A massive oil spill from a ship that overturned this week is keeping the authorities in Trinidad and Tobago on their toes

Emergency workers in Trinidad and Tobago were scrambling Saturday to clean up a massive oil spill after a mystery vessel ran aground near the Caribbean island, casting a pall over Carnival tourism.
At least 15 kilometers (nearly 10 miles) of coastline have been affected in Tobago and authorities were poised to declare a national emergency, Farley Augustine, chief secretary of the Tobago House of Assembly, told reporters.
Environmental officials said the spill has damaged a reef and Atlantic beaches, boding ill for the island's resorts and hotels, the lifeline of the local economy during Carnival season.
Augustine said the government may elevate the accident to a Level 3 disaster, adding, "Everything indicates that we are going in that direction."
The mystery vessel, identified as The Gulfstream, capsized on Wednesday off the coast of the Cove Eco-Industrial Park in southern Tobago, and currents have dragged the boat shoreward.
When sighted on Wednesday, the ship was sailing under an unidentified flag and made no emergency calls.
The island's Emergency Management Agency said there were no signs of life on the vessel, whose cargo was initially believed to consist of sand and wood.
The agency released photos of an estimated 1,000 volunteers in protective white jumpsuits working to remove oil from beaches.
Divers were preparing to plug a leak in the ship, Augustine added.
For now, according to one government source, "All the Coast Guard's efforts are aimed at containing the oil spill."
The source, speaking on grounds of anonymity, said it would be "some time" before investigators could determine the ship's origins, ownership and intended destination.
Augustine said the island was ready to accept help from other countries and had received offers of assistance.
Energy Minister Stuart Young from Trinidad traveled to Tobago and said the main island was ready to offer "any assistance that can be provided."
The disaster comes on the eve of Carnival, and Dave Tancoo, an opposition member of Parliament, said tour operators were likely to face considerable losses at a time when they usually see peak profits.
"This opportunity was cruelly taken away from them," he said.

Russian oil import:&nbsp;India is refusing to comply with Russian oil suppliers pressure to pay for the imports in Chinese Yuan, reported Bloomberg. As per the report, some Russian oil suppliers are demanding payment in yuan.
<h3>Chinese Yuan</h3>
The Indian government owns at least 70% of the oil refiners which makes them follow orders on payment instructions from the Ministry of Finance. After the biggest state refiner Indian Oil Corp had made a yuan payment for Russian crude in the past, the Narendra Modi government has clamped down on that.

If the oil prices are above $60 a barrel cap imposed by the US and its allies on Russian oil, India mostly pays for Russian oil imports in US dollars, and a small amount of rupees. Otherwise the payment is mostly done in dirhams &mdash; the currency of the United Arab Emirates.
According to Bloomberg, Russian oil suppliers are requesting that the Chinese currency be the main unit of transaction for oil trade even though Yuan is used in smaller transactions.&nbsp;
<h3>Russia's Excess Rupees</h3>
This comes amid Russia's excess supply of rupees, which it&rsquo;s struggling to use, while at the same time its demand for yuan has grown sharply in the past year. Russia's economy has become more reliant on China for imports. Russian businesses have been settling more of their trade in yuan, with the Chinese currency this year replacing the dollar as the most traded currency in Russia
Meanwhile, as rupee isn't fully convertible currency internationally, it is difficult to use in global trade. Some Russian suppliers are not in favour of India's choice of using Dirhum as it requires them to conduct the transactions out of Dubai, which would result in more scrutiny of the funds.
The disagreement has now lead to delay in payments. As per Bloomberg, payment for about four to five cargoes had recently been delayed because the parties involved failed to agree on the currency of exchange.&nbsp;

