsp; In a Facebook livestream, Bajrang Punia alleged, 'Before the 2010 Asian Games, Yogeshwar Dutt was injured so another wrestler was asked to join the contingent and he submitted his passport.'&nbsp; But Dutt insisted on playing, continued Punia, he persisted that he will play and then just 10 days before, he pulled out of the tournament.&nbsp; 'He withdrew his name when nothing could be done. He cheated the country by doing so,' the Olympic medallist said.&nbsp; The 29-year-old then went on to narrate another ordeal of Dutt's dating back to 2014.&nbsp; 'In 2014 before the Commonwealth Games, two wrestlers, Dutt and another whom I won't name would go to the Federation office everyday and ask to be exempted from trials,' Bajrang Punia claimed in the video.&nbsp; 'I want to ask him (Dutt) what did he do since the 2012 Olympic win to ask for such kind of favours?' the 2020 Tokyo Olympic winner asked.&nbsp; Gesturing towards Sakshi, Vinesh and himself, he said, 'There are three medal-winning wrestlers sitting here, I just want to inform everyone, that we have never entered any tournament without giving trials for our selection.'&nbsp;
Facing opposition from fellow wrestlers for receiving exemption from Asian Games trials, the protesting wrestlers on Saturday denied demanding such a favour from IOA and said they will quit wrestling if it is proved.
London Olympic bronze medallist Yogeshwar Dutt on Friday questioned if these grapplers were agitating to get such favours and exhorted the junior wrestlers, their coaches and parents to raise voice against this injustice.
'If you had problems with one-bout trial, you should have gone to the sports minister. But you chose to spread poison through social media,' Bajrang said.
'We are ready to quit wrestling if it is proved that we asked for exemption. We never wrote any letter for exemption,' Punia added.&nbsp;
The wrestlers also vowed to continue their fight.

The IOA constituted ad-hoc panel on Friday allowed Sakshi, Vinesh, Bajrang, Satywart Kadian Jitender Kinha and Sangeeta Phogat to be exempted from trials for the upcoming Asian Games and World Championship selections.&nbsp; It also stated that these six individuals will be required to beat just the winners of the trials to seal their places in the Indian teams for the two prestigious events, consequently drawing flak from the wrestling community.&nbsp;
These six wrestlers have staged a sit-in protest against former WFI President Brij Bhushan Sharan Singh, accusing him of sexually harassing several women wrestlers.
Dharmendra Malik, father of world championship silver medallist Anshu, said it's not a regular trial, a lot is at stake, so there is no scope for any bias.
"Asian Games come after four years. The World Championship with Olympic qualification also comes after four years. These are no ordinary trials. Exempting these wresters from trials is absolutely wrong," Dharmedra told PTI.
"The protest was to just get justice and now they themselves are inflicting injustice on other wresters," he said. Dayanand Kalkal, coach of fast-rising wrestler Sujeet told PTI, 'I spoke to Mr Bhupender Singh Bajwa (head of WFI ad-hoc panel) and told him that this is not a good decision. Trials should be fair and without any bias. He listened to me and also assured that they will take back this exemption.'&nbsp; When PTI contacted Bajwa to know if he has made any such promise, he did not receive calls or respond to text message. Vikas Bhardwaj, who coaches U-20 world champion woman wrestler Antim Panghal also criticised the IOA panel for exempting protesting wrestlers saying ,'This is wrong. We will protest against it. This is not acceptable.'&nbsp;

The police who sought a response from wrestling federations of five countries in connection with the alleged incidents of sexual harassment by Singh might also file a supplementary chargesheet today. The notices were sent to the organisations seeking photos and video of the tournaments and CCTV footage of the places where the wrestlers stayed during their matches.
The police had also filed a cancellation report in the POCSO case against Brij Bhushan on June 15 and the next hearing regarding the cancellation report will be held on July 4.
In this case against Singh lodged on the basis of a complaint from six women wrestlers, the charge sheet has been filed for the offences under sections 354 (assault or criminal force to woman with intent to outrage her modesty), 354A (sexual harassment) and 354D (stalking) of the Indian Penal Code (IPC).

