The number of casualties in the collapse of an illegal under-construction building in Kolkata has risen to 9.

The collapse of an illegal under-construction building in Kolkata's western fringes claiming at least nine lives and injuring 17 more early on Monday provoked a fierce political debate over whether the incident opened up yet another Pandora's box of corruption under the TMC regime in Bengal.
Despite some 18 hours having passed since the collapse, several people were still believed to have remained trapped inside the rubble, triggering apprehensions of a further rise in the death toll, which kept mounting through the day. The deceased included two women who lived in the vicinity.
In the aftermath of the five-storey building, allegedly being constructed by filling up a water body, crumbling down on neighbourhood shanties occupied by unsuspecting dwellers in the thickly-populated Azhar Mollah Bagan area of Garden Reach, state Leader of Opposition Suvendu Adhikari claimed that the locality teemed with no less than 800 such unauthorised buildings.
Demanding a court-monitored audit by central bodies like the CPWD into constructions in urban areas of the state, Adhikari set a one-month deadline for the Kolkata Municipal Corporation (KMC) to publish the list of authorised and unathorised structures in its 141 wards.
"I will also file RTIs with the KMC secretary seeking details of such constructions and bring the details out in public domain," he declared.
While Md Wasim, the promoter of the building, was arrested, the investigation into the collapse was handed over to the homicide department of the city police. IPC sections pertaining to murder, attempt to murder and criminal negligence were slapped on the accused, police said.
The building has been under construction since December 2022. It comprised 16 apartments, each of 500 square feet area, all of which were booked for sale, police sources said.
"There are several builders involved in the project. We are on the lookout for the others," a senior officer said.
Meanwhile, a show-cause notice was issued by the KMC to three officers of the ranks of executive engineer, assistant engineer and sub-assistant engineer for their possible "oversight" of the illegal construction, a top civic body official told PTI.
"The officers have been asked to reply within the next 48 hours and stringent actions could be taken against them if their responses were found unsatisfactory," he said.
Earlier in the day, West Bengal Chief Minister Mamata Banerjee visited the collapse site and assured locals of stern action against the promoters of illegal real estate. She also announced a compensation of Rs 5 lakh each to the next of kin of the deceased and Rs 1 lakh each to the injured.
"Sad to learn about the house collapse disaster of an under-construction building in the Garden Reach area of the Kolkata Municipal Corporation. Our Mayor, Fire Minister, Secretaries and Commissioner of Police, civic, police, fire and disaster management officers and teams (including NDRF, KMC and KP teams) have been on site throughout the night for mitigating the disaster," the chief minister wrote on X on Monday morning.
"This was an illegal construction. I express my condolences to the family. I urge the administration to take strict action against those responsible for the disaster," she said, after visiting the injured at the state-run SSKM Hospital.
In her first public appearance since her fall at home and injuries on her forehead last Thursday, Banerjee was seen visiting the collapse site with a bandaged forehead.
Kolkata Mayor Firhad Hakim, who also happens to be the local MLA besides holding the state urban department portfolio, admitted that the structure was unauthorised, but passed the buck on to the previous regime of the state.
"It has been a trend here and also in some other areas since the Left Front era," Hakim said.
He also stated that there could have been a "lapse on the part of the officials" for failing to monitor whether constructions in the locality were being made in accordance with law.
Alleging that the local TMC councillor Shams Iqbal was involved in the real estate scam in the area, Adhikari demanded his arrest.
"The mayor and the chief minister, too, cannot absolve themselves of the responsibility of the deaths of so many innocent people," the BJP leader said.
Defending the councillor, Hakim said, "It is not the job of a local councillor but of the civic body officials to inspect whether constructions are taking place according to sanctioned plans from KMC." TMC national general secretary Abhishek Banerjee, responded, stating this wasn't the time to play politics over a tragedy.
"I tell the opposition leaders raising questions that politics can wait. We will have enough time to do politics later. At the moment, we should focus on rescuing the people who are stuck. We hope that such incidents are not repeated. All institutions should work in tandem," he said.
Reacting sharply to Hakim's allegation, CPI(M) Rajya Sabha member and former Kolkata mayor Bikash Bhattacharya wondered what the TMC was doing during its 12-year rule even if such an accusation was considered true for the sake of argument.
"If anything bad happens in the state, the TMC finds it convenient to blame the erstwhile Left Front government," Bhattacharya told PTI, rubbishing the mayor's claim.
Bengal Governor C V Ananda Bose also visited the accident site and spoke to the locals, rescue workers and police personnel posted there. Later, he visited the hospital and met the injured.
Speaking to the media, Bose said, "The helpless people die of no fault of theirs. This is a human failure. There is a lapse on the part of the builder, but the failure of supervisors is greater. They have failed miserably in their duties."