Indian oil companies are exploring the possibility of using close to USD 600 million of their dividend income stranded in Russia to buy oil from that country, officials said on Thursday.
India's top four oil companies -- Indian Oil Corporation (IOC), a unit of Bharat Petroleum Corporation Ltd, Oil India Ltd and ONGC Videsh Ltd -- haven't been able to repatriate dividend income they accrue from their investments in Russian oil and gas fields. That money is lying in their bank accounts in Russia but could not be brought to India due to tough Western sanctions that followed Moscow's invasion of Ukraine.
This is at a time when Russia has emerged as the top crude oil supplier to India, accounting for more than a third of all purchases New Delhi makes from overseas.
Officials said one of the options could be to loan the money lying in Russian bank accounts to entities buying oil. These entities could repay the loan in India.
The entities that buy oil from Russia include IOC and BPCL.
"We are studying legal and financial implications of such a move," an official said. "We are mindful of the sanctions and do not want to do anything that may in any way attract any breach." Indian state oil firms have invested USD 5.46 billion in buying stakes in four different assets in Russia. These include a 49.9 per cent stake in the Vankorneft oil and gas field and another 29.9 per cent in the TAAS-Yuryakh Neftegazodobycha fields. They get dividends on profits made by the operating consortium from selling oil and gas produced from the fields.
Soon after Russia's invasion of Ukraine in February last year, several major Russian banks were banned from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) financial transaction processing system, constricting Moscow's ability to access the global payments system.
Also, the Russian government has put restrictions on the repatriation of dollars from that country to check volatility in foreign exchange rates.
This led to a situation of dividend money getting stranded in Russia.
ONGC Videsh Ltd (OVL), the overseas arm of state-owned Oil and Natural Gas Corporation (ONGC), holds a 26 per cent stake in Suzunskoye, Tagulskoye and Lodochnoye fields -- collectively known as the Vankor cluster in the north-eastern part of the West Siberia.
Indian Oil Corp (IOC), Oil India Ltd (OIL) and Bharat PetroResources Ltd (a unit of Bharat Petroleum Corp Ltd or BPCL) hold another 23.9 per cent in the same project. Russia's Rosneft is the operator with 50.1 per cent interest.
The consortium of OIL, IOC and Bharat PetroResources has a 29.9 per cent stake in TAAS-Yuryakh Neftegazodobycha.
Separately, OIL chairman and managing director Ranjit Rath said about USD 150 million of dividend income of OIL is lying in bank accounts in Russia.
The total for its consortium (IOC and BPRL included) is about USD 450 million, he said.
OVL has another USD 130 million of dividend income.
"We see this has a temporary phenomenon," Rath said. "We are working at three levels -- exploring legal options, analysing banking challenges and using government-to-government to negotiations." He, however, refused to elaborate.
Other officials said the options being explored includes using the stranded money to buy oil.
"IOC as well as BPCL already are big buyers of Russian oil and perhaps they can use that money to buy oil," an official said. "Legal and financial issues in doing so are currently being studied." Another official said a solution is likely to emerge in 2-3 months' time.
The dividend is lying with the Commercial Indo Bank LLC (CIBL), which was a joint venture of the State Bank of India and Canara Bank. Canara Bank in March sold its 40 per cent stake in CIBL to SBI.
The dividend from TAAS was paid on a quarterly basis, while Vankorneft's earnings were paid half-yearly.
The Indian firms are looking at options of how to repatriate the money from Russia, Rath said.
All dividend income prior to the Ukraine war was repatriated but the one that accrued after that is stuck.
The operations of the fields have not been impacted and they continue to produce as normal, he added.
OVL also has a 20 per cent stake in the Sakhalin-1 oil and gas field in Far East Russia, and in 2009 acquired Imperial Energy, which has fields in Siberia, for USD 2.1 billion.

India and China, the world's top oil users, continued to lap up heavily discounted Russian crude oil, buying as much as 80 per cent of the oil that Moscow exported in May, the International Energy Agency (IEA) said in a report.
"Heavily discounted Russian crude oil has found new buyers primarily in Asia. India has increased purchases from almost nothing to close to 2 million barrels per day, while China has raised liftings by 500,000 barrels per day to 2.2 million barrels per day," the Paris-based energy agency said in its latest Oil Market Report.
Russia-origin seaborne crude exports averaged 3.87 million barrels per day in May, the highest since Russia invaded Ukraine in February 2022.
"In May 2023, India and China accounted for almost 80 per cent of Russian crude oil exports," IEA said. "In turn, Russia made up 45 per cent and 20 per cent of crude imports in India and China, respectively.
With Russia's formerly main crude export markets in Europe banning import and G7 imposing shipping restrictions, more than 90 per cent of Russian seaborne crude is now headed to Asia, up from pre-war levels of 34 per cent.
India's imports of Russian oil were 14 per cent higher than in April and a fresh record high for Russian crude flows into the country.
The incentive to buy cheap Russian crude remains underpinned by deep discounts. Russia's main crude export grade Urals discount to Dated Brent averaged USD 26 per barrel in the first three weeks of May. This compared with USD 3.70 a barrel in January 2022.
IEA projected Indian GDP to grow by 4.8 per cent in 2023, rising to 6.3 per cent in 2024 before recovering to an even stronger 7 per cent in 2025-28.
"Growth will be buttressed by favourable demographics and an expanding middle class," it said. "India is set to overtake China in terms of global year-on-year oil demand growth in 2027.
The fastest-growing economy in the world, surpassed China to become the world's most populous country in 2023.
"Although its rate of expansion has been slowing for decades, population growth will likely not peak until 2065," IEA said. "Further propelled by trends such as urbanisation, industrialisation, and the emergence of a wealthier middle-class keen for mobility and tourism, Indian oil demand will grow by more than 1 million barrels per day between 2022 and 2028.
Diesel, the main fuel by far, will see its share of the product mix climb from 32 per cent to 35 per cent over the forecast period.
Since early 2023, increasing exports from India, the Middle East and China have moved west to European and G7 buyers in the Atlantic Basin to offset Russian cargoes now moving to buyers East of Suez (300,000 barrels per day or roughly one-third of Russian exports), IEA said.