A number of wrestlers who were part of the protest against former WFI Chief Brij Bhushan Sharan Singh have returned to training to prepare for the Asian Games trials.
Vinesh Phogat, one of the most prominent faces of the wrestlers&rsquo; protest, has been training at the SAI centre in Sonepat since June 9.
Apart from Vinesh, Tokyo Games bronze medallist, Bajrang Punia, another prominent face of the grapplers&rsquo; agitation, has also been training at the facility. Bajrang&rsquo;s wife Sangeeta Phogat, and her cousin Geeta have also hit the mat for the trials.
Geeta, who recently made a remarkable comeback to competitive wrestling after a maternity break, is being accompanied by her husband Pawan Sarah to the SAI centre.
While the women wrestlers usually gather for the National Camp at the SAI centre in Lucknow, it was relocated due to the agitation against the WFI chief.
Since Vinesh's arrival on June 9, along with Geeta Phogat's regular attendance, it seems that a sense of normalcy is gradually returning to the wrestling complex, according to a SAI official.
Meanwhile, Bajrang and his sparring partner Jitender Kinha have already commenced their training sessions at the Bahalgarh centre, which serves as the national camp for men's freestyle and Greco-Roman wrestlers throughout the year.
In a recent development, the wrestlers approached the Sports Ministry, requesting that the trials be postponed to August. They explained that they require more time to prepare and won&rsquo;t be ready for the trials if they are held later this month.
Consequently, the Indian Olympic Association (IOA) has contacted the Olympic Council of Asia (OCA) to inquire whether they can submit the wrestling squad by August 10.&nbsp;
The IOA is obligated to provide the OCA with the names of all participating Indian athletes by July 15.

While the police have filed sexual harassment, stalking charges in the chargesheet, it has done so based on the statements of protesting wrestlers and their acquaintances.
According to multiple reports, the two complainants who were asked to submit audio, video and photo evidence were unable to provide substantial proof.
These reports claim that only a handful of photographs were submitted as evidence even though the Delhi Police went through hundreds of them.
The cops also found no video evidence, according to the report.The hearing in the matter will next take place on June 22.

According to the police's statement, they submitted the cancellation report to the court based on the statements of the girl and her father.

The Delhi Police on Thursday filed a 500-page closure report in the POCSO case against former Wrestling Federation of India (WFI) chief Brijbhushan Sharan Singh at Delhi&rsquo;s Patiala House Court. Stating that no corroborative evidence was found against Singh in the POCSO case, the police said the minor complainant had vested interests against the BJP MP. According to the police's statement, they submitted the cancellation report to the court based on the statements of the girl and her father. The Patiala House Court will hear the matter on July 4 to decide whether the case will be closed or not.

A chargesheet was filed in the senior wrestlers' FIR against former Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh under various sections of the Indian Penal Code (IPC) on June 15, 2023.&nbsp; The Delhi Police, upon completing its investigation, filed a chargesheet for offences under sections 354 (Assault or criminal force to woman with intent to outrage her modesty), 354A (making sexually coloured remarks), 354D (stalking) of IPC against accused Brij Bhushan Sharan Singh and for offences under sections 109/ 354/354A/506 IPC against accused former WFI assistant secretary Vinod Tomar.&nbsp; This chargesheet pertained to one of the two FIRs registered by top wrestlers accusing the BJP MP of sexual harassment. Meanwhile, the cops filed a 500-page closure report in the POCSO case that relates to the minor's complaint, stating there was no corroborative evidence against him. As per Indian Code, if a person assaults or uses criminal force with the intention of outraging a woman's modesty, the person shall face a punishment of no less than a year and up to 5 years.

