Jawaharlal Nehru University (JNU) has a problem of "freeloaders" -- both overstaying students and illegal guests -- and the administration is now tightening the noose on them, according to its Vice Chancellor Santishree Dhulipudi Pandit. In an interaction with PTI editors at the agency's headquarters, Pandit said she has issued strict instructions to the hostel administration not to allow any student to stay in hostels beyond five years. In response to a question on allegations of JNU having seen freeloaders stay on campus at the cost of taxpayer money, Pandit said, "You are absolutely right, we have a problem of freeloaders." Herself an alumna of the university, the 61-year-old said the issue was there even when she was a student but it has increased now. "When I was there, we had many students who stayed over but the number of such students was very low... JNU creates certain illusions too... certain students... want everything free and subsidised... even the Lok Sabha canteen is costlier than the JNU canteen but in our times, teachers were very strict," she said. "The professor supervising my research told me if you don't complete it in four-and-a-half years, you are out. I knew he wouldn't sign my fellowship extension... I think this has changed over the years. Certain professors permitted such extensions and that's how the number has gone up today," Pandit said. Pandit pursued her MPhil and PhD from JNU from 1985-1990 after finishing her master's degree from Presidency College in Chennai. "There are also people on campus who are illegal guests, who are not even students of JNU but come here and stay. They are either preparing for UPSC or other exams... for them, JNU is the cheapest place to stay... in southwest Delhi, where can you get such an accommodation with greenery, spread over 2,000 acres and with such dhabas and cheap food," she asked. On the steps being taken by her administration to address the issue, Pandit said, "Now we are trying to bring this down to a large extent... it is very difficult for us to get into the rooms... we still do it while sticking to the norms. We also appeal to the good sense of the students and ask them to at least inform if they are bringing a guest." "We have also tightened the hostel administration to not allow any student to stay beyond five years. We are now making ID cards compulsory... we tell students to carry ID cards at all times and produce them when asked for. We are asking students to report as well since there are students who don't like these outsiders," she added. JNU had in 2019 issued a list of pending mess dues from hostel residents amounting to over Rs 2.79 crore, creating an uproar from various quarters. The students' union had then termed the move as an attempt to threaten students.

The allegations of "freeloaders" on the campus were also raised after the 2016 sedition controversy over "anti-national" slogans raised at the university that led to the arrest of the then-students' union president Kanhaiya Kumar, along with others. Several online petitions were then started to stop funding JNU with taxpayers' money. The administration's attempts to push for CCTVs on campus and make carrying IDs compulsory have been met with resistance from the students' union, which has been accusing the university brass of converting the campus into a "jail".

A female student at the Jawaharlal Nehru University has started an indefinite strike at the main gate of the campus, alleging inaction by its administration over her sexual harassment complaint against four people.
She alleged that she was sexually harassed on the night of March 31 on the campus by four people, including two former students. The university administration has ordered an inquiry into the incident.
The complainant, however, claimed that the &ldquo;perpetrators&rdquo; of the crime were roaming around freely.
"It has been more than 30 hours since I first filed the complaint and no action whatsoever has been taken yet. There have been a bunch of formalities; my friends and I have been at the administration, leaving our classes, demanding justice, and doing all we can, while the perpetrators are roaming freely," she claimed.
The university, meanwhile, said it was following the due process. "We are following the due process which takes time. We also have to give a chance to the accused to provide their defence," JNU Chief Proctor Sudhir Kumar told PTI.
The complainant further raised concerns over her safety and security on the campus. "It must be known that the person who harassed me and my friend resides in the same hostel as I do, and I am expected to go into the same hostel, the same corridors, the same mess, to face that person who has caused me such mental harassment." The chief proctor had earlier said that the two ex-students facing the allegations have been declared "out-of-bounds from campus".
The complainant also expressed displeasure over the Jawaharlal Nehru University Students' Union&rsquo;s (JNUSU) involvement in addressing the matter and said she decided to start the protest after seeing its ineffectiveness.
&ldquo;After witnessing the ineffectiveness of the JNUSU, I decided to take the matter into my own hands. They went to meet the proctor without the survivor while I and my friends were busy in formalities with the administration &hellip;," she said.
The student demanded the immediate restraintment of one of the accused from Sabarmati Hostel, cancellation of the registration of the accused, out-of-bound order for the former students and steps to ensure her safety, as well as that of her friends.
The purported incident took place when the complainant and a friend were taking a walk near the JNU Ring Road around 2 am, a university official said.
They were allegedly followed by four people, including two students who had already graduated, in a car. These people allegedly sexually harassed the female student, the official said.
The Left-led students' union has alleged that the four people, including the two former students, belong to the Rashtriya Swayamsevak Sangh (RSS)-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP). The ABVP, however, denied the allegation and claimed that it was being falsely implicated.