The government expects oil marketing companies (OMCs) to cut fuel prices as global oil price decline and after the oil majors reported profits in the fourth quarter of the fiscal year 2022&ndash;23, Money Control reported through sources.&nbsp;
The March quarter saw significant gains for the state-run OMCs Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL), and Hindustan Petroleum Corporation Limited (HPCL), due to a drop in crude prices.&nbsp;
IOCL recorded a standalone net profit of ₹8,242 crore for FY23, a decline from ₹24,184 crore last year, despite making money in Q4FY23. A similar reduction in standalone net profit was also reported by BPCL for FY23.
HPCL, on the other hand, posted a standalone net loss for FY23 of ₹8,974 crore.
Due to concerns about inflation and the recession, crude prices have fallen in recent months and have been steady at $75 per barrel. In March 2022, the price of crude reached an all-time high of $140 a barrel.
OMCs have not reduced the price of petrol and diesel despite the drop in order to make up for losses sustained in the first half of FY23.
Analysts anticipate that OMCs will profit from a strengthening marketing environment and strong refining profitability in the current fiscal year, as reported by Money Control.

Saudi Arabia has said that it will reduce its oil supply to the global economy by one million barrels per day, beginning July. By this, the output from the Kingdom will reduce to 9 million barrels per day from around 10 million barrels in May. In April, Saudi announced a cut of 5 hundred thousand barrels per day. Saudi Arabia's maximum output capacity is 12 million barrels per day.&nbsp;
This comes as the OPEC+ alliance of major oil-producing countries faces plunging oil prices and a looming excessive supply, even after taking voluntary cuts in April. On 3rd April, several producers of the oil cartel had said that the oil production will decline by 1.66 million barrels per day until the end of this year. The OPEC group's collective production targets were adjusted to 40.5mn barrels a day for 2024. After this cut, the prices briefly rallied towards $90 per barrel. However, it fell to $70 per barrel at one stage last week.&nbsp;
As per IMF, Saudi Arabia requires the prices to be above $80 a barrel to balance its budget and fund some of the &ldquo;giga-projects&rdquo; that Crown Prince Mohammed bin Salman hopes can transform its economy.

He also mentioned that the cut by Saudi could extend beyond July if needed.&nbsp;
The rest of the oil producers have agreed to extend the production cut in supply through the end of 2024.&nbsp;
As per Reuters, Russian deputy Prime Minister, Alexander Novak has said that Russia will extend its oil production cut by 5 hundred thousand barrels per day until the end of December 2024.&nbsp; While, the group lowered the targets for Russia, Nigeria and Angola, UAE was allowed to raise the output.
The oil prices on Monday rose after the announcement of voluntary cuts. Global benchmark Brent futures were last trading up 1.43% at $77.22 a barrel during early Asia trade, while U.S. West Texas Intermediate futures rose 1.5% to $72.86 per barrel. OPEC+ pumps around 40% of the world&rsquo;s crude, making its policy decisions have a major impact on oil prices. &nbsp;

However, a strong dollar wiped out those gains as it made oil more expensive for holders of other currencies.
Over the past month Crude has declined by about 15% as the markets are gripped by Bearish sentiments. Citigroup on Friday, reduced the forecast for Brent crude from $84 a barrel to about $82 a barrel. As per Bloomberg, over the week, oil has been pressured by the physical market showing signs of weakness amid poor refining margins and lackluster buying in some areas. The world&rsquo;s two biggest economies demonstrated further evidence of cooling, with US jobless claims rising and China&rsquo;s recovery waning. Money managers have piled into bearish bets in Brent, sending net longs to the lowest since December.