India code notes, if a person demands sexual favours, shows pornography against a woman's will, makes sexually coloured remarks, or makes any unwelcomed physical contact, the person shall face a 3-year imprisonment and a fine or both.

If a person stalks a woman on the internet or follows her despite a clear indication of disinterest by her, the person shall be punished for up to 3 years on the first conviction and up to 5 years on the 2nd conviction. The accused shall also have to pay a fine.

The Wrestling Federation of India's much-awaited elections will take place on July 6, the returning officer announced in a notification issued on Tuesday.
The announcement comes a day after the Indian Olympic Association (IOA) appointed retired high court judge Mahesh Mittal Kumar as the returning officer to set the poll process in motion.
It was also notified that the results of the elections will also be announced on the same day.
The last date for receiving two nominations from each state and union territory for constituting the electoral college has been fixed as June 19 and the scrutiny will be completed by June 22.

<li>Each state unit can send two representatives and each representative shall have one vote. So, the electoral college for the WFI elections will consist of 50 votes. But a few state bodies, dissolved by the WFI in the past, have also staked their claim to participate in the elections.</li>

The returning office after going through the credentials of the representatives of the factions will decide who can vote and who cannot.
The submission of nominations for elections will commence on June 23 and conclude on June 25, which will be followed by the preparation and display of the nominations, while the scrutiny of the nomination papers will take place on June 28.
The candidates will be able to withdraw their nominations between June 28 and July 1, following which the final list of contesting candidates will be put up on July 2.
In his notification issued on Tuesday, the returning office wrote, "The last date of receiving two nominations from each State/UT for constituting the electoral college has been fixed as 5.00 p.m of 19th June 2023, all the recognised Wrestling Federations of the states/UTs under the ratified constitution of the W.F.I and the guidelines of the Ministry of Youth and Sports, Govt. of India are hereby called upon to nominate two (2) persons each of the respective associations who are the members of the executive body of such State/UT Units, for the purpose of constituting the electoral college for the ensuing general election to elect members of the Executing Committee."

It was widely speculated that the elections would take place on July 4 after the IOA appointed Mittal, the former Jammu and Kashmir High Court Chief Justice, as the returning officer on Monday.
The main task before the retired judge would be to decide which rival faction within the state bodies will participate in the polls, as two different state bodies in Maharashtra, Madhya Pradesh, Haryana, and Karnataka have reportedly sent names for inclusion in the voters' list for the elections.
WFI had dissolved Karnataka, Haryana and Maharashtra at its Executive Committee meeting in June 2022 for various reasons, including "corruption and mismanagement".