AISA in a statement hit out at ABVP for its &ldquo;consistent opposition to democratic processes&rdquo; within campus.
&ldquo;This incident calls for united opposition against ABVP&rsquo;s disruptive agenda. Let us stand together to protect the democratic ethos of our campus and ensure a safe and inclusive environment for all students.&rdquo;
The ABVP statement also said that the JNUSU &ldquo;passed casteist slurs&rdquo; against the mike and sound workers &ldquo;as they did not want the ABVP to participate in the UGBM&rdquo;.&nbsp;
The JNU student elections have not been held for the last four years. It is scheduled to take place in March.

The 10-page 'Rules of Discipline and proper conduct of students of JNU' has laid out punishments for different kinds of acts like protests and forgery, and procedures for proctorial enquiry and recording a statement.
According to the document, the rules came into effect on February 3. It came after the university witnessed a slew of protests over the screening of a BBC documentary.
The rules document states that it has been approved by the Executive Council, the highest decision-making body of the university.
However, Executive Council members told PTI that the issue was brought as an additional agenda item and it was mentioned that this document has been prepared for "court matters".
The Akhil Bharatiya Vidyarthi Parishad's JNU Secretary Vikas Patel termed the new rules "authoritarian ('tughlaqi')" while asserting that the old code of conduct was sufficiently effective. He demanded a rollback of this "draconian" code of conduct.
JNU Vice Chancellor Santishree D Pandit did not respond to texts and calls from PTI seeking her reaction.
The rules will apply to all students of the university, including part-time students whether admitted before the commencement of these rules or after, the document states.
Punishments have been listed for 17 "crimes" including blockage, indulging in gambling, unauthorised occupation of hostel rooms, use of abusive and derogatory language and committing forgery. The rules also mention that a copy of the complaints will be sent to the parents.
Cases involving both teachers and students may be referred to the Grievance Redressal Committee of the university, school and centre level. Sexual abuse, eve-teasing, ragging, and arousing communal disharmony cases are of the purview of the chief proctor's office.

Amid a raging controversy over UK broadcaster BBC's documentary on Prime Minister Narendra Modi, the show was screened at the University of Hyderabad by a group of students.
Varsity officials said on 24 January 2023 that the students did not take permission before screening the documentary, and the issue came to light after members of RSS' student wing ABVP complained, as per the news agency PTI. The documentary was screened on 22 January by a group of students under the banner 'Fraternity Movement- HCU unit'.
Hyderabad police said that no complaint has been filed so far.
On 23 January, the administration of Jawaharlal Nehru University (JNU) in Delhi told students to cancel plans of screening the documentary on campus.
The Centre had issued directions for blocking multiple YouTube videos and Twitter posts sharing links to the controversial BBC documentary "India: The Modi Question".
The two-part BBC documentary, which claims it investigated certain aspects relating to the 2002 Gujarat riots when Prime Minister Narendra Modi was the chief minister of the state, has been trashed by the Ministry of External Affairs as a "propaganda piece" that lacked objectivity and reflected a "colonial mindset".

A court here on Monday granted one-week interim bail to former JNU student Umar Khalid, arrested in a case related to the northeast Delhi riots, for attending his sister's wedding.
Additional Sessions Judge Amitabh Rawat granted relief to Khalid from December 23 to 30.
He has to surrender on December 30 and no extension can be granted, a court source told PTI.
The detailed order is awaited.
Khalid had moved an application seeking two weeks' interim bail -- from December 20 to January 3 -- for his sister's wedding.
Khalid was booked under the anti-terror law Unlawful Activities (Prevention) Act (UAPA) and provisions of the Indian Penal Code for allegedly being a mastermind of the 2020 Northeast Delhi riots, which had left 53 people dead and over 700 injured.

Students said that the university administration has been ignoring their demands for the release of fellowships and scholarships for a long time," JNU's Akhil Bharatiya Vidyarthi Parishad president Rohit Kumar said.
"The JNU administration carried out a violent attack on the students to suppress the scholarship scam. The students were badly beaten up by the administration by ordering the security staff," he added.
As many as 12 students, including four female students, suffered injuries and are undergoing treatment, said ABVP activist Ambuj.
"A dozen suffered injuries after Cyclops attacked them on the order of administration," he said.
Cyclops is the firm tasked with managing security on the JNU campus.
Meanwhile, A senior police officer said neither a PCR call was received regarding the incident nor a complaint has been received at the Vasant Kunj (North) police station.
"Appropriate action will be taken based on the complaint we receive," the officer said. PTI

Sources from the university said: "It seems that the body is not of someone from JNU. The body was found in the jungle near Yamuna Hostel. A couple of students had gone for a walk in the jungle where they sensed a foul smell and alerted the authorities."