The Chrism oil will be symbolically touched to the 74-year-old monarch&rsquo;s head, chest and hands as part of the religious ceremony at Westminster Abbey in London during his coronation as King Charles III.
His wife, Camilla, will also be anointed Queen Consort with the same holy oil.
The palace said that the oil has been created using olives harvested from two groves on the Mount of Olives at the Monastery of Mary Magdalene and the Monastery of the Ascension in the city in western Asia, the burial place of the King&rsquo;s grandmother Princess Alice of Greece.
"The olives were pressed just outside Bethlehem and the oil has been perfumed with essential oils &ndash; sesame, rose, jasmine, cinnamon, neroli, benzoin and amber &ndash; as well as orange blossom," the palace said.
It was consecrated by the Patriarch of Jerusalem, His Beatitude Patriarch Theophilos III, and the Anglican Archbishop in Jerusalem, the Most Reverend Hosam Naoum, in a ceremony in Jerusalem on Friday.

The ruling Taliban in Afghanistan signed a contract with a Chinese company to extract oil from Afghanistan's Amu Darya basin, according to reports by TOLONews.
The agreement was signed in Kabul on January 5 in the presence of Taliban officials and Chinese ambassador Wang Yi.
Afghanistan&rsquo;s acting mines and petroleum minister Shahabuddin Delawar, said the first three years will be exploratory and that in this period more than $540 million will be invested, reported TOLONews.
Delawar said that if the company failed to fulfil the pledged principled, the contract will be cancelled.
According to the contract, the Chinese firm will invest up to USD 150 million a year, which will increase to USD 540 million in three years. &ldquo;The project directly provides job opportunities for 3,000 Afghans,&rdquo; CNN quoted the statement as saying.
The contract is due for 25 years, as per TOLONews report.

India's appetite for Russian oil swelled ever since it started trading on discount as the West shunned it to punish Moscow for its invasion of Ukraine

Russia has become India's top oil supplier in October, surpassing traditional sellers Saudi Arabia and Iraq, according to data from energy cargo tracker Vortexa.
Russia, which made up for just 0.2 per cent of all oil imported by India in the year to March 31, 2022, supplied 935,556 barrels per day (bpd) of crude oil to India in October -- the highest ever.
It now makes up for 22 per cent of India's total crude imports, ahead of Iraq's 20.5 per cent and Saudi Arabia's 16 per cent.
India's appetite for Russian oil swelled ever since it started trading on discount as the West shunned it to punish Moscow for its invasion of Ukraine.
According to Vortexa, an energy intelligence firm, India imported just 36,255 barrels per day of crude oil from Russia in December 2021 as compared to 1.05 million bpd from Iraq and 952,625 bpd from Saudi Arabia.
There were no imports from Russia in the following two months but they resumed in March, soon after the Ukraine war broke out in late February.
India imported 68,600 bpd of Russian oil in March while it increased to 266,617 bpd in the following month and peaked to 942,694 bpd in June. But in June, Iraq was India's top supplier with 1.04 million bpd of oil. Russia in that month became India's second biggest supplier.

London's Metropolitan Police said its officers arrested two protesters from the group for criminal damage and aggravated trespass after they "threw a substance over a painting" at the gallery on Trafalgar Square and glued themselves to a wall just after 11 am (1000 GMT).
Police said they had unglued the protesters and taken them to a central London police station.
The National Gallery said the two protesters "appeared to glue themselves to the wall adjacent to Van Gogh's 'Sunflowers'" and threw a "red substance" at the painting. The room was cleared of visitors and police called, it added.
A video posted on Twitter by the Guardian newspaper's environment correspondent Damien Gayle and retweeted by the eco-activism group shows two women wearing T-shirts with the slogan "Just Stop Oil" lobbing cans of soup at the iconic painting.
After glueing themselves to the wall, one of the activists shouts: "What is worth more, art or life?"
"Are you more concerned about the protection of a painting or the protection of our planet and people?" she asks.
In the video, someone can be heard yelling "oh my God" as the soup hits the canvas, and another person shouts "Security?" while soup drips from the frame onto the floor.
Just Stop Oil said in a statement its activists threw two cans of Heinz Tomato soup over the painting to demand the UK government halt all new oil and gas projects.
It later tweeted that the protest's message was "Choose life over art".
"Human creativity and brilliance is on show in this gallery, yet our heritage is being destroyed by our Government's failure to act on the climate and cost of living crisis," the group said.