At least 10 people were rescued after an under-construction building collapsed here late on Sunday night, officials said.
The five-storey building collapsed in Hazari Mollah Bagan in the Garden Reach area around midnight. A search operation is underway to find survivors who may be trapped under the rubble, the officials said on Monday.
Kolkata Police Commissioner Vineet Goyal visited the spot and took stock of the rescue operation.
"An under-construction building collapsed in the Garden Reach area late on Sunday night. We have rescued a few people. The recuse operation is still going on," a police official said.
Ambulances were stationed at the spot.
According to locals, who were the first responders, concrete chunks fell from the building before it collapsed.
There was a loud sound and a thick cloud of dust engulfed the area as the building collapsed. The debris fell on nearby shanties in the densely populated area, they said.
"Although no one lived in the under-construction building, it collapsed on the adjacent shanties. We fear that many individuals might still be trapped under the rubble," said a local resident.
In a post on X, Leader of Opposition in the West Bengal Assembly Suvendu Adhikari said, "I urge @chief_west, Secretary @HomeBengal, @CPKolkata to immediately involve West Bengal State Disaster Management Team for immediate Rescue &amp; Relief." "I am receiving frantic calls regarding probable casualties. Please dispatch any team which can help in rescuing the victims, be it Fire Servicemen, Police or any other team," he said.

Prime Minister Narendra Modi inaugurated the Howrah Maidan-Esplanade section of Kolkata Metro's East-West corridor on Wednesday, heralding India's first venture into underwater metro services, which is deemed as an engineering marvel.
The Howrah Maidan-Esplanade section, a groundbreaking addition to the metropolis' transportation network and touted to be the first transportation tunnel "under any mighty river in India", has the deepest metro station in the country -- the Howrah Metro station.
Nestled under the Hooghly river, which separates the twin cities of Kolkata and Howrah, this feat stands as a testament to engineering ingenuity.
Kolkata Metro touched a milestone in April 2023 as its rakes completed a trial journey under the bed of Hooghly through a tunnel 32 metre below the water level for the first time in India.
According to researchers, the idea of having an underwater transportation system on the lines of London was first mooted by the British in 1921.
"But the idea did not see the light of the day as soil tests did not yield positive results. They were forced to abandon the idea and the project plan was shelved," Aloke Kumar, Associate Professor of IIM-Calcutta, told PTI.
Kumar, who had conducted extensive research on railways, said the idea was again pushed in the 1980s by then Railway Minister ABA Ghani Khan Chowdhury.
"But the project never saw the light of the day. It was in 2008 after being sanctioned by the UPA government that the construction work began in 2009," a former railway official said.
But political hurdles and cost escalation delayed the project, he said.
Spanning a 4.8-km stretch between Howrah Maidan and Esplanade, it forms a vital segment of the East-West Metro corridor, connecting key areas such as the IT hub Salt Lake Sector V.
According to a statement issued by the Metro Railway, the 4.8-km stretch of East-West Metro from Howrah Maidan to Esplanade has been built at a cost of Rs 4,965 crore.
Of the total 16.6 km of the East-West Metro corridor, 10.8 km is underground, including the tunnel beneath the river.
As a Metro train is expected to traverse the 520-metre stretch under the river in just 45 seconds, it not only offers speed but also ensures a seamless and time-efficient mode of transportation, further enhancing Kolkata's connectivity and urban mobility.
"This corridor, once fully commissioned, will also solve the perennial traffic congestion and improve air quality by reducing carbon footprint," the statement said.
It would also benefit people coming from Hooghly, Howrah and Medinipur as well as other states who would immensely benefit by availing of metro services after getting down at the Howrah railway station.
According to officials, the work for the East-West corridor began in 2009 and tunneling under Hooghly commenced in 2017.
The project has suffered delays owing to an aquifer burst at Bowbazar in central Kolkata on August 31, 2019, leading to severe ground subsidence, the collapse of several buildings there and two more water leakage incidents at the same site in 2022 during tunneling and construction work.
The Salt Lake Sector V to Sealdah stretch of the corridor is commercially operational at present.
The PM also inaugurated the Kavi Subhash-Hemanta Mukhopadhyay section of the New Garia-Airport Metro and the Taratala-Majerhat Metro section of the Joka-Esplanade Metro.&nbsp;

In the first instance, a Kolkata man has been diagnosed with a fungal disease that typically affects plants, NDTV reported.&nbsp;
The patient, 61, whose name has been withheld is a Kolkata-based plant mycologist. Experts following the case have highlighted that maintaining&nbsp;close contact with plant fungi can spread in humans too.&nbsp;
A research study by Dr. Soma Dutta and Dr. Ujjwayini Ray of the Consultant Apollo Multispecialty Hospitals, Kolkata, a&nbsp;study published in the 'journal Medical Mycology Case Report' said that a man was admitted in a&nbsp;city hospital after suffering from&nbsp;a&nbsp;hoarse voice, fatigue and difficulties swallowing for three months. Interestingly, he had no medical history of HIV infection, diabetes or any other chronic disease.
However, the patient was involved with decayed material, mushrooms and various plant fungi for his research.&nbsp;
The experts in the study have revealed that Chondrostereum purpureum, a plant fungus that causes silver leaf disease in plants, infected the man. Conventional techniques like microscopy and culture failed to identify the fungus. Exposure to the decaying material may be responsible to cause this rare infection."
&nbsp;The patient is said to be normal after two years of treatment and there is no evidence of recurrence. as per the research report.

Further, a two-storey house located on Ahiritola street in North Kolkata collapsed due to continuous rain. All those trapped inside the building were rescued after teams of police and fire brigade officials carried out rescue operations.
Three people were rescued from the first floor of the house, while two women and a child remained trapped on the top floor of the building.