The Jawaharlal Nehru University is in the eye of yet another storm. Days after violence between students on the occasion of Ram Navami, a right-wing group targeted the institution.
The Hindu Sena put up posters saying 'Bhagwa (saffron) JNU' near the gates of the university. The posters were accompanied by a plethora of saffron scarves. The posters and saffron scarves covered JNU's vicinity, including autorickshaws plying in the area.
In a video message, Hindu Sena's vice president "warned" those opposed to 'bhagwa' or saffron. Without listing specific instances, the Hindu Sena accused elements at JNU of trying to insult 'Saffron'. Srujit Yadav said, "At the Jawaharlal Nehru University, those opposed to Saffron have been insulting it. Hindu Sena warns them and asks them to mend their ways. They should stop trying to insult Saffron. We respect you, we respect all religions, we respect all ideologies. But the way in which Saffron is being insulted in JNU will not be tolerated by Hindu Sena. We can take any strong action over this."
Police reportedly said that the posters were promptly removed due to the recent violence, and appropriate legal action is being taken.
JNU recently turned into a battleground after students reportedly associated with Left and ABVP clashed on April 10. ABVP, the RSS' student wing, claimed that its Ram Navami prayer session was disrupted and attacked by Left students. Meanwhile, those associated with the Left claimed that they were attacked by ABVP for consuming chicken on Ram Navami. JNU authorities ordered a proctoral inquiry after the incident.

ABVP students protested against the event, and clashes ensued. A group of individuals allegedly raised anti-India slogans, on the basis of which, the police filed a sedition case against the then JNUSU president, Kanhaiya Kumar. Apart from Kumar, sedition cases were also filed against Anirban Bhattacharya and Umer Khalid.
After being released from jail, Kanhaiya delivered a speech late at night which was attended by thousands, launching his political career. 
Shortly after, BJP leader Gyan Dev Ahuja, alleged that the university was in fact a sex den and 50% of the rapes and molestation of women in Delhi were committed by students of JNU. Multiple reports said that the clashes between the Left wing and ABVP students first broke out, allegedly over meat being served in the hostel canteen on the occasion of Ram Navami.

With the Ministry of Education&nbsp;appointing her on Monday,&nbsp;Santishree Dhulipudi Pandit will be the first woman Vice Chancellor of Jawaharlal Nehru University&nbsp;
Pandit is currently the Vice Chancellor of Savitribai Phule University in Maharashtra.
The 59-year-old Pandit is also an alumna of JNU where she pursued her MPhil as well as PhD in International Relations.
Her appointment is for a period of five years.
Pandit began her teaching career from Goa University in 1988 and moved to Pune University in 1993. She has held administrative position in various academic bodies. She has also been a member of the University Grants Commission, the Indian Council of Social Science Research&nbsp;and Visitor's nominee to central universities.
In her career she has guided 29 PhDs.
M Jagadesh Kumar, who was holding the charge of acting VC at JNU after his five year term ended last year, was last week appointed as the chairman of the UGC.

The post of the UGC chairman fell vacant on December 7 after Prof D P Singh, who had taken charge in 2018, resigned upon turning 65.

Kumar, who was made the Vice Chancellor in January 2016, had his first brush with controversy as the VC just a week after his appointment when students locked horns with the administration over holding of an event against the hanging of Parliament attack convict Afzal Guru.
Widely regarded for his knowledge in electronic engineering and associated areas, Kumar obtained MS(EE) and PhD (EE) degrees from the Dept of Electrical Engineering, Indian Institute of Technology (IIT) Madras.
He has previously worked as Assistant professor at IIT Kharagpur and Associate Professor at IIT Delhi.

A circular for a counselling session by Jawaharlal Nehru University on sexual harassment has drawn the ire of student outfits who said it reeks of victim shaming.
The circular has been panned for saying girls are "supposed to know how to draw a tangible line between them and their male friends".The internal complaints committee of the JNU has uploaded the circular on the varsity's website saying that it will organise a counselling session on sexual harassment on January 17. It also said that such sessions will be organised on a monthly basis.
Under the subhead "why is the counselling session required", the circular said that it will make students aware about what consists of sexual harassment.
The part that has raised the stink states:
"ICC come across a number of cases where sexual harassment takes place among close friends. Boys generally cross (sometimes advertently, sometimes inadvertently) the thin line between friendship's bantering and sexual harassment. Girls are supposed to know how to draw a tangible line (between them and their male friends) to avoid any such harassment (sic)".
Jawaharlal Nehru University Students' Union president Aishe Ghosh has dubbed it as "victim shaming".
Calling the remark "regressive" and "moral policing", Ghosh such a remark, "creates a space where harassment becomes rampant and make women unsafe".