According to a PTI report, the family members of the former President of the Wrestling Federation of India (WFI) Brij Bhushan Sharan Singh, will not be participating in the upcoming federation elections.
The elections, scheduled for July 6, will decide the positions of president, senior vice-president, four vice-presidents, secretary-general, treasurer, two joint secretaries, and five executive members.
In response to the protesting wrestlers' concerns, Sports Minister Anurag Thakur had assured them that Brij Bhushan's family members and associates would not be allowed to contest the elections. As a result, the wrestlers had suspended their protest until June 15.
According to a source close to Brij Bhushan's family, it has been decided that the BJP MP's son Karan Bhushan, who heads the Uttar Pradesh Wrestling Association, and his son-in-law Aditya Pratap Singh, who heads the Bihar unit, will not file nominations for the WFI elections. The family believes that considering the current circumstances, it would be unwise to do something that exacerbates the controversy.
However, Karan and Aditya will still participate in the elections and exercise their voting rights.
Notably, Brij Bhushan himself is ineligible to compete after completing 12 years as President, and the Sports Code does not allow another term after serving three consecutive stints of four years each.
Concerns had arisen among the wrestlers that even though Brij Bhushan would not hold any official position in the federation, he might exert influence by placing either Karan or Aditya, or both, in key positions.
The former WFI chief, aged 66, has been accused of sexual harassment and intimidation by top wrestlers in the country, including Vinesh Phogat, Sakshi Malik, and Bajrang Punia. The Delhi Police has filed two FIRs against him, and a chargesheet in the case is expected to be filed soon.
While his family members have agreed to step aside, it remains to be seen which of Brij Bhushan's associates will be asked to refrain from participating in the elections. Thakur had stated that the protesting wrestlers would be consulted in the formation of the new executive body.
Om Prakash Dhankar, the BJP's Haryana chief, and NR Choudhary, former Secretary of the Railway Sports Promotion Board (RSPB), have expressed interest in contesting the elections. However, it is unlikely that they will participate as they do not hold positions in the executive committee of any state unit, which is a requirement for eligibility.
A total of 25 state units will participate in the elections, with each unit sending two representatives, both of whom will have voting rights. Some units that were dissolved by the WFI earlier, including Karnataka, Maharashtra, and Haryana, have claimed to be the legitimate state bodies for representation in the elections. The decision on which faction gets to vote will be made by the Returning Officer, Mahesh Mittal Kumar, a retired high court judge.
The deadline for receiving nominations from each state and union territory is June 19, with scrutiny taking place by June 22. The submission of nominations will begin on June 23 and conclude on June 25. Asian Games gold medallist Vinesh Phogat on Sunday accused the government of shielding Brijbhushan Sharan Singh from being arrested.&nbsp;
In a conversation with news agency PTI, she said, &lsquo;You have to ask Amit Shah why he (ex-WFI chief) is not being arrested. He is such a powerful man that the government is trying to shield him. So getting him arrested is not easy but we are continuing our fight.&rsquo;&nbsp;
The wrestlers had halted their stir after getting an assurance from Sports Minister Anurag Thakur on June 7 that a chargesheet will be filed against the former WFI chief by June 15.
They have been demanding Brijbhushan's arrest since they resumed their agitation against him on April 23 at Delhi's Jantar Mantar.
The government has accepted several of the wrestlers' demands, including that none of Singh's family members or associates will be allowed to contest the impending WFI polls.
However, the wrestlers, led by Olympic medallists Sakshi Malik, Bajrang Punia and Asiad Gold medallist Phogat, have said they will not end their protest unless the former WFI Chief is put behind bars.

The Delhi Police's Special Investigation Team (SIT) probing sexual harassment allegations against the Wrestling Federation of India (WFI) president and BJP MP from Kaiserganj, Uttar Pradesh is likely to submit in the court its investigation report in the two cases registered against him by next week, officials said on Wednesday.
As part of its investigation, the SIT has questioned more than 180 people, the Delhi Police officials said.
Top wrestlers of the country, including Asian Games gold medallist Vinesh Phogat and Olympic medallists Sakshi Malik and Bajrang Punia, had been protesting against Singh and demanding his arrest for allegedly sexually harassing seven female grapplers, including a minor.
The protesting wrestlers on Wednesday met Sports Minister Anurag Thakur and agreed to suspend their agitation till June 15 after he assured them that a charge sheet against Singh will be filed by then and WFI elections will be held by the end of the month.

The UWW and WFI rules were not followed (in the bout). I have no grudge against the Delhi wrestler. She is also like my daughter but the referee who was also from Delhi deliberately defeated my daughter.'
Asked why he directed his anger towards Singh when the alleged bias was shown by the referee, he said, 'Who had deputed the referee? It was the federation. And who is the head of the federation? So who I will be angry with?' he questioned.

However, the wrestlers want some more time to get ready for the trials.
"We want to take part in the selection trial but to prepare for it, we need at least a month and a half of training," international wrestler Satyawart Kadian, who is also Sakshi Malik's husband, told PTI.
Getting back into competition mode will be a tough task for the wrestlers. Some haven't competed since the World Championships in September last year, while others last hit the mat even earlier, during the Commonwealth Games in August 2022.
Asian Games are set to take place in Hangzhou, China from September 23 to October 8.