The activist group said the painting has an estimated value of $84.2 million.
The National Gallery on its website says the signed painting from 1888 was acquired by the gallery in 1924.
It is one of five versions of "Sunflowers" on public display in museums and galleries across the world. Van Gogh created seven in total.&nbsp;
The gallery called the works "among Van Gogh's most iconic and best-loved works".
The attack came a week after Britain's Home Secretary Suella Braverman issued a threat to direct-action protesters who she said were using "guerrilla tactics" to bring "chaos and misery" to the public.
"Whether you're Just Stop Oil, Insulate Britain or Extinction Rebellion, you cross a line when you break the law -- and that's why we'll keep putting you behind bars," she said.
Just Stop Oil has previously targeted several other famous paintings with glue attacks.
In June, two activists glued their hands to the frame of van Gogh's painting "Peach Trees in Blossom" at the Courtauld Gallery in London.
In July, supporters glued their hands to the frame of British painter John Constable's "The Hay Wain" at the National Gallery.
They first taped over the canvas with a "reimagined version" of the bucolic scene, showing the landscape covered in pollution, dotted with wildfires and overflown by aircraft.
In the same month, they glued themselves to a full-scale copy of Leonardo Da Vinci's "The Last Supper" at the Royal Academy in London.
In recent days, Just Stop Oil has held multiple protests blocking highways.
Met Police Commissioner Mark Rowley said of the protests that he was "frustrated so many officers are being taken away from tackling issues that matter most to communities."

US President Joe Biden on Wednesday said his administration will take action against Saudi Arabia after the Riyadh-led OPEC+ alliance announced plans to cut oil production, a move that America said would support oil exporters such as Russia.
&ldquo;We&rsquo;re going to react to Saudi Arabia, and they&rsquo;re (Congress) doing consultation when they come back. And we will take action,&rdquo; Biden told reporters at the White House.
He was responding to a question from lawmakers, including Indian-American Congressman Ro Khanna, calling for a stopping of US arm sales to Saudi Arabia in the wake of the Kingdom&rsquo;s decision to reduce oil production.
Biden on Tuesday said there will be "consequences&rdquo; for Saudi Arabia as Riyadh other countries tied to OPEC have announced plans to cut oil production by 2 million barrels a day in response to the slowing economy, a move that the Biden administration said would support Russia.
US National Security Advisor Jake Sullivan told reporters separately that the President was clear a day earlier that the US is re-evaluating the relationship with Saudi Arabia.
&ldquo;This is a relationship that has existed over decades...And it's been built on a basis of bipartisan understanding. And the President wants to make sure that he is consulting closely with the Congress on a bipartisan basis as he re-evaluates,&rdquo; he said.
&ldquo;And so, he looks forward to engaging the Congress when they return. He will make his decisions about how we proceed with respect to the relationship on his timetable, having had the level of consultation and reflection that he is keen to have, because these are, of course, consequential decisions,&rdquo; Sullivan said.
&ldquo;He was clear yesterday that he has embarked on that process, and he's doing so with the purpose of looking out for US interests and values as we think about the future of the US-Saudi relationship,&rdquo; Sullivan said.
Sullivan said as the President has said from when he came into office, there is a range of interests and values that are implicated in the US-Saudi relationship and countries across that region and around the world.
&ldquo;And, you know, the President will examine all of that. But one question he's going to ask is: Is the nature of the relationships serving the interests and values of the United States? And what changes would make it better serve those interests and values?&rdquo; he said.
&ldquo;The step that OPEC+ took last week with respect to energy that helped Russia raises real questions. And you've heard not just from the President, but from members of Congress of both parties on this,&rdquo; he told reporters.
&ldquo;So, I'm not going to get ahead of where he will end up on this because, as he said yesterday, he wants to be able to engage and consult with Congress when they return. He wants to be able to reevaluate in a methodical, strategic, effective way. And then he will, at a time and place of his choosing, lay out how he intends to proceed with respect to the relationship,&rdquo; Sullivan said.
&ldquo;This is responsible, it's prudent, it's rooted in his fundamental interest in making sure that the relationship the United States has with Saudi Arabia serves the American people effectively. That's what he's intending to work through,&rdquo; said the National Security Advisor.
Saudi Foreign Minister Faisal bin Farhan Al Saud told Saudi-owed Al Arabiya on Tuesday that his government's justification of the production cuts was &ldquo;purely economic&rdquo;.&nbsp;
